States across the country have banned or restricted access to abortion following the U.S. Supreme Court's decision to overturn Roe v. Wade last year. A new Illinois law will ensure police cannot use data from license plate readers to track people traveling into the state for reproductive healthcare.
Sponsors told reporters in June that some Republican-led states have used automatic license plate readers as a tool to hunt down people seeking abortion and other reproductive healthcare.
"We created an island on which every human being is recognized and given the dignity of controlling their own body and their own destiny," said Rep. Ann Williams (D-Chicago). "That includes people who are traveling into the state of Illinois to seek legal healthcare services."
The legislation prohibits sharing of data or allowing law enforcement to use the information to criminalize anyone coming into or out of Illinois for healthcare.
"We are not initiating laws simply for ideological purposes," said Secretary of State Alexi Giannoulias. "The health and safety of individuals seeking critical reproductive healthcare is real and it's directly at stake."
House Bill 3326 also bans the use of data from license plate readers to detain people based on their immigration status.
The Secretary of State's office said police will still be allowed to use these cameras to look for suspects in violent crimes, carjackings, and auto theft. However, law enforcement will be required to sign an agreement noting that they will only use license plate readers for those reasons.
"We will continue to protect women and people not only with essential abortion care and reproductive care, but also gender affirming care," said Sen. Sara Feigenholtz (D-Chicago).
Giannoulias said no one deserves government intervention when they abide by laws and freedoms guaranteed in Illinois. The Democrat stressed that the automatic license plate readers need to be regulated to ensure people aren't criminalized for lawful behavior.
House Bill 3326 passed out of the House on a partisan 72-39 vote on May 10. The legislation later passed out of the Senate on a partisan 39-15 vote on May 19.
The new law takes effect on January 1, 2024.

What's wild about this is, like 10 ish years ago, I worked as a journalist in the small town of Brookline, Massachusetts. The Police there wanted a set of ALPR systems, but the ACLU in that area fought hard against it. They cited these exact reasons, the first amendment issues with a database that shows people's political leanings, the potential for harassment and targeting.
This was a decade ago.
It got put on hold by the select board at the time. But like, the cops really wanted it.
I wasn't a skeptic of the police back then, but now that it's real and it's happening, I'm honestly scared to see what the police will do with this kind of tech.
Contact your town's board, your local ACLU chapters, anyone who can help kill these programs. The sooner the better.

Mobil - Attleboro, Massachusetts.
It was a warm night driving back to Massachusetts from Providence. The familiar orange light on my dashboard had turned on while still within the Creative Capital's city limits. Most of the gas stations I drove past on the way to this one were unbranded, meaning that there was no guarantee of fuel that meets the standards of Top Tier certification. Prices were also not spectacular, particularly for the no-name locations, which are usually at least cheaper than Top Tier counterparts. Determined and certain that there were better fueling points out there, I consulted a mostly trusted price finder application, which as predicted displayed this Mobil as having the same price per gallon as most of the other locations - $3.40, rounded up from the vestigial price ending in nine tenths of a penny. There would be no issue relocating either, as the dash light comes on when there are still around three reserve gallons of gasoline left in the tank.
I arrived as the sole patron of the business. Submitting myself to surveillance capitalism, I inserted my ExxonMobil Rewards Plus card into the reader, earning 42 points for my purchase of 13 and a half gallons of regular unleaded gas at the end of the transaction. Afterward, I accidentally hit the capacitive button that answered "no" to the question of whether I wanted a receipt. Since I was taking it slow that evening, I went inside and asked the kind cashier for a copy of the consumer ephemera, who confirmed the amount, handed me the document, and wished me a pleasant day, even though it was not day. As I exited the convenience store, I held the door open for a fellow nighttime patron, whom I can only imagine was similarly pleased at the positive difference across the state line between the fuel markets, especially seeing as his SUV sported Rhode Island license plates.
The photo above was taken while I was fueling, in an attempt to capture the quiet peacefulness of this essential business, most pronounced at night when it is one of few places in operation. At most Massachusetts gas stations, one can lock the gas pump handle in place while fueling, freeing up both of the driver's hands, although the legal code displayed on all pumps throughout the state prohibits leaving the nozzle unattended. As such, I was able to properly frame the scene, following the rule of thirds in order to keep the boxy car wash building in the lower left ninth of the picture. I was also able to adjust the exposure, minimizing light bleed from the overlit canopy, while still revealing the source of brightness for the artificially illuminated parcel, visible in the shadow cast on the first letter of the Car Wash sign. The tunnel itself harkens to a time before refinement culture, when an automated and unmanned wash was sufficient for most vehicles, instead of the increasingly experiential, subscription-based business model catering to those who want the ultimate car wash experience, whatever that means. Given the trend away from these types of washes, and my incomplete curiosity, the tunnel may or may not be closed - the boarded menu hints that it is - as has been the case at other Mobils. The tall sign behind it, signaling to highway passersby the presence of the station, stands humbly among coniferous trees, its northernmost neon burnt out. The iconic red pegasus, largely retired from present-day marketing, is still prancing on the side of the cookie cutter Mobil Mart.

A man suspected of killing his girlfriend and her unborn child and then hiding their bodies in a Wisconsin farmhouse was arrested in a Missouri traffic stop after three years on the lam, according to the Gladstone Police Department.
Jose Eduardo Dominguez Garcia, 26, was pulled over shortly after midnight on Nov. 23 when an automated license plate reader indicated that the red Ford Fusion he was driving northeast of Kansas City, Missouri, was stolen, the department wrote in a press release.
The driver reportedly had a number of fake ID cards on his person and gave officers several different names around 12:34 a.m. on NE Englewood Drive in Gladstone, police said.
Ultimately, police identified him as Jose Eduardo Dominguez-Garcia, 26, who was wanted on first-degree murder, murder of an unborn child and hiding a corpse charges in Missouri's Chippewa County, per the release.
Dominguez-Garcia was issued those charges on Dec. 12, 2021, after a dark-haired, pregnant corpse recovered a year earlier in an abandoned farmhouse in Wheaton was positively identified as Rosaly "Cindy" Chavarria Rodriguez, 24.
An informant reportedly told officers about the body's location during a drug investigation, per the Leader Telegram.
The corpse, found hidden in a purple suitcase on the abandoned property on Oct. 14, 2020, was found wearing a shirt that read "Sprecher's Restaurant and Pub," per NBC 15.
Staff at the restaurant told police that Chavarria Rodriguez had worked there as a pantry cook for two weeks and was last seen there on July 2 before she stopped showing up for work and, ultimately, the corpse was found, per the Leader Telegram.
Dominguez-Garcia also worked at the restaurant, according to KMBC. He reportedly picked her last paycheck up for her on July 23, according to the Leader Telegram.
In an interview with the Reedsburg Police Department on July 23 that year, Dominguez-Garcia told detectives that he had broken up with Chavarria Rodriguez on July 4 after he learned she had been cheating on him, per the Leader Telegram. He said he knew the woman was pregnant, and that she had told him the unborn child's father was a different man.
Investigators found Dominguez-Garcia's abandoned 2003 Volkswagen Jetta in the Wisconsin Dells area on Aug. 26, 2020, per the Leader Telegram. In the trunk, they noted fluids that indicated a decaying body may have been stored there at one point, per the outlet.
Surveillance footage captured the same car along 2655 Highway T, in the area where the woman's body was uncovered, on July 23.
Chavarria Rodriguez's ex-husband had reported the Peruvian national missing on July 21.
Dominguez-Garcia is currently behind bars at Clay County Detention Center in Liberty, Missouri, jail staff confirmed to Fox News Digital. It is unclear when he will be extradited to Wisconsin to face the charges against him.
Former Chippewa County Sheriff Jim Kowalczyk said Chavarra Rodriguez's was the only unresolved murder investigation he left before his retirement, and that he was glad to see an arrest made.
"This has been a very long and intense investigation," Kowalczyk told the Leader Telegram on Friday. "A lot of time and effort was put into this investigation by many agencies, and as a result, he will be brought to justice."
The former sheriff said he was surprised Dominguez-Garcia was arrested in the United States, as "all indications… led us to believe he went back to his country of origin."

SACRAMENTO, Calif. — More than 70 California law enforcement agencies are violating state law by sharing automated license plate reader (ALPR) data with out-of-state agencies, putting out-of-state abortion seekers at risk, according to a trio of civil rights groups.

“Idaho, for example, has enacted a law that makes helping a pregnant minor get an abortion in another state punishable by two to five years in prison,” according to an EFF statement. “The agencies that received the demand letters have shared ALPR data with law enforcement agencies across the country, including agencies in states with abortion restrictions including Alabama, Idaho, Mississippi, Oklahoma, Tennessee, and Texas.”
In addition to the Folsom Police Department, law enforcement agencies on the list include ones in Contra Costa, El Dorado, Fresno, Humboldt, Imperial, Kern, Kings, Los Angeles, Madera, Marin, Merced, Orange, Placer, Riverside, San Bernardino, San Diego, San Joaquin, Santa Clara, Solano, Ventura and Yolo counties.

Seventy-one California police agencies in 22 counties must immediately stop sharing automated license plate reader (ALPR) data with law enforcement agencies in other states because it violates California law and could enable prosecution of abortion seekers and providers elsewhere, three civil liberties groups demanded Thursday in letters to those agencies.
The letters from the Electronic Frontier Foundation (EFF), the American Civil Liberties Union of Northern California (ACLU NorCal), and the American Civil Liberties Union of Southern California (ACLU SoCal) gave the agencies a deadline of June 15 to comply and respond. A months-long EFF investigation involving hundreds of public records requests uncovered that many California police departments share records containing detailed driving profiles of local residents with out-of-state agencies.
ALPR camera systems collect and store location information about drivers, including dates, times, and locations. This sensitive information can reveal where individuals work, live, associate, worship—or seek reproductive health services and other medical care.
“ALPRs invade people’s privacy and violate the rights of entire communities, as they often are deployed in poor and historically overpoliced areas regardless of crime rates,” said EFF Staff Attorney Jennifer Pinsof. “Sharing ALPR data with law enforcement in states that criminalize abortion undermines California’s extensive efforts to protect reproductive health privacy.”
The letters note how the nation’s legal landscape has changed in the past year.
“Particularly since the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, which overturned Roe v. Wade, ALPR technology and the information it collects is vulnerable to exploitation against people seeking, providing, and facilitating access to abortion,” the letters say. “Law enforcement officers in anti-abortion jurisdictions who receive the locations of drivers collected by California-based ALPRs may seek to use that information to monitor abortion clinics and the vehicles seen around them and closely track the movements of abortion seekers and providers. This threatens even those obtaining or providing abortions in California, since several anti-abortion states plan to criminalize and prosecute those who seek or assist in out-of-state abortions.”
Idaho, for example, has enacted a law that makes helping a pregnant minor get an abortion in another state punishable by two to five years in prison.
The agencies that received the demand letters have shared ALPR data with law enforcement agencies across the country, including agencies in states with abortion restrictions including Alabama, Idaho, Mississippi, Oklahoma, Tennessee, and Texas. Since 2016, sharing any ALPR data with out-of-state or federal law enforcement agencies is a violation of the California Civil Code (SB 34). Nevertheless, many agencies continue to use services such as Vigilant Solutions or Flock Safety to make the ALPR data they capture available to out-of-state and federal agencies.
California law enforcement’s sharing of ALPR data with law enforcement in states that criminalize abortion also undermines California’s extensive efforts to protect reproductive health privacy, specifically a 2022 law (AB 1242) prohibiting state and local agencies from providing abortion-related information to out-of-state agencies.
