Because both Yusaku and Shinichi always called him Inspector Megure (目暮警部). Especially if they always worked in a working relationship (during crime scenes) or maybe hung out in outings once or twice, then there's no reason for them to change how they address the man. They know him and respect him as an inspector, so they call him inspector.
Japanese culture in general don't really require to know individuals by their full names, especially when you can live off of just referring to people by their last name(as majority of Japanese culture do). Honestly, if there's anyone who should know his full name, it would be Kogoro who directly worked under him, Matsumoto, his supervisor, or even Nakamori who was his colleague but even then, they could have not, considering one calls him Inspector (because he's his supervisor), Matsumoto refers to him as Megure and Nakamori also just calls him Megure. Yusaku who is just an advisor isn't required to know his full name and if he did, he would never address the man like that. Thus it leads to Shinichi not ever knowing Megure's full name throughout his life until that moment. (Also like you said, he was closer to his father, not Shinichi)

APPRECIATION POST FOR MY FAVE ANIME BRUNETTES - PART 1
REINA KOUSAKA (Sound! Euphonium)
Her Deal: The hottest trumpeter ever existed in the Kitauji High School Concert Band. Fight me.
The Kumiko Effect: S!E's main protagonist (and human eupho herself - well, that's what Asuka thinks) Kumiko Oumae has her fair share of admirers throughout the series - and the usually silent, but blunt Reina isn't immune to fall on Kumiko's charms. There are certain instances that Reina can be flustered at times, especially when she is teased/complimented by Kumiko. And don't make me start babbling on how their chemistry is just off the roof.
YUMEKO JABAMI (Kakegurui)
Her Deal: Don't let the cute, friendly exterior fool you. When she's on gambling mode, she can be really scary - in a good way.
Dealing with the Devil: Eversince she transferred to Hyakkaou Private Academy, she have gambled with everyone from one-time contender (now "friend") Mary Saotome to almost every single Student Council member. Ryota Suzui has been her constant companion in her gambling sprees.
TOUKO NANAMI (Bloom Into You)
Her Deal: Student Council President. Insanely smart. Loved and admired by everyone. Things seemed to go exactly as she planned (her being exactly like her late sister) - that is until Yuu Koito came and changed everything.
The Person She Loved: In the aftermath of Yuu's and Sayaka's confessions of love (Episode 34 and 37 respectively), Touko has to make a decision on the person she loved the most. She made her move on Episode 38 that led to the dramatic opening episode of Volume 8 of the manga, Episode 40.
YAYOI KUNIZUKA (Psycho-Pass)
Her Deal: Silent yet deadly enforcer of the Division 1 of the MWPSB in Psycho-Pass. Also handy in computer stuff, just like her girlfriend Shion Karanomori.
Rocker Chick: Prior to being an enforcer, Yayoi is a musician in a Sybil-authorized rock band. Her relationship with another musician Rina Takizaki led her to being a latent criminal. During Yayoi's time in the rehab center, she is recruited by then-Inspector Shinya Kogami to become an enforcer in the Public Safety Bureau, which she later accepts.
SAKAKI (Azumanga Daioh)
Her Deal: Underneath her silent demeanor is someone who is obsessed with all things cute, esp. cats.
A Cat Named Maya: Sakaki encountered an Iriomote cat during their school field trip that she can be able to pet. Several episodes later, the cat found its way to Tokyo after its mother got run over by a car. She adopted her eventually and named it Maya. Since Sakaki can't be able to take her home, the cat stayed temporarily to the care of Chiyo Mihama.
NOZOMI KASAKI (Sound! Euphonium)
Her Deal: Veteran flutist eversince middle school. Quit the Kitauji High School Concert Band during her freshman year but returned the following year as the band progressed under the tutelage of Noboru Taki.
Liz and the Blue Bird: Hers and Mizore's story became one of the story arcs in the second season of Sound! Euphonium (the first four episodes to be exact). Their relationship is tested once more on the movie "Liz and the Blue Bird", set during their third and final year of high school.
MISATO KATSURAGI (Neon Genesis Evangelion)
Her Deal: Operations Director at NERV. A fierce and dedicated officer but knows how to have fun outside the workplace.
Survivor: Having survived the Second Impact (at the expense of her father), Misato vows to serve at NERV to avoid another tragedy (Third Impact) from happening.
AMI KAWASHIMA (Toradora!)
Her Deal: Resident model / transfer student at Ohashi High School. Childhood friend of Yusaku Kitamura.
Not Just Another Pretty Face: Her presence in Toradora! is often overlooked because of her good looks. She has the better understanding of the situation Taiga, Ryuuji, and Minori are in. It may not look like it, but Ami cared deeply for the Toradora! lovebirds.
MIZORE YOROIZUKA (Sound! Euphonium)
Her Deal: Ace oboeist of the Kitauji High School Concert Band. Been with Nozomi and Yuuko since their time at Minami Middle School.
Stepping Out of the Comfort Zone: During the course of "Liz and the Blue Bird" (and even snippets from the S!E movie "Oath's Finale"), Mizore is slowly opening up to other people, from long time friends/schoolmates Natsuki and Yuuko, to her kouhai (and oboe successor) Ririka, and other members of the concert band.
FAYE VALENTINE (Cowboy Bebop)
Her Deal: A true definition of "Femme Fatale". She is actually 70 years old, because she went into cryogenic sleep following an accident during her teen years. Spends her money on gambling.
My Funny Valentine: Faye's backstory is revealed in Session 15 ("My Funny Valentine") where the Bebop crew hunts for a bounty named Whitney Haggis Matsumoto - a man that is familiar to Faye.

The nominees for the fifth annual Dwayne McDuffie Award for Kids’ Comics are here!
After reading scores of comics published in 2018, the judges have selected their top ten. In alphabetical order, they are: Be Prepared, by Vera Brosgol, sends young Vera, a Russian girl living in an American suburb, to summer camp—Russian summer camp, the only one her single mom can afford and the one where she just might be able to fit in,
The Cardboard Kingdom, by Chad Sell, follows a neighborhood of kids who transform ordinary cardboard into fantastical homemade costumes as they explore conflicts with friends, family, and their own identity.
Hidden Witch, by Molly Knox Ostertag, continues the story of Asler, hero of The Witch Boy, as he takes magic lessons from his grandmother and tries to help his non-magical friend Charlie escape from a curse that's trying to attach itself to her.
Last Pick, by Jason Walz, takes readers to an earth overrun by alien invaders, where only those too young, too old, or too "disabled" have been spared from abduction...but maybe the kids last picked can step up and start a revolution.
Lumberjanes: The Infernal Compass, by Lilah Sturges and polterink, finds the Janes separated during an orienteering outing, thanks to a mysterious compass that others very much want to lay their hands on.
My Beijing: Four Stories of Everyday Wonder, by Nie Jun, introduces Yu'er and her grandpa, who live in a small neighborhood in Beijing that's full of big personalities—with a story around every corner and a hint of magic each day.
Onibi: Diary of a Yokai Ghost Hunter, by Atelier Sento, transports readers to the places where natural and supernatural meet, as it explores some of the lesser-known parts of Japan in a story that is part fantasy and part travelogue.
Peter & Ernesto: A Tale of Two Sloths, by Graham Annable, tells the story of two best friends who are nothing alike—Peter loves their tree and never wants to leave, while Ernesto loves the sky and wants to see it from every place on earth.
The Prince and the Dressmaker, by Jen Wang, finds Prince Sebastian hiding a secret life―taking Paris by storm wearing fabulous dresses as the Lady Crystallia―and relying on the brilliant young dressmaker Frances, who guards his secret but has dreams of her own.
Sanity & Tallulah, by Molly Brooks, features best friends who live on a dilapidated space station at the end of the galaxy―but when Sanity creates a definitely-illegal-but-impossibly-cute three-headed kitten, the havoc it wreaks may mean the end of their outer space home.

Gino0808's romantic drama manga Yuki-onna to Kani wo Kuu (Eating Crab with a Yuki-onna) is heading to the small screen this summer with a TV drama series, which unveiled a crabtivating main visual plus staff and cast members.
Daiki Shigeoka, Noriko Iriyama, Masanobu Katsumura, Sayu Kubota and Yasushi Fuchikami will be sinking their claws into the erotic material as the main cast members of the show, which is being headed by Eiji Uchida, Keisuke Shibata and Yusaku Matsumoto as directors.

To his surprise, the strange woman gives him more than he bargained for and even joins him on his quest.
The series is set to begin airing in TV Tokyo's Drama 24 block on July 8.
