At present, it is standard among practically all communities to fête the family as a bastion of relative safety from state persecution and market coercion, and as a space for nurturing subordinated cultural practices, languages, and traditions. But this is not enough of a reason to spare the family. Frustratedly, Hazel Carby stressed the fact (for the benefit of her white sisters) that many racially, economically, and patriarchally oppressed people cleave proudly and fervently to the family. She was right; nevertheless, as Kathi Weeks puts it: “the model of the nuclear family that has served subordinated groups as a fence against the state, society and capital is the very same white, settler, bourgeois, heterosexual, and patriarchal institution that was imposed by the state, society, and capital on the formerly enslaved, indigenous peoples, and waves of immigrants, all of whom continue to be at once in need of its meagre protections and marginalized by its legacies and prescriptions” (emphasis mine). The family is a shield that human beings have taken up, quite rightly, to survive a war. If we cannot countenance ever putting down that shield, perhaps we have forgotten that the war does not have to go on forever.
This is why Paul Gilroy remarked in his 1993 essay “It’s A Family Affair,” “even the best of this discourse of the familialization of politics is still a problem.” Gilroy is grappling with the reality that, in the United Kingdom as in the United States, the state’s constant disrespect of the Black home and transgression of Black households’ boundaries, as well as its disproportionate removal of Black children into the foster-care industry, understandably inspires an urgent anti-racist politics of “familialization” in defense of Black families. Both the British and American netherworlds of supposedly “broken” homes (milieus that are then exoticized, and seen as efflorescing creatively against all odds), have posed an obstinate threat to the legitimacy of the family regime simply by existing, Gilroy suggests. The paradox is that the “broken” remnant sustains the bourgeois regime insofar as it supplies the culture, inspiration, and oftentimes the surrogate care labor that allows the white household to imagine itself as whole. As a dialectician, “I want to have it both ways,” writes Gilroy, closing out his essay. “I want to be able to valorize what we can recover, but also to cite the disastrous consequences that follow when the family supplies the only symbols of political agency we can find in the culture and the only object upon which that agency can be seen to operate. Let us remind ourselves that there are other possibilities.
There are other possibilities! Traces of the desire for them can be found in Toni Cade (later Toni Cade Bambara)’s anthology The Black Woman, published in America in 1970, not long after the publication of the US labor secretariat’s “Moynihan report,” The Negro Family: The Case for National Action. The open season on the Black Matriarch was in full swing. And certainly not all of the anthology’s feminists, in their valiant effort to beat back societal anti-maternal sentiment (matrophobia) and the hatred of Black women specifically (more recently known as “misogynoir”), make the additional step of criticizing familism within their Black communities. But one or two contributors do flatly reject the notion that the family could ever be a part of Black (collective human) liberation. Kay Lindsey, in her piece “The Black Woman as a Woman,” lays out her analysis that: “If all white institutions with the exception of the family were destroyed, the state could also rise again, but Black rather than white.” In other words: the only way to ensure the destruction of the patriarchal state is for the institution of the family to be destroyed. “And I mean destroyed,” echoes the feminist women’s health center representative Pat Parker in 1980, in a speech she delivered at ¡Basta! Women’s Conference on Imperialism and Third World War in Oakland, California. Parker speaks in the name of The Black Women’s Revolutionary Council, among other organizations, and her wide- ranging statement (which addresses imperialism, the Klan, and movement- building) purposively ends with the family: “As long as women are bound by the nuclear family structure we cannot effectively move toward revolution. And if women don’t move, it will not happen.” The left, along with women especially of the upper and middle classes, “must give up ... undying loyalty to the nuclear family,” Parker charges. It is “the basic unit of capitalism and in order for us to move to revolution it has to be destroyed.”
Forty years later, the British writer Lola Olufemi is among those reminding us that there are other possibilities: “abolishing the family...” she tweets, “that’s light work. You’re crying over whether or not Engels said it when it’s been focal to black studies/black feminism for decades.” For Olufemi as for Parker and Lindsey, abolishing marriage, private property, white supremacy, and capitalism are projects that cannot be disentangled from one another. She is no lone voice, either. Annie Olaloku-Teriba, a British scholar of “Blackness” in theory and history, is another contemporary exponent of the rich Black family-abolitionist tradition Olufemi names. In 2021, Olaloku-Teriba surprised and unsettled some of her followers by publishing a thread animated by a commitment to the overthrow of “familial relations” as a key goal of her antipatriarchal socialism. These posts point to the striking absence of the child from contemporary theorizations of patriarchal domesticity, and criticize radicals’ reluctance to call mothers who “violently discipline [Black] boys into masculinity” patriarchal. “The adult/child relation is as central to patriarchy as ‘man’/‘woman,’” Olaloku-Teriba affirms: “The domination of the boy by the woman is a very routine and potent expression of patriarchal power.” These observations reopen horizons. What would it mean for Black caregivers (of all genders) not to fear the absence of family in the lives of Black children? What would it mean not to need the Black family?

4 min read NASA Selects 11 Space Biology Research Projects to Inform Biological Research During Future Lunar Exploration Missions NASA announces the award of eleven grants or cooperative agreements for exciting new Space Biology research that will advance NASA’s understanding of how exposure to lunar dust/regolith impact both plant and animal systems. As human exploration prepares to go beyond Earth Orbit, Space Biology is advancing its research priorities towards work that will enable organisms to Thrive In DEep Space (TIDES). The ultimate goal of the TIDES initiative is to enable long-duration space missions and improve life on Earth through innovative research. Space Biology supported research will enable the study of the effects of environmental stressors in spaceflight on model organisms, that will both inform future fundamental research, as well as provide valuable information that will better enable human exploration of deep space. Proposals for these eleven projects were submitted in response to ROSES-2022 Program Element E.9 “Space Biology Research Studies” (NNH22ZDA001N-SBR). This funding opportunity solicited ground studies using plant or animal models (or their associated microbes) to characterize the responses of these organisms to lunar regolith simulant similar to that found at NASA candidate landing sites for future lunar exploration missions. This funding opportunity represents a collaboration between the Space Biology Program and NASA’s Astromaterials Research and Exploration Science (ARES) Division within the Exploration Architecture, Integration, and Science (EAIS) Directorate at the NASA Johnson Space Center, who will be supplying the lunar regolith simulant required for these studies. Selected studies include (but are not limited to) efforts to 1) test the ability of lunar regolith to act as a growth substrate for crop-producing plants including grains, tomatoes and potatoes, 2) understand how growth in lunar regolith influences plant and microbial interactions, and how in turn, these interactions affect plant development and health, 3) identify and test bioremediation methods/techniques to enhance the ability of regolith to act as a growth substrate, and 4) understand how lunar dust exposure impacts host/microbial interactions in human-analogous model systems under simulated microgravity conditions. “Remember when the scariest kid in your neighborhood was the football jock who terrorized the high school with his minions in tow, and got bailed out by his rich parents when he went too far? Or it was the gothic malcontent with the switchblade and the swagger. Either way, what made these high-status alphas so terrifying was that they came at you in numbers. They travelled in packs. This has been our narrative, in the stories we tell—from Henry Bowers in Stephen King’s It, to Biff Tannen in Back to the Future, to Billy Hargrove in Stranger Things, central-casting bullies attracted followers. They belonged.
As any grade eight schoolgirl who’s been bullied off Instagram can attest, this stereotype still holds. But when it comes to the most dangerous and sociopathic actors, the opposite is true. All three of the young mass shooters who terrorized the United States in recent nationally reported scenes of carnage—Connor Betts in Dayton, Ohio; Patrick Crusius in El Paso, Texas; and Santino William Legan in Gilroy, California—acted alone. The old image of the bully as locker-room alpha or goth leader now seems passé. Often, it is the kid who used to be the fictional protagonist, the social outcast, the member of the Losers Club from It, whose face now appears on our screens with a nightmarish empty stare.
These recent shooters fit a similar profile. They were outsiders, all seemingly socially awkward, who became emboldened through fringe online communities that act as mutual-support societies for violent malcontents. This phenomenon is fuelled by hate, guns, mental illness and ideological extremism. But there is another factor at play here, too. Before a youth makes the decision to murder, before the gun is stashed in his backpack, before his state of mental health is so deteriorated that he commits the unthinkable, what has happened to him? It’s important to remember that these murders are also, in most cases, suicides.
In his 2008 article School Shooting as a Culturally Enforced Way of Expressing Suicidal Hostile Intentions, psychiatrist Antonio Preti summarized existing research on school shootings to the effect that “suicidal intent was found in most cases for which there was detailed information on the assailants.” The research also indicated that “among students, homicide perpetrators were more than twice as likely as their victims to have been bullied by their peers, and also were described as loners and poorly integrated into school activities…In most of the ascertained cases, perpetrators prepared a well-organized plan, and often communicated details about it to acquaintances or friends, who failed to report threats because they did not consider them serious or were embarrassed or ignorant of where to go for help. The most antisocial peers sometimes approved the plan, sharing the same anger against the stated target of violence.”
Preti’s article predated the rise of some of the most notorious web sites—including 8chan, which was shut down this week after several mass shootings were linked to its users. But the nihilistic phenomenon these killers represent predates modern social-media culture. Indeed, it predates digital communication, and even broadcast media more generally.
In 1897, French sociologist Émile Durkheim noted that suicides overall were increasing in society. But there were differences among the affected populations, he noticed. Men were more likely than women to commit suicide—though the chances decreased if the man was married and had children. Durkheim observed that social groups that were more religious exhibited lower suicide rates. (Catholics were less likely to commit suicide than Protestants, for instance.) Durkheim also noted that many people who killed themselves were young, and that the prevalence of such suicides was linked to their level of social integration: When a person felt little sense of connection or belonging, he could be led to question the value of his existence and end his life.
Durkheim labelled this form of suicide as “anomic” (others being “egoistic,” “altruistic” and “fatalistic”). Durkheim believed that these feelings of anomie assert themselves with special force at moments when society is undergoing social, political or economic upheaval—especially if such upheavals result in immediate and severe changes to everyday life.
Durkheim came from a long line of devout Jews. His father, grandfather and great grandfather had all been rabbis. And so even though he chose to pursue an academic career, his experiences taught him to respect the mental and psychological support that religious communities supplied to their members, as well as the role that ritual plays in the regulation of social behavior. In the absence of such regulation, he believed, individuals and even whole societies were at risk of falling into a state of anomie, whereby common values and meanings fall by the wayside. The resulting void doesn’t provide people with a sense of freedom, but rather rootlessness and despair.
Durkheim’s thesis has largely stood the test of time, though other scholars have reformulated it for modern audiences. In his 1955 book The Sane Society, for instance, Erich Fromm wrote that, “in the nineteenth century, the problem was that God is dead. In the twentieth century, the problem is that man is dead.” He described the twentieth century as a period of “schizoid-self alienation,” and worried that men would destroy “their world and themselves because they cannot stand any longer the boredom of a meaningless life.”
In her 2004 book Rampage: The Social Roots of School Shootings, Katherine Newman described findings gleaned from over 100 interviews in Arkansas and Kentucky. The male adolescent shooters at the center of her study, she concluded, “shared a belief that demonstrating strength by planned attacks on their respective institutions with (too) easily available guns would somehow mitigate their unbearable feelings of inadequacy as males and bring longed-for respect from peers.” Ten years later, in a 2014 article titled The Socioemotional Foundations of Suicide: A Microsociological View of Durkheim’s Suicide, sociologists Seth Abrutyn and Anna Mueller set out to update Durkheim’s theory about how social integration and moral regulation affect suicidality. “The greater degree to which individuals feel they have failed to meet expectations and others fail to ‘reintegrate’ them, the greater the feelings of shame and, therefore, anomie,” they concluded. “The risk of suicidal thoughts, attempts, and completions, in addition to violent aggression toward specific or random others, is a positive function of the intensity, persistence, and pervasiveness of identity, role, or status-based shame and anomie.”
Writing in the 1890s, Durkheim was highly conscious of all the ways that industrial capitalism corroded traditional forms of social regulation in society, often at the expense of religious—and even governmental—authorities. (“Depuis un siècle, en effet, le progrès économique a principalement consisté à affranchir les relations industrielles de toute réglementation. Jusqu’à des temps récents, tout un système de pouvoirs moraux avait pour fonction de les discipliner…En effet, la religion a perdu la plus grande partie de son Empire. Le pouvoir gouvernemental, au lieu d’être le régulateur de la vie économique, en est devenu l’instrument et le serviteur.”) But if he were to visit us in 2019, Durkheim would be surprised at the extent to which once-dominant ideas with no connection to economics have been marginalized as regressive and hateful—such as nationalism, patriotism and even masculinity.
This is one reason why so many people now feel unmoored. As Canadian science fiction writer Donald Kingsbury eloquently put it in his novel Courtship Rite, “Tradition is a set of solutions for which we have forgotten the problems. Throw away the solution and you get the problem back.” Faith in god, country and manhood might be seen as regressive by modern lights. But insofar as they were holding back male anomie, we perhaps neglected to consider what damage would be done if we discredited those ideas before finding replacements.
In the history of our species, there has never been (to the knowledge of modern scholars) a human society that did not express belief in some sort of supernatural force—which suggests that we are programmed by a need to believe in something bigger than ourselves. Sociologist Max Weber warned in 1919 that “science deals with facts. It can’t tell us what to do or what’s important.” This is to say that while the scientific revolution did a good job of helping us explain and harness the natural world, it did nothing to fill the god-shaped hole that Blaise Pascal identified in the 17th-century: “What else does this craving, and this helplessness, proclaim but that there was once in man a true happiness, of which all that now remains is the empty print and trace? This he tries in vain to fill with everything around him, seeking in things that are not there the help he cannot find in those that are, though none can help, since this infinite abyss can be filled only with an infinite and immutable object; in other words by God himself.”
If we are to resign ourselves to the fact that “God himself” isn’t going to intercede any time soon, then we are left with the ordinary tools of policy, such as Robert Putnam outlined in his famous 2000 book, Bowling Alone: The Collapse and Revival of the American Community, in which he pointed to the value of “the connections among individuals’ social networks and the norms of reciprocity and trustworthiness that arise from them.” These connections could be strengthened, Putnam argued, through improved civics education, more extra-curricular activities for youth, smaller schools, family-oriented workplaces, a more enlightened approach to urbanism, technology that reinforces rather than replaces face-to-face interaction, as well as a decentralization of political power. These recommendations were written 19 years ago, before Facebook, Twitter or 4chan existed. It would be interesting to know how he would revise his recommendations now that we have a better appreciation for the massive effects of digital culture on our social dynamics.
In a 2017 article I wrote, titled Towards a Theory of Virtual Sentiments, I argued that real-time empathy generation often requires some degree of eye contact—which is hard to generate through online interaction. Moreover, it is shockingly easy to get worked up into a rage when you are interacting with an online avatar of a person you have never met. Simply put, the more we physically see each other, the less likely we are to be awful to each other. As Louis CK said in an interview about youth and technology, “They don’t look at people when they talk to them and they don’t build empathy. You know, kids are mean, and it’s cause they’re trying it out. They look at a kid and they go, ‘You’re fat,’ and then they see the kid’s face scrunch up and they go, ‘Oh, that doesn’t feel good to make a person do that.’ But when they write ‘You’re fat’ [online] then they just go, ‘Mmm, that was fun, I like that.’” Even putting aside the extreme cases of forums that cater to homicidal shooters, I remain unconvinced that any community that exists primarily in online form can be a force for long-term good. Perhaps more time offline is a good start for anyone seeking to enhance “the norms of reciprocity and trustworthiness.”
Do we need a new nationalism? A new religion? What common human project can we collectively embrace that gives a sense of mission to everyone, regardless of skin color, religion, economic class or ideology? It would be presumptuous for me to suggest I have the answers. All I know is that men who see human life as meaningless are symptoms of a larger sense of anomie that, in less dramatic and destructive form, increasingly grips us all.”

On July 28th, a mass shooting occurred at the popular Gilroy Garlic Festival in Gilroy, California, a city 80 miles southeast of San Francisco. Three people were killed including two children – the 6-year-old Stephen Romero and the 14-year-old Keyla Salazar. Five people were hospitalized [1]. The gun the suspect used –AK-47 style rifle -- is an assault weapon which is banned in California by California’s Assault Weapons Control Act [2]. However, the suspect purchased the gun from the neighboring state – Nevada – where the purchase of AK-47 style rifle is legal [3]. This frustrating fact that the gunman obtained the assault gun which he should not have had at the first place uncovered a loophole that exists due to the difference between state laws.
As it is well known, California has one of the strictest gun control laws in the U.S. Compared to California which receives an “A” in terms of the strength of its gun laws by the Giffords Law Center to Prevent Gun Violence, Nevada which is evaluated as “D” has much fewer limits on gun regulations. The frustrated Californians, including Gov. Gavin Newsom,has long been indignant about how easy their strict gun laws can be neutralized by the laxer gun policies in the neighboring states. “According to recent data from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives: more than a third of the guns [traced from California crime scenes] came from other states” [3]. Among these states, due to its loose gun regulations, Nevada becomes one of the most notorious states which exported crime guns to other states at the third highest rate among all the states [5]. Additionally, California is not the only state which faces this problem. In New York, the other state that has one of the toughest gun policies in the U.S., 86% of all the 39,690 handguns used for criminal purposes were originally purchased legally at other states [3].
Given this serious problem caused by the difference between state gun policies, many people expect the federal government to step in and formulate uniform policies that either ban guns or restrict guns across the country. But does the federal government actually have the legal power to ban or restrict guns given by the Constitution? In order to figure out the federal government’s ability to ban guns in the entire country, let’s first look at the famous Supreme Court case –the District of Columbia v. Heller.
In Heller, the Washington D.C. city council banned individual handgun ownership and required legally owned rifles and shotguns to be kept dysfunctional by passing the Firearm Control Regulation Act of 1975. Dick Heller, a police officer in D.C. who wanted to keep his handgun at home, filed a law suit and the Supreme Court heard the case. The Court ruled that “banning handguns, an entire class of arms that is commonly used for protection purpose, and prohibiting firearms from being kept functional in the home…violates the Second Amendment” [6]. The ruling is significant because it recognizes the Second Amendment’s protection on individual’s right to bear firearms even if it is unconnected to militia services. Therefore, it is unconstitutional if the federal government issues policies that ban gun ownership in the U.S.
If it is not legally permissible for the federal government to ban guns entirely, many people may wonder whether it is possible for it to issue uniform policies across the country that restrict guns so that criminals including the gunman in Gilroy Garlic Festival shooting could never obtain their crime guns legally from other states with laxer gun regulations. In order to figure out this question, we need to examine where the federal government’s and states’ power to regulate firearms come from and the checks and balances between federal and state powers.
The federal government’s power to regulate guns is mainly based on the “Commerce Clause” in the Constitution. The Commerce Clause gives the federal government the power to regulate interstate commerce. Thus, Firearms, the objects moving in interstate commerce and the objects that have potential influences on interstate commercial activities, can be subject to the federal government’s jurisdiction. Based on its commercial power, the federal government has issued Federal Firearms Act (1938) that prohibits transfer of weapons to certain persons and requires dealers to have license, Omnibus Crime Control & Safe Streets Act (1968) that bans interstate handgun trade and raises minimum age to purchase handguns from dealers to 21, and Firearm Owners Protection Act (1986) that prohibits sale of automatic weapons to civilians[7].
However, the federal government’s commercial power has a limit. In the United States v. Lopez, the original version of Gun Free School Zones Act of 1990 forbade "any individual knowingly to possess a firearm at a place that [he] knows...is a school zone” [8]. However, the Supreme Court ruled this provision unconstitutional because “the possession of a gun in a local school zone is not an economic activity that might…have a substantial effect on interstate commerce” [8].In this case, the Court ruled that the federal government went beyond the power given by the Commercial Clause in issuing the act and decided to restrict the federal government’s power by announcing this provision unconstitutional. Thus, we can conclude that the federal government can formulate laws and policies to regulate guns in the country but it has to be related to interstate commerce.
Compared to the federal government to which the Constitution only gives very limited power in regulating guns, state governments are given broader power in this area by the Constitution. States’ authority to regulate firearms stems from the “police power”which allows states to “enact laws in the interests of the public health, safety and welfare of the people” [9]. The police power actually gives states more authority in issuing gun policies within the state boarder than the commercial power gives to the federal government because states can make any other gun regulations that are not preempted by the federal laws within the state boarder and those regulations constitute most of the gun laws in each state. In other words, it may disappoint many people who expect the federal government to issue uniform gun laws that can effectively restrict guns in all the states because it is basically beyond its jurisdiction to do so.
There are even more loopholes in the gun regulations in the U.S. For instance, in many states, the private sellers are not required to conduct background checks when the transactions are made at gun shows and many states do not register gun transactions and the information of both the purchasers and the sellers. Those loopholes, including the one caused by the difference between state gun laws, make it easy for the criminals to obtain guns and thus facilitate crimes. Many crimes, including the Gilroy Garlic Festival shooting, may be avoided by just eliminating those loopholes in the gun regulations. But undoubtedly, eliminating those loopholes is a hard work and it requires the joint effort by both the federal government and the states.

The County will also institute its financial assistance programs at the new facilities to ensure that the most underserved in the community have greater access to high-quality care.
The hospitals, their staff and physicians all share the County’s mission to provide high-quality, compassionate and accessible healthcare. As a public hospital system, the County provides care to all people living in Santa Clara County, and this acquisition will support the County’s ability to serve even more residents in the community.

Police say Ohio gunman who killed 9 was stopped in 30 seconds
DAYTON, Ohio — A masked gunman in body armor opened fire early Sunday in a popular entertainment district in Dayton, Ohio, killing nine people, including his sister, and wounding dozens before he was quickly slain by police, officials said.
Connor Betts, 24, was armed with a .223-caliber rifle with magazines capable of holding at least 100 rounds of ammunition and was gunned down about 30 seconds after his rampage began about 1 a.m. in the historic Oregon District, said Police Chief Richard Biehl.
After squeezing off dozens of shots, he was killed at an entrance to a bar where people were taking cover, Biehl said, adding that had Betts gotten inside, the result would have been “catastrophic.”
Police have not identified a motive in what was the second U.S. mass shooting in less than 24 hours.
Betts’ 22-year-old sister Megan was the youngest of the dead — all killed in a nightlife spot of bars, restaurants and theaters that is considered a safe area downtown, police said.
The gunman was white and six of the nine killed were black, police said. Although they’ll investigate the possibility of a hate crime, they said the quickness of the rampage made any discrimination in the shooting seem unlikely.
They identified the other dead as Monica Brickhouse, 39; Nicholas Cumer, 25; Derrick Fudge, 57; Thomas McNichols, 25; Lois Oglesby, 27; Saeed Saleh, 38; Logan Turner, 30; and Beatrice N. Warren-Curtis, 36.
Mayor Nan Whaley said at least 27 more people were treated for injuries, and at least 15 of those have been released. Several more were in serious or critical condition, hospital officials said at a news conference Sunday morning. Some suffered multiple gunshot wounds and others were injured as they fled, the officials said.
Betts was from Bellbrook, southeast of Dayton. Bellbrook Police Chief Doug Doherty said he and his officers weren’t aware of any history of violence by Betts, including during high school.
Brad Howard said he went to school with Betts and had known him for two decades.
“The Connor Betts that I knew was a nice kid,” Howard said. “The Connor Betts that I talked to I always got along with well.”
Police blocked access in Betts’ neighborhood, where neighbor Stephen Cournoyer said he often saw Betts mowing the lawn or walking the dog.
“He seemed like a good kid,” Cournoyer said. “He wasn’t a speed demon, didn’t do anything crazy. But that’s not to say, I mean, obviously he had an issue.”
Nikita Papillon, 23, was across the street at Newcom’s Tavern when the shooting started. She said she saw a girl she had talked to earlier lying outside Ned Peppers bar, where Betts was slain at the entrance.
“She had told me she liked my outfit and thought I was cute, and I told her I liked her outfit and I thought she was cute,” Papillon said. She herself had been to Ned Peppers the night before, describing it as the kind of place “where you don’t have to worry about someone shooting up the place.”
“People my age, we don’t think something like this is going to happen,” she said. “And when it happens, words can’t describe it.”
Tianycia Leonard, 28, was in the back, smoking, at Newcom’s. She heard “loud thumps” that she initially thought was someone pounding on a dumpster.
“It was so noisy, but then you could tell it was gunshots and there was a lot of rounds,” Leonard said.
Staff of an Oregon District bar called Ned Peppers said in a Facebook post that they were left shaken and confused by the shooting. The bar said a bouncer was treated for shrapnel wounds.
A message seeking further comment was left with staff.
President Donald Trump was briefed on the shooting and praised law enforcement’s speedy response in a tweet Sunday. The FBI is assisting with the investigation.
Gov. Mike DeWine visited the scene after earlier ordering that flags in Ohio remain at half-staff.
DeWine, a Republican, said policymakers must now consider: “Is there anything we can do in the future to make sure something like this does not happen?”
Both of Ohio’s two U.S. senators visited the scene of the mass shooting. Democratic Sen. Sherrod Brown said responding with thoughts and prayers wasn’t enough and stronger gun safety laws are needed. Republican Sen. Rob Portman said the discussion must include not just policy changes, but issues such as mental health supports.
Whaley said more than 50 other mayors also have reached out to her.
A family assistance center was set up at the Dayton Convention Center, where people seeking information on victims arrived in a steady trickle throughout the morning, many in their Sunday best, others looking bedraggled from a sleepless night. Some local pastors were on hand to offer support, as were comfort dogs.
The Ohio shooting came hours after a young man opened fire in a crowded El Paso, Texas, shopping area, leaving 20 dead and more than two dozen injured. Just days before, on July 28, a 19-year-old shot and killed three people, including two children, at the Gilroy Garlic Festival in Northern California.
Sunday’s shooting in Dayton is the 22nd mass killing of 2019 in the U.S., according to the AP/USA Today/Northeastern University mass murder database that tracks homicides where four or more people were killed — not including the offender. The 20 mass killings in the U.S. in 2019 that preceded this weekend claimed 96 lives.
Whaley said the Oregon District has reopened, and a vigil is planned Sunday evening. The minor league Dayton Dragons who play in nearby Fifth Third Field postponed their Sunday afternoon game against the Lake County Captains “due to this morning’s tragic event.”
The shooting in Dayton comes after the area was heavily damaged when tornadoes swept through western Ohio in late May, destroying or damaging hundreds of homes and businesses.
“Dayton has been through a lot already this year, and I continue to be amazed by the grit and resiliency of our community,” Whaley said.

City grieves less than a day after a mass shooting in El Paso that killed 20 people
DAYTON — Nine people were killed and 26 were injured Sunday morning in a shooting in Dayton, Ohio, authorities said, the latest such incident in a grim week of mass shootings across the nation.
The suspected shooter, who has not been identified, is also dead, according to police.
The attack came less than a day after a man with an assault-style weapon killed 20 people in El Paso and a week after a gunman fired on a garlic festival in Gilroy, Calif., killing three people, including a 6-year-old boy, and wounding 12. With the country still grieving, Dayton Mayor Nan Whaley noted that the tragedy in her city was just the latest.
“As a mayor, this is a day that we all dread happening,” she said in a Sunday morning news conference. “And certainly what’s very sad as I’ve gotten messages from cities across the country is that so many of us have gone through it.”
The shooting shattered a typical summer weekend night’s revelry in Dayton’s Oregon District, outside the 400 block of East Fifth Street and amid a busy nightlife scene of bars and restaurants, according to authorities. Police said officers ended the violence “quickly” by shooting the gunman, who began firing at 1:07 a.m.
The gunman used a .223-caliber high-capacity magazine and was wearing body armor, according to Whalen. The suspect had additional magazines. Officers neutralized him in under a minute, she said, and that quick response saved lives.
“While this is a terribly sad day for our city, I am amazed by the quick response of Dayton police that saved literally hundreds of lives,” she said, adding that the 26 injured are at area hospitals and that Gov. Mike DeWine — who she has been in contact with — conveyed his condolences.
Miami Valley Hospital received 16 victims for treatment, spokeswoman Terrea Little told the Associated Press. Kettering Health Network was treating multiple victims, as well, spokeswoman Elizabeth Long said, though she did not have numbers.
Authorities said they believe there was only one shooter and have yet to identify the suspect, though they are interviewing dozens of people. The FBI is aiding the investigation. Police have not yet provided the names of victims.
Whaley would not speculate on the gunman’s motive.
“I can’t get inside his head,” she said.
Police Lt. Col. Matt Carper said it is too early in the investigation to determine whether the gunman was targeting anyone or any place specifically.
Just hours after the shooting, the scene of the shooting had been cordoned off with police tape and the area was largely deserted. But as daybreak settled over the city, more and more people filed into Dayton’s convention center seeking information about missing loved ones at a station set up by the city.
Joe Oglesby said he was “numb” when he found out that his niece, Lois Oglesby, was among the victims. Oglesby said his 29-year-old niece had just had a baby last month and had an older child.
“She was a nurse’s aide and a very devoted mother,” Oglesby said.
Jazze Pigue, 26, of Dayton arrived at the convention center to find her cousin. Initial reports put the shooting around Ned Peppers nightclub, which Pigue said her cousin liked to visit. The recent rash of U.S. shootings and Dayton’s addition to the long list of places attacked is “disheartening,” she said.
The shooting is one in a string of high-profile challenges the city has faced this year. A Ku Klux Klan rally drew hundreds of protesters to the city in May, followed by a round of tornadoes that chewed through the northern party of the city.
“Dayton has been through a lot lately, but I continue to be amazed at the grit and resiliency of the community,” Whaley said.
The governor ordered flags to fly at half-staff as people from around the world expressed sadness over the latest mass shooting in the United States. Pope Francis offered his condolences for the victims of U.S. shootings that hurt “defenseless people.” New British Prime Minister Boris Johnson tweeted out his sympathy, too.
President Trump has been briefed on the Dayton shooting and is monitoring the situation, deputy White House press secretary Steven Groves told the Associated Press.
Trump’s first tweet on the shooting Sunday morning focused on law enforcement’s response, praising the speed, and said that “information is rapidly being accumulated in Dayton.”

“God bless the people of El Paso Texas,” he added in another tweet. “God bless the people of Dayton, Ohio.”
The Oregon District, sandwiched between the city’s downtown and the nearby University of Dayton, wrote in a Facebook post, “We are heartbroken for the victims and their families.”
Ohio leaders also shared their grief. Some went beyond condolences to call for stricter gun control, echoing Democratic leaders who renewed their condemnations of inaction on guns after the El Paso shooting.
“We are also angry — angry that shooting after shooting politicians in Washington and Columbus refuse to pass sensible gun-safety laws to protect our communities,” Sen. Sherrod Brown (D) tweeted.
Sen. Rob Portman (R- Ohio) did not mention gun control but said in a statement that these “senseless acts of violence must stop.”
Rep. Michael R. Turner (R-Ohio) wrote on Twitter that his daughter and a friend were across the street from the site of the shooting when it began. They watched as officers ran toward gunfire, he said.
“Thank you to @DaytonPolice for their bravery in stopping this evil,” Turner said.
