VIGAN CITY, Mar. 18 (PIA) -- As of Tuesday, March 16, a total of 1,913 healthcare workers in Ilocos Sur have received their first doses of COVID-19 vaccines (Sinovac and AstraZeneca combined), according to the Provincial Health Office (PHO).
Provincial Health Officer Dr. Carmeliza T. Singson said this is 76.3 percent of the target 2,507 eligible healthcare workers in the province to get vaccinated for COVID-19.
The continuous number of health workers who got vaccinated for COVID-19 has been very helpful to encourage other hospital staff to get vaccinated as well, she said.
“Sa ating initial survey, kakaunti lamang ang healthcare workers na nais magpabakuna pero simula noong nakikita nila iyong mga doctors at espesyalista na nagpapabakuna lalong-lalo na mild lang ang mga side effects ng mga bakunang ito at after a few days ay nawawala rin, sa tuwing kami’y nagpupunta sa mga ospital, nadaragdagan ang listahan nila,” Dr. Singson said in an interview.
She added that the roll out of COVID-19 vaccination program in all government and private hospitals in the province will be completed on Friday, March 19.
One of the health workers vaccinated with AstraZeneca on Saturday at the Metro Vigan Hospital was Mr. Danilo Matias, the hospital administrator of Sto. Niño Hospital in Sta. Maria, Ilocos Sur.
He is 70 years old.
"Nagpabakuna ako dahil high-risk kaming mga senior citizen na mahawa sa sakit lalo sa COVID-19. Kumpara sa naunang bakuna (Sinovac), mas kampante ako sa efficacy ng bakunang ito (AstraZeneca). Being an administrator, ayaw ko ring mahawa ang mga pasyente namin," he said.
Meanwhile in Vigan City, the city government, through its City Health Office, has also started its simulation of COVID-19 vaccination held in the gymnasium of the University of Northern Philippines.
Sangguniang Panlungsod Member (SPM) Kristen Benedict B. Figuerres, also a medical practitioner, was one of the first to get vaccinated for the AstraZeneca vaccine on Tuesday.
He emphasized the importance of getting vaccinated for COVID-19 and likewise encouraged the public, especially the healthcare workers to do the same.
“Getting vaccinated may also protect people around you, particularly people with old age and certain medical conditions, like diabetes, heart and lung disease, who are at risk for severe illness from COVID-19,” SPM Figuerres said.
Moreover, the city government of Candon, through its City Health Office, picked up the Sinovac and AstraZeneca vaccines from the Department of Health in the PHO Tuesday morning which composed of 428 doses of Sinovac and four vials of AstraZeneca and shall be rolled out to the four private hospitals in the city.
The vaccination was rolled out Wednesday where City Mayor Ericson Singson himself, also a medical practitioner, vaccinated Dr. Archimedes Mercado, medical director of the City of Candon Hospital, the first healthcare worker in the city to receive first dose of the AstraZeneca vaccine.
“I am happy to say that the roll out of our vaccination program was a success. We look forward to the delivery of more vaccines so that we’ll be able to start our mass vaccination in the city,” Mayor Singson posted in his official Facebook page. (JCR/AMB/JMCQ/PIA Ilocos Sur)

VIGAN CITY, Mar. 12 (PIA) - - An additional 610 doses of COVID-19 vaccines from British-Swedish drug firm AstraZeneca through the Department of Health (DOH) arrived in Ilocos Sur, Thursday afternoon.
The second batch of AstraZeneca vaccines from the cold storage facility of the DOH-Ilocos Center for Health Development arrived at 5:23 p.m. at the Ilocos Sur Provincial Health Office.
The vaccines were immediately stored in the Provincial Health Office’s cold chain facility here.
The Provincial Health Office said that the vaccines are intended for healthcare workers of government and private hospitals in the province aged 60 and above.
Provincial Health Officer Dr. Carmeliza Singson said they will start the roll out of AstraZeneca vaccination on Saturday morning in Metro Vigan Hospital in Bantay, Ilocos Sur which will be followed by other private hospitals in the province.
This is the third batch of COVID-19 vaccines to arrive in the province.
It can be recalled that the first batch of vaccines for Ilocos Sur arrived on March 5 from China’s Sinovac Biotech totaling 966 doses while the second batch of vaccines arrived Wednesday, March 10, comprising of 1,443 doses of Sinovac and 20 doses of AstraZeneca vaccine.
Twenty-four healthcare workers of the Ilocos Sur Provincial Hospital-Gabriela Silang (ISPH-GS) who are senior citizens and/or those with comorbidities received their first doses of AstraZeneca vaccines on Thursday and Friday, respectively.
To date, a total of 1,055 healthcare workers of both government and private hospitals in the province have received their first doses of Sinovac vaccines.
“Healthcare workers who got vaccinated of Sinovac will receive their second dose after 28 days while those who got vaccinated of AstraZeneca will receive their second dose after eight weeks,” Dr. Singson added. (JCR/AMB/JMCQ/PIA Ilocos Sur)

VIGAN CITY, Mar. 11 (PIA) - The second batch of vaccines for coronavirus disease 2019 (COVID-19) comprising of 1, 443 doses of Sinovac and 20 doses of AstraZeneca vaccine, arrived at exactly 12:21 p.m. Wednesday and were immediately stored in the cold chain facility of the Ilocos Sur Provincial Health Office here.
Provincial Health Officer Dr. Carmeliza T. Singson said that the Sinovac vaccines are allocated for the willing healthcare workers of both government and private hospitals in the province while the AstraZeneca vaccines are allocated for some healthcare workers of the Ilocos Sur Provincial Hospital-Gabriela Silang (ISPH-GS) who are senior citizens and/or those who have comorbidities.
Once the hospitals are ready to receive the vaccines, Dr. Singson said that they will immediately conduct immunization to the listed healthcare workers of the receiving hospitals this week as approved by the Department of Health (DOH).
With the continuous information dissemination, she likewise said that more medical practitioners of the ISPH-GS are availing the Sinovac vaccines which are part of the first batch of doses allocated for the province.
“May mga undecided noong launching ng COVID-19 vaccination program last week ngunit pagkatapos nito, nakita nila na maraming doctor at consultants na nagpabakuna, nahikayat sila kaya naman every day na dumarami ang nagpapabakuna na ating mga healthcare workers,” Dr. Singson said.
On Wednesday, additional 70 healthcare workers were vaccinated in the Provincial Health Office.
It can be recalled that the first batch of Sinovac vaccines totaling 966 doses for Ilocos Sur arrived on March 5.
Since then, a total of 410 healthcare workers in the ISPH-GS have received their first doses of the Sinovac vaccine.
With the arrival of the second batch of vaccines, Dr. Singson encouraged all healthcare workers and residents of the province to avail of the free vaccine.
“Huwag kayong matakot magpabakuna dahil mas maraming maibibigay na benepisyo ang mga bakunang ito. Proteksyon ang mga ito sa moderate to serious complications na maaring maranasan kapag ang isang tao ay magkasakit ng COVID-19. Huwag sana kayong matakot dahil ang mga side effects ng mga ito ay mild lamang,” she said. (JCR/AMB/JMCQ/PIA Ilocos Sur)

VIGAN CITY, July 14 (PIA) – A 50-year-old male official of the Philippine National Police (PNP) in the province of Ilocos Sur tested positive again for coronavirus disease 2019 (COVID-19) after recovering from the same three months ago.   In a statement, Governor Ryan Luis Singson confirmed on Sunday that the PNP official is the sixth positive case of COVID-19 in the province, now referred to as IS-C6.   Governor Singson said an official business prompted the patient’s travel to the National Capital Region from July 6 to 9, 2020.   “Upon arrival in the province on July 10, he was immediately quarantined at Camp President Elpidio R. Quirino in Barangay Bulag in Bantay town together with five other uniformed personnel who traveled with him,” he said.   He added that the patient is asymptomatic and is currently isolated at the Ilocos Sur Provincial Hospital-Gabriela Silang (ISPH-GS) here.   “The identified close contacts have been swabbed, awaiting results and kept in isolation. The Provincial Epidemiologic Surveillance Team will continue the conduct of contact tracing,” the governor said.   Last Saturday, a COVID-19 positive case was also recorded in San Ildefonso town.   The patient has no travel history but he works as a security guard of a national agency in the municipality of Bantay.   IS-C5 is stable, with very mild symptoms, and is isolated at ISPH-GS.

In a press conference earlier, Governor Singson, along with Provincial Health Officer Carmeliza Singson and ISPH-GS Chief Trina Tabboga-Talaga, provided updates and additional information on the two new COVID-19 cases in the province.   The governor said that the provincial government of Ilocos Sur, through the Provincial Health Office, will be conducting random swab testing to vulnerable individuals especially workers on the front line.   Further, he appealed for everyone’s cooperation and reiterated the importance of following the guidelines on social distancing, frequent hand washing and wearing of face masks in public. VIGAN CITY, Ilocos Sur, Feb. 14 (PIA) – The provincial government of Ilocos Sur created an inter-agency task force for the management of emerging and re-emerging infectious diseases (EREID) that will spearhead the monitoring and implementation of control measures to prevent the spread of infectious diseases, including the deadly coronavirus disease (COVID-19).   The multi-sectoral task force is headed by Governor Ryan Luis Singson with the Provincial Health Officer and the Provincial Agriculture Officer as vice chairpersons.   Members include the Sanggunian Panlalawigan Chair on the Committee on Health; provincial heads of the Philippine National Police, Philippine Information Agency and the Department of the Interior and Local Government; schools division superintendents; provincial officers of the Department of Social Welfare and Development and the Department of Health (DOH); president of the Association of Municipal Health Officers of the Philippines-Ilocos Sur; president of the Philippine Hospitals Association-Ilocos Sur Chapter; chief of hospitals; quarantine officer; EREID team; officers from the Bureau of Immigration and the Provincial Disaster Risk Reduction and Management Council.   The task force formally convened for a meeting on Thursday afternoon to map out strategies and necessary measures to assess, monitor, contain, control and prevent the spread of any potential epidemic in the province of Ilocos Sur.

In an Executive Order No. 6 issued by the Governor, it stated the following functions of the task force:
a.    Establish a system to identify, screen and assist Filipinos suspected or confirmed to be infected with emerging infectious diseases (EID) or EREID;
b.    Prevent and/or minimize the entry of suspected or confirmed patients with EID/EREID into the province. This includes rigid screening and identification of EID/EREID suspects, and the institutionalization of surveillance, alert and quarantine system in all ports of entry;
c.    Prevent and/or minimize the spread of EID/EREID in the province through the establishment and reinforcement of a system in screening possible patients, contact tracing, identification of the mode of exposure to the virus and implementation of effective quarantine and proper isolation procedures;
d.    Prevent and/or minimize mortality through effective clinical management, by capacitating healthcare facilities both government and private, healthcare workers, and public safety enforcers;
e.    Educate the public on EID/EREID and its prevention, control, and management to promote positive health behaviors, and address public fear and anxiety through the conduct of a province-wide EID/EREID awareness campaign;
f.     Adopt measures to strengthen the EREID Program of the DOH or its equivalent in other local health units;
g.    Notify the DOH of EID/EREID cases in the province and its assessment of the situation;
h.    Formulate, develop and oversee the EID/EREID Preparedness Manual for prevention and control; and
i.     Perform such other functions and activities as may be necessary to carry out the provisions of this Order, or as the Governor may direct.   Meanwhile, more than 500 participants from various government and non-government sectors attended the orientation and symposium of the COVID-19 at the Candon City Civic Center on Wednesday, February 12.   It was spearheaded by the city government of Candon, headed by Mayor Ericson Singson, in partnership with the Provincial Health Office, headed by Dr. Carmeliza Singson with the Department of Health in the Ilocos, represented by Dr. Roland Zara, infectious diseases specialist.
Dr. Singson discussed the updates on COVID-2019 cases in the country and around the world, and the decision protocols and contingency plan of the provincial government against the said disease while Dr. Zara discussed the history of the COVID-19 and the Dos and Don'ts to prevent the spread of the disease.   Anent to this, the city government of Candon formed a COVID Emergency Response Team where Mayor Singson acts as the chairperson and created the Barangay Health Emergency Response Teams (BHERTs) in each barangay as a helping hand of the local government to control the disease.   The same awareness campaign about the COVID-19 was also held in the municipality of Caoayan.
