Ukraine / Russian Arms Industry Ties: Confused Reporting in the West
There’s been a recent spate of analytical reporting from Western media groups about how Russia depends on Ukrainian industry for a significant portion of its parts – especially for complex parts like helicopter engines. This reporting, which mirrors statements from Western leaders, concludes that Russia's aggression will disrupt its trade, and put it at a disadvantage, because Ukraine will not trade with them. Much of the reporting in Western media sources has characterized the Russian move in political terms: according to the terms used by U.S. Secretary of State John Kerry – 19th century behavior unacceptable to the 21st century.
Thus far, reporting has overlooked an important component of the play for Ukraine – shoring up the economic, *not strategic* value of Russia’s military-industrial capabilities. Military sales were traditionally one of the pillars by which the Soviet-era Russian state projected political and economic power, and a substantial portion of its ability to remain competitive internationally was its trade relationships with other countries, such as China, India, and Iran. A 2010 article in The Diplomat took note of declining exports to China and Iran, and aging technology.
Earlier this year before the outbreak of hostilities, Defense News, a Western outlet, noted that Russia is pushing hard to consolidate and modernize its military-industrial output – with greater arms sales to both foreign and domestic partners. Ria Novosti, a Russian site covering arms sales, catalogues dozens of agreements made between Russia and various partners around the globe.
If the current trend in Russia is toward rejuvenation of its arms industry, and a greater emphasis on innovation and production – taking some of the burden off its energy and commodities sector – it might make a lot of sense to reacquire legacy factories and companies in Ukraine. The industry is increasingly competitive, now that India and China are getting more serious about creating their own, internal industries. If a rebirth of the Russian armament industry is part of Putin’s plan for a new old Russia – taking back Ukrainian factories isn’t just convenient – it’s necessary.
