It's believed once upon a time Targaryens were more dragons than people, they had two forms - human and dragon. But they lost the ability to shift.

When Daemon was 16, on the day of Princess Rhaenyra’s birthday, he shifted. He was exiled, and then lost. The court believed he died. Rhaenyra, the heir to the Iron Throne, shifts when she is 15. It's hard to hide her nature. And so she is exiled too, to the far far away Keep, but somewhere along the way she is kidnapped, no traces. Noone can find her.

Years later people are talking about two dragons dancing in the sky.
