When people ask me what it was like growing up behind the Iron Curtain in Hungary in the Seventies and Eighties, most expect to hear tales of secret police, bread queues and other nasty manifestations of life in a one-party state.

They are invariably disappointed when I explain that the reality was quite different, and communist Hungary, far from being hell on earth, was in fact, rather a fun place to live.

The communists provided everyone with guaranteed employment, good education and free healthcare. Violent crime was virtually non-existent.

But perhaps the best thing of all was the overriding sense of camaraderie, a spirit lacking in my adopted Britain and, indeed, whenever I go back to Hungary today. People trusted one another, and what we had we shared.

Learn from Cuba, Says World Bank

The island's economy, which suffered devastating losses in production after the Soviet Union withdrew its aid, especially its oil supplies, a decade ago, has yet to fully recover. Annual economic growth, fuelled in part by a growing tourism industry and limited foreign investment, has been halting and, for the most part, anaemic.

Moreover, its economic policies are generally anathema to the Bank. The government controls virtually the entire economy, permitting private entrepreneurs the tiniest of spaces. It heavily subsidises virtually all staples and commodities; its currency is not convertible to anything.  It retains tight control over all foreign investment, and often changes the rules abruptly and for political reasons.

At the same time, however, its record of social achievement has not only been sustained; it's been enhanced, according to the WDI.

It has reduced its infant mortality rate from 11 per 1,000 births in 1990 to seven in 1999, which places it firmly in the ranks of the western industrialised nations. It now stands at six, according to Jo Ritzen, the Bank's Vice President for Development Policy who visited Cuba privately several months ago to see for himself.

By comparison, the infant mortality rate for Argentina stood at 18 in 1999; Chile's was down to ten; and Costa Rica, 12. For the entire Latin American and Caribbean region as a whole, the average was 30 in 1999.

Similarly, the mortality rate for children under five in Cuba has fallen from 13 to eight per thousand over the decade. That figure is 50 percent lower than the rate in Chile, the Latin American country closest to Cuba's achievement. For the region as a whole, the average was 38 in 1999.

"Six for every 1,000 in infant mortality - the same level as Spain - is just unbelievable," according to Ritzen, a former education minister in the Netherlands. "You observe it, and so you see that Cuba has done exceedingly well in the human development area."

Indeed, in Ritzen's own field the figures tell much the same story. Net primary enrolment for both girls and boys reached 100 percent in 1997, up from 92 percent in 1990. That was as high as most developed nations, higher even than the US rate and well above 80-90 percent rates achieved by the most advanced Latin American countries.

"Even in education performance, Cuba's is very much in tune with the developed world, and much higher than schools in, say, Argentina, Brazil, or Chile."

It is no wonder, in some ways. Public spending on education in Cuba amounts to about 6.7 percent of gross national income, twice the proportion in other Latin America and Caribbean countries and even Singapore.

There were 12 primary pupils for every Cuban teacher in 1997, a ratio that ranked with Sweden, rather than any other developing country. The Latin American and East Asian average was twice as high at 25 to one.

The average youth (ages 15-24) illiteracy rate in Latin America and the Caribbean stands at seven percent. In Cuba, the rate is zero. In Latin America, where the average is seven percent, only Uruguay approaches that achievement, with one percent youth illiteracy.

"Cuba managed to reduce illiteracy from 40 percent to zero within ten years," said Ritzen. "If Cuba shows that it is possible, it shifts the burden of proof to those who say it's not possible."

Similarly, Cuba devoted 9.1 percent of its gross domestic product (GDP) during the 1990s to health care, roughly equivalent to Canada's rate.  Its ratio of 5.3 doctors per 1,000 people was the highest in the world.

The question that these statistics pose, of course, is whether the Cuban experience can be replicated. The answer given here is probably not.

"What does it is the incredible dedication," according to Wayne Smith, who was head of the US Interests Section in Havana in the late 1970s and early 1980s and has travelled to the island many times since.  "Doctors in Cuba can make more driving cabs and working in hotels, but they don't.  They're just very dedicated," he said.

Rojava is the colloquial name for the Democratic Federation of Northern Syria (DFNS), a multi-ethnic, pluralist, women’s liberationist, and radically democratic autonomous zone that has grown out of the context of the Syrian Civil War. While there is frequent and thorough reporting on the military aspects of the Revolution in Rojava, especially their fight against Daesh (ISIS) and the Turkish State, the social revolution as it relates to the everyday lives of the people living there is rarely given anything more than a cursory overview, even in radical circles.

This video is one attempt to make up for that gap in easily digestible information about the way the day-to-day autonomous organizing affects daily life in Rojava. It also closes with a call for people in the US and elsewhere to build communes along similar lines, while discussing some possible contextual considerations specific to North America.

The communes in the DFNS are birthed out of tireless organizing by everyday people, predominately Kurdish women, in an effort that started clandestinely in the days of the Regime, but has since led to structures that could fill the power vacuum left in the war. The people of the DFNS are working out in practice through trial-and-error the culmination of 40 years of theoretical and practical knowledge built through the Kurdish struggle, and most thoroughly laid out by the imprisoned PKK leader, Abdullah Ocalan.

The communes have many similarities to the neighborhood assemblies that were the focus of the late American communalist Murray Bookchin, who was an inspiration for Ocalan. There are an estimated 4,000 communes in Rojava today, run through direct democracy of all the residents (50-150 families). The work of the commune is divided up into committees which anyone can join. The most common committees are explored in-depth in this video, and their timestamps can be found below. Marinaleda: Will 'free homes' solve Spain's evictions crisis? 

In the wake of Spain's property crash, hundreds of thousands of homes have been repossessed. While one regional government says it will seize repossessed properties from the banks, a little town is doing away with mortgages altogether.

In Marinaleda, residents like 42-year-old father-of-three, David Gonzalez Molina, are building their own homes.

While he burrows with a pneumatic drill into the earth, David nonchalantly says it "should take a couple of years".

However, when his new house is finished he will have paid "absolutely nothing".

Free bricks and mortar

The town hall in this small, aesthetically unremarkable town an hour-and-a-bit east of Seville, has given David 190 sq m (2,000 sq ft) of land.

He and others are only eligible after they have been registered residents of Marinaleda for at least two years.

The bricks and mortar are also a gift, this time from the regional government of Andalusia.

Only once his home is finished will he start paying 15 euros (£13) a month, to the regional government, to refund the cost of other building materials.

Of course, most people do not know how to build a house, so the town hall in Marinaleda throws in some expertise.

It employs several professional builders and plumbers, a couple of whom work alongside David, to help him construct his house.

HOMAGE TO CATALONIA 

This was in late December 1936, less than seven months ago as I write, and yet it is a period that has already receded into enormous distance. Later events have obliterated it much more completely than they have obliterated 1935, or 1905, for that matter. I had come to Spain with some notion of writing newspaper articles, but I had joined the militia almost immediately, because at that time and in that atmosphere it seemed the only conceivable thing to do. The Anarchists were still in virtual control of Catalonia and the revolution was still in full swing. To anyone who had been there since the beginning it probably seemed even in December or January that the revolutionary period was ending; but when one came straight from England the aspect of Barcelona was something startling and overwhelming. It was the first time that I had ever been in a town where the working class was in the saddle. Practically every building of any size had been seized by the workers and was draped with red flags or with the red and black flag of the Anarchists; every wall was scrawled with the hammer and sickle and with the initials of the revolutionary parties; almost every church had been gutted and its images burnt. Churches here and there were being systematically demolished by gangs of workmen. Every shop and café had an inscription saying that it had been collectivized; even the bootblacks had been collectivized and their boxes painted red and black. Waiters and shop-walkers looked you in the face and treated you as an equal. Servile and even ceremonial forms of speech had temporarily disappeared. Nobody said ‘Señior’ or ‘Don’ or even ‘Usted’; everyone called everyone else ‘Comrade’ and ‘Thou’, and said ‘Salud!�� instead of ‘Buenos dias’. Tipping was forbidden by law; almost my first experience was receiving a lecture from a hotel manager for trying to tip a lift-boy. There were no private motor-cars, they had all been commandeered, and all the trams and taxis and much of the other transport were painted red and black. The revolutionary posters were everywhere, flaming from the walls in clean reds and blues that made the few remaining advertisements look like daubs of mud. Down the Ramblas, the wide central artery of the town where crowds of people streamed constantly to and fro, the loudspeakers were bellowing revolutionary songs all day and far into the night. And it was the aspect of the crowds that was the queerest thing of all. In outward appearance it was a town in which the wealthy classes had practically ceased to exist. Except for a small number of women and foreigners there were no ‘well-dressed’ people at all. Practically everyone wore rough working-class clothes, or blue overalls, or some variant of the militia uniform. All this was queer and moving. There was much in it that I did not understand, in some ways I did not even like it, but I recognized it immediately as a state of affairs worth fighting for. Also I believed that things were as they appeared, that this was really a workers' State and that the entire bourgeoisie had either fled, been killed, or voluntarily come over to the workers' side; I did not realize that great numbers of well-to-do bourgeois were simply lying low and disguising themselves as proletarians for the time being.

Together with all this there was something of the evil atmosphere of war. The town had a gaunt untidy look, roads and buildings were in poor repair, the streets at night were dimly lit for fear of air-raids, the shops were mostly shabby and half-empty. Meat was scarce and milk practically unobtainable, there was a shortage of coal, sugar, and petrol, and a really serious shortage of bread. Even at this period the bread-queues were often hundreds of yards long. Yet so far as one could judge the people were contented and hopeful. There was no unemployment, and the price of living was still extremely low; you saw very few conspicuously destitute people, and no beggars except the gipsies. Above all, there was a belief in the revolution and the future, a feeling of having suddenly emerged into an era of equality and freedom. Human beings were trying to behave as human beings and not as cogs in the capitalist machine. In the barbers' shops were Anarchist notices (the barbers were mostly Anarchists) solemnly explaining that barbers were no longer slaves. In the streets were coloured posters appealing to prostitutes to stop being prostitutes. To anyone from the hard-boiled, sneering civilization of the English-speaking races there was something rather pathetic in the literalness with which these idealistic Spaniards took the hackneyed phrases of revolution. At that time revolutionary ballads of the naivest kind, all about proletarian brotherhood and the wickedness of Mussolini, were being sold on the streets for a few centimes each. I have often seen an illiterate militiaman buy one of these ballads, laboriously spell out the words, and then, when he had got the hang of it, begin singing it to an appropriate tune.

Abolish Colonial Law Enforcement

The Police are Not Required to Protect You

“To Protect and to Serve[1]”  – the ubiquitous creed emblazoned across millions of police cars  throughout Los Angeles and indeed the United States. This motto is  consistent with the common belief that police officers as well as other  law enforcement officers are here to protect us. After all, we are all  taught to dial 9-1-1 when we need help. Subject to narrow exceptions[2],  the United States Constitution does not require law enforcement  officers to protect you from other people, according to the U.S. Supreme  Court. This notion contradicts our engrained perceptions, but it’s  still the law today.

In the 1989 landmark case of DeShaney v. Winnebago County Department of Social Services,  the U.S. Supreme Court held that the failure by government workers to  protect someone (even 4-year-old Joshua DeShaney) from physical violence  or harm from another person (his father) did not breach any substantive  constitutional duty.[3]   In this case, Joshua’s mother sued the Winnebago County Department of  Social Services, alleging it deprived Joshua of his “liberty interest in  bodily integrity, in violation of his rights under the substantive  component of the Fourteenth Amendment’s Due Process Clause, by failing  to intervene to protect him against his father’s violence.”[4]  While the Department took various steps to protect Joshua after  receiving numerous complaints of the abuse, the Department took no  actions to remove Joshua from his father’s custody.[5]  Joshua became comatose and extremely retarded due to traumatic head  injuries inflicted by his father who physically beat him over a long  period of time.[6]

Nevertheless, the Court found that the government had no affirmative  duty to protect any person, even a child, from harm by another person.  “Nothing in the language of the Due Process Clause itself requires the  State to protect the life, liberty, and property of its citizens against  invasion by private actors,” stated Chief Justice Rehnquist for the  majority, “even where such aid may be necessary to secure life, liberty,  or property interests of which the government itself may not deprive  the individual” without “due process of the law.”[7]

The DeShaney decision has been cited by many courts across the nation and reaffirmed by the U.S. Supreme Court. Namely—on June 27, 2005, in Castle Rock v. Gonzales, the U.S. Supreme Court again ruled that the police did not have a constitutional duty to protect a person from harm.[8]   The decision overturned a federal appeals court ruling which permitted a  lawsuit against the town of Castle Rock for the police’s failure to  respond after Jessica Gonzales tried to get the police to arrest her  estranged husband Simon Gonzales for kidnapping their three daughters  (ages 7, 8, and 10) while they were playing outside, in violation of a  court-issued protective order.[9]   After Simon called to tell Jessica where they were at (in Denver at an  amusement park), for hours she pleaded for the police to arrest Simon.[10]  But, the police failed to act before Simon showed up at the police  department and started shooting inside, and with the bodies of the 3  children in the trunk of his car.[11]

In her suit against the town, Jessica argued that the protective  order stating “you shall arrest” or issue a warrant for arrest of a  violator and that it gave her a “property interest” within the meaning  of the 14th Amendment’s Due Process guarantees, which prohibits the  deprivation of property without due process.[12]  By framing their case as one of procedural Due Process and not of  substance, Jessica and her lawyers had hoped to get around the 1989 DeShaney precedent. To no avail, the U.S. Supreme Court saw little difference between this case and the DeShaney case.[13]  Justice Antonin Scalia, writing for the majority, stated that Ms.  Gonzales did not have a “property interest” in enforcing the restraining  order and that “such a right would not, of course, resemble any  traditional conception of property.”[14] [15] The Court went on to reaffirm the DeShaney ruling  that there is no affirmative right to aid by the government or the  police found in the U.S. Constitution, and thus no legal recourse could  be brought thereunder.[16] The “no duty to protect” rule remains unwavering and the law today.

Needless to say, the stories of Joshua DeShaney and Jessica Gonzales’  three daughters (and countless similar stories) are saddening, and the  rulings seem to be at odds with our common and fundamental understanding  that the police are here to ensure our safety and provide protection.  One need only look to the door of a Los Angeles police cruiser to find  those reassuring words. However, those words are misleading in light of  these Supreme Court rulings.

Though alarming, we simply have no affirmative right to police aid,  even when a person, including a helpless child, faces imminent danger.  We are all responsible for our own personal safety, whether we like it  or not.

Cops are statistically more likely to murder you, rape you, sexually assault you, steal from you, break your things, damage your property, destroy your communities, imprison you, traffick you, or torture you than just about any other criminal class.

People upon hearing “abolish police” often counter about who will deal with domestic abuse calls or rape or murders or some other heinous crime? 40% of cops are reported domestic abusers, and we can infer that the number is significantly higher than what is reported. Most human trafficking in the US is through prisons or through industries adjacent to law enforcement, prisons, or their organized criminal networks. A significant chunk of the serial rapists turn out to be cops, and they operate for decades because they are protected by other cops who basically routinely engage in obstruction of justice for their cop buddies and for their friends and families.

Almost no rapes that are reported are properly investigated from report to conviction.

You are more likely to die of a cop attacking you than of any terrorist attack including mass shootings by white supremacists. Cops are more likely to be white supremacists than the average person.

Cops are not required to know or even necessarily obey the law. The legal expectation is that you will somehow drag them before a court with a qualified lawyer, and you will argue the finer points of a legal case before a judge. Cops are defaulted to be assumed to be following the law until and unless someone can adequately document it to the satisfaction of the court system.

Cops generally have some form of qualified immunity.

Qualified immunity is a legal doctrine in United States federal law that shields government officials from being sued for discretionary actions performed within their official capacity, unless their actions violated "clearly established" federal law or constitutional rights.[1] It is intended to protect officials who "make reasonable but mistaken judgments about open legal questions",[2] extending to "all [officials] but the plainly incompetent or those who knowingly violate the law".[3] Qualified immunity applies only to government officials, and does not protect the government itself from suits arising from officials’ actions.[4]

The U.S. Supreme Court first introduced the qualified immunity doctrine in 1967, originally with the rationale of protecting law enforcement officials from frivolous lawsuits and financial liability in cases where they acted in good faith in unclear legal situations.[5][6] Starting around 2005, courts increasingly applied the doctrine to cases involving the use of excessive or deadly force by police, leading to widespread criticism that it, in the words of a 2020 Reuters report, "has become a nearly failsafe tool to let police brutality go unpunished and deny victims their constitutional rights".[6]

The courts generally favor the police and range from grossly corrupt to grossly incompetent.

An anon sent in a request for why BLM is calling to defund the police. I’m in a bit of a...work swamp so I’m going to try to tl;dr a lot of it! and edit the post later w/ relevant readings and well... when im not about to short circuit. 

Why? 

More or less, BIPOC/POC are targeted by the police because of race. A lot of ALM/Right-wing pundits assign that BIPOC/POC, in the worst of ways, “deserve” to be policed because of the stereotypes surrounding BIPOC (esp.) communities. These are, imo, largely false justifications because the police state has always existed to attack and control minority groups (Simone Browne writes extensively about technology and race. In short hand, surveillance technology has always been mobilized to target people with darker skin).

(not a grand fan of ACLU but: Why the War on Drugs is the new Jim Crow)... many more .... works that outline why the War on Drugs was, similar to redlining, a target on BIPOC in both limiting socio-economic mobility but also creating a language around drugs that villainises BIPOC. 

The prison industrial complex is exploitative and the police directly contribute to that system. There are many documentaries that surround the nature of exploitation in prisons (eg. 13th, The Twelve Landscapes)

Policing has always been economic strategy. This is bullet mainly about the origins. The current police state is a direct descendent of slavery and maintaining control over former/then slaves. 

Policing is still currently economic and segregative strategy. By targeting marginalised communities, the ability of upwards socio-economic mobility is limited or PERMANENTLY fractured. Red-lining functions similarly and enables the mentality that BIPOC are inherently violent/abject and therefore need to be mediated. 

But what happens if the police are defunded/abolished?

(This is going to be...well..a doozy. I’m going to need to edit it). 

Abolishing the police state does not mean that the good police will be pushed into poverty and forever abject from society...I don;t think abolition is even close to as popular as defunding...which is barely second to simple “reform”. The purpose of abolition is so that the “good meaning police” are moved into community works projects, where communities in need are given the proper resources to mobilize from the abject. Instead of spending literal billions (NYPD example fron June) on policing, this money could be spent on funding schools, public facilities, and other engagement strategy. Historically speaking, when the government puts more money into helping uplift citizens, the means of survival become less volatile and violent. It’s a proactive counter measure, ensuring that each citizen is offered the opportunity of stability that some people are born into. You hear a lot less about violence in communities that aren’t constantly stuck in precarity. 

Brain Ramblings: 

Judith Butler, Isabell Lorey all write frequently about this subject of precarity. Essentially, the limiting of resources, shuttering of social mobility in certain communities creates a seemingly stable state, but only because half the population is constantly at the borderline of poverty/abjection. (uh.....very reductive). Living barely above government aid line is an ultra fragile-ultra precarious life.

Obviously reinforcing that these aren’t the “facts facts facts” as Ben Shapiro likes to push! Here’s the thing, facts are manipulated, especially when it’s statistics about race and the racism of the police. People were devastated by Breonna Taylor’s killers not being acquitted, however, the system has always protected police. If the policy instate is to enable racism, it’s not myopic to believe that literal legislation is meant to continue the very devastatingly fruitful prision-industrial complex.

OOP last thing: Someone once very succinctly pointed out that if the image of fascism is limited to Hitler and the Holocaust, we are a doomed society. America’s ultimate weapon is comparison. That’s why we’re kind of resigned/ignorant to the state until there is explicit, gruesome, violence. If we’re told that there is only a WORSE option, then we never think beyond. uhh... Bad News of the Week:

Last week, as every year, statistical figures came out about last year's agriculture. With shocking figures: in recent years, in Bavaria alone 15,000 farms have given up. Out of about 100,000. In Bavaria, farms have always been more than just agricultural production sites. They shaped village structures, maintained the cultural landscape and provided the pretty postcard motifs with happy cows in green pastures. There is so much culture in agriculture. But this seems more and more in danger.

Of the farms that defined our hamlet for centuries, just two remain. And one of the two still active farmers already needs a sideline, since agriculture no longer yields enough. The good old days still shine through: on Sunday, the three or four generations go to church together in traditional costume. In the morning we first hear cows mooing and chickens clucking, the ringing of the cowbells later mingles with that of the church towers. In the afternoon, grandpa plays the accordion in front of the house. But the main purpose of the farms - cattle breeding, dairy farming, vegetable cultivation and arable farming - are becoming increasingly rare, concentrated, as in any industry, more and more on a few large farms, which the now EU-wide competition forces to grow. With seasonal workers from Romania and harvest helpers from Bulgaria instead of their own children and grandchildren.

While the sector of the agricultural economy is suffering from structural change, another is only beginning to suffer with Corona: the breweries. Here, too, we are talking about rural businesses that have been producing local specialties for generations in small family-run operations. And which belong to Bavaria like its white-blue sky. But while wine usually gets better and more valuable over time, beer is a seasonal commodity that only lasts a few months. And now it has to be thrown away because the most important customers, from pubs to beer gardens to folk festivals, haven't been buying any for months because they can't receive any customers themselves. But at the same time, the breweries do not receive any public aid, since they themselves have not had to close due to government restrictions.

Thus Corona draws ever larger, hardly less cruel circles. And we learn that many things that we "normally" take for granted are not. Many things cannot simply be ordered from Amazon. And its ever-larger logistics warehouses are no good as postcard motifs either.

Good News of the Week:

Super Mario is back. If anyone can fix it, it's him. No, it's not about the revival of a video game classic, but about Italian politics. I've never quite understood why the French are so often derisively referred to as "ungovernable": in Italy, the 67th government has been in power for a few days now - in only the 18th legislative term. That must be a world record. There is no democratically governed country where advantage-taking is as present as in Bella Italia. I don't even mean corruption, although it is omnipresent. I mean the selfishness of the political caste, which has always been more concerned with its own power than with the good for the nation. And the electorate is happy to go along with it. After all, they have elected Silvio Berlusconi as prime minister four times.

At the beginning of this year, the time had come once again: in the parliament in Rome, which is characterized by temporary, fragile coalitions, the incumbent prime minister Giuseppe Conte first lost his majority and then also the vote of confidence. Fatal at a time when the country needs to find a way out of the Corona crisis. That is why President Sergio Mattarella has resisted the many calls for new elections. These would not only have been detrimental to containing infection and overcoming division in the country, but would also have taken far too long. After all, only with an active, legitimized government will Italy have access to the billions in reconstruction funding from the EU, which it needs yesterday rather than tomorrow. Mattarella remembered the theory of technocracy and called into being a government of experts last week. With Prof. Dr. Mario Draghi at its head.

Draghi, an economist and banker, is known to most from his time as president of the European Central Bank ECB in 2011-2019, with success: he overcame the euro crisis with aplomb ("Whatever is takes!"), was proclaimed by Fortune as the "second greatest political leader in the world" and the first Italian to be awarded an honorary doctorate by MIT. Since that time, calming financial markets has been called the "Draghi effect" - and he himself "Super Mario." Exactly what distinguished him as ECB president is what Italy needs right now: a proven expert in economic and financial policy, an administrative professional and, above all, a sovereign leader without any ambition for a political career. He will simply do his job. Undoubtedly a good one - as is his way.

Personal happy Moment of the Week:

The real boss of a television show is called a "showrunner." He is not the main actor, not the director, not the anchor. But he is the gray eminence who pulls all the strings. In art, this job is done by the "curator", who is responsible for the conception, the soul of each exhibition. Tomorrow, "Grief and Grievance: Art and Mourning in America", the last exhibition of Okwui Enwezor, a superstar of the scene who died in Munich the year before last, will start in New York City. An exhibition that could not be more topical and important, since it finally addresses the latent racism in U.S. society. Typical of Enwezor, who always bridged the gap between art and society - because only between these two poles can this force field arise that we call culture.

I've missed a lot of cultural things in my life: I never saw Freddie Mercury or David Bowie live. And I wasn't in Berlin when the Wall fell, nor when Christo and Jeanne-Claude wrapped the Reichstag. But I did not miss Okwui Enwezor and his work. When he curated the two most important events in contemporary art - Documenta 2002 in Kassel and the 2015 Venice Biennale - I was there. And when he took the helm at the "Haus der Kunst" (House of Art) in Munich in 2011, I didn't even have to travel to enjoy his conceptions of art presentation. Even if with Enwezor the art scene lost one of the greats prematurely to cancer, in retrospect it still makes me happy to have experienced his work. Thank you!
