Manizha's 'Russian Woman,' which represented Russia in 2021, was the first Russian entry in 12 years to feature lyrics in Russian. 2009's 'Mamo' by Anastasia Prikhodko was the previous song to feature Russian.
It should be noted that the 2012 representatives Buranovskiye Babushki's song 'Party for Everybody' did not exclusively feature English lyrics, but it did not use Russian as the other featured language. It used Udmurt, which uses the Cyrillic alphabet and is spoken within Russia, but is its own distinct language.

TEDVISION PART 1: Alexej Vorobjov - Get You (Russia 2011)
Welcome to the first installment of ‘Tedvision’ in which I post one of my favorite (either because I legitimately like them or because I think they’re hilariously bad) acts from Eurovision!
Let’s start things off with this absolute disaster of a song. For context, this thing somehow managed to place 16th out of 25, but it should NOT have made it out of the semifinals.
It starts off pretty nice. Ooh, the guy’s singing in Russian! How lovely. Then he stops and asks if Eurovision can...feel his armpit? What? What idiom isn’t translating there?
Then he proceeds to sound more and more like a serial killer throughout his boyband-inspired routine. Yeah buddy, if you try to get me I’m calling the cops.
And apparently his love interest being on the floor puts his mind in the ‘dirty zone’. I...don’t want to know more about this.

If Alexei Vorobjov won the Russian selection in 2008 with New Russian Kalinka would he have been allowed to participate... Considering Kalinka was written a good 140 years before the 1st October 2007 deadline?

In 2011, none of the songs were entirely in French. However, the Lithuanian entry 'C'est Ma Vie' by Evelina Sašenko contained the following line in French:
"C'est ma vie/Je dis oui..."
The French entry 'Sognu' by Amaury Vassili was sung in Corsican.
