EDLT 610 Blog Assignment: The Digital Divide and Social Justice

Public libraries are very much at the center of the ongoing discussion of digital divide, social justice, and part of any possible solutions. Although many people view libraries as primarily information sources, they serve as important sources for internet access. Public libraries are vital spaces for people without computer and internet access for educational and employment needs, as demonstrated in the Fusion (2015) video. Public libraries also serve the community in fulfilling vocational and educational goals with targeted programs aimed for community members of all ages. In addition to educational programs, public libraries provide support to families, teachers, and students in public schools (and higher education to a limited extent) via access via resources like Sora and library databases.
Eubanks’ (2018) discussion of navigating both automated systems for welfare benefits, and the impact of coordinated entry programs for the homeless resonate with me strongly. Public libraries provide internet access to homeless individuals, and at times guidance with finding information resources to help them navigate the system.
Digital Divide(s) and Broadband Access
What is the digital divide? The exact definition varies, as seen in the assigned readings from Eubanks (2018) and Tucker, Wycoff, and Green (2017) plus video clips from Action 41 News (2020), Fusion (2015), and the PBS NewsHour (2013). The simplest definition of the digital divide describes it as the gap between those who have access to the internet, and those who do not. The general understanding of this problem also recognizes that there are varying levels of digital divide which in turn drive positive or negative life outcomes. Van Deursen and van Dijk’s (2019) redefinition of the first level of digital divide to include both access to the internet and access to devices such as mobile phones better describes the reality of the situation in 2020. Van Deursen and van Dijk (2019) additionally define the second level digital divide as inequalities in internet skills and usage, and the third level digital divide as negative outcomes in education, employment, and health arising from deficits resulting from first and second level inequalities.
The Fusion (2015) video depicting a family relying on public library computer access brilliantly depicts Gonzales’ (2016) characterization of second level digital divide as “dependable instability” and highlights the difficulties individuals face. As a library worker, I support the idea of universal broadband as a public utility as opposed to the distributive justice-like institutional access model that seems to be the main means to ensure access for the public. About 87% of the residents of United States lacks access to the internet, and the percentage may be higher in rural areas (Gonzales, 2016), so this would entail a great deal of investment in infrastructure.
Bringing Information Literacy Instruction to Quarantined Seniors
Tucker, C., Wycoff, T., & Green, J. (2017) discuss Devices and Digital Tools and Digital Curriculum in chapters 5 and 6 of our assigned text. An example of a future blended learning course that I would like to implement would be targeted to older adults and adapted for deliver using live streaming and Discord. Due to the pandemic, many older adults are residing at home or in group home situations in quarantine. Personal and anecdotal experiences bear out the observation that older adults tend to use the library often for informational and internet access needs. Library closures during the pandemic has been very difficult for this population due to their vulnerability and isolation.
The Check, Please (http://lessons.checkplease.cc) creative commons-licensed information literacy curriculum was originally designed for undergraduate students, but can be easily adapted for older adults. It can be adapted into six 30 minute sessions that could be live streamed via Facebook. Facebook would be a good choice because of its familiarity to older users, privacy settings, ease of use on mobile devices and evidence that it may confer cognitive benefits (Myhre et al., 2017). Facebook live content can also be viewed easily on phones. Discord is increasingly being used for educational settings and as a digital classroom site. Discord has voice and text communication channels, and is also easily used on a mobile device.
There would need to be an initial training session for students and nursing home staff, and also coordination between library staff and caregivers as well, but given the challenges presented by COVID-19, this may> be a way to reach older adults with an educational program designed to improve their information literacy skills.
Addressing the Digital Divide(s) in my Community
I believe as a library worker that there are many things I can do to help address digital inequalities. Creating educational programs and finding new ways to deliver them is an important contribution I can make. I can also be an advocate for my community at work.
My city’s government is taking steps to address the digital divide in several different ways. The city has a Digital Inclusion Task force promoting a strategy that focuses on broadband access, digital literacy, and device opportunity. McNeel (2020) reports on a new program that will allow students to access the school’s broadband in one of the underserved areas of my city. In addition, the county has an all online public library (separate from the city public library) that provides innovative services such as conducting digital literacy instruction in public housing. Graduates of that program are able to earn a device at the conclusion of the course (Cole, 2020).
The Impact of Covid-19
The effects of the COVID 19 pandemic have caused increased awareness and re-evaluation of public libraries’ role as a potential pathway to alleviating the effects of inequalities in education, wealth, and internet access.As previously noted in McNeel (2020), our local government is taking steps to help alleviate the impact of digital inequalities for public school students, and for all of our city’s residents. It is my hope that we can collectively move forward from this crisis with the ability and desire to address the problem of digital inequalities and promote solutions that focus on wider issues of social justice.

the mafia trilogy media headcanons
because i care too much about media history.  i talked awhile ago about what the radio stations play during the time frames of each others’ games, and what the cultures and music scenes are like in the various cities, so i’ll address that further here.
radio
EDLT (delta) is one of empire bay's youngest stations, founded in the mid 1930s. in the early days they mostly play jazz and blues (cab calloway, louis jordan, robert johnson, etc), with occasional gospel music as well, especially on sundays.  in the 60s-70s they play more electric blues, harder rock, and sometimes funk; think albert king, jimi hendrix, freddie king, but they still include artists like bo diddley, howlin’ wolf, chuck berry, little richard, and muddy waters (including the psychedelic blues albums released by the aforementioned).
ECLA (empire classic) originally played classical music and opera (which is what it played in the beta of mafia 2) up through the mid 1930s before eventually shifting toward big band and swing (carlo falcone, personally, wasn't pleased with the change). they were originally called empire classical before rebranding. in the 60s they still play much tamer music, mostly crooners, vocal harmony, some doo wop. let it never be said that a rock and roll song has played on empire classic (well, it did once...and the dj was fired).
ECNR (empire central) has played swing as long as swing has been around. ricky fox continues hosting into the 1960s, playing a mix of pop and (what would become) classic rock. he still calls the audience kids, and still makes funny comments about technology.
WBYU 620 in new bordeaux plays mostly country and western in the 1930s and 40s, before finally adding in some pop and rock during the late 50s.  johnny cash remains a constant staple from early in his career, and they play gospel on sunday mornings.  remy's show starts in 1959 (i love the idea that he never makes it to ten years. fuck you remy).  they’re also pretty strict about their programming and the image they present, though things do slip through (eve of destruction, anyone?)
WNBX 790 has gone through a number of changes before settling firmly into a rock station in the late '50s–think link wray, duane eddy, etc. it hosts a weekly surf rock special for a time in the early '60s.
WCVE 1150 starts off in the ‘20s as a mix of jazz and blues, incorporating r&b and some earlier rock and roll (and later soul) as it develops throughout the ‘40s and ‘50s.  the station also tends to play oldies throughout its existence.
WLH 570 in lost heaven still mostly plays jazz and big band throughout the ‘40s, though they start to incorporate some blues and r&b moving into the ‘50s, and a little later rock.  by the ‘60s it’s comfortably settled into a mix of rock, blues, soul, and some pop.  i assume it’s a public station, so they try to keep variety in their programming, and also host a lot of public service programming including news, sports broadcasting, and other talk radio.
WBDS, which is owned by berenger’s department store, still keeps it up with the ads throughout its tenure and remains a mostly swing and ragtime station into the '40s.  plays a shit ton of patriotic music during wwii so they’ll look good.  moves towards pop in the ‘50s but does add some lighter rock (think eddie cochran and buddy holly).  they’re solidly a pop station throughout the ‘60s and beyond, and honestly it’s basically just muzak (it’s a department store, after all) but surprisingly doesn’t get sold.  most people in lost heaven regard them as a quaint little oddity of the city.
city media culture
empire bay has one of the earliest broadcast tv stations in the us (as evidenced by vito having a tv in 1951–early tv could only be broadcast within a certain range of the studio, where it was shot live, so at first this meant basically only new york and chicago (and later LA) bc they were the cities with stations). their variety program trago star theatre (a name i ripped straight from the real life texaco star theatre, milton berle's variety show) is a beloved feature of empire bay's media landscape.
lost heaven develops a thriving blues scene in the ‘40s which really blossoms in the mid '50s.  similar to chicago blues, it's based on electric guitar, but relies more on horns than harmonica (inspired by the mafia 1 opening theme).
new bordeaux also has a thriving blues scene.  it's known for commonly featuring a combination of electric and acoustic guitar (inspired by the mafia 3 score), but it usually has quite a smooth sound.
empire bay blues is usually jazzier, featuring heavy piano use and sometimes a mix of sax and guitar, as well as woodwinds.  doo-wop style vocal harmony is common.  not as well known as the LH and NB blues styles.
there's a bad movie made about tommy angelo's life, trial, and death made in the late '70s. sorry for that one.
an aspiring blues musician who once met lincoln clay ends up writing a song that’s (somewhat ambiguously) about him later.  he’s meant to be viewed as the hero.

im so sorry if i accidentally sent you a hastily written ask before, tumblr glitched and had a heart attack- but:
we almost have the exact same taste in music, do you have any good writing inspiration music in general? and/or for vito and henry because im still waiting for a fic idea to write out lmao.
honestly i never know how to answer the question of music for writing inspiration because like...a few days ago my idea of that was the same slayer song 85 times in a row (it did make me very productive though), and honestly a lot of the time i just queue up a few songs and then let autoplay go after that, but for specifically what you’re looking for–i know people have made playlists on both spotify and (i think) youtube for the mafia 2 radio stations, i feel like ‘50s EDLT and ECNR would probably work well?  or just searching something like “1950s [party/roadtrip/etc]” might turn up results
also this is generally much older music but the channel nemo’s dreamscapes on youtube has long mixes of muffled oldies with sound effects (rain, train sounds, white noise, take your pick) that i’ve personally found helpful.

A flexible electric-double-layer transistor (EDLT), or "correlated" transistor, composed of an organic strongly correlated material was constructed (Fig. 1) by researchers at RIKEN, Institute for Molecular Science (IMS), Nagoya University and Toho University. The number of electrons can be controlled by gate voltages of the EDLT, and the transfer energy of electrons can be controlled by bending the EDLT substrate. They found that the system changed from an insulator to a superconductor in both cases of increasing and decreasing electron numbers. Conditions for these superconducting states in the above two cases, however, were found to be fundamentally different. In addition, another superconducting state emerged when the substrate was bent. The present result was published online on Science Advances on May 10, 2019.

most surprised: i think everyone would be some degree of surprised, but callan would probably be the most vocal about it. like jeez, what kind of major jerk would give him this stupid psiionic for no reason? that’s totally lame, you gotta edit the story to make it so everyone knows he’s as hot as he’s ‘supposed’ to be. (also maaaaaaybe a 6 pack wouldnt hurt either. yknow. lf youre gonna be doing an edlt or two. wlnk wlnk. nudge nudge.)
and celise would be shocked, but then would immediately start writing a horror movie about this new discovery. itll be like doki doki literature club except without the romance. or all the file fuckery. or the visual novel setting. so itll be nothing like doki doki literature club
least surprised: benrii. he’s already pretty confident in his belief that everything will always be fated to happen and one’s life has been set in stone from the beginning, so finding out that some higher power has been controlling his actions would just result in a simple “of course. i knew that already”. he’d probs think that he must be The Favourite of all the ocs, but unfortunately he is not LMAO
most affected: i feel like it’d be katrin? since in other AUs (sgrub mainly) she already has a weird relationship with the idea of being the protagonist of her own story, so to find out that actually she is exactly that would be... Confusing, to her at least. on the surface she’d be very accepting of it, but deep down she’d be distraught that the reason she’s been suffering for so long is because someone else made her suffer. that’s not fair! why would someone be so cruel? she’s been sweeps blaming herself for everything that went wrong in her life, but none of it was her fault! and how come the stories she writes arent as powerful as whoever is writing hers?
