Voters in Washington state on Tuesday upheld a groundbreaking law that is forcing companies to cut carbon emissions while raising billions of dollars for programs that include habitat restoration and preparing for climate change. Just two years after it was passed, the Climate Commitment Act, one of the most progressive climate policies ever passed by state lawmakers, faced a repeal effort from conservatives. They blamed it for ramping up energy and gas costs in Washington, which has long had some of the highest gas prices in the nation. “Tonight’s results demonstrate the power of a historic coalition and grassroots movement that came together to say ‘no’ to more pollution, and said they want to protect our clean air, water, land, and transportation investments,” Wellesley Daniels, who managed the campaign against the repeal effort, said in a written statement. The law, a signature accomplishment of outgoing Democratic Gov. Jay Inslee, requires major polluters to pay for the right to do so by buying “allowances.” One allowance equals 1 metric ton of greenhouse gas pollution. Each year the number of allowances available for purchase drops — with the idea of forcing companies to find ways to cut their emissions.

We write as co-chairs of the United States Climate Alliance, a bipartisan coalition of two dozen governors representing nearly 60 percent of the U.S. economy and 55 percent of the U.S. population, to make it clear to you, and the rest of the world, that we will continue America’s work to achieve the goals of the Paris Agreement and slash climate pollution.

As you know, this is not the first time we’ve responded to this challenge in the U.S. Our coalition was launched after the President’s decision to withdraw our country from the Paris Agreement back in 2017. Since then, our reach, resolve, and impact have only grown.

In fact, our states and territories are now on track to meet our near-term climate target by reducing collective net greenhouse gas (GHG) emissions 26 percent below 2005 levels by 2025. Our recent progress reflects a wave of ambitious state policies and federal funding enacted over the last few years – and it builds on our coalition’s 15-year trend of cutting emissions while simultaneously growing our economies. We have continued to ramp up our longer-term commitments as well, pledging to reduce GHG emissions at least 50-52 percent by 2030 and 61-66 percent by 2035, below 2005 levels, in alignment with the U.S. Nationally Determined Contribution. Most importantly, this action is bringing better health, cleaner air, good-paying jobs, new economic development, and lower costs to our communities.

Our states and territories continue to have broad authority under the U.S. Constitution to protect our progress and advance the climate solutions we need. This does not change with a shift in federal administration. States across our coalition are implementing a suite of policies and programs to secure our net-zero future, including statewide and regional carbon markets, 100 percent clean energy standards, and methane reduction programs for the oil and gas, waste, and agricultural sectors, among many others. We are also deploying billions of dollars to eliminate pollution in our communities and sustain our country’s clean energy boom.

It’s critical for the international community to know that climate action will continue in the U.S. The Alliance will bring this message to the United Nations Climate Change Conference in Brazil (COP30) later this year – just as we have at every COP since our coalition’s founding – as we work to implement our climate goals. We are also committed to tracking and reporting on our progress and look forward to working with you and the global community to identify the most impactful ways to do so. The Alliance is proud to publish an annual report each year on our latest action, and we are enclosing here our most recent report for your reference.

We will not turn our back on America’s commitments. For our health and our future, we will press forward.

At September’s UN General Assembly in New York, Brazil’s President Lula described the international financial system as a “Marshall Plan in reverse” in which the poorest countries finance the richest. Driving the point home, Lula thundered, “African countries borrow at rates up to eight times higher than Germany and four times higher than the United States.” Lula is not alone in this diagnosis. Centrist technocrats par excellence Larry Summers & NK Singh coauthored a report earlier this year arguing that the development world’s mantra to scale up direct financing to the global South—from “billions to trillions”—has failed. Instead, global finance seems to be running in the opposite direction, from poor to rich countries, as was the case last year. Summers and Singh summarize the arrangement thusly: “millions in, billions out.” Added to this is the great global shift to austerity that makes a mockery of climate and development goals. It’s in this context that talk of “green Marshall Plans”—proposed by Huang Yiping in China and Brian Deese in the US—must be received. Negotiations over technology transfer, market access, and finance deals are a permanent feature of the new cold war: call it strategic green industrial diplomacy. Both the American and Chinese proposals, such as they exist, aim to subsidize the export markets of allied countries to build foreign support for domestic industries. For developing countries, this could mean manufacturing green goods to grab a slice of the trillions of future green economic output and develop themselves, and a policy choice to meet their development goals by either making or buying cheap, clean energy generation, electricity storage, and transport. Putting aside the dubiousness of the historical analogy to the United States’ postwar aid program to Europe, the critical element—and the one that seems least likely for either China or the US to pursue in earnest given their domestic political obstacles—is the provision of the kind of financial and industrial support that low- and middle-income countries need. The geoeconomic contest between the US and China rests on which of the two can forge domestic political coalitions that meet the demand of developing countries for local manufacturing value add in green value chains, without which the South will remain merely an export market or a resource colony.

The optimistic Marshall Plan proposals are not entirely hot air; each attempts to extend aggressive domestic policies globally. China and the US have both made bids on an investment-led partial solution to their respective domestic political and economic challenges, with a focus on clean-energy industries. Their shared formula can be summarized as national strength through industrial renewal. In both countries, domestic industries have been offered ample fiscal support; Biden’s suite of tax credits and subsidies has already spurred more than $400 billion in investment in clean energy and clean-tech manufacturing and generation, and China’s central government, already dominant in clean tech manufacturing, is now concentrating its efforts on next-generation technologies and economic self-reliance.

Clean Air Task Force

As we've seen for a long time now but especially this year with constant natural disasters and alarming news from all over the world, climate change is real and we need to do something about it. Over the past 25 years, CATF, a group of climate and energy experts who think outside the box to solve the climate crisis, has pushed for technology innovations, legal advocacy, research, and policy changes. Their goal is to achieve a zero-emissions, high-energy planet at an affordable cost.

Coalition for Rainforest Nations

Boasting a voluntary membership of over 50 rainforest nations, CORN provides a single voice to countries that didn’t cause the climate emergency but nevertheless feel the brunt of it daily. CORN originated the global conservation mechanism Reducing Emissions from Deforestation and Degradation (REDD+) to stop deforestation. REDD+ was successfully mandated in the Paris Climate Agreement (2015) and covers 90% of the world’s tropical rainforests. ��

Good Food Institute 

Environmental advocates have long said that the use of animal proteins is one of the least sustainable parts of our food system and mass meat production and consumption put a large burden on the planet. GFI works to create sustainable food sources worldwide, specifically alternative protein sources such as plant-based, cultivated, and fermentation-derived meats. Through their innovation, scientific research, policy advocacy, and public and corporate education, they aim to mitigate the environmental impact of our food system, decrease the risk of zoonotic disease, and ultimately feed more people with fewer resources. 

International Rescue Committee 

Founded in 1933, the IRC is a long-standing trusted partner in supporting those whose lives have been upended by sudden violence, political or natural. They are no stranger to areas of disaster and conflict throughout the world as they currently work in 40 countries. The IRC provides emergency aid and long-term assistance, including refugee settlement, and focuses on health, education, economic well-being, empowerment, and safety. 

Médecins Sans Frontières/Doctors Without Borders (MSF)

Odds are you’ve heard of MSF, the global organization that sends trained medical professionals to the places they’re needed most. MSF has been working globally for over 50 years, providing medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare—no matter what. They’re guided by principles of independence, impartiality, and neutrality to global political policies or movements. 

Oceana

Oceana is the largest international advocacy organization for ocean conservation. To protect and restore the world’s oceans, they campaign globally for policies that stop overfishing and plastic pollution, protect habitats and the climate, and increase biodiversity. Oceana conducts its own scientific research and expeditions, is engaged in grassroots activism, and is involved in recommending and supporting policies and litigation.

Waterkeeper Alliance

In 1966, this movement was started by a band of blue-collar fishermen pushing back against industrial polluters, and their tough spirit remains intact through the 300+ local community groups that make up the global Waterkeeper Alliance today. The Alliance works to ensure, preserve, and protect clean and abundant water for all people and creatures. Their programs are diverse, spanning from patrolling waterways against polluters to advocating for environmental laws in courtrooms and town halls and educating in classrooms.

World Central Kitchen

Started by Chef José Andrés, WCK makes sure that people are fed in the wake of humanitarian, climate, and community crises. Their programs advance human and environmental health, offer access to professional culinary training, create jobs, and improve food security. WCK also teaches food safety and cooking classes to native people who live where disasters have occurred, so they may open restaurants and support the local economy more permanently. In the U.S., a person’s ZIP code significantly shapes the trajectory, quality, and length of their life. Neighborhoods are the building blocks of strong cities and regions, determining people’s access to education, jobs, clean air, and upward mobility. But far too often, they are overlooked as essential ingredients of regional and national prosperity.

When policy conversations hover only at the regional level or higher, the intersections between economic opportunity, health, public safety, and climate resilience—which converge to impact people’s lives on a hyperlocal scale—can be missed, as can the need for cross-sectoral action to address these issues. Focusing on neighborhoods allows practitioners and policymakers to target the scale at which these socioeconomic issues are concentrated and assemble the cross-sectoral coalitions needed to achieve the population-level economic and public health outcomes that form strong regional economies.

As scientists, policymakers and environmental advocates seek to accelerate efforts to address climate change, they’re zeroing in on a pollutant long considered the “forgotten greenhouse gas.” 

The third-largest driver of climate change and the leading source of atmospheric ozone depletion, nitrous oxide was center stage Wednesday night at Climate Week, one of the world’s largest annual events dealing with the climate crisis. The N2O talk, at New York University, focused on the growing impacts of that pollution and the potential levers that could be pulled to curb it.   

The presentations came amid ongoing bilateral discussions between the U.S. and China—countries that collectively account for about a third of the world’s N2O pollution—on how to reduce these emissions.

“This is about meeting a moment that nitrous oxide has finally had in terms of both the policy and scientific interest in it,” said David Kanter, an environmental studies professor at NYU and co-chair of a global assessment on nitrous oxide by the United Nations’ Climate and Clean Air Coalition scheduled to be released next month.

Nitrous oxide accounts for just five percent of current warming. However, the gas is incredibly potent, 273 times worse than carbon dioxide as a greenhouse gas on a pound for pound basis, and emissions of it are rapidly rising.

“They’re not only going up, but they’re going up even faster than we expected, faster than even the worst-case scenario,” said Drew Shindell, an earth science professor at Duke University and a co-author of the upcoming nitrous oxide report.

Reducing nitrous oxide emissions could prevent 20 million premature deaths worldwide by mid-century, the researchers noted. However, if N2O emissions continue to increase, the added pollution could reverse all progress made in recent decades on restoring concentrations of atmosphere ozone, which protects Earth from harmful ultraviolet radiation, Kanter said.

By mid-century, N2O could also be the leading driver of climate change as efforts to rein in carbon dioxide and methane, now the top drivers, take hold.

The Montreal Protocol, a binding international environmental agreement that has successfully curbed the production and use of other ozone-depleting substances, could be expanded to include nitrous oxide. Tad Ferris, senior counsel at the Institute for Governance and Sustainable Development, an environmental organization based in Washington, D.C., made that case during a brief presentation at the event for incorporating N2O into the Montreal Protocol.

Mumukshu Patel, the senior director of food and agriculture for Climate Advisers, a Washington-based environmental organization, would also like to see a voluntary agreement on nitrous oxide similar to the recent Global Methane Pledge. For that commitment, more than 150 countries said they would reduce methane emissions to address climate change.

Russia has sent Finland a note about the suspension of operations at its consulate in the Finnish border city of Lappeenranta, according to local paper Etelä-Saimaa (ES).

Russia also announced that it was revoking consent for the operation of the Petrozavodsk and Murmansk offices of the Finnish Consulate General in St. Petersburg.

Finland announced in January that it was temporarily closing the Murmansk office and in April announced similar plans for the office in Petrozavodsk.

The closures, which will take effect from 1 July, were justified by Finland's 'confrontational behaviour' which has deteriorated relations between the two countries, according to Russia.

"At Finland's initiative, bilateral political dialogue has been cut off, trade and economic cooperation destroyed, the sister-city relationship between cities and regions and close border cooperation broken, as well as air and rail traffic cut off," a Russian foreign ministry's press release stated.

Russia also accused Finland of rejecting the policy of military non-alignment by joining Nato's military alliance, ES wrote.

"The responsibility for the current situation lies entirely with Finland," the Russian ministry's release stated.

Keeping up with the House of the Estates

Finnish media, including tabloid Iltalehti, questioned PM-designate Petteri Orpo (NCP) at Helsinki's House of the Estates on Wednesday morning, focusing on topics like climate targets and energy.

Orpo and members of the National Coalition Party, Finns Party, Swedish People's Party and Christian Democrats are in their fifth week of government formation talks at the venerable building in the Finnish capital.

Reporters asked whether the new government will stick to the 2035 goal of carbon neutrality.

"The starting point is that climate work will continue. The climate law will not be opened. Everything will be done in such a way that competitiveness is ensured. Yesterday's news on hydrogen investment is great, as well as last week's on clean energy. These are the things we want to secure for Finland," Orpo said.

He added that the goal was to reduce emissions and create more jobs, stressing at the same time, however, that it ought to be done in a way in which everyday costs do not rise unreasonably.

Finland's overburdened healthcare system was also brought up by reporters.

"The aim is to get more carers, to make carers feel better about their work, to raise the prestige of the job. In addition, we should be able to attract new workers and people who have left the sector. How to organise work, whether health technology can be utilised. It is a complex issue," Orpo said.

Finland's healthiest and sickest

People living in the Finnish Archipelago's autonomous island region of Åland were hailed as Finland's healthiest by the National Health Index, according to newspaper Ilkka-Pohjalainen.

Published on Tuesday and commissioned by the Finnish Institute of Health and Welfare (THL), the study gathered data between 2019-2021 focusing on people's health as well as their ability to work and function.

The healthiest people of Mainland Finland were found to reside in Ostrobothnia, as well as Uusimaa and Helsinki. The least healthy people in turn reportedly resided in North Savo and North Karelia.

The differences in health levels between regions were most evident in the prevalence of serious mental health problems, alcohol-related illness, musculoskeletal disorders and heart disease.

Between 2019-2021, North Savo had significantly higher rates of both mental health and musculoskeletal disorders than the other regions.

Alcohol-related illness was most common in North Karelia, with South Karelia also reporting high levels. Heart disease was found to be most rampant in South Karelia.

13 nations agree to convert over to less-productive ‘green’ farming methods

The global climate cult is getting ready to kick its war on food into overdrive with 13 nations – many of them major cattle and food-producing states led by the United States, Argentina, Brazil, Chile and Spain – signing onto a commitment to place farmers under new restrictions intended to reduce emissions of methane gas.

The Global Methane Hub announced in a May 17 press release that agriculture and environmental ministers and ambassadors from 13 countries, including the United States, have signed a commitment that pledges to reduce methane emissions in agriculture. The U.S. was represented by Biden’s climate czar, John Kerry.

What does this mean and why should you care? We’ll break it down.

According to the press release issued by these nations and posted at Global Methane Hub:

“Last month (in April 2023), the Global Methane Hub collaborated with the Ministries of Agriculture of Chile and Spain to convene the first-ever global ministerial on agricultural practices to reduce methane emissions. The ministerial brought together high-ranking government members to share global perspectives on methane reduction and low-emission food systems. The gathering led to a statement in which the nations committed to support efforts to improve the quality and quantity of, and access to, finance for climate change adaptation and mitigation measures in the agriculture and food sectors and to collaborate on efforts aimed at lowering methane emissions in agriculture and food systems.”

Conference participants included the Food and Agriculture Organization of the United Nations, Climate & Clean Air Coalition, Inter-American Institute for Cooperation on Agriculture, the World Bank, the Organization for Economic Co-operation and Development, and the Inter-American Development Bank.

The World Bank, another creation of the post-World War II, U.S.-led liberal rules-based order, has been talking a lot lately, along with the U.N., about a coming famine. The World Bank issued a white paper just last week, on May 22, titled Food Security Update: World Bank Response to Rising Food Insecurity.

The director of the United Nations World Food Program has also been putting out, starting in September of last year, dire warnings about a coming global famine.

Our Philippine Paradise: Facing the Heat of Climate Change

The Philippines. An archipelago known for its stunning beaches, vibrant coral reefs, and warm hospitality. But beneath this beauty lies a growing threat: climate change. Our island nation is on the frontlines, experiencing the harsh realities of a warming planet.

Rising Seas, Sinking IslandsSea level rise is a major concern. Low-lying coastal areas and island communities face inundation, displacing families and disrupting livelihoods. Imagine iconic places like Boracay or Palawan slowly disappearing beneath the waves.

Typhoon Fury

We're all too familiar with typhoons (or hurricanes). Climate change is making them stronger and more unpredictable. Increased intensity means more powerful winds, storm surges, and devastating floods. The resulting damage to infrastructure, agriculture, and lives is immense.

Feast or Famine: A Disrupted Climate

Our climate patterns are changing. Droughts are becoming more frequent, impacting agricultural yields. Farmers struggle to grow enough rice, corn, and other essential crops, jeopardizing food security. On the other hand, some areas experience intense rainfall, leading to flash floods and landslides.

The Ripple Effect

The effects of climate change cascade across different aspects of life. Damaged coral reefs threaten marine biodiversity and the fishing industry. Extreme weather events disrupt tourism, a significant source of income for many Filipinos. These challenges disproportionately affect the most vulnerable – poor communities, indigenous people, and women.

A Call to Action

We can't ignore this reality. The Philippines is actively seeking solutions. Investing in renewable energy sources like solar and wind power can reduce our reliance on fossil fuels and greenhouse gas emissions. Building stronger seawalls and implementing early warning systems can help communities prepare for typhoons. Climate-smart agriculture promotes sustainable farming practices that adapt to changing weather patterns.

What You Can Do

We all have a role to play. Here are some ways you can contribute:

Reduce your carbon footprint: Conserve energy at home, use public transportation, and make sustainable choices.Support eco-friendly businesses: Choose companies committed to environmental responsibility.

Spread awareness: Talk to friends and family about climate change and its impact on the Philippines.

Demand action: Contact your local representatives and urge them to support climate-friendly policies.

The Philippines is a beautiful country, but its future is uncertain. By working together, we can mitigate the effects of climate change and ensure a livable planet for generations to come. Let's protect our paradise, not just for ourselves, but for the rich biodiversity and vibrant culture that call the Philippines home.
