so when i first learned about the concept of ancient reincarnation as presented in shadowbringers, i immediately started like, making up more recent incarnations of yloise rather than starting with her ancient even though i literally never talk about them here because i still haven't decided on a design for the first one i made up in my head -
(a Nhalmasque dancer who attempted to assassinate the emperor of Garlemald before we had reapers whatever - the problem is I originally gave him Antheus' face before i decided to fold Antheus back into my plot so I'm sitting here laughing at the idea that one of Ariadne's shards looks exactly like her weird roommate from undergrad and that that's the one that slipped through the emperor's defenses ANYWAY)
- as soon as I made that one up, I made one more for the time between the dancer's death and Yloise's birth, which was a Lalafell that was Chaos Incarnate named Kekeku Keku (thank you for my fucking life, name generators)
Kekeku was largely born of absolute nonsense through the power of 'yes and'ing a murder mystery plot since according to the timeline I built, they had to die at the age of 30 (thank you so much for the gremlining, @originislanddlc). So they're a "poultry trader" that's actually a chocobo racing bookie that's also the worst recorder player in Ul'dah and their most notable pre-murder actions include seducing a minor Ascian at a poultry mixer and (checks notes) flooding the mammet collectable market with off-model bootleg Solus Zos Galvus dolls.

Hii!! I found out about trading an hour ago and am a bit confused. Like, how do you even find the bootlegs if not on youtube? Also, why trade instead of posting publicly?
I have a YouTube page where I post slime tutorials and the like of shows I have watched or proshots I have downloaded. Why gatekeep? I'm literally just curious, I don't mean to offend.
So, the thing that I really, really want to emphasize, because I feel like it'll make everything make more sense, is that bootlegging is illegal. It is against the law, people can and do get arrested for it, and there have been many recorders (mostly filmers) in the past who have been caught and simply disappeared, taking with them any unreleased boots and all potential boots they could have filmed in the future.
And I say that because I REALLY want to emphasize that when people, especially filmers, say, "Hey, can you not post these on YouTube or anywhere else publicly?" it's NOT because they are trying to "gatekeep". Many of them are making their bootlegs as accessible as possible by making it available for purchase and/or trade down the line. They are doing it for their own safety. They are risking legal repercussions getting these bootlegs to you and are asking you not to get them into trouble by blatantly posting their stuff on the most accessible video-sharing site out there. THEY ARE TRYING NOT TO GET FINED, ARRESTED, OR WORSE.
Okay, got all that? Great! Now I can answer your questions.
First - many traders, myself included, have trading sites where we post everything we have available to trade. That is a great place to find bootlegs, and even better, people who have those bootlegs and might be willing to trade or (if you're polite) gift them to you! Here's mine. How do you find these sites? Honestly, a lot of times I just stumble on them by Googling something like "[name of show] bootleg trade". What I also personally do is start bookmarking sites of traders that have large collections of shows I'm interested in (like Phantom) or the sites of people who record bootlegs, so that I can easily check up on them every week or so.
There are also many areas where traders congregate! Musical Exchange on LiveJournal is one of the easiest to find. There was a Yahoo board back in the day that has not turned into a Groups io thing. There's Encora Reprise (I don't use it and I feel like it keeps going down but some swear by it). There are also several Discord servers devoted to trading or set up by filmers. Those are also great places to find other traders and newly released boots.
Second, I partially answered your question about posting publicly with the safety issue, but the other answer is, simply, that trading is decentralized because it's illegal. I don't think there's any one person who has every bootleg ever recorded, it's all spread out amongst us, and it's going to be extremely difficult to get everyone to pool it all together because, well, this is also a hobby, not a job, and we just don't have time for that. And even if we did, there probably is no person with enough space and money and time to upload every bootleg in the world and maintain it, because they will not get enough benefit out of it because musicals are a relatively niche interest.
Here's another way of thinking about it. I'm at the point of trading almost exclusively Phantom. I don't have every bootleg in the world, but my collection of Phantom boots alone is 2.7 TB. That is Phantom alone, I haven't even considered every other musical in the world and all their bootlegs. If you want me to have all these available publicly, I would basically need to get my own server. If I want my own server, I'm probably going to pay money. Hundreds of dollars of money. And I will have to maintain this, which will also cost money, with possibly the only way I get money back being to use, I don't know, ads or making users pay money for accounts, and unless I finagle things legally I could also be responsible if the site gets found and taken down, and you want me to do this, constantly, for bootlegs that 99% of people won't download? (You really think some people are raring to get the blurry 1992 video of Jun Sawaki, for example?) Yeah, that looks like a lot of work and trouble for me to do something that probably won't save others a lot of trouble either.
Anyway, I know you don't mean to be rude and I hope the above didn't come off as aggressive, it's just that, well, I've seen these arguments time and again and it never really seems to cross people's minds that, at the end of the day, this is a hobby that is technically illegal, that just about all the rules and limitations around are done for the safety of the bootlegger and not because they enjoy waving the boot out of your reach, and that trading is done because it's the safest, most anonymous way of, well, getting theatre bootlegs, that people have come up with. At any rate, I hope that answers your questions!

Sure! One, read this whole guide. That guide is where I started; it doesn't cover *everything* & is a touch outdated but it's a great source that a lot of people jump off of.
Two, make an account on encora. The above guide mentions encora but only briefly and its link is outdated. Encora is a site that's basically just a big archive/list of all most known bootlegs & a place for people to list what boots they own (+their contact info) so traders can email each other and, well... trade. (A lot of people won't trade with anyone who doesn't have an encora account.) You'll start listing your collected boots there, once you get some.
Three, receive gifts. The above guide also touches on this; you can search sites like tumblr for 'bootleg gifts' or something like that to find freebies traders hand out publicly, to start building your collection. I'd also recommend searching for traders on encora who mention in their bios that they're willing to gift to new traders, and contact them asking for a video or a couple audios from their collection. (Most people will only gift 1 video or 2 audios at once, though I've seen gifting policies that go up to 4 videos/8 audios. I suggest asking only for one video from each person unless they state they're willing to give more. Also- don't ask for gifts from people who specifically say they're closed to gifting. & don't ask for anything marked NFT/not for trade. You'll get blocked).
Receiving gift boots is the only way to start building a collection (besides finding a trader who sells their boots and buying a bunch off of them, which I wouldn't... recommend) so most traders are willing to gift a boot or two; they started out the same way, after all. I've asked for plenty of gifts (as well as initiated plenty of trades with only a very small collection), and I can name only two times anyone (very politely!) declined to gift/trade with me over the past year. The vast majority of traders are all very nice and very generous.
Be sure to let people know that you're new when you contact them, though. Something along the lines of 'Hi, I was wondering if you'd be willing to trade/gift these recordings: [insert list of desired boot(s) here]. I'm new to trading so I don't have much, but here is a link to my encora collection [insert link here]. Thank you, etc' works perfectly fine.
Though: I don't remember if the guide mentions this, but it's worth saying: a lot of traders conduct several trades a day, so its worth being concise and polite. Be sure to list show/tour/date/master at least for each boot in your email when you ask someone to gift/trade, (ex: Cats - West End - January 23 1993 - Unknown) so you don't have to go back and forth clarifying what exactly you'd like, and don't email someone with just 'send me your most popular video' or 'send me something people will like' as lots of traders will consider that a waste of time. If a trader has rules on their encora bio or external trading page (usually a weebly site or a google drive doc that is linked to in their encora bio) then read them and make sure you're not breaking any of their rules.
(And also: be polite, don't demand things, be sure to thank people when they help you and give you recordings. People will block you if you're demanding or rude. On that thought- also note that for many people, trades will take place over several days; traders can take up to ten(ish) days to respond to an email and that's normal, don't go beating down anyone's door demanding a response a day after you email them.)
But yes, following people's rules, being polite & concise, and informing traders that you're new to the community will get you through the early stages of building a collection. It's a real pain in the beginning, but you get there eventually.
Also. I don't know if you're following me or just stumbled upon one of my posts anon, but if you're a Cats fan I highly recommend trading in additional shows other than Cats, even if Cats is all you're interested in. Many traders don't give a shit about Cats or Cats boots. (cries single tear)
And last piece of advice: ask me for a gift! Here's my collection on google drive (note my email and a link to my encora profile at the top right). Excluding the recordings that say 'limited trade' or 'LT' in the 'Notes' column, I'd be perfectly happy to gift a couple boots, especially to a new trader; if I have something you'd like, email me!

You're right about the other villains not having as much depth as Octavian. With most of them, we don’t even know their backstories!
Oh yeah, I said that.
I should make a list of the villains that have somewhat of a backstory/motivation:
Dr. Hare: Dr. Harvey Hare was the lead scientist for NISS (National Institute of Silly Sciences). There he engineered a top-secret mind control device. The device malfunctioned during testing on a bunny rabbit, fusing him with it.
Copy Cat: Copy Cat made millions selling illegally copied music, but she was caught when she offered a bootlegged computer game to an undercover agent.
Sir Rebral: Sir Rebral believes he is descended from royalty. He was apprehended while stealing the crown jewels from the Queen of Arturus from Astro-Knights Island.
Speeding Spike: Spike was a car thief, and loved speeding.
Ratman: Ratman used trained rats to help him steal money and jewels, but his pets "ratted" on him, leading to his imprisonment.
Crusher: Crusher once stole a monster truck and smashed cars in a parking lot for fun.
Betty Jetty: Betty Jetty was a pilot who flew without a license.
Director D: He is bald and is embarrassed that he is bald, so he wants everyone to be bald too.
Vince Graves: Vince is a renegade archaeologist who is often found in Egypt looking for rare artifacts, and is willing to steal artifacts if necessary. When he finds something valuable, he quickly sells it to the highest bidder and then leaves.
Binary Bard: Mordred (Binary Bard's original name) brought technology to the Kingdom of Arturus. His unnatural experiments (aka cyborgs) led to his imprisonment. Mordred escaped prison and fled into space. His unfinished ship crashed on Pewter Moon, where he was gravely injured. He rebuilt himself as part man, part machine in order to survive, becoming the space tyrant Binary Bard.
Gretchen Grimlock: Gretchen Grimlock is the wealthy owner of Gretchen's Beauty Products, Inc. Her company uses endangered plants and animals in its products. One day while searching for a rare orchid she was attacked by Bigfoot, which caused her to start hunting cryptids.
The Shogun: He and his brother Basho trained as Samurai, but Basho decided to become good and left to be a ninja. Basho was angry at his brother for leaving, and stayed with the Samurai, eventually becoming a tyrant ruling over old Japan.
Mr. Silva: He wanted to be a fireman. But now he's stuck as a science teacher.
Holmes: Holmes was a robot created by the scientist Dr. Harold Langley to compete in game shows. Eventually he became resentful that Langley was getting all the praise.
Henry Flatbottom: Henry was best friends with Valiant, but he also had a crush on Valiant's girlfriend Fiona. Years after Fiona rejected him, Henry used his power (he's the magistrate) to organize Valiant's death so Fiona could choose him instead.
Count Bram: He was turned into a vampire, and tried for years to come up with a cure for it. Eventually his wife died (because she's a human) and Bram lost his mind.
Mark Hertz: Used to work at Poptropica Headquarters, but left for MegaFightingBots because Poptropica wouldn't allow children to type anything in order to chat with each other.
Ringmaster Raven: Bird Boy was an orphan who was born with avian-esque features. He was used as a side-show attraction in a carnival until he was left behind at a town (accidentally or intentionally). Some time later, Bird Boy was accused of burning down a shop, although it is very heavily suggested that he was most likely framed by the real arsonist. He went into hiding until he was caught, and was driven out of the town as a result.
Myron Van Buren: MVB is the last living descendant of the legendary Van Buren hunting family. He became obsessed with proving his worth.
Scheherazade: Scheherazade and her father were poor traders. One day, her father found a genie lamp, and wished to be a sultan and his daughter a princess. The Sultan became obsessed with the genie and his new wealth, forgetting about Scheherazade, causing her to eventually run away and form the Forty Thieves.
Chthonians: The Chthonians were at war with the Mole People for centuries, but only because the Moles took one of their eggs (the Moles not knowing what it was).
Rumpelstiltskin: The Red Queen captured him and kept him locked in the treasury/prison for years.
Dr. Gramston: Dr. Gramston was a dentist on the Blandside, but her business was failing because half of the townspeople (the Goofside residents) refused to brush their teeth. One day Gramston fell through a hole in her office into the sewers, where she discovered the magical crystals that could turn things goofy or bland. She created a plot to turn the entire island bland.

tries to reach people and planets who would otherwise get ignored by major traders and the Plumbers. This gets her a LOT of credit with them (both metaphorical and literal)
her latest pet project if Revonnah but- given how they've been treated the last few years by the Plumbers- there have been some major setbacks
will do just about anything to complete a deal
pity the fool that tries to doublecross her
clever but competitive
skilled "divider", she can split into over a hundred of herself and regularly does so when she doesn't want others on her trade ships
terrible artist (her family regularly teases her about this)
Dyker Ametrine, petrosapien
off plant doing mercenary work when petropsia was destroyed, has not returned since its restoration
Dottie contacted her with a business proposition, where Dyker would be her bodyguard for somewhat-legal bussiness trades with shady people but would pose as "the Boss" of the operation
this would serve two purposes
A) many aliens find Splixsons "too cute" to be taken seriously, especially amongst the shadier crowds that frequent their black markets, so working through Dyker allows Dottie to get proper deals
B) it allows her to keep her lady safer by redirecting the target to herself
cool and collected, it takes quite a bit to make her composure crack
Dottie is VERRRY good at doing just that

Friends describes Steph as a "restless type" and as "queen of the nerds" who has grown her passion for tabletop role-playing since her time at Arcadia Bay. Moreover, she's characterized as a "creative force of nature" and as a "queer and proud, musical, nerdy powerhouse.
Steph was born in Oakland, California but was raised in Arcadia Bay, Oregon. After graduating from Blackwell, Steph moved to Seattle, Washington to study video game design but ended up being pulled into the art and music scene there, and teamed up with her then girlfriend Izzie to form the two-piece punk band Drugstore Makeup, with Steph on drums. The band eventually wound up in Haven Springs, Colorado playing at the local bar the Black Lantern. Steph ended up falling in love with the small town and its charm and decided to remain there. Her passion for music ended up landing her a job at Rocky Mountain Record Traders becoming both the store's manger and the local radio DJ.
