Here are some safe substitutes!

Dog treats

For ones that look like meat, you could substitute for jerky.

For biscuit type ones, especially the ones that look like bones, bone shapes cookies or biscuits should work.

I'm gonna look into recipes for making our own biscuits, ones that both look like dog treats and also taste more savory. If I find a good one (and it works) I'll post it

Chewing

For bones, I'd suggest getting Chewelry or teething toys shaped like bones. If it's not bone related, other shapes should work.

If it's the crunch that you crave, hard candies should work. They'll be sweet, but crunching on them is fun. (Be careful though, don't break your teeth. I suggest candies that are not super hard and are meant to be crunched.)

Plush toys/pillows could also work to chew on. Make sure they're okay to chew on though, and also wash them. You dont want mold on your pillow/stuffed animal.
