MONTREAL — Canada on Wednesday became the first major world economy to legalize recreational marijuana, beginning a national experiment that will alter the country’s social, cultural and economic fabric, and present the nation with its biggest public policy challenge in decades.

Across the country, as government pot retailers opened from Newfoundland to British Columbia, jubilant Canadians waited for hours in line to buy the first state-approved joints. For many, it was a seminal moment, akin to the ending of Prohibition in the United States in the 1930s.

It was also an unlikely unifier, coming at a time when Canada has been buffeted by bruising trade talks with the United States and has seen its prime minister, Justin Trudeau, repeatedly ridiculed by President Trump. Canada is the second country in the world, after Uruguay, to legalize marijuana.

“I have never felt so proud to be Canadian,” said Marco Beaulieu, 29, a janitor, as he waited with friends outside a government cannabis retailer in the east end of Montreal. “Canada is once again a progressive global leader. We have gay rights, feminism, abortion rights, and now we can smoke pot without worrying police are going to arrest us.”

Canadians broadly support marijuana legalization, but amid the euphoria, there was also caution.

“Legalization of cannabis is the largest public policy shift this country has experienced in the past five decades,” said Mike Farnworth, British Columbia’s minister of public safety.

“It’s an octopus with many tentacles, and there are many unknowns,” he added. “I don’t think that when the federal government decided to legalize marijuana it thought through all of the implications.”

In a stinging editorial published on Monday, for example, the Canadian Medical Association Journal called the government’s legalization plan an “uncontrolled experiment in which the profits of cannabis producers and tax revenues are squarely pitched against the health of Canadians.”

It called on the government to promise to change the law if it leads to increased marijuana use.

Under Canada’s new federal cannabis act, adults will be allowed to possess, carry and share with other adults up to 30 grams of dried cannabis, enough to roll roughly 60 regular-size joints. They will also be permitted a maximum of four homegrown marijuana plants per household in most provinces.

Marijuana for medical purposes has been legal in Canada since 2001, and about 330,000 Canadians, including cancer patients, are registered to receive it from licensed producers.

Pre-rolled joints, fresh or dried marijuana flowers, and cannabis oil are all permitted under the law. Cannabis edibles — like pot-infused jelly beans, peanut butter and coffee — won’t be legal for another year.

According to Canada’s national statistics office, 4.9 million Canadians used cannabis last year and consumed more than 20 grams of marijuana per person.

On Wednesday morning, the government announced that it would introduce legislation to make it easier for Canadians who had been convicted of possessing small amounts of marijuana to obtain a pardon.

While the government is not offering a blanket amnesty, Ralph Goodale, the public safety minister, said at a news conference in Ottawa that as “a matter of basic fairness,” the government would seek to end the minimum waiting period of five years to apply for a pardon as well as waiving the fee of 631 Canadian dollars.

The federal government has left the country’s 13 provinces and territories to carry out the new legislation and set their own rules, creating a patchwork of regulations. Among many open questions are how the police will test drivers who may be high and how employers deal with employees who smoke before coming to work.

Bernard Le Foll, a specialist in addiction at the Center for Addiction and Mental Health in Toronto, a leading teaching hospital and research organization, said that although the center supported legalization, he was concerned that the public dissemination of information about risks had been insufficient.

“Cannabis is not a benign substance,” Dr. Le Foll said. “There is a clear risk of addiction, and it can produce significant mental health issues if used by the wrong kind of people.”

He added, “It took decades for the public to understand the risks of cigarettes, and the legalization of cannabis has taken place only over a few years.”

Jean-Sébastien Fallu, an associate professor of applied psychology and a specialist in addiction at Université de Montréal, said he particularly worried about the effects on young people.

“We don’t want young people to feel stigmatized, for example, if they don’t use cannabis,” Professor Fallu said.

The legalization of cannabis has led to a so-called “green rush,” with licensed cannabis growers pressing to get a foothold in what is expected to be a $5 billion industry (6.5 billion Canadian dollars) by 2020, buttressed by the expected arrival of thousands of pot tourists from the United States.

After months of soaring share prices, though, the first day of legal marijuana sales initially saw steep drops in the value of marijuana stocks. That reversed somewhat in the afternoon, leaving the largest companies’ shares down just slightly by the end of trading. Many analysts say the value of legalization was long ago priced to the shares’ value.

At the government cannabis store in Montreal — one of 12 in Quebec — a line stretched across a long city block on Wednesday morning. Some of the hundreds of people had waited since 3:30 a.m., anticipating the store’s 10 a.m. opening.

Kate Guihan, 29, a beautician, said she planned to celebrate the “historic moment” on Wednesday night with several puffs on a joint. The low cost of government pot, she added, was a big draw for her, along with the fact that legal marijuana was screened and devoid of contaminants.

In Halifax, the mood was similarly buoyant.

“We are witnessing history,” said Shawn King, the host of a countdown to legalization on a local radio station. “Marijuana prohibition is ending after 96 years. There’s going to be a generation of people that never knew it was ever banned.”

Inside a government retailer in Halifax that looked like an Apple store, shoppers browsed for products including “Ghost Train” and “Lemon Skunk.” Bongs were on display. Some shoppers bought weed, and others accessorized.

Others across Canada were ordering pot online from government stores.

As online demand soared, stocks quickly ran out, creating fears of marijuana shortages.

In New Brunswick, the government cannabis agency provided a step-by-step guide on its website on how to roll a joint.

The stated rationale for legalizing cannabis was to tame an illegal multibillion-dollar trade. But from Toronto to Winnipeg to Vancouver, hundreds of illegal shops have indicated that they have no intention of shutting down, and the black market supply chain remains deeply entrenched.

In Toronto on Wednesday, revelers — some wearing T-shirts that said “Weed Won” — packed a cannabis lounge in the city’s bohemian Kensington Market, where some were smoking black market pot to the sound of reggae music.

Toronto had 92 illegal dispensaries the day before legalization, though 56 were shut down Wednesday afternoon. One had a “For Rent” sign inside its window. Others were shuttered.

In Vancouver, dozens of illegal marijuana dispensaries defied the new law by selling, among other things, outlawed edible cannabis and marijuana-infused face creams.

Some illegal shops in both cities are hoping to get licensed.

Chief Constable Adam Palmer of the Vancouver Police Department, who is also the president of the Canadian Association of Chiefs of Police, said this week that at a time of limited resources, policing marijuana would not suddenly become law enforcement’s primary concern.

“Fentanyl kills 11 Canadians a day,” he said, referring to the powerful synthetic opioid that is a public health scourge in some cities like Vancouver. “Marijuana does not.”

He added, “I don’t expect a big crackdown on day one.”

Ontario government reports that mask mandates will be lifted on March 21, 2022

After 2 years of COVID-19 measures, the Ontario government has announced that it will lift the mask mandates, giving a sense of a return to normalcy.

On Wednesday March 9, 2022, Chief Medical Officer of Health Dr. Kieran Moore announced that the mask mandates will be lifted on March 21 as a part of the province’s plan to lift all COVID-19 measures by the end of April. Ontario follows Saskatchewan and Alberta in lifting mask mandates.

On March 14, mandatory vaccination policies for employees at schools, child-care settings, hospitals and long-term care homes will also come to an end. On March 21, masks will not be required in most settings, including schools, restaurants, bars, gyms, and movie theatres across the province. The measures implemented in schools–such as on-site symptom screening and cohorts–and remaining regulatory requirements for businesses will also be lifted on March 21. However, masks would still be required in public transit, long-term care and retirement homes, health-care settings, congregate care settings, shelters and jails until April 27, which is when the government hopes to by then remove all mandates and measures. On March 28, the Reopening Ontario Act (ROA), which allows the government to issue public health directives at the provincial level, will expire, with all the emergency orders of the Act staying in effect for 30 days after that date.

The government has stated that wearing masks from March 21 onward will be a personal choice. As Doug Ford said, “It's going to be up to the people of Ontario, if you want to keep the mask on, keep it on. If you want to take it off, take it off. But we have to move forward from this, people are exhausted and the poor kids in those classrooms too. Like we got to move on.”

With masks becoming a personal choice for individuals, some people are worried that it will further polarize the Canadian population politically. According to CBC, Timothy Caulfield, Canada Research Chair in health law and policy and professor at the University of Alberta, said, "Masks have been a divisive topic for a very long time, but I think it's really going to become the focal point. This is going to be increasingly about ideology … this is really about where you stand politically."

Concerns were also raised by parents, students, educators, health experts, and politicians regarding the decision to stop masking in schools immediately after families return from travel and socializing over next week’s March break.

Many experts have also pointed out that although wearing masks will become a personal choice, they will not disappear completely due to the cultural acceptance of and dependence on masks during the pandemic. According to CBC, Dr. Isaac Brogoch, an infectious diseases physician at Toronto General Hospital, said, “There's been a huge cultural shift and a growing acceptance of mask-wearing, especially during cold and flu season, regardless of mandates being lifted”. Caulfield also stated, “We went from zero mask-wearing to, depending on the jurisdiction, over 80 percent and in some jurisdictions over 90 percent–that's incredible. You don't see that kind of behaviour change very often and I think that's often forgotten."

In addition to lifting mask mandates and vaccination policies, isolation rules are changing. There will no longer be an isolation requirement for individuals that are exposed to the virus outside of their homes. Instead, individuals should self-monitor for symptoms, wear a mask, and avoid activities that involve mask removal for the 10 days following exposure. Exposed individuals should not visit high-risk or immunocompromised persons and they should not attend work at, or visit, a high-risk setting unless they have tested positive in the past 90 days. Additionally, individuals exposed in their household are recommended to follow the above recommendations but do not need to isolate if they have tested positive in the past 90 days, are above the age of 18 and have received a booster dose of vaccine, or are under the age of 18 and are fully vaccinated with two doses. Individuals who do not meet these requirements, such as unvaccinated individuals, must self-isolate following exposure.

We don't know how the removal of COVID mask mandates and restrictions will impact Ontario and the public. What we do know for sure is that the province and its population will face more changes in the upcoming months, with the consequences and challenges to be later revealed.

Underestimating the Threat Flies Can Have on Damaging Your Business Reputation

The majority of people eating in a restaurant would go back to eating their meal after a fly touched and contaminated it, but almost no one would touch their food after seeing a cockroach crawling on it. The same attitude seen in staff and managers in the food-processing industry (“It’s just a fly, wave it away”), and it cost their business.

When the authorities shut down a local restaurant or a food processing unit, it’s usually because of rodents or cockroaches – seldom is the “innocuous” fly the reason a restaurant goes out of business. And yet, according to entomologists, filth-breeding flies (a term referring to several species of true flies of the order Diptera, including the four subspecies of Musca domestica, the house fly) are at least twice as filthy as cockroaches.

Due to their abundance (uncontrolled, they would cover the whole planet 18 inches deep in just one season), their close association with people, and their ability to transmit disease, filth flies are considered a bigger threat to human welfare than most other household or commercial pests. Flies are known to transmit about one hundred animal and human pathogens, but emerging research shows they may be even more dangerous than we previously thought. Some of the most common diseases spread by flies include:

Dysentery

Diarrhea

Cholera

Typhoid fever

Food poisoning/gastroenteritis

Urogenital and intestinal infections

Conjunctivitis

Poliomyelitis

Tuberculosis

Diphtheria

Yaws

How Flies Contaminate Food?

In many cases, adults with a good immune system are able to fight off the disease agents in food contaminated by flies. However, children, elder citizens, and people whose immune system has compromised by illness or medication are far more exposed to the health hazards posed by pest flies.

In Canada, about 4 million people (1 in 8) are affected by food-borne diseases, which result in 11,600 hospitalizations and 238 deaths every year. These staggering numbers are even greater than those in the U.S., according to a food safety report published by the Conference Board of Canada, which also suggests that half or more of all food-borne diseases in the country are picked up at restaurants, cafeterias, and other food-service providers.

The pathogens carried by flies enter food through one of two ways: (1) direct incorporation of the filth they carry on their bodies and (2) the contamination of food and food-contact surfaces by the microorganisms and metabolic products released by flies while feeding and defecating.

What Happens When Flies Land on Food?

Understanding the ecology of flies helps to explain their role as vectors of disease and allows an efficient selection of control measures. Flies breed, feed, and wallow around in decayed, fermenting, or rotting organic material of either animal or vegetable origin. Among the most important breeding sites for flies are heaps of accumulated animal feces, garbage and waste from food-processing plants, organic manure, sewage, and accumulations of rotting vegetable matter.

After landing on a potential food source, the fly first vomits its gut contents on to the food. Lacking chewing mouthparts with teeth to help them masticate food into tiny, digestible bits. It must use its sponge-like tongue to liquefy any solid food it comes about. To this purpose, fly brings up regurgitated food and saliva and uses it to dab the meal with digestive enzymes. It will gradually turn solid food into liquid the fly can then slurp without much effort. In doing so, flies may also regurgitate bits of human or animal excrement.

Since they vomit repeatedly, flies also need a lot of fluids to stay hydrated, and the need to defecate increases exponentially in relation to the quantity of liquids consumed. They produce feces once every few minutes, passing the remaining bacteria and pathogens in their digestive system on to food for human consumption. Some microorganisms remain in mouthparts for several days. Then flushed out on food with the next salivary flow or defecation.

The body of a fly structurally adapted to pick up pathogens from filth and waste. Its tarsi have a complex structure of hairs and sticky pads. Those pads further enhance the fly’s potential to act as a mechanical vector for diseases.

The True Cost of Infestation

Food-service providers faced with fly issues, cost of control is minuscule compared to negative impact and losses incurred through infestation. Food and food-surface contamination caused by flies can increase exponentially within a brief period. In ideal conditions with unlimited resources, a single fly can defecate up to 50 times in 24 hours. In just two weeks, a single fly can lay more than 1,000 eggs. And the future adult flies will be able to carry as many as one million bacteria on its body.

Establishments impacted by fly infestations can face significant fines and even temporary or permanent closure by the public health department. But even more terrifying than the financial and health-related aspects is whether or not your fly issue will go public. Many public health authorities post inspection online, and a media outlets are making sure information is disclosed to the public.

Word-of-mouth – the primary driver of any business’s success – can become your worst enemy in the aftermath of a fly infestation. According to a recent poll of food-service customers, 60% of restaurant tell five or more people about a pest sighting. A quarter of them would write a negative review or an email about the incident. Considering that more than half of frequent restaurant diners factor online reviews into their dining decisions. Each review you get have a lasting impact on one out of two customers in one of your key.

Client Cooperation Is Key in Any Fly Control Program

Client cooperation is important in just about any pest control program. It becomes essential when dealing with fly infestations in commercial accounts. In lack of chemical control methods similar to those used to control pests such as rodents or cockroaches, sanitation, along with regular inspection and exclusion, becomes crucial in all fly management.

Understanding environmental conditions necessary for growth and development in relation to controlling pest populations is the first priority. Food-contact surfaces, and materials on which flies lay their eggs eliminated from the premises, or isolated from the egg-laying adult.

The frequency of sanitation protocols is also essential in controlling fly populations. Considering that the house fly completes its life cycle within 10 days. Garbage cans and dumpsters tight-fitting lids, emptied regularly, and kept as far from the premises as is practical.

The HHS Office for Civil Rights (OCR) has issued guidance to empower health care providers to serve patients through telehealth during the national public health emergency.

HIPAA-covered health care providers may, in good faith, provide telehealth services to patients using remote communication technologies, such as commonly used apps – including FaceTime, Facebook Messenger, Google Hangouts, Zoom, or Skype – for telehealth services, even if the application does not fully comply with HIPAA rules.

‘Like Wartime’: Canadian Companies Unite to Start Mass Virus Testing TORONTO — As frustration mounts in Canada at the leaden weight of lockdowns and the glacial pace of vaccinations, a consortium of some of the country’s largest companies has launched a rapid testing program with the aim of protecting their 350,000 employees and publishing a playbook for businesses across Canada on how to reopen safely. The program is believed to be the first of its kind among the Group of 7 industrialized nations, and has already attracted the attention of the Biden administration. The 12 companies, including Canada’s biggest airline and grocery chain, have worked together for four months, creating a 400-page operating manual on how to run rapid antigen tests in various work settings. They began piloting the tests in their workplaces this month, and expect to expand the program to 1,200 small and medium-sized businesses. They also plan to share their test results with government health authorities, greatly raising test counts in the country and providing an informal study of the virus’s spread among asymptomatic people. “It’s like wartime — people get together to do something that’s in the interest of everybody,” said Marc Mageau, senior vice president of refining and logistics with Suncor Energy, the country’s largest oil producer, which introduced the testing to its employees this month. The program faces some inherent challenges — after an outbreak last year at the White House, antigen tests became known for generating both false negatives and a false sense of security. They are also in short supply in Canada, with some experts arguing they should be reserved for schools and nursing homes rather than nonessential businesses. While vaccines are considered the world’s best weapon for defeating the pandemic, most experts believe it will take months, if not a full year, for Canada to reach vaccination levels that allow workplaces to safely return to their pre-Covid operations. Canada is in the grip of a second pandemic wave that has driven infections to record levels and deaths to about 19,800. In response, many parts of the country are in lockdown, with restaurants, theaters and nonessential retail shops closed. The Canadian economy has contracted about 5 percent during the pandemic. Some industries like real estate and manufacturing have done well, but ones that depend on public crowds, like entertainment and hospitality, have seen their employment plummet. “Think about downtown Toronto: No one is there anymore. Entertainment — it’s all stopped,” said Joshua Gans, a professor of strategic management at the University of Toronto who acted as an adviser on the project and is the author of “The Pandemic Information Gap: The Brutal Economics of Covid-19.” “The time has come to work out how to actually reopen the sectors that have been closed,” he said. The companies in the consortium were brought together in the spring by Ajay Agrawal, the founder of the University of Toronto’s Creative Destruction Lab, which helps science and technology start-ups. They were inspired by the most Canadian of muses: Margaret Atwood, the author. “How soon can we have a cheap, buy-it-at-the-drugstore, self-administered test?” Ms. Atwood asked during a virtual meeting last May of business leaders and others tasked with brainstorming ideas for economic recovery during the pandemic. The problem, the group posited, was the “information gap” — since there was no way to tell who might be an asymptomatic carrier, everyone was treated as a potential threat. Ms. Atwood envisioned something like a home pregnancy test. “That would be a game changer,” she said. Realizing that the government was overwhelmed by the health crisis, the group decided to take on the task itself, forming a consortium led by the Creative Destruction Lab. The group focused on antigen tests because of their speed, price and utility: They can produce results in minutes, don’t require a laboratory and, in Canada, can cost between $5 and about $20. Updated Jan. 30, 2021, 1:47 p.m. ET But they are less accurate, and produce more false negatives, than the gold-standard polymerase chain reaction, or P.C.R. tests, which can cost 20 times as much. The three antigen tests approved for use in Canada flag between 84 percent and 96.7 percent of the people infected with the virus. In Britain, antigen tests used in a mass testing campaign identified just two-fifths of the coronavirus cases detected by P.C.R. tests. For that reason, many experts in Canada and elsewhere initially argued it was wiser to expand P.C.R. testing. But, as the pandemic stretched on and the country failed to reach its testing targets, that thinking has changed, said Dr. Irfan Dhalla, co-chairman of the Canadian advisory panel on testing and screening for Covid-19, which recommended the country increase the use of rapid tests. “A rapid antigen test is clearly better than no test at all, as long as it is not used as a free pass,” Dr. Dhalla said. “Whether it’s a workplace or a school, you still have to wear a mask and you still have to physically distance as much as you can.” Consortium members hope in the long run that the testing program will help reduce infection rates enough to permit a return to crowded restaurants and boardroom meetings. But in the meantime, they plan on using the tests as an added layer of protection — on top of wearing masks, engaging in social distancing and pre-screening employees so those with symptoms stay home. The companies in the consortium are also testing their employees twice a week, increasing the chances of picking up positive cases. “Everyone is looking for a silver bullet. We’ve realized it doesn’t exist. This isn’t it either,” conceded Laura Rosella, an associate professor of epidemiology at the University of Toronto and an adviser on the project. In September, more than 100 employees from the consortium began working together, at their companies’ expense, to draft a plan. Two retired generals volunteered to help manage logistics. Samples for coronavirus tests can also be collected with swabs that do not go as deep into the nose — sometimes called nasal swabs — or oral or throat swabs. Polymerase Chain Reaction (PCR): Scientists use PCR to make millions of copies of genetic material in a sample. Tests that use PCR enable researchers to detect the coronavirus even when it is scarce. Viral load: The amount of virus in a person’s body. In people infected by the coronavirus, the viral load may peak before they start to show symptoms, if symptoms appear at all. The group registered as a nonprofit organization called CDL Rapid Screening Consortium in November, with each company contributing $230,000 for operational costs. Working in teams, the employees researched some 50 different antigen tests emerging around the world, analyzed what was needed for a screening program — from staffing to the number of gowns — and estimated the overall cost. The resulting 400-page operating manual includes everything from an example of an employee invitation to join the program and a standard consent form, to the detailed shopping list of materials required to run a program. One hurdle has been acquiring tests. They have had to get them from the government because they are not widely available in Canada yet, and there is a great demand from schools and nursing homes. “Let’s get tests there first,” Dr. Dhalla said, referring to schools, nursing homes and essential workplaces. “As we gain experience, then we can talk about getting people back to work, where working from home is an option.” In January, five of the companies began to pilot the program in settings as different as pharmacies and radio stations. So far, some 400 employees have volunteered, and almost 1,900 tests have been conducted. Only three have come back positive, according to Sonia Sennik, the executive director of the Creative Destruction Lab and the enthusiastic quarterback of the project. “They didn’t go into the workplace and potentially spread something,” Ms. Sennik said. “We broke the chain of transmission three times.” The companies have found the program reduces employee anxiety not only about coming to work, but also about returning home each day, she said. “I feel relief,” said Mohamed Gaballa, an Air Canada employee who completed the test during a break at Toronto Pearson International Airport. Within 15 minutes, this popped up on email: “Your screening result is negative. You may carry on with your day.” “This has been a missing piece in Canada for far too long,” said Dan Kelly, president and chief executive of the Canadian Federation of Independent Business, which represents 110,000 small and medium-sized businesses. Small businesses face many more hurdles to implement a program like this, even given the leg up from a 400-page manual, he said.
