Major helicopter manufacturers operating in Brazil expect a demand recovery in the second half of 2023 after a relatively slow first six months, but are unlikely to match the strong orders they registered last year.
Air transportation markets had a positive 2022 with travel rebounding post-pandemic, and that scenario ended up setting high bars for 2023.
The start of the year was not as strong as some hoped, though prospects are positive for the final six months, executives from Helibras and Leonardo (LDOF.MI) told Reuters this week at the LABACE airshow in Sao Paulo.
Brazil is a major market for the sector, ranked number four in the world in 2019 by number of helicopters, according to Statista.

Chinese spy balloon generates $90 million in new air defense spending in the U.S.

The Chinese surveillance balloon that paralyzed airspace in the U.S. earlier this year may have been blown up, but funding for protection against similar threats is increasing, according to the Department of Defense.
The high-attitude surveillance balloon that crossed the U.S. in late January and early February led to last-minute additions to the Pentagon budget. According to Department of Defense officials, there was a late increase of about $90 million for protection measures against similar invasions in the future.
“We have been providing some funding at the end of the process” to deal with high-altitude balloons, said department controller Michael J. McCord to reporters on March 13.

The Pentagon insists that the balloon incident was the result of a "domain consciousness gap" in NORAD's terminology. This lack of awareness, however, was not the result of an inadequate radar, but of the configurations, or "ports", of the radars that filter certain information, the result of a greater concern with bombers and cruise missiles than with slow-moving balloons.
McCord described the new funds as intended for “sensing and analysis in that particular set of altitudes and phenomenology” for objects similar to the Chinese balloon.
“Cruise missile are the things we probably care about the most in this space of looking at our airspace,” McCord said. "In this specific niche, we have added some funding to try to refine some features on the back of the application."

Admiral Sara A. Joyner, director of force structure, resources and evaluation (J8) of the Joint Chiefs of Staff, characterized the $90 million as "significant investments" that will improve U.S. detection in all aspects of U.S. airspace.
“I would tell you that the sensors we have today are able to see the high-altitude balloons,” Joyner said. “They are able to track them. It is a matter of adjusting and optimizing these systems to try to detect all forms of intrusion in our airspace".
Joyner explained that the new investments would try to fill the gap between threat detection and fast-moving balloons. When the U.S. stopped filtering some slow-moving objects, radars began to detect - and the U.S. Air Force began to shoot down - objects that the U.S. government now believes are benign.

“We are very focused on hypersonic aircraft and cruise missiles – those kinds of things we think are on top, threats of rapid movement and adjustment to something that is much slower, like a balloon,” Joyner said. "That's part of what all this is going to happen."
Joyner said that defending the homeland is the number one priority for the Department of Defense, and the U.S. has new features, including radar beyond the horizon, which will help protect against a variety of threats, from airships to aircraft.
"This flows throughout this budget," Joyner said of the national defense. "I think you can see these investments coming online."

Brazilian Navy receives first H225M in naval combat configuration

The Brazilian Navy received the first H225M helicopter in naval combat configuration from Airbus Helicopters.
Located at the São Pedro d'Aldeia naval base, the aircraft will increase the mission capabilities of the Brazilian Navy, including anti-surface warfare and maritime surveillance.
The naval H225M is part of the contract signed by the Brazilian government in 2008, for the delivery of 50 H225Ms to the three Brazilian Armed Forces.
To date, 39 H225Ms have been delivered to the Brazilian Armed Forces, all assembled locally by Helibras, according to Airbus.
“Developed by the engineering team of Helibras (Brazilian subsidiary of Airbus Helicopters), this naval version of the H225M aircraft is the most complex configuration that has ever been produced for this multifunctional helicopter,” the company said in a statement.
The aircraft's embedded systems include the EWS IDAS-3 (countermeasure system), MBDA Exocet AM39 B2M2 missiles, the APS143 tactical radar and the N-TDMS naval mission system developed in partnership with Atech and Airbus Defence and Space, which is responsible for commanding and controlling all onboard systems, including the missile system.
“We are very proud of this achievement, which proves the industrial and technological capacity of Airbus Helicopters teams in France and Brazil to deliver one of the most modern solutions in the world to the Brazilian Armed Forces,” said Alberto Robles, Head of Airbus Helicopters in Latin America. “Designed to meet the most demanding requirements of the Brazilian Navy, advanced anti-surface warfare and tactical capabilities open up new mission capabilities for the H225M utility helicopter.”
The last phase of the shooting campaign with Exocet AM39 B2M2 missiles was successfully carried out last June, representing an important milestone in the program, which paved the way for qualification and delivery.
In addition to the H225M, Airbus is also delivering the H135 helicopter to the Brazilian Navy. Called UH-17 by the Navy, the three helicopters delivered under contract from 2019 will support the Brazilian Antarctic Program (PROANTAR).
