A lot of people don't like the second Hunchback of Notre Dame movie, but I think that's mostly because the plot and villain were such a letdown after Frollo. As its own Disney movie, it would have been a perfectly good movie. But because it was a sequel, and the sequel to the Hunchback of Notre Dame, no less, it was expected to measure up to its predecessor, which it did not. Sarousch as the villain of his own movie would have been fine, but coming after Frollo he was almost laughable.
What would have been good would have been if they'd incorporated the novel into the movie more and had Jehan Frollo, Claude Frollo's younger brother from the original novel, show up to avenge his brother. The whole thing could have been his plan to get revenge for his brother (what better way to punish your brother's killers than by kidnapping the child of two of the people who killed him?), and Madellaine could have been working for him instead.

What would be the backstory behind Judge Claude Frollo?
So tip what I’d do is basically just adapt the backstory he had from the book. He and his brother are orphans, taken in by the church, Frollo grows up to be the self righteous judge and his brother Jehan becomes a gambling drinking wastrel. I think the animosity/belief in his own righteousness would grow from Frollo’s relationship with his brother. Jehan’s rebellious actions constantly put their hopes of stability growing up in jeopardy, and young Claude feels superior to him because he’s rewarded for towing the line, and that just sort of builds up overtime to the whole world, eventually turning from “I’m in the right because I’m doing right” to “I’m always in the right”.
Also I had Jehan be the father of Claudine in my rewrite of her for Canon Descendants, as Claude Frollo deserves to die eternally frustrated.
Since the backstory wasn’t really long I will take this opportunity to drop the little idea I had for my take on a HOND 2 rewrite/better sequel. I was looking over the Disney Villain Recruitors from Tokyo DisneySea—Park only characters that are like new Sidekicks to the villains and wondering how I’d adapt them to the DisneyVerse, and had the idea that Frollo’s Recruiter, Veil, would actually be a demon that’s been sent as his handler basically when he makes a deal in Hell to come back as a revenant to try and get revenge.
The bell she wears around her neck is his reliquary which’s holds what’s left if his soul—Ala Rasputin from Anastasia—and the plot , which would include a rewrite of Madelline from HOND 2 cuz I like her design and Quasi deserves love to, would probably pull in my rewrites for Zephyr and Claudine as well and have a Medieval Folk Horror flavor over all of it.

Madellaine would have looked so much cuter like this. You canNOT change my mind. She should have been Sarousch's biological daughter or something; that would have made her trauma darker and more akin to that of Quasimodo's which is her overall character arc anyway. Making it darker by having Sarousch her actual father would have at least been a little closer to the dark nature of the original movie.
Also, Madellaine just straight up looks SO WEIRD to me, with some of the color choices.
I made another version where she's still caucasian, but a brunette with green eyes. Look how YELLOW her original skin color is in that scene. Yes, she's inside a golden bell, but there's so many shots of her in the movie where she is sickly yellow. She looks like she could be in the Simpsons!
I don't know man, either way, I wish they had made her Romani/Sarousch's daughter. The movie keeps comparing the Romani people to the circus people anyway, might as well just hammer it home if you gotta.
Would have made room for some more complex dialogue and made it more adult too like the original.

Madellaine crosses her arms as anxiety starts settling in.
"I'm not used to going out like this," she admits. Without her makeup and fancier dress she feels more nude than a drunkard stumbling home after a night of partying.
Quasimodo places his hand over her shoulder. She relaxes under the weight. Who knew such hands, capable touch?
"It's alright, if anything happens I'm right here," he assures her. He knows what it feels like to be out in public with people staring at you for things out of your control. But he also knows the discomfort is worth experiencing the warmth rays of sunlight and the taste of fluffy bread. He wants to share that with her.
As the creepy clowns stalk towards them, Madellaine turns to Quasimodo, her brown eyes wide and pleading:
"You need to get out of here!" She begs him. "I know how to deal with them, I can't let anyone else suffer because of me!"
The bell ringer shakes his head in refusal.
"I can't, you know what Sarousch will do to you!" he replies. He faced an abuser before, he won't sit by and let the same happen to his friend. He gives her a determined glare.
"We'll face him together."
Madellaine's eyes widen in shock. Her heart races as she grips Quasimodo tightly. They were so high up, she could feel her head swimming with nausea and fear.
"ARE YOU MAD, LAD?!" She screams out in fright. "It's too high we're going to fall!"
"And that's not even the best part," Quasi laughs. Holding her like a groom with his bride, he studies the distance one last time...
Before leaping forward into the darkness below!

Hunchback of Notre Dame 2 Review
Hunchback 1 is my favorite Disney Musical, but I never watched Hunchback 2, so I decided to share my thoughts on the direct-to-video sequel that no-one ever talks about.
The MacGuffin of this movie is a huge bell with gems encrusted on the inside. You'd think the ringer would BREAK THE GEMS, but I guess not.
Oh GOD, the animation is so much worse! The characters all look like their stunt doubles! Also, ew, there's a "funhouse mirror" gem in the bell that reflects Quasimodo without his deformities, and he looks cursed and I hate it. Man, the movie looks so bad at points, it's actually corrupting my memory of the first one.
Zephyr, the son of Esmeralda and Phoebus, does not look like Esmeralda at all and he is so annoying.
Sarousch is the villain of this movie, and the plot is an extremely cliche "guy wants to steal something, so he has his female assistant seduce the main character close to the thing he wants to steal, but the main character is so charming that he wins her over" story I've seen in a billion other things. Honestly, Stuart Little 2 did it better (and wow, this and that both came out in 2002, bad year for originality).
Sarousch's relationship with Madellaine is just a copy of Frollo's relationship with Quasimodo, they both adopted the other off the street and have convinced them that they wouldn't make it in the world without them. Which rings more hollow because Madellaine is a pretty woman without any of Quasimodo's disabilities. Sarousch is just a generic narcissist magician thief, he really sucks compared to Frollo, and the climax of the movie is the most anti-climactic thing I've ever seen.
Honestly, though, props to the movie for having Madellaine take one look at Quasimodo and nope out of there because he's so hideous. She's not some pure innocent mislead saint, instantly able to see through imperfections. Shame that Madellaine is in a story with such bad writing, because her voice actress is really giving it her all.
So, the movie confirms that the Gargoyles being alive is magic. No-one else but Quasimodo, Madellaine, and the goat can see them move, but Madellaine can see and hear them.
Festival De L'Amour sucks, Ordinary Miracle sucks, I'd Stick With You sucks, Falalala Fallen in Love sucks. There isn't a single good song in this film.
Why does Phoebus have to apologize at the end? He didn't say or do anything wrong. He was completely right to suspect and then accuse the circus workers of stealing stuff, because they were stealing stuff. It was entirely Esmeralda who connected his suspicions to gypsies and made it sound like he was being bigoted, she's the one who twisted his words.
Speaking of Esmeralda, she is USELESS in this movie. She gives some advice to Quasimodo, judges Phoebus for distrusting people who turn out to be distrustful, and hangs on Phoebus' arm any time she's not judging him. Her independence as a character is GONE.
There are some interesting lines from Sarousch when he's first talking to Madellaine, lines like "a girl like you could never make it out there", similar to what Frollo would say about Quasimodo's physical disability. I guess what those lines were supposed to be alluding to is that Madellaine was a thief when she was 6 (which is a really stupid thing to be ashamed of).
But what I thought when listening to those lines is that Madellaine was going to have some sort of mental or intellectual disability, to mirror Quasimodo's physical disability.
I think I'll adopt that headcanon, since it instantly makes the movie a lot better, especially the montage where Quasimodo is showing her around Paris and how to experience it with other senses than sight. If Madellaine has Autism or something like that, that scene goes from a ham-fisted "ugly things are pretty on the inside" metaphor (just like that stupid bell) to something a lot more beautiful.

Do you have any headcanons about Madellaine from The Hunchback of Notre-Dame 2 and whether or not she's on the Isle?
Not really. Canon wise, I doubt she's on the Isle. I fell like that would be mentioned at some point in the books if she was.
In this case, I can see her and Quasimodo being looked down on more by some of the royals (Leah and Beast really) because Madellaine was a thief, but I can also see Flynn and Aladdin defending her because they were thieves.
If she is on the Isle, though, that would likely mean that the events of Hunchback 2 took place after the Isle was already created. This way Beast was able to get control of things quickly. Madellaine was sent over with the rest of the circus, but instead of staying with them ran as soon as she got there.
The island likely helped her hone her skills, so she's able to easily navigate the rooftops and with her experience parkour comes naturally.
She probably would help kids, and because of this I can see her working closely with Anastasia (I can't explain this I just feel like Anastasia helps with the kids), Cassim, Cassandra, and (in the events he's on the Island) Bruno.
Somehow she ended up training Jay in parkour as a kid, which is why he's one of the VK's that's able to run on the rooftops so well.
And while she seems a bit too innocent for the Isle, thanks to her upbringing she's seen some horrors, so she uses people perspective of her to her advantage.
