Internal Pipe Technologies — Manufacturing Small-Diameter Pipe Lining Equipment in the USA
WASTEWATER INDUSTRY NEWS, INDIANAPOLIS PUBLICATION
Cameron Manners is the president of Internal Pipe Technologies, with 25 years of experience in the water and wastewater industry. As an entrepreneur, he recognized the need for small-diameter pipe rehabilitation in 2000 and founded his first company that manufactured and distributed cutting-edge small diameter CIPP products. He has developed and patented many inventions in various technology platforms, and many are in his name. Fast-forward two decades, and Manners has since opened Internal Pipe Technologies.
Q: Tell us about Internal Pipe Technologies. What’s your focus?
A: Our focus as a company is to supply our partners with the best technology available for under-slab, small-diameter pipe lining. We manufacture our own resin blends and liners, as well as all of our equipment, in Abilene, Texas. We are proud to say our technology is American made.
Q: How did you get involved in the pipe lining industry?
A: Many years ago, I worked in the trades and made a change into the larger-diameter pipe maintenance industry. From there, I started to develop technologies focused around small-diameter, cured-in-place pipe lining (CIPP). I built my first manufacturing plant around 2000 and have been supplying materials and technologies ever since.
Q: What sets Internal Pipe Technologies apart from the competition?
A: We are not investment banker-owned, which allows us to be more centered around supporting our partners’ daily operations. We are also very nimble and can manufacture custom-size pipe lining material for specific jobs. Our partners get the real-deal guys that know the industry better than anyone, with their best interests at heart.
Q: What does pipe lining mean in terms of sustainability?
A: Pipe lining plays a very important role. As infrastructure ages, it’s imperative to have technology that can repair buried or hidden infrastructure without restoration. It can be time saving, cost saving, and can avoid unnecessary environmental impacts caused by restoration.
Q: How important is it to manufacture in the USA?
A: Manufacturing pipe lining equipment in the USA has become more important today than ever. There are so many suppliers coming and going, some from Europe and some from China. We can assure our partners that we supply the highest-quality products and that our growth goes back into our local economy to drive job growth. Why would anyone pay up to 60% more for a product from overseas and wait 10 times longer for it? Response time for our partners is very important — we have no supply chain issues because we manufacture in the USA.
Q: How does your CIPP lining process differ from others on the market?
A: Internal Pipe Technologies uses a pull-in-place process, which allows us to focus on under-slab construction. We are the best at what we do.
Q: Do you have a message for anyone considering becoming a CIPP lining installer?
A: When you become an IPT Partner, you get a several things automatically, but everyone should think about the following before buying:
Make sure your liners are in the code, not code compliant. It is important for our industry to maintain quality. Many suppliers are dumping products and technology into the U.S. market that are not in the code.
Know who you are doing business with. Is it just a sales rep or a strong partner with knowledge and a long history in the industry?
Small-diameter CIPP was invented in North America, not Europe, so stick with the innovators who understand our infrastructure and the technology to restore it.
Q: Do you have any special plans for the show?
A: We are launching some new of our new equipment like our portable mobile wet-out tables, along with our new weigh pour stations. Our goal is to help our partners grow and continue to offer equipment that will make their job easier and more profitable.
Q: How can our readers learn more about your company/product?
A: Just give us a call! We are as honest as they come and we will tell you if the application you are looking at suits our technology. If not, we will tell you where to get what you need. The team behind IPT are masters of the trade. Beware of others who are trying to be the ‘jack-of-all-trades.’ They will just spend your money so they can meet a quarterly budget.

Outsourcing blending at any stage of the process is a highly effective and cost cutting method. With the outsourcing industry increasingly becoming one of the fastest growing markets across diverse industries, the demand for contract blending services is likely to accelerate in the forthcoming years. Furthermore, outsourcing services save production time and the cost of storage and raw materials significantly, which is auguring well for contract blending services market. Contract Blending Services Market: Notable Developments: Some of the leading players operating in the contract blending services market are RSBRUCE Metals and Machinery Ltd., UIL Blending Solutions, 2v Industries Inc., Grosvenor Chemicals Limited, Econo Pak, EMCO, Plantgistix, PacMoore, Sabinsa Europe, Fair Chem Industries Pte Ltd., Thermograde, CMC Milling, Haviland USA, Sigma Services, and Prestige Blending. Request Report toc @ https://www.futuremarketinsights.com/toc/rep-gb-9462 Notable developments in the competitive landscape of contract blending services market include: In April 2019, a leading contract packager and manufacturer, Multi-Pack Solutions announced that it is spending US$ 16.3 million on the expansion of its Greenville County operations, which are expected to be online by the fourth quarter. Multi-Pack will extend its production and sales operations by shifting into a 125,000-square-foot facility at the South Carolina Technology and Aviation Center.; In February 2019, Houston-based Plantgistix, a leading player in contract blending services market announced that it is constructing a new contract packaging plant in Texas. The new plant is likely to achieve full operational capability by June 2019, which will be focused on providing export contract packaging services. It will boost the services and supply chain abilities of Plantgistix by extending the company's inbound hopper car capacity to roughly 300 per month.; A leading contract blending services provider UIL Blending Solutions has recently designed and implemented a novel powder manufacturing facility with the aim to target large and lucrative scale contract opportunities. Price Gouging Laws In The Wake Of Winter Storms, COVID-19
By Sydney George, Occidental College Class of 2023
March 9, 2021
In the wake of historic blackouts across Texas after a devastating winter storm, a woman in Belvieu, Texas named Lisa Khoury has filed a class-action lawsuit against the wholesale electricity provider Griddy. [1] Khoury is seeking $1 billion in damages for her and other Griddy users who were allegedly charged exorbitant bills during the blackout, as well as refunds for any portions already paid. She is filing the charges in a Harris County state district court.
Khoury was reportedly charged $9,340 for her electricity bill between February 13th and 19th. [1] She has said that she regularly receives bills between $200 and $250.
These high prices resulted from the power scarcity in Texas' market-based system. [1] Under Griddy's variable-rate system, the company sold energy at a wholesale price rather than a fixed rate, plus a $10 monthly membership fee.
Khoury has alleged that these high prices violated the Texas Deceptive Trade Practices Act, a consumer protection law against misleading business practices, unconscionable actions, and breaches of warranty. [2] Griddy allegedly used "price gouging" practices that resulted in "economic and mental anguish." [1]
Griddy has, however, directed attention to the decisions of the Public Utility Commission of Texas and the Electric Reliability Council of Texas (ERCOT), the operator of the state's electrical grid, during the emergency. The Commission allegedly instructed ERCOT to set wholesale prices at $9/kWh. [1] This is approximately 300 times more than the regular wholesale price.
The decisions of the Public Utility Commission of Texas during the winter storm are already being highly scrutinized. DeAnn Walker, Chair of the Commission, recently resigned after many Texas State Representatives and other lawmakers called for her resignation.
Because of the issues surrounding the retailer, ERCOT has effectively shut Griddy down by retracting its license to operate. [3]
Griddy released a statement on their website that stated, "On February 16th we asked ERCOT for emergency help when our members needed it the most and they did not take action." [4] They continued, "Today, ERCOT took our members and have effectively shut down Griddy. On the same day when ERCOT announced that it had a $2.1 billion shortfall, it decided to take this action against only one company that represents a tiny fraction of the market and that shortfall."
The Commission has switched all Griddy customers to a separate Retail Electric Provider (REP) designated as a Provider of Last Resort (POLR). [4] POLRs are relatively high-priced backup electricity providers.
Currently, Texas has policies against price gouging in place under §17.46(b) of the Texas Deceptive Trade Practices-Consumer Protection Act. [2] The Texas Attorney General's website clarifies that high prices do not necessarily indicate price gouging has taken place. [5] Businesses must be purposefully taking advantage of an official disaster by raising prices of goods well above the normal range.
The Texas Deceptive Trade Practices-Consumer Protection Act, originally passed by the Texas Legislature in 1973, defines price gouging as "a false, misleading or deceptive act or practice to take advantage of a disaster." [2] This can qualify as selling necessary goods like fuel, food, medicine, lodging, building materials, construction tools at excessively high prices, or demanding high prices in connection with the sale or lease of these goods.
Texas is one of approximately 37 states in the U.S., as well as Guam, Puerto Rico, the U.S. Virgin Islands and the District of Columbia, with laws that protect consumers from price gouging. [6] Most of these laws center around civil penalties for price gouging violations, and some states have criminal penalties as well.
Although bills have been introduced in Congress to regulate price gouging practices nationally, none have gained the necessary support to be implemented. [7] Therefore, these laws are mostly left up to the states and price gouging is not specifically defined in federal law.
However, under the Defense Production Act (DPA), which was passed by Congress in 1950, the federal government has the broad authority to act against price gouging in times of emergency. [8] The law states, "In order to prevent hoarding, no person shall accumulate (1) in excess of the reasonable demands of business, personal, or home consumption, or (2) for the purpose of resale at prices in excess of prevailing market prices, materials which have been designated by the President as scarce materials or materials the supply of which would be threatened by such accumulation."
In other words, accumulating and selling goods deemed scarce much above the market price is illegal in times of crisis. However, the language of the law is unclear as to what qualifies as accumulation and excess of market prices, while state laws are often more specific.
The DPA has been enforced during the COVID-19 pandemic to penalize the sale of scarce goods like respirators and ventilators at exorbitant prices. [9] The Department of Justice (DOJ) formed a COVID-19 Hoarding and Price Gouging Task Force to enforce the DPA. At the end of last March, the FBI seized over half a million PPE supplies from sources allegedly using price gouging tactics and redistributed them to frontline workers in New Jersey and New York.
Price gouging practices and the regulations around them have become increasingly relevant in the wake of COVID-19 and climate-related emergencies. Until there is more clarity around what qualifies as price gouging on the national level, these federal regulations will likely continue to be broad.

US jobless claims drop; still at 847,000 as pandemic rages (AP) The number of Americans applying for unemployment benefits fell but remained at a historically high 847,000 last week, a sign that layoffs keep coming as the coronavirus pandemic continues to rage. Last week’s claims dropped by 67,000, from 914,000 the week before, the Labor Department said Thursday. Before the virus hit the United States hard last March, weekly applications for jobless aid had never topped 700,000. Overall, nearly 4.8 million Americans received traditional state unemployment benefits the week of Jan. 16. That is down from nearly 5 million the week before and far below a staggering peak of nearly 25 million in May when the virus brought economic activity to a near halt. There is optimism that COVID-19 vaccines will end the health crisis and help stabilize the economy, but that effort is moving forward haltingly and right now, the job market is stressed. Since February, the United States has lost 9.8 million jobs, including 140,000 in December.
Biden faces scrutiny over reliance on executive orders (AP) President Joe Biden and aides are showing touches of prickliness over growing scrutiny of his heavy reliance on executive orders in his first days in office. The president in just over a week has already signed more than three dozen executive orders and directives aimed at addressing the coronavirus pandemic as well as a gamut of other issues including environmental regulations, immigration policies and racial justice. Biden has also sought to use the orders to erase foundational policy initiatives by former President Donald Trump, such as halting construction of the U.S.-Mexico border wall and reversing a Trump-era Pentagon policy that largely barred transgender people from serving in the military. Senate Republican leader Mitch McConnell said Thursday that Biden’s early reliance on executive action is at odds with the Democrat’s pledge as a candidate to be a consensus builder. Biden on Thursday framed his latest executive actions as an effort to “undo the damage Trump has done” by fiat rather than “initiating any new law.” Earlier in the day, White House communications director Kate Bedingfield bristled at the criticism of Biden’s executive orders in a series of tweets, adding, “Of course we are also pursuing our agenda through legislation. It’s why we are working so hard to get the American Rescue Plan passed, for starters.”
Christianity on display at Capitol riot sparks new debate (AP) The Christian imagery and rhetoric on view during this month’s Capitol insurrection are sparking renewed debate about the societal effects of melding Christian faith with an exclusionary breed of nationalism. The rioters who breached the Capitol on Jan. 6, leading to federal charges against more than 130 people so far, included several people carrying signs with Christian messages, and video showed one man in a fur hat and horns leading others in a prayer inside the Senate chamber. The rise of what’s often called Christian nationalism has long prompted pushback from leaders in multiple denominations, but in the immediate wake of the insurrection, other Christian leaders spoke out to denounce what they saw as the misuse of their faith to justify a violent attack on a seat of government. Russell Moore, president of the public policy arm of the Southern Baptist Convention, said that when he saw a “Jesus Saves” sign displayed near a gallows built by rioters, “I was enraged ... This is presenting a picture of the gospel of Jesus Christ that isn’t the gospel and is instead its exact reverse.” The Rev. Walter Kim, president of the National Association of Evangelicals, cited the corrosive effects of “a convergence of a nationalist identity and a Christian identity.” “Certainly I love our country, and as the son of immigrant parents I am deeply grateful for the hope this nation represents,” Kim said. “But as a Christian, my highest allegiance is to Christ.” Yet some supporters of former President Donald Trump say that denunciations of Christian nationalism are a way of attacking them politically. Former Rep. Allen West, now chairman of the Texas GOP, said on a Tuesday panel with several other religious conservatives sponsored by the group My Faith Votes that the term is used against those who “don’t conform to a progressive, socialist ideological agenda.”
Bernie Sanders’ mittens, memes help raise $1.8M for charity (AP) About those wooly mittens that U.S. Sen. Bernie Sanders wore to the presidential inauguration, sparking endless quirky memes across social media? They’ve helped to raise $1.8 million in the last five days for charitable organizations in Sanders’ home state of Vermont, the independent senator announced Wednesday. The sum comes from the sale of merchandise with the Jan. 20 image of him sitting with his arms and legs crossed, clad in his brown parka and recycled wool mittens. Sanders put the first of the so-called “Chairman Sanders” merchandise, including T-shirts, sweatshirts and stickers, on his campaign website Thursday night and the first run sold out in less than 30 minutes, he said. More merchandise was added over the weekend and sold out by Monday morning, he said. “Jane and I were amazed by all the creativity shown by so many people over the last week, and we’re glad we can use my internet fame to help Vermonters in need,” Sanders said in a written statement.
No Justice, No Peace (Foreign Policy) While headlines may be zeroing in on the latest COVID-19 variants to arise in Latin America, another story—with ramifications for peace and justice in the whole region—took a key step forward this week. After an investigation spanning more than two years, Colombia’s transitional justice court charged eight former guerrilla commanders for crimes they committed during the pre-2016 civil conflict, including kidnapping, homicide, forced disappearance, and sexual violence. Two of the defendants are sitting senators, positions they were granted as part of the peace deal. Under that 2016 agreement, Revolutionary Armed Forces of Colombia (FARC) rebels agreed to demobilize and undergo investigation in exchange for concessions such as reduced criminal sentences, physical protection, and seats in Congress. That first concession is what is in play now. The ex-commanders can either recognize the crimes and take a five-to-eight-year sentence or face longer sentences of up to 20 years. The defendants’ and other political actors’ responses to these charges—part of the first of seven umbrella cases at the war crimes tribunal—will constitute a temperature check on Colombia’s fragile peace process.
UK PM Johnson ‘immensely proud’ as visa offer for Hong Kong citizens launches (Reuters) Prime Minister Boris Johnson on Friday hailed a new visa scheme that offers qualifying Hong Kong citizens a route to British citizenship—a programme launched in response to China’s new security laws in the former colony. The scheme, first announced last year, opens on Sunday and allows those with “British National (Overseas)” status to live, study and work in Britain for five years and eventually apply for citizenship. Britain says it is fulfilling a historic and moral commitment to the people of Hong Kong, after accusing China of breaching the terms of a 1997 handover by introducing security laws that London says are being used to silence dissent. The 250 pound ($340) visa could attract over 300,000 people and their dependents to Britain and generate up to 2.9 billion pounds net benefit to the British economy over the next five years, according to government forecasts. It is still highly uncertain how many people will actually take up the offer. Government estimates show that 2.9 million and a further 2.3 million dependents will be eligible to come to Britain.
Macron weighs up a third lockdown despite signs the French ‘can’t take it anymore’ (AFP) Amid risks of a push back from a population wearied by successive restrictions, the French government is mulling tougher anti-Covid curbs—including a third lockdown—after conceding a nightly curfew was failing to suppress the spread of the virus. When it comes to deciding on new measures to combat the coronavirus pandemic, French President Emmanuel Macron and his government are walking a tightrope. Should another nationwide lockdown—the third in less than 12 months—be quickly imposed on the French, as scientists are advocating? Or should the government wait a few more weeks, or even opt for a less strict approach, so as not to alienate part of the population? It is a decision that has left the state’s leaders in a quandary. The French, like so much of the rest of the world, are increasingly succumbing to a generalised state of weariness after nearly a year of living under Covid-19 restrictions. Frustration and fatigue have set in after almost a year in which ordinary lives have been upended. Recent events in the Netherlands, where a protest movement and riots took place after the announcement of a Covid-19 curfew last weekend, would not have escaped Macron’s attention. The police arrested 250 people on Sunday evening and another 70 on Monday. Prime Minister Mark Rutte called the riots “the worst in 40 years”, in a country that has not seen a curfew since the Second World War. At the same time in France, the hashtag “#JeNeMeReconfineraiPas” (#I will not go back into lockdown) appeared on Twitter, where it went viral with more than 40,000 shares. Some of the posts even invited civil disobedience.
Italian grandmother finds treasure at home thanks to confinement (Worldcrunch) The story began grimly, with an all too familiar ring: Another Italian grandmother had tested positive for COVID-19. At the age of 98, Nonna Maria was at particularly high risk in one of countries hit hardest by the pandemic—and though she had only developed light symptoms, doctors told her to remain at home in “maximum isolation.” But it was while in quarantine last November, that this COVID story would take a very different twist: the Nonna (“grandmother”) found a fortune hidden in her apartment in eastern Rome, Italian daily Corriere della Sera reports. Without much else to do in lockdown, Maria had set out to organize her memorabilia and tidy up her apartment. It was in the hidden compartment of an old sewing machine that she found a 1986 government bond that she had completely forgotten about. Her late husband, a former army official, had decided to put his savings into an Italian Post bond originally worth 50 million Italian lira (26,000 euros), before hiding it there to protect it from burglars. An ongoing legal investigation will confirm the bond’s present value. The Italian Post has already offered 200,000 euros, although some have questioned the math and say she could be due as much as half a million, or about 19 times the amount of the initial investment. And the best bit of good fortune: Nonna Maria had fully recovered from COVID-19.
In Afghanistan, Follow the White High-Tops and You’ll Find the Taliban (NYT) The unassuming white leather high-top sneakers with green-and-yellow trim are a best seller for a roughly half-dozen shoe vendors in a sprawling bazaar in the northern city of Mazar-i-Sharif. But they are not in demand because they’re the latest fashion trend. For many Afghans, the sneakers evoke only one emotion: fear. That’s because they’re beloved by Taliban fighters as a status symbol. In Afghanistan they’ve been worn by rifle-wielding insurgents for decades—from the Soviet-Afghan war in the 1980s to the U.S.-led war that began in 2001. The sneakers have become synonymous with violence, and especially so on the feet of the Taliban. Even in the heart of Afghanistan’s most populated cities, including the capital of Kabul, the shoes evoke a certain sense of dread. “I have seen these shoes worn by the Taliban many times,” Said Mar Jan, a resident of Khost city in Afghanistan’s mountainous east, said. Government militia members, some security forces, criminals and people in rural areas also buy and wear them.
Wake-up call for elite as COVID-19 floods Zimbabwe’s hospitals, killing rich and poor (Reuters) When Zimbabwe’s rich and powerful get sick, they often go abroad in search of the best treatment money can buy; ousted President Robert Mugabe died in a hospital in Singapore in 2019. With travel curtailed by the coronavirus, that luxury is not available, exposing the elite to a truth the majority has long known: Zimbabwe’s health system has been crumbling for years and is now struggling to cope with a spike in COVID-19 cases. Anger among overwhelmed medics is adding to broader public dissatisfaction with President Emmerson Mnangagwa, who pledged an economic revival after he took over from Mugabe following a coup in 2017. “It’s a rude awakening to the government and to the politicians,” said Norman Matara, secretary-general of the Zimbabwe Association of Doctors for Human Rights. “If you have decades of continuously destroying your public health system, and then now you have a pandemic, you cannot then overturn that decay ... in one year or in six months.”
Bison rangers (Foreign Policy) As U.K. conservationists plan to introduce European bison to the county of Kent, they are seeking Britain’s first-ever bison rangers. Wild bison—Europe’s largest land mammals—haven’t resided in Kent for millennia. Moved from the Netherlands, Romania, and Poland, the animals will help manage the Kent woodlands. Stan Smith, who works for the Kent Wildlife Trust, told Reuters that while the ideal applicant for the job should be accustomed to animal behavior, they were not expected to have experience with bison, “because you can’t until now.”

In a storm, ‘the church’ is bigger than Joel Osteen’s building
David Waters, The (Memphis) Commercial Appeal, Aug. 30, 2017
MEMPHIS--Prosperity gospel preacher Joel Osteen’s Lakewood Church officially opened its massive doors as a storm shelter Tuesday.
That was two days after a social media storm erupted after the church’s Facebook page said the facility, once home to the NBA’s Houston Rockets, was “inaccessible” due to “severe flooding.”
Much of Houston was inaccessible due to severe flooding from Hurricane Harvey, but that didn’t stop the church from being the church.
Much attention is given to what is done with church buildings after natural or man-made disasters. Many do open their doors to provide displaced persons a warm, dry, safe place to eat, rest and recover.
But more attention should be paid to what “the church”--the people of God--does outside those buildings to rescue, feed, clothe, shelter and more. That’s where we see the real church in action.
“They need us. Let’s go,” Arik Modisette, a 29-year-old construction company sales rep told The New York Times.
Modisette and four other men, including an Assembly of God pastor, drove 120 miles from Lufkin, Texas, and rescued more than 80 people, six dogs and a cat in a 16-foot flat-bottom boat.
Similar rescue missions were made in Houston and all over storm-tossed Texas. No one reported seeing an ark, but fishing boats, canoes, kayaks and rafts were plying streams and rivers that a week ago were streets and highways.
Neighbors helped neighbors. Strangers helped strangers. Liberal Democrats and conservative Republicans helped each other.
It didn’t matter who you voted for, what you believe, whether you were properly documented, who you love, or how much money you have.
People needed help. Other people went to help them.
“I didn’t do anything that someone else wouldn’t have done for me. I am just thankful that they are OK,” William Kelsey told the Houston Chronicle.
Kelsey used his boat to rescue a number of people, including more affluent neighbors Beth and Edd Wolff, who were trapped on their roof.
“Our family, thankfully, has the resources to get out of the flood,” Beth Wolff told the Chronicle. “We now have a very keen appreciation for the services which are needed for so many.”
Joe Looke and Daniel Webb, both members of City Church in downtown Houston, loaded 30 SUVs with blankets, water bottles, toilet paper and other supplies and took them to shelters that were lacking.
“Christ says the two biggest charges are to love your neighbor and to love Him, and that’s what we’re trying to do,” Looke told the newspaper.
That’s what “the church” did after Hurricane Katrina in 2005, and the Mississippi River floods of 2011. That’s what “the church” is doing now after Hurricane Harvey.
Nicole Richert, children’s pastor at Fairfield Baptist Church northwest of Houston, saw Harvey refugees seeking shelter at a gas station.
She didn’t take them to her church building. She invited all 16 of them, and their seven dogs, to stay in her home a mile away. “There was no place where they could go,” she told the Chronicle.
Osteen should have opened his church’s building as a storm shelter as soon as it was safe to do so. But “the church” already had been rescuing and sheltering thousands of storm victims. “The church” is bigger than Joel Osteen’s building.

Gov. Greg Abbott’s announcement Thursday that Texas would build a border wall to stem the flow of migrants through its southern border has sparked denunciations, confusion and threats of legal action.
“States don’t have authority over immigration and our borders, that’s a federal authority,” said Domingo Garcia, national president of the League of United Latin American Citizens. “It’s not constitutional and we’re planning to challenge it in court once we see the final order.”
At a self-styled border summit in Del Rio, Abbott announced that he would unveil plans next week for the state to begin building a border wall but gave no additional details on where it would be built or how the state would pay for it.
Former President Donald Trump ran on the promise of building a wall along the U.S.-Mexico border. The Trump administration completed 458 miles of the border wall, according to U.S. Customs and Border Protection statistics from this year, including in parts of Texas, but the federal government faced multiple lawsuits over its construction.
Trump also promised that Mexico would pay for the wall. Instead, American taxpayers paid for the $15 billion project, which included repairing existing border walls and new construction. Still, Trump supporters have continued to call for its construction.
Democratic state Rep. Mary González of El Paso, who sits on the Texas House’s budget writing appropriations committee, said the Legislature did not allocate money in its $250 billion budget for a border wall. She said immigration enforcement is not a state job, but a federal one.
State lawmakers allocated $1 billion for border security in the state budget, but González said most of these funds go to the Texas Department of Public Safety.
“The Democratic caucus has always been clear that this is a misuse of funds,” González said.
Abbott’s office declined comment and referred reporters to their border summit news release.
For years, Abbott, a second-term Republican, has made cracking down on immigration and tightening border security a cornerstone of his governorship. But he’s resisted calls by some on the right wing of his party to use the state’s authority to build a border wall — until now.
Don Huffines, a former Republican state senator from Dallas who is challenging Abbott in next year’s primary elections, mockingly thanked the governor for adopting an idea that Huffines initially championed.
“I would like to thank ‘all talk, no action’ Greg Abbott for joining my campaign by admitting that as governor he’s had the power for the last seven years to close down the Texas border, and has refused to do so,” he said in a statement.
But migration experts said it remains unclear what authority Abbott has to fulfill his promise.
“Immigration authority largely falls under the federal government level and there has been legislation after legislation that has supported that framework,” said Ariel Ruiz, a policy analyst for the Washington-based Migration Policy Institute. “Even if there were legal avenues for Texas to do [this], it’ll end up in a number of legal issues for sure.”
LULAC has already threatened to file a lawsuit and an official with the ACLU of Texas said the group is exploring all options in response to the governor’s immigration enforcement plan.
Aside from questions of legal authority, Ruiz said Abbott should consider whether unilateral action on a border wall will achieve his goals of a more secure border.
In recent months, Abbott has blamed the Biden administration for the increase in border apprehensions this year, as well as for an increase in fentanyl seizures on the border that he’s labeled a “crisis.”
Last month, Abbott said state authorities had already seized 137 grams of the illegal drug in 2021, compared to 52 grams for all of last year and virtually no fentanyl seizures between 2017 and 2019.
But Ruiz said building a border wall is not an efficient way to tackle either of those problems.
“It didn’t work under Obama, it didn’t work under Trump and it’s likely not to work going forward. It boils down to this: the U.S.-Mexico border needs solutions from both sides,” he said, adding that Mexican officials aren’t likely to support a new wall-building initiative on the border. “Any policy that just happens on one side of the border is not going to be successful if it’s not having a similar response on the other side.”
Advocates for immigrants and asylum seekers said they also opposed some of the other immigration enforcements Abbott announced on Thursday. Among those was an order for DPS troopers to arrest immigrants who enter the country illegally for trespassing.
Critics say such a move criminalizes asylum seeking and could lead to family separations like those seen under the Trump administration.
“Were that to happen then families who come across — moms and dads with young children — are going to be separated from their children and prosecuted,” said Kate Huddleston, a staff attorney at the ACLU of Texas. “The reason parents were separated from their children was because they were being taken to federal court.”
Although it is estimated that over 2,800 families were separated in 2018 under Trump’s zero-tolerance policy, the actual number of families separated was much higher. Lawyers said about 1,500 children were taken from their parents in 2017.
There were 180,034 border crossings last month, compared to fewer than 25,000 border crossings in late 2020, according to data from the U.S. Customs and Border Protection. During the Trump administration, the highest recorded number of apprehensions was nearly 150,000.
Garcia of LULAC said Abbott’s border wall announcement was misguided “political theater” that was aimed at setting himself up for a potential presidential run in 2024 rather than fixing problems in the state like boosting public education funding or shoring up Texas’ power grid.
“Trump never built a wall, Mexico didn’t pay for it and Abbott’s not gonna build a wall,” he said. “The only thing Texans are gonna pay for is a waste of taxpayer dollars on legal bills.”

Medical supply fraudsters are luring states into phantom mask offers, wasting precious time
This story is readily available exclusively on Business Insider Prime. Sign Up With BI Prime and start reading now.
As mask manufacturers direct sales of crucial materials to health care employees, fraudsters are luring states into phony offers in order to acquire genuine purchase orders so they can buy masks for the black market, sources inform Business Expert.
The Sunshine State was all set to pay $13 million to Mexican businessmen for two million masks that might have never existed.
Visit Service Insider’s homepage for more stories
Florida’s top emergency management authorities Jared Moskowitz raised eyebrows previously today at an interview when, with Gov. Ron DeSantis at his side, he vented his frustrations at the Wild West dealing with states trying to acquire desperately required medical products.
In blistering terms, Moskowitz described state governments chasing after ghost caches of protective masks and other vital medical devices dangled by under-the-radar political operatives and strange middlemen who appear to be benefiting from the biggest international health crisis in a century.
” The N95 personal market right now is like a Ponzi scheme,” Moskowitz told reporters on Monday, utilizing the technical term for respirator masks that filter 95 percent of air-borne particles. “All day we look for these masks. We’re talking with brokers. We’re talking with suppliers. We’re talking with medical salespeople. We’re chasing down warehouses just to arrive to learn that they’re empty.”
” We’re being told these products are on aircrafts just to see that they’re phantom aircrafts, chasing after ghosts when they do not appear on FlightAware,” the former Democratic state lawmaker continued. “We’re constantly taking part in bidding wars, being asked to wire money to accounts that were set up that very exact same day with e-mail addresses that were created only a couple of days back.”
Moskowitz didn’t provide more specifics. Business Expert has discovered information of a scheme that he may have been referring to: Simply a few days before the press conference, Moskowitz’s workplace had ended up being captured in what insiders say was an effort by a strange broker to fool Florida into concurring to purchase 2 million of the highly-prized masks for the outrageous cost of $13 million.
Various N95 respiration masks at a laboratory of 3M, that has been contracted by the U.S. government to produce additional marks in response to the nation’s unique coronavirus outbreak, in Maplewood, Minnesota, U.S. March 4,2020
Reuters/Nicholas Pfosi.
” It’s simply insanity”
There were no masks– a broker representing the state at one point hurried to the alleged seller’s head office only to discover an empty and deserted storage facility– and Florida never ever ended up paying any money. The state did sign a $13 million purchase agreement.
In the wild, highly speculative pop-up market for masks, sources included in procurement efforts tell Company Insider, such contracts have become a currency in their own. Because 3M, the biggest maker of N95 masks, is focusing on mask orders bound for health centers or states, these sources state, official state order have become golden tickets, approving whomever acquires one access to the financially rewarding 3M supply chain.
As an outcome, the sources say, some scammers have actually been enticing states into phony offers just to protect purchase agreements, which they can either sell upstream to medical devices distributors or utilize to buy masks for the black market.
The states do not lose any cash on these phantom deals, but they wind up left in a stumble, wasting the valuable time and attention of emergency response authorities.
” It’s just madness,” Moskowitz stated on Wednesday during an appearance on a talk radio show hosted by Jay Sekulow, the Trump individual attorney who functioned as essential defense counsel for the president throughout his Senate impeachment trial earlier this year.
Another challenge for states
Florida isn’t alone. Guvs across the country have actually been sounding the alarm about the slapdash wheeling and dealing which has actually left them competing with each other and countless international gamers in a quote to discover masks and other equipment to help look after their ill and safeguard health care workers and other vulnerable populations.
New York Gov. Andrew Cuomo has actually consistently regreted price-gouging, keeping in mind that medical supplies which would usually cost 58 cents a piece now run up to $7.
Trump’s federal government is likewise taking actions to resolve the circumstance.

A $13 million deal that never ever happened
The need for masks in Florida is real– and immediate.
After weeks of criticism for keeping the state’s beaches open through Spring Break, and in the face of clear proof that Florida will be among the hardest hit states, DeSantis on Wednesday released a mandatory stay-at-home order, following the lead of practically 40 other guvs, according to a New York Times analysis
Behind the scenes, the Republican politician guv’s authorities were already racing to find medical materials.
A week earlier, former D.C. Beltway Republican operative John Plishka and Dallas-based financier Jacob Watters teamed up with a popular GOP lobbyist in Florida in an effort to protect two million masks for the Sunlight State. The trio made contact with people in Mexico claiming to be agents for 3M.
It sounded like a networking home run: Plishka’s team understood an operative in Texas, who understood an operative in Mexico City, who said he knew the 3M associates for Latin America.
For Plishka and Watters, creators of a new business, Vital Supply, the stars were beginning to line up. The 2 males had actually been working for nearly a year getting in touch with medical devices producers in China, as part of a major e-commerce effort to develop a direct supply line to hospitals. By the time coronavirus hit at the start of 2020, Plishka’s group had lots of experience in navigating the markets for masks and other medical supplies.
Last Thursday, Plishka’s Florida-based partners consulted with a state-approved pre-purchase inspector to get the masks from the people who stated they were linked to 3M. The state had $13 million prepared for the deal, which exercises to an outrageous system rate of $6.50 per mask, an 800 percent markup.
However as quickly as Plishka and his group sent out the supposed 3M agents a copy of the order, together with a letter of intent signed by Moskowitz on Florida Division of Emergency situation Management letterhead, the sellers went silent. Plishka’s group remembered business address and name of the business that the alleged reps had actually utilized and darted to its South Florida storage facility, wanting to find the 2 million masks.
However the warehouse was deserted and empty.

The brand-new coronavirus product: Purchase orders
A couple of hours later, the expected 3M representatives resurfaced. They excused disappearing and described that the masks had actually currently been offered to another buyer. They had a path to get another line of masks if Plishka’s group could offer another purchase order from the state.
Plishka and Watters told Company Insider that they concerned believe individuals his team was speaking with didn’t desire cash. They sought the order.
In an effort to stem the tide of scams and profiteering, on March 20, 3M revealed that it would work with “federal governments, medical authorities, customers and distributors around the globe to help get supplies where they are required most.” It later on clarified that it was directing more than 90 percent of its respirator production to healthcare and public health. The new standards, Plishka and Watters told Company Insider, had the unexpected effect of developing a black market for order– simply the piece of paper– from states or other authorized purchasers.
The paper-flipping plan, they said, is squandering important time and keeping masks from getting to healthcare facilities.
Generally, a source familiar with the process states, brokers send such letters of intent through intermediaries to 3M, which then sends an engagement letter and certificates authorizing the purchase straight to the entity that released the letter– in this case, the state of Florida.
Go Into Mark Cuban
As word got out that Plishka was trying to buy masks for Florida, other alleged providers approached his group.
The state of Florida didn’t lose any money in the scam that Moskowitz was captured up in, and it’s uncertain if there’s an apparent victim, as in standard scams cases. Plishka and Watters said the damage is however still life-threatening.
Florida isn’t alone in dealing with phantom mask sellers. Today, according to the Los Angeles Times, a federal task force in charge of securing down on COVID-19 medical supply scams released an examination into a noticeably comparable case in California, in which a seller claiming to have 39 million masks vanished before cash altered hands.
Moskowitz’s office declined an interview demand and did not respond to comprehensive questions from Service Expert about his efforts to secure masks. The once-obscure Florida authorities hasn’t held back on social media and interviews with conservative media outlets since making his initial remarks on Monday.
On Twitter, Moskowitz appeared to trash among the offers that fell through by blaming 3M for the foul-up. “Hi @ 3M. I’m your brand-new Troll,” he wrote. “How many brokers and distributors do we need to negotiate with just to discover empty storage facilities?”
That blast went viral, and caught the attention of Dallas Mavericks owner Mark Cuban, who responded on Twitter, “Terrific concern, Jared. Have you had the ability to get in contact with anyone @ 3M or their suppliers?”
Moskowitz’s media blitz continued Wednesday on Sekulow’s radio program, which is carried by about 1,000 mostly conservative stations around the country. Asked by the Trump lawyer if he ‘d flagged the shady market negotiations to the federal government, Moskowitz replied that he ‘d been in touch with the Federal Emergency Situation Management Agency and praised the development of several Trump administration efforts to resolve the medical product supply chain.

Feds know the issue, 3M CEO states
On Thursday, Moskowitz told Fox News’ Tucker Carlson that for the last a number of weeks his staff had actually been working from a “boiler space” to recognize any way to get masks and products to the state. “What’s a lot more unpleasant is what we expected, is that the system is completely broken,” Moskowitz complained. “Which the authorized suppliers who today can’t tell me a timeline when I’m going to get my masks orders that I put in a month back. And, by the way, the conditions are I got ta spend for my masks and can’t cancel my order.”
Moskowitz also grumbled that 3M-authorized distributors were engaged in “criminal” activity by focusing on foreign buyers. “They’re particularly saying, ‘Listen, we are sorry that your order got pushed down, however there are folks appearing to the factories, there are folks appearing to us, calling us, paying money.'” he remembered. “And when I said, ‘What do you mean there are folks?’ They said, ‘Well, listen there are foreign countries that operate differently and they’re showing up with cash.”
Plishka said 3M’s dominance in the respirator mask market is part of the issue. “Completion outcome is an increasing black market of unethical traders of 3M items– hellbent on making money off of dying Americans,” Plishka informed Company Insider. “All while doctor, first responders, and the susceptible are doing not have the appropriate defense they need.”
For its part, 3M has actually been scrambling to address the problem. CEO Mike Roman on March 24 in a letter to Barr and crucial state leaders referenced the “numerous reports of fraudulent activity and price-gouging including medical gadgets” and explained outreach with logistics companies and large e-marketplace operators “on a coordinated strategy and action plan to ensure products quickly get to where they are needed most.
” We are working with law enforcement authorities around the world on this matter, including federal, state, and regional authorities in the US,” he included.
On Thursday, Trump’s administration conjured up the Korean War-era Defense Production Act with an order to 3M to put U.S. orders first ahead of foreign demand.
That’s where the likes of Plishka and Watters have stepped in.
Longtime Republican charity event Mike Gula revealed in late March that he ‘d abruptly shut down his practice to enter the medical supply business, POLITICO reported
A longtime lobbyist for Indiana’s hospitals told Business Expert he’s been bombarded with calls from political operatives claiming to have access to masks.
” I don’t believe there’s any gold at the end of the rainbow, however I do think they believe it’s genuine,” the lobbyist said, including that he has had the ability to ignore the overtures in the meantime since Indiana is suffering less than others and can count on the limited federal supply.

An impeachment player makes a cameo
Another entry into the marketplace is Rob Hyde, a long-shot GOP prospect for Congress from Connecticut who said he began getting unsolicited offers of countless masks while calling around Tuesday for donations for regional hospitals.
Hyde, who got popularity last year after texts emerged in between him and Rudolph Giuliani associate Lev Parnas suggesting that he had actually been spying on U.S. Ambassador to the Ukraine Marie Yovanovitch, stated he is dealing with providers in Florida, Pennsylvania, and Israel. In an interview with Company Insider, he discussed that he can get masks to medical facilities within four days in some cases or a week if they desire them shipped from the Middle East.
The masks housed in Florida, Hyde said, were from a provider who had actually stockpiled them after Hurricane Maria hit Puerto Rico in September2017 He declined to state who his providers were, if he had actually seen the masks face to face, or whether he even had evidence of their presence. He likewise stated he had access to the Arizona guv’s office and other officials all set to purchase from him.
” Actually, in 24 hours my life has gone from contributions for local health centers, to I’m offering to the greatest health centers in New york city,” Hyde said Thursday. “I have actually got like 3 solid contacts, they’re all strong– in Florida, Pennsylvania, and out of Israel, and I have actually got big purchasing power.”
But Hyde had a hard time to explain how he got into the supply chain, and how he might show he had access to the hard-to-find masks. When inquired about the evident increase of a speculative market that’s triggering consternation amongst state and federal officials, Hyde briefly paused and went quiet. He stated he wasn’t knowledgeable about the controversy but added that it sounded outrageous.
Hyde appeared to mistake a Service Insider reporter for a buyer. After figuring out the journalist was not thinking about buying masks from him, Hyde asked if he could call him back.
That call never came.
