Football involves a lot of dudes on both teams doing things simultaneously, as fast as possible. So, there are a bunch of coordinated maneuvers designed ahead of time in order to set up strategies. And it's not just as vague as "okay you guys go on the left and you fall back to defend" it's like... literally you specifically go guard this zone of the field x yards down and you run to this specific position and you to this other specific position.

Now, another wrinkle here is that play stops and starts a lot, with both teams lining up and stopping before the proper play starts. In that interregnum, the game is actually still going, but it's operating under different terms. The players try to indicate or obfuscate their strategy for the upcoming play via positioning or swapping players out. For example, it is always incredibly obvious when a team is going to kick a field goal, as there is a formation that is only ever used for field goals. A common trick play is lining up for a field goal and then having the kicker not kick, but instead throw the ball downfield as in a normal play.

Anyway, the quarterback is the one who calls the play for the rest of the team, in the moment, on the field. That's what the numbers they're yelling are. Nobody knows what the numbers mean except the players on the team, it's a secret code. And the decision of the play to make is made by the quarterback and their team of advisors talking to them on a headset while they're on the field.

Sometimes they make a very dramatic change of plans at the last second, that's why they're yelling right up until the hike. It's kind of fascinating to look at how many vectors for strategy there are, and how much they're exploited, because they have all the weight of these giant institutions and millions of dollars weighing on them.

Why is there a part of (American) football where they shout numbers? That is not a common feature for sports. Usually the only numbers anyone would ever shout would be the score.
