A surprise visit from Governor Thropp - one where he only bothers seeing Elphaba much later - has Elphaba going back to acting small again, while Galinda is prim and proper in front of a visiting dignitary like she's always been trained to. Even if this time, seeing how this dignitary treats Elphaba makes her feel...less gracious inside. Especially after an attempt to praise her backfires, and she just wishes he would leave Elphie alone and float away.... aka a canon rewrite of the first time Galinda ever made a giant bubble.
Loosely inspired by the deleted scene of Glinda's...less than kind politeness towards Elphaba's father after she sees his backhanded praise/hopes for her.

Glinda canonically dedicates a whole segment of No One Mourns The Wicked to tell the munchkins about what a terrible father Governor Thropp was to Elphaba right from the get-go, and how even his wife was so tired of his ass she outsourced for a side dude. She didn’t give a Ozdamn that he was already dead; dude deserved to get his name dragged through the dirt for posterity.

I constantly want to beat Elphaba and Nessarose's father the Governor with a stick. Because he abused both those children in different ways, and also made them hurt each other as well. Yes Nessarose too. Because the Governor either uses her to hurt Elphaba, uses her as replacement for all his mixed feelings about his wife(not as creepy as I'm making it. But like emotionally. Especially with the gifting of those shoes and how Nessa looks just like the mother), and he's so suffocating that in doing so he stifles and spoiles Nessarose which doesn't allow her to grow as a person.

Thinking about the scene after the Ozdust where Elphaba and G(a)linda are bonding over secrets and Elphaba tells Glinda the story of Nessa's birth and how she feels it's her fault. It's a genuinely touching moment where Glinda (rightfully) points out that it was the milk flowers' fault and not Elphaba's. But she also stops short of pointing out who actually is ultimately responsible, Elphaba's father who was the one to force her mother to eat the flowers in the first place. I don't know, this might be a bit of a stretch, but I can't help but notice a parallel to how in the climax Glinda keeps urging Elphaba to let the Wizard explain himself despite the fact that he already has and there's really no way to make "deliberately and maliciously scapegoating a certain segment of the population to give himself more control" any better. There's ostensibly some "benefit" to their actions - Governor Thropp trying to prevent another child of his being born green, the Wizard bringing people together - but at the end of the day their actions are objectively wrong. It's just that people either don't or refuse to see it, so those in power keep getting excuses made for them even when there is nothing that can excuse their actions.
