Okay, but those aren't bolts - those are screws. Bolts are non-tapered and attach to nuts and are torqued using the nut (while the head is held in place) whereas screws are designed to be torqued at the head of the screw and are installed into a tapped receptacle (or are self-tapping).
There are definitely some fuzzy cross-over fasteners (machine screws are very similar to bolts, but are designed to be torqued from the head and are often installed in a tapped hole) but the things in the picture are definitely screws.
(specifically, they look like screws designed to be used on sheet metal - you drill or punch a slightly smaller pilot hole in the metal and the screw goes in that - the broad head of the screw helps distribute the force and keeps them from tearing the sheet metal)
