Vinte municípios ultrapassaram limites de endividamento em 2021

Vinte municípios ultrapassaram o limite de endividamento permitido por lei em 2021, numa lista em que 12 deles já estão a pagar empréstimos a programas de apoio para câmaras endividadas, segundo o Anuário Financeiro dos Municípios Portugueses, apresentado esta segunda-feira.

Estes 20 municípios tinham no final do ano passado uma dívida total superior em 1,5 vezes à média da receita corrente líquida cobrada nos três anos anteriores.

Segundo o documento, a lista de câmaras que ultrapassaram os limites de endividamento é encabeçada por Fornos de Algodres, Vila Franca do Campo, Vila Real de Santo António, Cartaxo, Nordeste, Nazaré e Fundão.

Os restantes municípios eram Portimão, Vila Nova de Poiares, Alfândega da Fé, Freixo de Espada à Cinta, Alandroal, Lagoa (Açores), Reguengos de Monsaraz, Belmonte, Paços de Ferreira, Seia, Évora, Peso da Régua e Tabuaço.

Segundo a lei das finanças locais, estes municípios poderão ter cortes de 10% nas transferências do Estado e devem requerer a aplicação de um plano de saneamento financeiro, através da contração de um empréstimo.

No entanto, à exceção de oito deles (Freixo de Espada à Cinta, Lagoa - Açores, Reguengos de Monsaraz, Belmonte, Seia, Évora, Peso da Régua e Tabuaço), os restantes 12 já estão a pagar empréstimos contraídos por endividamento ao Fundo de Apoio Municipal (FAM), um programa de ajuda a municípios em saneamento financeiro.

Vila Real de Santo António também ainda está a pagar um empréstimo contraído junto de outro programa de ajuda a municípios endividados, o Programa de Apoio à Economia Local (PAEL).

Segundo o Anuário que analisa as contas dos municípios, três destas autarquias voltaram a contrair novos reforços junto do FAM em 2021: Vila Franca do Campo recebeu 1,3 milhões de euros (ME), Nazaré 1,85 ME e Vila Real de Santo António 257,7 mil euros.

No final de 2021, eram 13 os municípios que estavam a pagar ajudas recebidas através do FAM, um mecanismo de recuperação e de assistência financeira dos municípios, mediante a aplicação de medidas de reequilíbrio orçamental e de reestruturação da dívida.

O conjunto destes municípios amortizou nesse ano o total de 9,7 ME euros, mas, em termos globais, ainda devem ao FAM mais de 438,1 ME.Quanto aos 103 municípios que recorreram ao PAEL, programa que emprestou dinheiro às câmaras endividadas entre 2012 e 2015, no final do ano passado 38 ainda não tinham pago a totalidade das dívidas.

Já no âmbito do Programa de Regularização Extraordinária de Dívidas do Estado (PREDE), a que recorreram 92 municípios, apenas o município de Tarouca mantém dívida bancária (de 56 mil euros) ao abrigo desta linha de apoio financeiro.

No Anuário é ainda sublinhado que 83 municípios dos 159 abrangidos pelos diversos programas de apoio a câmaras com dívidas apresentaram descida da dívida de curto prazo entre 2011 e 2021.

O Anuário Financeiro dos Municípios Portugueses relativo a 2021 é da autoria de um grupo de investigadores, com coordenação da professora Maria José Fernandes, do Centro de Investigação em Contabilidade e Fiscalidade (CICF) - Instituto Politécnico do Cávado e do Ave (IPCA) e do Centro de Investigação em Ciência Política (CICP) - Universidade do Minho.

O documento é realizado desde 2004 (em relação às contas de 2003) com o apoio da Ordem dos Contabilistas Certificados (OCC) e após a apresentação poderá ser consultado em www.occ.pt.

The crystal, the tooth, or just plain luck?

I know, comic book science and all that, but please bear with me... How could Dick get all his memories and abilities and personality back? He did get part of his brain blown out, after all.

Tom King, the writer who had the – in my opinion – bad idea to have Dick shot to add to Bruce's pain and misery, intended to get the magician Zatanna to fix Dick, so we know that was supposed to be a viable solution. But DC, for some reason, thought it was a fantastic idea to have Dick amnesiac and with no connection to the rest of the bat-fam for two years. (Me, bitter – whatever makes you say that?!)

Now, I'm not saying they couldn't have got a decent storyline out of Dick getting vertigo (another failed pitch from Tom King) or even amnesia. Too bad they didn't deliver, and I'm sure most of us just want to forget this overlong arc ever happened, but whatever. The fact is that after two years, minus eleven days, Dick got all his personal memories and traits back in Nightwing vol 4 # 74. (Including not wanting to be like Batman, but failing all too often...)

For some reason, even though "Ric" supposedly only remembered his life until his parents were killed, he got all his abilities as a vigilante and adult male back pretty early – like driving a car, cooking a meal, fighting, speaking several languages, having a sexual relationship... Hardly something the average shot-in-the-brain guy should be able to do after a couple of months, right? Anyway. Finally, he got all his memories back and is Dick Grayson again. (Well, since he hasn't made much of an effort to find Damian so far, I would argue he's not entirely back on track, but he's getting there.) So. How come?

Hypothesis one: The "identity crystal" that Doctor Haas, the Court and the Joker used to brainwash and control Dick had magical properties and has helped cure him, even as it gave him false memories.  

The Talon's tooth. Batman vol 2 # 7 (by Scott Snyder, art Greg Capullo and Jonathan Glapion) and Nightwing vol 3 # 7 (by Kyle Higgins, art Eddy Barrows, Geraldo Borges, Eber Ferreira, Paulo Siqueira).

Hypothesis two: The false tooth the Court of Owls put in his mouth to mark Dick as a future talon has properties that helped him heal faster. We know that talons are infused with the compound "electrum" that can reanimate dead tissue and heal living tissue. It comes from a deposit embedded in the tooth. (In real life, electrum is a naturally occurring alloy of gold and silver, with small amounts of other metals. The first coins in the world were made of electrum.) Maybe the electrum that must have seeped out in Dick's body during the years was enough to boost his healing.

(Let's for the moment ignore the fact that at the start of New 52, Dick was 15 when his parents were killed, by which time one could expect him to have all his adult teeth. While in Rebirth, it's clear that Dick was much younger. In Nightwing vol 4 # 51, he thinks to himself in one of those endless recapitulations, that he has forgotten fifteen years – ever since he came to Bruce. I'm no dentist, but perhaps that should mean that he was a bit too young to have a false adult tooth implanted?)
