They pretty much control the upper positions of the imperial navy, and the cool thing about them is that they're all genetically modified humans, making them better soldiers, leaders etc. For example, Ayva and Jayson can control fire, and Jay was spliced with an avian species of alien and can glide for short distances (as well as having keen hearing and eyesight)

The Ferins are all descended from a group of humans that fled their old planet on a research ship, modifying their own DNA to survive and eventually growing so powerful they took over the whole galaxy! Fun!

Most citizens of the Mana Empire have a positive opinion of the Navy that is supposedly keeping the galaxy safe. This is because they're pumped full of propaganda. If you need a more unbiased opinion you can ask the planet of Irinyes. (You can't they got wiped out mysteriously a standard year ago) (coincidentally, captain Ayva Ferin, who was assigned to a diplomatic mission on Irinyes before everyone got destroyed went missing soon after, I'm sure that doesn't mean anything)
