Avengers 1: Captain America Costume
So, I realized that I have no idea how the helmet of the 2012 suit works.
On one hand, it's clearly separate from the jacket of the suit, but on the other, it's attached to it even if Steve isn't wearing it.

There's a scene in the final battle when one of the Chitauri tears it off by pulling it back, and that's when I realized - it's not a helmet, it's a ski mask.
They sent Captain America to fight gods and aliens in a balaclava. And based on the way it folds on his back like a hoodie, I sincerely doubt it's made out of something actually protective.

And you know what the Avengers 1 suit looks reality similar to? The USO costume.
The neck is the same, the mask is the same, it has the blue belt and the white on the arms, the same obnoxiously bright colors. These are the only two versions with no buckles - meaning that Steve has to hold the shield in his hand the whole time he's fighting and I'm sure that's so practical.
It has the stupid wings too, if you look at the first photo in this post.
Here's an exchange between Steve and Phil Coulson, talking about this suit - "We've made some modifications to the uniform. I had a little design input."
"The uniform? Aren't the stars and stripes a little... old fashioned?"
"With everything that's happening, the things that are about to come to light, people might just need a little old fashioned."
It's not a uniform. It's not a superhero suit. It's costume. It's a joke. And SHIELD sending Steve out to fight in it, telling him it looks like this on purpose, they're telling him that they want him to be a soldier but they also want him to be a symbol.
Whatever that costume is connected to, whatever seventy years of comics and movies and propaganda made out of Captain America with no input from the man himself - that's who they want him to be.
And it's just another way the modern world is telling Steve that while they need Captain America, they could not care less about Steve Rogers.
