In all states, all recipients can use SNAP EBT funds at grocery stores to purchase soda. “It’s been estimated that just removing soda and other sugary drinks from the SNAP program (formerly known as Food Stamps) would prevent hundreds of thousands of cases of obesity. Through the program, the soda industry is snatching up billions of taxpayer dollars every year. The USDA has denied state requests for excluding soda from SNAP, arguing, “No clear standards exist for defining foods as good or bad, or healthy or not healthy.” The fact that the federal government can’t even agree that sugar water is unhealthy explains a lot about the sad state of the U.S. Dietary Guidelines. Industries argue that removing soda subsidies would disproportionately hurt the poor, like tobacco taxes. Of course, the public health community sees ending the subsidies as disproportionally helping the poor, but it might be more consistent to restrict the use of federal dollars across the board, such as at cafeterias in federal buildings and military bases, for example. When those actually affected by the policy were asked (what a concept!), the majority of SNAP participants surveyed supported removing sugary drinks, especially if it led to additional benefits for healthful foods like fruits and vegetables. Obesity, like lung cancer, is not an equal-opportunity killer. Those living in poverty are significantly more likely to become obese. Predatory industries such as fast food, alcohol, and tobacco have long targeted low-income neighborhoods and communities of color. The soda industry appears to be no exception. Finally faced my greatest (realistic) fear and drove on the left side of the road when my housemate needed a ride to the ferry and wanted me to take her car back to the house. It was...really not that scary. Although she was convinced I was way too close to the side of the road. Which may be true. Really, the most hair-raising thing was New Zealand roundabouts, and the fact that I kept turning on the windshield wipers every damn time I tried to signal.
I also reserved a car for the upcoming road trip. Hopefully they don’t think my Arizona license, which expires in 2054, is fake. Apparently my credit card provides rental car insurance if I use a license from the state I’m a resident of. How does one determine state residency, though? The mailing address for my card is in New York since I had it sent to my parents’ house so my dad could mail it to me. I haven’t lived in New York since 2012. I lived in Arizona for about 9 months between 2013/2014. Got mail there, had a library card, had an EBT card, presumably had tax taken out of my paycheck but never filed. At one point I got a jury duty summons sent to my parents’ address in New York, in...2015, maybe? and sent them a copy of my Arizona license as proof that I was no longer a resident of New York. I bummed around in Colorado and Texas for about two months in 2015. I think my dad filed my taxes without asking me, I was irritated but he paid my health insurance fines. In 2016 I lived in Oregon for 6 months straight. Was registered to vote, had a library card, had an EBT card, had tax taken out of my paycheck but never filed anything (before y’all think I’m a devious repeat tax evader, I just generally don’t make enough money in the U.S. annually to have to legally file). But I never updated my driver’s license because it was $60 and I didn’t have a vehicle or a rental contract there (nor in Arizona). Now, I’ve been out of the U.S. for almost two years (at which time New Zealand Immigration will no longer consider me a resident of the U.S., apparently. Citizen, yes. Resident, no.) Do I have any kind of residency? The best answer to this is “just don’t crash the goddamn rental car”.
In other news, studying Russian really makes me appreciate Chinese grammar and I think I’m going to start doing Skype lessons for that as well, just to keep my level up and have someone to hold me accountable for actually trying to work through this next level textbook that’s been gathering dust since I abandoned it in April. These online lessons are at once liberating and dangerous. What’s to stop me from just learning all the languages I’ve ever wanted? For as little as $8 USD/hour?? Well, my schedule, yes, but besides that? ...probably my brain capacity. But you never know til you try!

Awkward moment tonight. I was at the grocery store and I had about $30 left on my EBT card so I bought some cheetos and Arizona. Because, you know, it shouldn’t be a crime for poor people to enjoy their lives. The cashier and the bagger had been talking to everyone else in line, a big line, (it was late and this is a rural place so there was only one lane open) and to be prepared, I took out my EBT card not even thinking about it. The cashier looked over at me, then at it, and did not say a single word during my transaction. Not “hi”, not “do you want your receipt?”, she didn’t even tell me the total. I had to look on the pin pad. It just sucks you know? I’m not a bad person. I just wanted a snack.

WASHINGTON, Dec. 8, 2017 – The U.S. Department of Agriculture (USDA) has cleared the state of Arizona to test a program aimed at limiting fraud and reducing illegal trafficking in Supplemental Nutrition Assistance Program (SNAP) electronic benefit (EBT) cards. The two-year waiver, granted by USDA’s Food and Nutrition Service (FNS) to the Arizona Department of Economic Security (DES), will allow the state to require direct contact with SNAP benefit recipients who request a replacement EBT card more than two times in a 12 month period.
Current rules stipulate that such contact be made no sooner than after four requests for a replacement card in a 12-month period.
“We want to make sure that people are getting the nutrition they need, but we also must maintain the integrity of the SNAP program for the benefit of recipients and for the protection of the taxpayers,” said Secretary of Agriculture Sonny Perdue. “As is the case with this Arizona waiver, USDA will consider state flexibilities where the goals are to help people transition into self-sufficient lives, to improve customer service, or to stop fraud and abuse.”
Arizona requested the waiver to test if requiring earlier contacts with recipients requesting replacement EBT cards will improve program integrity.
“I appreciate Secretary Perdue’s willingness to work with states to improve the administration of this program,” said Arizona Governor Doug Ducey. “Through this policy, we can provide a hand up to those in need while ensuring we have the tools necessary to crack down on fraud and protect taxpayers.”
To assess the effectiveness of this waiver, Arizona DES will collect data and report to FNS during the waiver period – through November 2019 -- to show what impact the lower replacement card threshold has on potential misuse of program benefits.
FNS administers 15 nutrition assistance programs, including the National School Lunch and School Breakfast programs, the Child and Adult Care Food Program, the Summer Food Service Program, the Special Supplemental Nutrition Program for Women, Infants and Children, and the Supplemental Nutrition Assistance Program, which together comprise America's nutrition safety net.
