How would our favorite Orcs react to pipeweed?
Uuuh pipeweed! I wish I could get my hands on it and do some funky smoke tricks like Gandalf does.
Ratbag discovered pipeweed by accident. It happened in Udun, the poor lad was searching for something edible when he came across this plant, which by the looks resembled grass, but hey who would be picky when starving? So Ratbag tries it and the effect, although not the desired one, is positive, as he began to feel slightly euphoric and energic enough to keep searching for food. Turns out he had just discovered a slightly strong type of pipeweed that can be eaten raw and in small amounts; Ratbag will always prefer this type over others he discovered during his time in Nurn.
Akoth smokes pipeweed, but is not dependant on it, as he can go on without smoking even for months. It feels very good for the senses, it's calming, and he will smoke whenever he has time alone; it also brings back to mind memories of happier times. (And, let's be honest, it adds to the aesthetic).
Golm tried pipeweed once and disliked it, because... His senses were a mess! He still remembers the gigantic ghul who ate a graug. Also the scent of pipeweed makes ghuls uneasy, annoyed, and Golm would never do that.
Ogg remembers the Numenoreans importing pipeweed into Middle-Earth and the first impression he received was negative: nothing more than a tarkish vice, that represses one's fighting spirit and makes them neglectful. Although many attempted to persuade him by explaining that pipeweed has also positive effects, Ogg has always remained firm in his position.
Krimp knows of the many varieties of this famous herb (and that it comes from Numenor), but he has never been tempted to try it in any way, especially because the smoke is actually irritating; the flowers' scent, though, is marvelous.
Flint and Tinder of course smoke pipeweed, it's just what they need after hours of explosions! Or after a siege too! It clears the mind magnificently and boosts the mood! They seat among the wreckage they've caused and smoke, talking for hours, as time vanishes.
Maku rarely smokes, even though he really enjoys it. But, being busy as he is, he's got very few time to relax, take the mask off and have a smoke. No one has ever seen him with a pipe.
Ar-Kaius is an estimator of pipeweed. He has no particular reason to like it really, he enjoys the scent, sometimes sweetish, sometimes acrid (it depends on the variety) and it makes him look somewhat more... Professional? It contributes to the aesthetic. Ar-Kaius also finds smoking rather inspiring.

In Aragorn’s defense, I’m sure he’s never heard of Ar-Kaius, the Architect.

When Ar-Kaius talks about the constructions he made and is so proud and enthusiastic about them, I want to respond with: “Yeah, you truly did an amazing job” or “Impressive!”, not that lame "It's A shRiNe to SoMethIng", like, Eltariel, bitch, not acknowledging someone's good job is not a sign of superiority.

Golm: Ghuls deserve to live forever.
Ar-Kaius: And orcs and ologs don't?
Golm: Absolutely not.
