South Korea summoned the Russian ambassador to Seoul Monday to criticise Pyongyang’s decision to send thousands of soldiers to support Moscow’s war in Ukraine, the foreign ministry said, calling for their immediate withdrawal.
About 1,500 North Korean special forces soldiers are already in Russia acclimatising, likely to head to the front lines soon, Seoul’s spy agency said Friday, with additional troops set to depart soon, Pyongyang’s first such deployment overseas.
South Korea, which has long claimed the nuclear-armed North is supplying Russia with weaponry for use in Ukraine, has expressed alarm over the deployment, which comes after Kim Jong Un and Russian President Vladimir Putin signed a military deal in June.
Vice foreign minister Kim Hong-kyun expressed Seoul’s “grave concerns regarding North Korea’s recent dispatch of troops to Russia and strongly urged the immediate withdrawal of North Korean forces and the cessation of related cooperation,” the ministry said in a statement.
Kim told the Russian ambassador to South Korea, Georgiy Zinoviev, that North Korea supplying Russia with weaponry and troops for the war in Ukraine “poses a significant security threat not only to South Korea but to the international community.”
He also “emphasised that such actions violate multiple UN Security Council resolutions and the UN Charter.”
North Koreans in Ukraine?
On Friday, Seoul’s National Intelligence Service (NIS) released detailed satellite images it said showed the first deployment of elite North Korean soldiers being moved by Russian military vessels to Vladivostok.
Seoul’s spy agency said that between October 8 and 13, “North Korea transported its special forces to Russia via a Russian Navy transport ship, confirming the start of North Korea’s military participation” in Moscow’s war in Ukraine.
The first contingent of troops—which South Korean media said were from an elite unit under North Korea’s Special Operations Forces, also known as the “Storm Corps”—are currently stationed in military bases across Russia’s Far East.
The special forces “are expected to be deployed to the front lines (of the Ukraine conflict) as soon as they complete acclimatisation training,” according to the NIS.
The NIS also said Friday that the North had “provided Russia with more than 13,000 containers’ worth of artillery shells, missiles, anti-tank rockets and other lethal weapons” since last August.
Pyongyang and Moscow have been allies since North Korea’s founding after World War II, and have drawn even closer since Russia’s 2022 invasion of Ukraine.
Last week, Ukrainian President Volodymyr Zelensky flagged intelligence reports saying North Korea was training 10,000 soldiers to support Russia in its fight against Kyiv and said Moscow was relying on the North to make up for its substantial losses.
Ukrainian media reported earlier this month that six North Korean military officers were killed in a Ukrainian missile attack on Russian-occupied territory near Donetsk—which South Korea’s defence minister said at the time was “highly likely” to be true.

Geopolitics is in upheaval ever since it was revealed that Kim Jong-Un sent an undisclosed number of troops to Russia. Various politicians and military leaders are demanding that the troops vacate the war zone, but Kim Jong-Un will not admit that he has sent troops. The Neocons are now looking at this issue as a way to fan the flames of war.
Defense Secretary Lloyd Austin confirmed the rumors earlier in the week, but initially said that the DoD did not fully understand what the troops were doing in Russia but noted that their presence will “impact things in the Indo-Pacific as well.” “This is an indication that he may be even in more trouble than most people realize,” Austin said of Putin.
US National Security Council spokesman John Kirby called the move “dramatic” and said that the White House has briefed Ukraine on the matter. “If they do deploy to fight against Ukraine, they’re fair game,” he said. “They’re fair targets and the Ukrainian military will defend themselves against North Korean soldiers the same way they’re defending themselves against Russian soldiers.” Kirby said that the White House will release their plans in the coming days.
The people are keen to learn whether nations will begin openly deploying troops to Ukraine. House Intelligence Committee Chair Mike Turner (R-Ohio) stated that the US must take “direct military action.” Turner declared that the Biden-Harris Administration “must make clear that North Korean troops entering this conflict are a red line for the United States.” Admittedly, Turner said that intelligence agencies do not know whether these troops are on the battlefield or preparing for battle. If the US does not offer manpower, Turner and other neocons strongly believe that Ukraine should have access to deadlier weapons. “I have long challenged the Biden-Harris Administration’s unwise position on restricting Ukraine’s use of U.S. weapons against targets within Russian territory,” Turner said in his statement. “If North Korean troops attack Ukraine from Russian territory, Ukraine should be permitted to use American weapons to respond.”
South Korea is enraged that North Korean troops are training alongside Russian soldiers. President Yoon Suk Yeol called their presence a “provocation that jeopardizes the security of the Korean peninsula.” So now this is a matter of national security for South Korea. Vice Foreign Minister Kim Hong-kyun supported the claims by stating Seoul is ready to “respond using all available measures.”

When Will the Lesson Be Learned?
Winston Churchill’s famous words come to mind yet again: *“How many more dictators must be wooed, appeased Good God, given immense privileges, before we learn? You can’t reason with a tiger when your head is in its mouth!”* These words, spoken in a different era, feel eerily relevant today as we watch the world bend over backwards to accommodate tyrants and totalitarian regimes. North Korea, Hamas, Russia and yes, let’s not forget *China* are all part of a disturbing pattern that history should have taught us to avoid.
We have fought two World Wars. Millions died, and we thought we had learned the lessons of appeasement, of turning a blind eye to aggression in the vain hope that diplomacy would win the day. But as I look at the state of geopolitics in 2024, I can’t help but ask: *Was it all a waste?*
China: The Silent Giant Tightening Its Grip
China is the elephant in the room scratch that it’s the dragon looming over us all, yet somehow, it rarely seems to get the attention it deserves. Over the past few decades, China has built itself into an economic powerhouse while simultaneously growing more authoritarian at home and more aggressive abroad. And what has the world done in response? We’ve rolled out the red carpet, trading with them like everything is fine while they tighten their grip on Hong Kong, threaten Taiwan, and expand their influence globally through initiatives like the Belt and Road.
Make no mistake: China is not content with being just another powerful country. Xi Jinping’s China has ambitions of becoming *the* dominant world power, and they’re willing to suppress, manipulate, and intimidate to achieve that goal. The Uighur concentration camps, the crackdown on dissent, the Orwellian surveillance state—it’s all happening, and the world’s response has been, at best, tepid.
The West keeps doing business with China, cozying up in the hopes that economic interdependence will somehow soften its totalitarian tendencies. *Spoiler alert:* It won’t. In fact, it’s only emboldening the regime.
North Korea: A Nuclear Wildcard
Meanwhile, North Korea continues to be a nuclear wildcard, launching missiles and throwing tantrums like a petulant child, while the international community tries to coax them back to the negotiation table as if *this* time will be different. It won’t. Kim Jong-un doesn’t want peace; he wants power. And the more we try to treat him like a rational actor, the more he mocks us with his missile tests and oppressive regime. We’re wasting our breath.
The Israeli-Palestinian conflict remains a thorn in the side of global peace, but we must recognise that the real roadblock to any meaningful solution is the stranglehold Hamas has on Gaza. Every time someone raises concerns about the suffering of Palestinians and they *are* suffering Hamas benefits. Hamas doesn’t want peace, nor do they want coexistence with Israel. Their mission is destruction, and until that is acknowledged, there will be no true solution.
But we play the same game, giving legitimacy to an organization that celebrates terror. And the cycle continues, with the international community wringing its hands and hoping for peace while ignoring the reality that diplomacy with terrorists will never yield meaningful results.
Russia: Imperial Dreams in the Modern Era
Russia is another prime example of a regime that we should have seen coming from a mile away. Vladimir Putin has long made his ambitions clear restoring Russia to its imperial glory. The annexation of Crimea in 2014 should have been a wake-up call, but instead of decisive action, we saw half-hearted sanctions, and life went on. Now Ukraine suffers under relentless assault, and the West, though providing aid, still seems to underestimate the seriousness of Putin’s imperial dreams.
We’ve been down this road before. We’ve seen what happens when tyrants go unchecked. And yet, it’s happening again—this time, in full view of the world. The lessons of history? Forgotten.
When Will We Wake Up?
It’s not just a question of military might or economic influence. It’s about the fundamental choice between freedom and oppression, between standing up for what is right and compromising in the name of "peace" when, in reality, all we’re doing is emboldening those who seek to dominate us.
So why haven’t we learned? Why do we keep wooing dictators, giving them the legitimacy and power they crave while they tighten the noose around their own people and threaten the rest of the world? It’s maddening. Have we already forgotten the millions who died fighting to prevent this exact scenario in the two World Wars?
We look at the maps of yesteryear, with expanding empires and the spread of totalitarian regimes, and we wonder how people could have let it happen. Well, *this is how*. By thinking we can reason with tyrants, that appeasement will somehow work if we just give them what they want. But tyrants don’t want to be reasoned with. They want control, and they will take as much as we allow them to.
Was It All for Nothing?
At this point, it’s hard not to feel disillusioned. We fought, bled, and sacrificed to stop totalitarianism, fascism, and imperialism. But when I see the way today’s world leaders grovel before regimes like China, North Korea, Russia, and terrorist organisations like Hamas, I start to wonder: *Was it all for nothing?*
We are repeating the mistakes of the past, and it’s terrifying. I want to believe that we can still turn things around—that we can remember the lessons our forebears learned through unimaginable suffering. But time is running out, and the consequences of inaction are becoming more dire by the day.

Seoul wants N Korean troops to leave Russia immediately
South Korea has summoned the Russian ambassador, seeking the "immediate withdrawal" of North Korean troops which it says are being trained to fight in Ukraine.
About 1,500 North Korean soldiers, including those from the special forces, have already arrived in Russia, according to Seoul's spy agency.
In a meeting with the ambassador Georgiy Zinoviev, South Korea's vice-foreign minister Kim Hong-kyun denounced the move and warned that Seoul will "respond with all measures available".
Mr Zinoviev said he would relay the concerns, but stressed that the cooperation between Moscow and Pyongyang is "within the framework of international law".
It is unclear what cooperation he was referring to. The ambassador did not confirm allegations that North Korea has sent troops to fight with Russia's military.
Later on Monday, Kremlin spokesperson Dmitry Peskov told reporters the cooperation between the two nations is "not directed against third countries".
He added it "should not worry anyone", according to Russian state news agency Tass.
Pyongyang has not commented on the allegations.
South Korea has long accused the North of supplying weapons to Russia for use in the war against Ukraine, but it says the current situation has gone beyond the transfer of military materials.
Some South Korean media reports have suggested as many as12,000 North Korean soldiers are expected to be deployed.
"[This] not only gravely threatens South Korea but the international community," Kim said on Monday.
Moscow and Pyongyang have stepped up cooperation after their leaders Vladimir Putin and Kim Jong Un signed a security pact in June, will pledges that their countries will help each other in the event of "aggression" against either country.
Last week, Putin introduced a bill to ratify the pact.
Pyongyang's deployment of troops to fight with Russia "would mark a significant escalation" in the conflict, Nato Secretary-General Mark Rutte said on Monday.
In a phone call with Rutte on Monday, South Korea's President Yoon Suk Yeol urged the alliance to explore "concrete countermeasures", adding that he will take steps to strengthen security cooperation between South Korea, Ukraine and Nato.
British Foreign Minister David Lammy, who is visiting Seoul, called Russia's actions "reckless and illegal", adding that London would work with Seoul to respond, according to Yoon's office.
The United States and Japan have also condemned the deepening military ties between North Korea and Russia.
Meanwhile, in response to a BBC question about the alleged North Korea-Russia cooperation, Chinese foreign ministry spokesperson Lin Jian said that China hopes all parties will work to de-escalate the situation and aim for a political solution to the Ukraine crisis.
Some defence experts told BBC Korean that North Korea's involvement could complicate the war.
"North Korea’s involvement could open the door for greater international participation in the conflict, potentially drawing in more countries," said Moon Seong-mok from the Korea National Strategy Institute.
"The international community will likely increase sanctions and pressure on both Russia and North Korea, but it remains to be seen whether North Korea’s involvement will truly benefit either country," Dr Moon said.
But others believe the Russian military units will have difficulties incorporating North Korean troops into their frontlines.
Apart from the language barrier, the North Korean army has no recent combat experiences, they said.
Valeriy Ryabykh, editor of the Ukrainian publication Defence Express, said the North Korean soldiers could be asked to guard sections of the Russian-Ukrainian border, which will free up Russian units to fight elsewhere.
"I would rule out the possibility that these units will immediately appear on the front line," he said.
