Jon Gray was an off-panel artist for the Archie comics. From issue #3 of Sonic Super Special onwards, he started having a column oh his own where he'd write snippets about the Archie comics, on which some of his own illustration were featured, including this one!

Jon Gray still works on the Sonic comics to this day, now being an artist for the IDW comics!

Have the original magazine page where this artwork was included on. finding Jon Gray's old DeviantArt account was a pleasure, otherwise we probably wouldn't have clean scans of these drawings!
