SATELLITES AND DRONES: Mapping urban slums to process land titles in India

The eastern state of Odisha aims to give titles to 200,000 households in urban slums and those on the outskirts of cities by the end of the year.n Officials used drones to map the settlements.
Land records across the country date back to the British colonial era, and most holdings have uncertain ownership, leading to fraud and lengthy disputes that often end in court.
Officials in Mumbai, where about 60 percent of the population lives in informal settlements, are also mapping slums with drones. Maharashtra state, where the city is located, is launching a similar exercise for rural land holdings.
In the southern city of Bengaluru, a seven-year study that recently concluded used satellite imaging and machine learning. The study recorded about 2,000 informal settlements, compared with fewer than 600 in government records.
About a third of the world's urban population lives in informal settlements, according to United Nations data. These settlements may account for 30 percent to 60 percent of housing in cities, yet they are generally undercounted, resulting in a lack of essential services, which can exacerbate poverty.
Identifying and monitoring settlements with traditional approaches such as door-to-door surveys is costly and time consuming. As technology gets cheaper, officials from Nairobi to Mumbai are using satellite images and drones instead.
About 65 million people live in India's slums, according to census data, which activists say is a low estimate. Lack of data can result in tenure insecurity, as only residents of "notified" slums - or those that are formally recognized - can receive property titles.

Bengaluru firm to handle Goa’s non-biodegradable dry waste
PANAJI: The Goa Waste Management Corporation has chosen the Bengaluru-based Zonta Infratech Pvt Ltd as the contractor for collecting and transporting segregated non-biodegradable dry waste in Goa for five years for an amount of Rs 28.89 crore.
The scope of the contract is for collecting non-biodegradable dry waste from areas coming under panchayats, municipal councils, schools and other organisations in the state through a suitable collection system. The collected waste will have to be transported in fully-enclosed waste collection vehicles of adequate capacity to the baling stations or solid waste management facilities or any other shed/baling station/site.
The GWMC has divided the state in four zones for collecting the segregated non-biodegradable dry waste. There will be a total of 700 pickup points.
Bardez and Pernem talukas and part of Bicholim taluka will come under the Zone-I, which covers 67 local self-governance bodies (village panchayats and municipal councils), 105 schools with 172 pickup points.
Tiswadi taluka, parts of Ponda taluka and areas of Bicholim and Sattari talukas will come under the Zone-II that covers 45 local self-governance bodies, 89 schools with 134 pickup points. Under the Zone-III, parts of Salcete taluka and areas of Ponda and Marmugao talukas have been included, covering 55 local bodies, 138 schools with 193 pickup points.
Under the Zone-IV, Canacona taluka, part of Salcete taluka, areas of Ponda, Dharbandora, Quepem and Sanguem talukas have been included, covering 36 local bodies, 71 schools with 107 pickup points.
There will be another 94 institutions/points at any locations within Goa as directed by the GMWC.
The GWMC has also decided to float tender for transporting the baled non-biodegradable dry waste from Goa to cement plants in Karnataka for co-processing.
In 2015, the working-cum-monitoring committee for solid waste management had contracted with M G Roadlines for transporting the baled non-biodegradable waste to cement plants.
The baled non-biodegradable combustible waste from urban and local bodies is transported to cement companies by M G Roadlines, whose extended contract will expire on February 21, 2019.
The GWMC board has also authorised the managing director to select schools/institutions for providing new bins.
The managing director has also been authorised to give out bins and bags during public events for temporary period and on returnable basis.
The corporation has decided to issue work order for conducting a drone survey for mapping and quantifying legacy waste sites of urban local bodies to the lowest bidder M/s Owlways Creation amounting Rs 3.58 lakh.
