Metro rail services, schools, colleges will remain closed till May end, the guidelines issued by the Ministry of Home Affairs (MHA) said. The MHA said inter-state movement of passenger vehicles, buses will be allowed with mutual consent of states involved during the COVID-19 lockdown 4.0. States and Union Territories have been given the powers for delineation of Red, Green and Orange Zones as per COVID-19 situation, the MHA said. All shops, except those in containment zones and malls, will be allowed to open from Monday with staggered timings during lockdown 4.0, it said. Further, state governments and Union Territories have been asked to decide on the demarcation of red, orange and green zones based on the parameters set by the Centre. Sitharaman announces final tranche of economic stimulus The Centre has announced suspension of new bankruptcy filings on loan defaults for one year and raised the threshold for insolvency as it moved to ease COVID-19 pain for the industry. It also announced a new policy for companies under state control saying public sector undertakings under the non-strategic sector will be privatised while those in the identified strategic sector would be capped by not more than four by merging some of them. In the fifth and final tranche of the economic stimulus package, Finance Minister Nirmala Sitharaman raised allocation for employment guarantee scheme by Rs 40,000 crore over and above the Rs 61,000 crore budgeted earlier for MGNREGS, to provide employment to migrant workers moving back to their states. This, she said, will help generate nearly 300 crore person-days in total. For industries, she said the minimum threshold to initiate insolvency proceedings will be raised to Rs 1 crore from Rs 1 lakh, which largely insulates micro, small and medium enterprises (MSMEs) from bankruptcy on defaulting on loans. Also, a special insolvency resolution framework for MSMEs under Section 240A of the Insolvency and Bankruptcy Code (IBC) will be notified soon, she said adding that fresh initiation of insolvency proceedings will be suspended up to one year depending upon the pandemic situation. Coronavirus-related debt will be excluded from the definition of "default" under the IBC for the purpose of triggering insolvency proceedings, she said adding that the changes will be effected by promulgating an ordinance. Additionally, minor technical and procedural defaults under the Companies Act such as shortcomings in CSR reporting, inadequacies in board report, filing defaults, and delay in holding AGM will be decriminalised. India registers 2,55,874 new cases, positivity rate declines to 15.52%
India on Tuesday registered 2,55,874 new Covid-19 cases, taking the overall tally in the country to 3,97,99,202. The number of new cases on Tuesday were 16.39% fewer than Monday’s figure of 3,06,064 infections.
The positivity rate declined significantly to 15.52% from 20.75% on Monday, showed data from the Union health ministry.
In the past 24 hours, 614 people died of Covid-19, taking the overall fatality count to 4,90,462.
The country’s active caseload stood at 22,36,842 on Tuesday morning – a decline of 12,493 infections in the past 24 hours. Active cases currently constitute 5.62% of the total number of positive cases in the country.
As many as 3,70,71,898 patients recovered from the disease since Monday. India’s recovery rate currently stands at 93.15%.

Across the country, 62,29,956 coronavirus vaccines were administered in the past day, taking the total number of vaccines given to 1,62,92,09,308. Of these, 88,02,178 doses were precaution doses administered to healthcare workers, frontline workers and senior citizens.
Over 13.42 crore vaccine doses are currently available with states and union territories, the Union health ministry said on Tuesday.

Union Health Minister Mansukh Mandaviya will hold a virtual meeting on Tuesday with the health ministers of nine states and union territories to discuss the coronavirus-related situation, ANI reported. The states and union territories are Jammu and Kashmir, Himachal Pradesh, Punjab, Haryana, Uttarakhand, Delhi, Ladakh, Uttar Pradesh and Chandigarh.
Meanwhile, a senior government expert said that coronavirus cases in Karnataka have spiked due to an increase in testing, NDTV reported. MK Sudarshan, the chairperson of Karnataka’s technical advisory committee, said that the state is not following the guidelines of the Indian Council of Medical Research, which state that only symptomatic persons should be tested.
The state registered 46,426 new Covid-19 cases and 32 deaths on Monday.

New Delhi: The toll due to COVID-19 pandemic climbed to 1,218 while, the number of confirmed cases reached 37,336 in India on Saturday, according to the Union Health Ministry. The number of active COVID-19 cases stood at 26,167, while 9,950 people have recovered and one patient has migrated, the ministry said. The total cases include 111 foreign nationals. A total of 66 deaths were reported since Friday evening of which 26 fatalities were reported from Maharashtra, 22 from Gujarat, eight from Madhya Pradesh, four from Rajasthan, two from Delhi and one each from Uttar Pradesh, Bihar, Haryana and Tamil Nadu. Of the 1,218 deaths, Maharashtra remained the worst-affected state with 485 fatalities, followed by Gujarat at 236, Madhya Pradesh at 145, Rajasthan at 62, Delhi at 61, Uttar Pradesh at 42 and West Bengal and Andhra Pradesh at 33 each. The toll reached 28 in Tamil Nadu, 26 in Telangana, while Karnataka has reported 22 deaths. Punjab has registered 19 fatalities. The disease has claimed eight lives in Jammu and Kashmir, four each in Kerala and Haryana while Jharkhand and Bihar recorded three COVID-19 deaths each. Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to the ministry data. Uttarakhand has reported 58 cases, Assam and Chhattisgarh have 43 cases each while Himachal Pradesh has registered 40 infections each. "Our figures are being reconciled with the ICMR," the ministry said on its website, adding, "179 cases are being assigned to states for contact tracing."
