Created this Graph of Powder Gangers

I shall also write what this says with some further elaboration under a 'Read More'.
We start at Cooke's Prison Break. At which point the Powder Gangers split into 3 factions: The NCRCF Powder Gang, The Bison Steve Escaped Convicts and The Vault 19 Powder Gang (originally simply 'Cooke's Faction' before reaching Vault 19).
We'll now go over all these factions, starting with the Bison Steve Escaped Convicts.
Leader: Escaped Convict Leader.
Several Unnamed Convicts (both called 'Escaped Convicts' and just 'Convicts')
This faction is unaffiliated with any other Powder Gang and does not have any implied affiliates who use Powder Gang Reputation.
Next we'll go over the Vault 19 Powder Gang
At Vault 19
Leader: Samuel Cooke
Opposition: Philip Lem
Several unnamed members labelled 'Escaped Convicts'
This group does not use Powder Ganger Reputation.
At Whittaker Farmstead
A few unnamed Powder Gangers who use Powder Ganger Reputation.
These gangers are explicitly linked to Samuel Cooke only in a cut note and by proximity to Vault 19.
Now we have the big one. The NCRCF Powder Gang. The main faction of Powder Gangers. All members use Powder Ganger Reputation.
At NCRCF
Leader: Eddie
Second in Command: Scrambler (could also be called 'Main Bodyguard' or maybe 'Enforcer')
"Doctor": Hannigan (6 months training as a medic)

Front Door Guard: Dawes
The NCRCF is also home to the unaffiliated non-member ex-inmate Meyers, at one point Meyers would've had his own small group of 'Deputies' if he was put in-charge of Primm (there is still some reference to them in dialogue).
Joe Cobb's Gang, which could also be called Joe Cobb's Crew.
Leader: Joe Cobb

A raiding party of the NCRCF. They charge 'tolls' to travelers on I-15, some of Joe Cobb's gang (though Ringo says they attacked without warning).
Boxcars' Crew which could also be called 'The Nipton Crew'
Possible Leader: Boxcars
Other Members: Oliver Swanick, Legion Captives, Legion Crucified
The ill-fated Nipton party. Called 'my crew' by Boxcars. Use Powder Ganger Reputation.
Tricked into a deathtrap by the Legion and corrupt Nipton Mayor Joseph B. Steyn. Oliver runs into Radscorpions and if you save the Captives they run into Ghouls. So, its safe to say that this crew has been disbanded.
Other NCRCF Gangers
The unnamed Gangers found at Powder Ganger Camp North, East and West.
The Gangers around NCRCF (such as on I-15, I don't think the ones currently around the sacked caravan are Joe Cobb's Gang due to their lack of participation in the Goodsprings Raid).
The Primm Powder Ganger Ambushers.
Now for the Chavez Splinter Faction which could also be called 'Chavez' Crew' or the 'Camp North Splinter Faction'.
At Powder Ganger Camp North
Leader: Chavez

Chavez refuses to respect Eddie's authority, so Eddie orders him dead. On the the matter of the other members of this splinter faction Eddie says "Chavez is the ringleader. Without him, his crew will fall apart, and I don't give a shit about those guys."
Now we go onto the Unknown Affiliation Powder Gangers who have no direct hints as to which faction they're a part of.
First we have Hawkins, named in-game simply as Powder Ganger he is found dead by Quarry Junction, implied to have killed a Deathclaw before he was killed by them. He was presumably killed a fair bit after the Gangers stormed and claimed Quarry Junctions Dynamite, which means he was either a loner, a member of the NCRCF Faction who went too far north or a member of Vault 19 who went back that direction.
Now we have the Hunter's Farm Powder Gangers
Located in proximity to Whittaker Farmstead and Vault 19, they nevertheless have no content cut or in-game that directly ties them to the Vault 19 Powder Gang and they use Powder Ganger Rep, meaning its possible they're a far-northern NCRCF Crew.
So, yeah, I think that's about everythin'. If I missed anythin' do tell me. I tried t' be very extensive.

I debated a few options for Steve (lion, deer, etc) and definitely went back and forth more than a few times on this decision. But I think this feels right for the story I want to tell.
Anatolian Shepherds are livestock guardian dogs, they may not be as individually formidable as some large wild predators, but they protect their flock and they are far from weak.

Playing through Fallout:New Vegas for the first time in years. And I'm developing a newfound appreciation for the damage done to the intended pacing of the narrative with the addition of the Courier's Stash. I wake up in Goodsprings, and as part of the extended tutorial you have Ghosttown Gunfight, the fairly self-contained faction war between Goodsprings and the Powder Gangers. And the design intent, I think, is that this is probably supposed to be a pain in the ass, with only one or two avenues of support available to you given the low level at which you'll pick this one up. Six Powder Gangers, some in body-armor, would be a serious threat, and committing to fighting against that with your dinky 9mm and a varmint rifle seems like a rough time! An actual uphill battle, doing the right thing instead of the easy thing. Fortunately, Benny inexplicably left my handy 40mm grenade launcher in the grave with me, so I cleaned up.
I'm working my way south, and, you know, in a version of the game where Benny didn't inexplicably leave my handy 40mm grenade launcher in the grave with me, this would have been the knock-on effect of my "good" Karmic choice in defending Goodsprings; the road south is littered with powder gangers who'd have been neutral had I not kicked the hornet's nest. As it stands? Free experience. I hit Primm, and fighting through the cramped hallways of the Bison Steve I encounter an enemy armed with what was clearly supposed to be the first heavy weapon I'd encounter in the world. Tight Corridors. Inexplicable Grenade Launcher. I clean up. South I go to the Mojave outpost, Nipton, that whole thing. And clearly, clearly you aren't meant to take a swing at Vulpes here, right? You're supposed to take it in, get a sense for the legion. In the version of the game that shipped you're supposed to get bodied if you try to kick the beef gate here. There are allowances in the game for if you pull it off, sure, but I did try with just the service rifle, without the glorious first-strike capabilities afforded to me by the 40mm grenade launcher that Benny inexplicably left in the grave with me. It didn't go very well!
So now I'm dogged by Legion hit squads on my way to Novac, which I get the distinct impression was not the point in the game at which this was supposed to start happening to me, because I am gathering up some pretty expensive equipment, all sold for space. I punch through to Vegas, and at this stage, the clear developer intent is that you need to spend some time milling around Freeside or Camp McCarran in order to gain access to the Strip- do odd jobs to scrape up the money, buy the forgery from Mick and Ralphs, gain monorail access, get your science skill high enough to hack the robot. Get the lay of the land, get a feel for the people, send some time stewing in the human cost of House's walled garden before you head in and hear the pitch from the big man himself.
Except I've got 5000 caps from selling off all the legion killteam equipment. In I go!
And the fun thing is, right, the Courier's stash can't be diegetic, but it is having a very direct impact on the world here. A top legion guy just went down to my inexplicable 40mm grenade launcher. Whatever else I'm roleplaying as, I am roleplaying as a guy who woke up in the possession of an inexplicable 40mm grenade launcher, and neither I nor my character can plausibly ignore that fact given its terrible bloodstained utility. I play a man, a man who would be a good man, a man nonetheless bewitched by the terrible resolutory power of the grenade launcher. My best friend, the inexplicable 40mm grenade launcher! My worst enemy, the inexplicable 40mm grenade launcher!

I was playing fallout New Vegas recently, and picked up a blue start bottle cap or five. I know from previous playthroughs a of this game that such an action triggers Malcolm Holmes to become corporeal nearby towns. He spawned in on top of the bison Steve roller coaster, took one look at me and fucking jumped to his death.
Has something like this ever occurred to anyone else???

OKAY I'M HERE. Sorry, I'm late. Funnily enough, we're on opposite sides of the world so your update time is waaaayyy too early in the morning for me so I usually read it when I wake up (shocking I know, digesting this traumatic but amazing masterpiece early in the morning) but since school has started up again and I have morning classes I haven't been able to. So do expect my reports to be a lil later than usual. ANYWAYS ENOUGH ABOUT ME.
Let's start with Steve and Pocket. I totally forgot that both of them were under the influence during that time and while they did get a little frisky (I also find it so funny how Pocket doesn't have much of a reaction. it was all Steve. It was as if she already knew she could never orgasm with this man. like homegirl was dry during that I just know it) I'm glad they didn't go far and were able to actually realize how much of a mistake it would've been because not only for obvious reasons like that's your ex's best friend but also the intoxicated thing. It wouldn't have done any good to Poxket's mental state es; especially knowing Steve's feelings. But hey, he stopped it. Literally the bare minimum for any man but the bar currently in hell (looking at you Benson) so. Good on Steveioli.
Now with the heart-to-heart, I'm so glad Pocket was able to unload all that and actually have a good cry for once. And, for Steve, as much as I still find him kinda fishy (I still do think he has a hand in ruining their relationship, that he isn't as innocent or this knight and shining savior that he's showing. I just know Steve did something and pulled some strings so i don't trust him fully yet), he made some very good points. I do agree with what he said about Bentley. We can only really imagine what he went through with Hydra. And the point too where there are some parts Bison himself doesn't remember at all but his body and psyche do. We can sympathise and everything but we never truly understand it. Do I think Josiah is the only person who understands? I don't think so either. Not to discredit her experience or whatever but I don't think what she went through was entirely the same or close because I still do think she's still a spy got them (maybe that's me not liking her lol). But the fact is, she's the closest person who could understand, in Brennon's eyes anyway. Does that excuse everything he's done? Absolutely fucking not. But does that information change how I judge him? Of course. I still truly believe that there's more to this onion (because layers ha ha) than meets the eye. He still fucking fucked up and he still has so much work to do on himself before he can even have the chance to earn Pocket's trust again. But I can give him some grace, and understand that his mind probably wasn't in the best place at that time which led to bad decisions.
I saw some people claiming that Blair never truly loved Pocket, and while I can see why that seems to be the fact because he does have a shitty way of showing it, sometimes, we can't stop ourselves from hurting the people we love (to an extent obvs. if they cheat & are abusive & toxic etc. leave their ass. but again, in the context of the fic, it's definitely more complicated than that). That's just reality. But what truly matters is what we do after the fact. Not that it makes it okay, I'm not saying that at all. It's still not an excuse to hurt people and be a shitty person. What I mean is that not everything is as black & white as it seems. In this case, there's no such thing as 100% evil and 100% good (except Judas who has a special place in hell). These are flawed, broken, and complicated characters, and you the amazing writer has shown that greatly. So we should all take that into account instead of just saying this person is 100% wrong so he deserves to die, or This person is 100% right so I'm just going to support everything they're doing no matter the consequences even if it hurts other people. So I do think he truly and utterly loves Pocket with everything that he is, but when you've got someone who's out of his time, has so many issues, isn't in the best mental and emotional state, has been through so much trauma and has self-destructive tendencies, do we really think he knows what to do with such a powerful emotion? Better yet, he does love her, but in this case, it's just not enough. Love isn't the only thing that keeps a relationship healthy after all. But I will say, that love will also be the one that will push him to do better.
Now, with Mr. Bunana and his Audacity to barge onto Pocket like that. The hypocrisy is outstanding. Gold medal worthy. But then again, he did see them leave the party after basically humping each other on the dance floor, he did see Steve leave her bedroom and he did see Pocket in Steve's shirt. When you're already insecure as hell and have fucked up one too many times, I can't blame him for jumping to conclusions. I also can see how distraught he was though, and not to be mean, but he does kinda need this for him to wake the fuck up. And again, the audacity to cause a whole scene about it too as if he has any right. But, unpopular opinion, I don't see an asshole at all. I see a broken man who's spiraling out of control and is hitting rock bottom as we speak. He's grasping at straws, he has no idea what to do with himself, and he's lost everything, and for a man who's been at war for the last 70 years, what's the one thing he knows best? Fighting. So, he fights.
The toxic masculinity was so on point. When Pocket picked up the water I was cheering this whole time lmao. Absolute wild animals these men sometimes. She honestly should just have a spray bottle in hand, spray them when they act up. Also, that line about where's Steve hand was made me CACKLE. Like yes queen. They deserve to break each other's face a lil for thinking they can decide for Pocket and what she does with her body honestly.
Lastly, because goodness me this is long. We're off on this mission, and I really do share Tony's concerns (and he's so sweet and caring about Pocket. I'm glad he's by her side. Also can't wait to see how they met!) This mission is going to take a toll on Pocket more than she's going to expect. She's using this as a distraction with what's been going on recently, and that's not good. Because I don't think she fully realises the gravity of what she's about to go into. I'm thankful that Sam is there. But I just know, something about this mission is going to go so bad for Pocket. Maybe not physically, and the mission would end up a success, but mentally and emotionally? ESPECIALLY when she's already on a fragile state right now? Sigh. I won't like it, but shit about to hit all the fans.
Anyway. You're amazing as always. I always enjoy getting to pick at the details of your writing and it makes me giddy with excitement that I actually manage to nail some points hahaha. Keep doing what you're doing and don't forget to take care of yourself!

Beloved Jnon, Please do not apologize for being "late!" It actually worked out in my favor, as I have been staying up too long into the night to respond to you, so this actually works well, because it's mid-day here and I actually got some sleep. Not enough, but I'm working on it lol. Reading Unwanted first thing in the morning sounds like a rough way to start your day! All the angst!
Yeah, Pocket had absolutely no reaction with Steve, lol. It was seriously all the MDMA, making her crave physical touch, and when she kind of came down more to herself and realized it was Steveoli who was doing the touching? Well, let's just say it was dryer than the Sahara down there, lol. Ah, the little details that don't make it into the finished work! I can confidently say though, that if Pocket hadn't stopped it, herself, Steve most definitely would not have. Steve needed to hear Pocket break down in front of him, to see how she was affected by all of this. It was a wakeup call for him, and it allowed me to say some of the stuff I wanted to say about Bucky's state of mind without having Bucky say it himself (because who could believe him?!?) In later chapters, we'll get some first-hand insight into what kind of experience Juggalo had with Hydra, herself, and how those experiences shaped her connection with Barnstormer (intentionally vague wording here). I so fucking love how you are on the same page with me re: Bucky's mental state and motivations. Fucking love it.
And he is 100% flawed in this fic. He's trying to navigate this new world he doesn't understand, with all these sexual and social rules he doesn't understand. And I'd like to take a moment to point out that, in my timeline, Bucky has maybe spent a fraction of the time in Wakanda that he does in the MCU. Like, right now, in the story, it's about 2019-ish, meaning our Bucket left Wakanda sometime in 2017, probably less than a year after the events of Civil War, meaning that our Bucky has not done NEARLY as much mental healing as Canon!Bucky. So, when Canon!Bucky tells Cap that he's a "semi-stable 100 year old man" in Infinity War (which I just rewatched last night for Unbroken research!), our Bucket is even less so.
Right now, if there's one thing he's absolutely sure of, it's that he loves Pocket. But you're right, love is not longer enough here. Not for the two of them, not any more. Pocket's already realized that, and Bucket's just starting to.
Let's talk Bucky Barnes and the Audacity of this Bitch! When he barged into Pocket's room to accuse her of sleeping with Steve, he definitely wasn't thinking about what he'd done. He was thinking about confronting evidence of the worst thing he could imagine. It was one thing for him to conjure up the idea in his head, but it's driving him absolutely crazy to see physical evidence of it with his own eyes (even if its just circumstantial physical evidence!). I want to say, though, that even after he thought they slept together after her party, HE DID NOT go running to Jackrabbit for comfort-- I think that's progress! :D Right now, all he knows is how to fight, and how to hurt-- himself, and other people. It's all he's done for 75 years. Pocket was beyond livid over the two of them fighting about her, without really seeming to care about her-- just who got access to her body. Girl lived that life too long as a child; she was done with it long ago. I do like to imagine, though, that after she and Sam left, Bucky and Steve started fighting again, but this time they're all wet from being dowsed in water, so their shirts are sticking to them, and the fight is very homoerotic.... Finally, Tony's concerns for Pocket are very, very valid. He's kind of forcing her to regress, and he's really scared about what that might do to her mentally. Not to mention, she's putting herself in a dangerous position where women are being kidnapped and trafficked. He's got the utmost faith in her; it's just everyone else he doesn't trust. I love getting your messages, I love discussing the story with you! It makes me so happy! I promise there's one more good Sam/Pocket scene!

Before her much-anticipated trip to Primm, Gracie spent a few minutes doing her make-up, and trying to get rid of the green tint around her mouth.

Gracie decided to investigate the abandoned cigarette factory added by "A World of Pain", since it was on the way to Primm. She spent half an hour tiptoeing through the tunnels, shooting geckoes and being chased by geckoes, until finally she emerged with a newfound appreciation for fresh air.

With her packed lunch secured, Gracie made her way to Primm. Most of the road signs had lasted since before the apocalypse, so finding her way there was simple enough.

Primm turned out not to be the holiday paradise Gracie was hoping for. (Why was she hoping for a holiday paradise? Who knows.) The wealthy side of town, with the casinoes and shops, was overrun by escaped prisoners. The other side of town, past the shacks and piles of rubble, was home to an NCR platoon keeping an eye on the road. Just the road, not the other half of the town.

Gracie soon had to take matters into her own hands, and spent a few minutes punching her way across Primm. She stumbled into the Vikki and Vance Casino, where a handful of townspeople were sheltering from the… you know. Everything.

Gracie soon found Johnson Nash (husband to Ruby Nash), the manager of the local Mojave Express branch. She told him everything she remembered about her delivery mission and getting shot, and asked about what to do next.
"...Since, presumably, I work for you. Is there a form I should write for lost deliveries?"
Johnson chuckled. "Nope, no form, but you don't get paid until the client's paid us for the package. Was a pretty strange job, all things considered - did you know there were six of you, all carrying something different?"
"Why, I had no idea." Gracie blinked in confusion. "Were all those parcels just a small metal trinket for somebody in New Vegas?"
"That they were. You ask me, somebody wanted to confuse his business rivals, and make it tricky to steal one particular thing..." Johnson pondered. "As for the other thing, you're more of a freelance deliverywoman, not contracted with the Mojave Express. You did do some jobs for us in the past, but there's not going to be much work in Primm for a while now."
"Because of the...?"
"Escaped convicts, yep. There's no goods moving through Primm since they murdered the sheriff," sighed Johnson. "We still have Deputy Beagle, but until there's an actual sheriff again..."
"These convicts," Gracie said thoughtfully. "They'd be from a prison operated by the New California Republic, wouldn't they? Much like the Powder Gangers. It seems to me," she declared, standing up, "that this Republic ought to be cleaning up its mess. See you in a bit!"

Gracie climbed up the roller coaster to sneak into the Bison Steve hotel and/or casino, where Deputy Beagle had last been seen. The casino and/or hotel was a stronghold for the rebel convicts, but Gracie was very light on her feet, and managed to sneak in unbothered.

In a weird turn of events, an NCR soldier was there, and he helped Gracie fight her way through the second floor. I think the game was being strange that morning, since you don't normally have an assistant for the Bison Steve. Gracie was glad of his help anyway, and together they shot or fatally punched nearly ten convicts!
"I do wonder how these people came to be imprisoned," Gracie said to herself, wiping blood off her knuckles with a frilly pink handkerchief. "Were they all murderers, robbers and whatnot, happy jump back into a life of mayhem and violence?"
"Do they have a leader, a grand plan for Primm and this hotel?" she went on. "It feels as though they're here simply for me to punch, with the justification that they're criminals - Bad People, in other words - who attacked the town first."
The NCR soldier scoffed. "Lady, you sound like a real riot at parties."
"What was that?" Gracie asked in honeyed tones, toying with a grenade she'd picked up.
"N-nothing, nothing! Jeez, how do I always get the crazy ones...?"

Sadly, the soldier perished on the way. Happily, Gracie found Deputy Beagle, untied him, and nothing interesting happened while she escorted him to safety.

Gracie had picked up a free dress somewhere in the hotel and/or casino. She changed into it before her trip to the Mojave Outpost, where hopefully there would be an NCR army bigwig she could talk to.

Gracie found her way to the Mojave Outpost, definitely not having been chased and nearly eaten by radscorpions on the way. She talked Major Knight into sending some soldiers to defend Primm, which wasn't especially hard. She also met Cass, an angry, melancholy woman who seemed to be stranded in the Mojave Outpost.

Apparently, Cass owned a caravan company, and despite not having a caravan, she legally was a caravan. For this reason, she wasn't allowed to leave until the roads were safe for caravans. Gracie consoled Cass and, feeling glad she was not a caravan herself, made her way back to Primm.

With more soldiers to work with, the NCR detachment at Primm agreed to appoint their own sheriff, and take responsibility for protecting the town.
"This is good news for Primm. As well as turning back the tide on those Powder Gangers, we'll be able to keep the town safe from wild animals, raiders and things like that," said Major Knight, not pictured.
"Yaaay!" cheered several Primm residents, also not pictured.
"Splendid!" cheered Gracie.
"Furthermore, now that you're living in NCR territory, each of you will be eligible to pay taxes," Major Knight continued. "Our regulations on gambling, outlaw-themed museums, delivery companies, elevated roads and salad naming conventions will also apply. For the forseeable future, Chicken Caesar Salad will be renamed as Chicken California Salad!"
"Y... yaaay?" the townspeople said cautiously.
"Oh, well," sighed Gracie. "At least they're being good sports about me borrowing a helmet."
