Turkey blocked access to the social media platform Discord on Wednesday, according to a statement published on the website of the BTK communications authority.
Justice Minister Yilmaz Tunc said an Ankara court decided to block access to Discord from Turkey because there was sufficient suspicion that crimes of "child sexual abuse and obscenity" had been committed by some using the platform.
"We are determined to protect our young people and our children ... from harmful and criminal publications on social media and the internet," Turkish Justice Minister Yilmaz Tunc wrote on X, formerly Twitter.
On Tuesday, Russia's telecom watchdog announced a ban on Discord, saying the move was aimed at "preventing the use of messaging for terrorist and extremist purposes."
"We are aware of reports of Discord being unreachable in Russia and Turkey. Our team is investigating these reports at investigating these reports at this time," the San Francisco-based company said in a status update.
What led up to the ban?
The block follows public outrage in Turkey over the killing of two women by a 19-year-old man in Istanbul on Friday. According to media reports, some Discord users praised the killing in the aftermath.
Transportation and Infrastructure Minister Abdulkadir Uraloglu said the nature of the Discord platform makes it difficult for authorities to monitor and intervene when illegal or criminal content is shared.
"Since Discord refuses to share its own information, including IP addresses and content, with our security units, we were forced to block access," he said.
In August, Turkey banned access to the video game platform Roblox, citing content harmful to children. The country also blocked access to Instagram for several days.
What is Discord?
Discord is a US-based social media platform that is very popular among video game fans. It has approximately 150 million users.
Discord provides a free platform to share text, audio and video. It is also used as an internal messaging system by many companies and has become an alternative for people who have turned away from X and Facebook.

A court in the southern Turkish province of Adana blocked access to Roblox, one of the most popular online gaming platforms in the world, citing dangers to children. “Due to content that could lead to child abuse, access to the game platform called Roblox and its links in app markets has been blocked by the Adana 6th Criminal Court of Peace,” Justice Minister Yilmaz Tunc said on Wednesday.
Tunc added that Turkey will continue to take measures to “to ensure the protection of our children according to our Constitution”.
Roblox is a gaming platform that allows its users to create and publish their own games. The platform is also an online meeting hub for its users, often teenagers.According to Euronews Turkish, Turkey has the fifth highest number of people in the world using Roblox.
The access block follows similar decisions imposed by the government in the past month. The popular global story-sharing platform Wattpad has been banned in Turkey “for the protection of children” and “public order” since July 16, making it the first country to impose such a restriction.
Most recently, Turkey’s Information and Communication Technologies Authority, BTK, the national communications regulator, blocked access to Instagram on August 2 without stating the reason or duration of the ban.
The ban came after the presidency’s communications director, Fahrettin Altun, accused Instagram, which is owned by META, of censorship of content about Hamas leader Ismail Haniyeh’s assassination in Iran, linked to Israel. “This is censorship, pure and simple,” Altun said on X, adding that Instagram had not cited any policy violations for its action.
Turkey later announced that Instagram had been blocked over its failure to remove illegal content on matters such as “the sexual abuse of a child”, for insulting Mustafa Kemal Ataturk, the founder of modern Turkey, and over items on “gambling and drugs”. Officials said Instagram had been warned to remove such content but it failed.
Turkey has passed a number of draconian laws and regulations that give the government greater control on digital platforms.
It has previously blocked many social media platforms, including YouTube, Threads, EksiSozluk, Wikipedia, Twitter and TikTok. It has also imposed social media and broadcasting bans following disasters, terror attacks and social unrest.

DEM Party expected to hold face-to-face meeting with Abdullah Ocalan, who has been in prison for 25 years.Turkiye will allow parliament’s pro-Kurdish party to visit the jailed founder of the Kurdistan Workers’ Party (PKK) on his island prison, setting up the first such visit in nearly a decade. The Justice Ministry approved a request by the Peoples’ Equality and Democracy Party (DEM Party) to meet Abdullah Ocalan, who is serving life in solitary confinement, a DEM spokesperson said late on Friday. Justice Minister Yilmaz Tunc confirmed the move in remarks to the TGRT news channel. “We responded positively to DEM’s request for a meeting. Depending on the weather conditions, they will go to Imrali tomorrow [Saturday] or Sunday,” he said, referring to the prison island where Ocalan has been held for 25 years. Friday’s decision came after DEM requested the visit last month, soon after a key ally of President Recep Tayyip Erdogan expanded on a proposal to end the 40-year-old conflict between the state and Ocalan’s outlawed PKK. Devlet Bahceli, leader of the Nationalist Movement Party, made the call a month after suggesting that Ocalan announce an end to the rebellion in exchange for the possibility of his release. Erdogan described Bahceli’s initial proposal as a “historic window of opportunity”. After the latest call last month, Erdogan said he was in complete agreement with Bahceli on every issue and that they were acting in harmony and coordination. “To be frank, the picture before us does not allow us to be very hopeful,” Erdogan said in parliament. “Despite all these difficulties, we are considering what can be done with a long-range perspective that focuses not only on today but also on the future.” Bahceli regularly condemns pro-Kurdish politicians as tools of the PKK, which they deny. Regional changes DEM’s predecessor party was involved in peace talks between Ankara and Ocalan a decade ago, last meeting him in April 2015. The peace process and a ceasefire collapsed soon after, unleashing the most deadly phase of the conflict. DEM MPs Sirri Sureyya Onder and Pervin Buldan, who both met Ocalan as part of peace talks at the time, will travel to Imrali island to meet him this weekend, the party said. Turkiye and its Western allies designate the PKK as a “terrorist group”. More than 40,000 people have been killed in the fighting, which in the past was focused in the mainly Kurdish southeast but is now centred on northern Iraq, where the PKK is based. Growing regional instability and changing political dynamics are seen as factors behind the bid to end the conflict with the PKK. The chances of success are unclear as Ankara has given no clues on what it may entail. Since the fall of Bashar al-Assad in Syria this month, Ankara has repeatedly insisted that the Kurdish People’s Protection Units (YPG) militia, which it sees as an extension of the PKK, must disband, asserting that the group has no place in Syria’s future. The YPG is the main component of the US-allied Syrian Democratic Forces (SDF). SDF commander Mazloum Abdi (also known as Mazloum Kobani) acknowledged the presence of PKK fighters in Syria for the first time last week, saying they had helped fight ISIL (ISIS) fighters and would return home if a total ceasefire was agreed upon with Turkiye, a core demand from Ankara. Yeşilay, 26 Kasım 2024 tarihinde başlattığı “Bağımsızlık Seferberliği” kapsamında kurumlar arası iş birliği ağını genişletiyor. Bağımlılıklarla sahada daha etkin mücadele için Türkiye genelinde seferberlik başlatan Yeşilay’a Adalet Bakanlığı da anlamlı bir destek verdi. Adalet Bakanı Yılmaz Tunç, sadece uyuşturucu suçlarına yönelik Türkiye genelinde 106 özel cezaevi kuracaklarını söyledi.
İSTANBUL (İGFA) – İçişleri Bakanlığı ile seferberlik ilan eden Yeşilaybu kez seferberliğin kapsamını genişleterek Adalet Bakanlığı ile ortak bir protokol imzalamak üzere bir araya geldi.
Yeşilay Genel Merkezi Sepetçiler Kasrı’nda Adalet Bakanı Yılmaz Tunç ve Yeşilay Genel Başkanı Doç. Dr. Mehmet Dinç iki kurum arasında gerçekleşecek işbirlikleri ve ortak uygulamalara ilişkin önemli bir protokole imza attı.
İmzalanan protokolle, önceliklebağımlı yükümlülerin Yeşilay Danışma Merkezleri’nden (YEDAM) rehabilitasyon desteği almaları amaçlanıyor. Ayrıca protokol çerçevesinde, bağımlılıklarla mücadele konularında Yeşilay tarafından hazırlanan seminer, eğitim ve organizasyonlarınAdalet Bakanlığı Akademi bünyesinde düzenlenmesi de ön görüldü.
BAKAN TUNÇ: BAĞIMLILIKLA TOP YEKÛN MÜCADELE İÇİNDEYİZ
Yeşilay Genel Merkezi’nde gerçekleşen protokol imza töreninde konuşan Adalet Bakanı Yılmaz Tunç, Yeşilay’ın uzun yıllardır bağımlılıklarla mücadelede elde ettiği deneyim ve birikimin çok kıymetli olduğunu söyledi.
Adalet Bakanlığıyla yapılan protokolün anlamlı olduğunu kaydeden Bakan Tunç, “Özellikle son yıllarda uyuşturucu suçlarına yönelik cezalar artırıldı. Otuz yıla varan cezalar var. Hatta meseleye artırım sebebiyle beraber baktığınız zaman, iki yıldan başlayarak kırk yıla kadar ceza veriyoruz. Kullanana ayrı ceza, imal edene, ihraç edene, satana, farklı farklı cezalar var. Okul çevresinde ya da çocuklara yönelik bir satış söz konusu olduğunda cezalar daha da yükseliyor. Bunları ceza kanununda düzenleyerek hayata geçirmiştik. Hem infazda hem ceza mevzuatımızda bu derece ağır yaptırımlar olmasına rağmen hem dünyada hem ülkemizde uyuşturucu suçları özellikle giderek artmaya ve toplumu, insan sağlığını geleceğimizi tehdit etmeye devam ediyor. Dolayısıyla gençliğimizin kaybolmaması lazım. Bu anlamda topyekün büyük bir mücadele içerisinde olmalıyız” dedi.
Bakan Yılmaz Tunç, konuşmasında bağımlı yükümlülerin rehabilite edilerek yeniden topluma kazandırılması gerektiğini söyledi.

Bakanlık olarak yeni bir uygulamayı başlattıklarını açıklayan Adalet Bakanı Yılmaz Tunç, sadece madde bağımlısı yükümlülerin uzmanlar tarafından rehabilite edildiği, cezasını çektiği yeni özel cezaevleri kurduklarını kaydetti.
Bakırköy Kadın Kapalı Cezaevi’nde de aynı çalışmayı yaptıklarını belirten Bakan Tunç, “Sadece uyuşturucu suçlarına yönelik cezaevleri bunlar ve onların orada tedavileri de yapılmaya devam edecek. Üçüncüyü de Bolu’da planlıyoruz. Bunlar pilot uygulamalarımız. Bunları bütün ülke geneline önümüzdeki beş yıllık bir plan dahilinde yaymak üzere 106 cezaevi olarak planladık. Cezaevlerimizin bir kısmını sadece uyuşturucu suçlarına hasrederek burada uzmanlar eşliğinde gerek Sağlık Bakanlığımızdan gerek Aile Bakanlığımızdan ve en önemlisi de Sivil Toplum Kuruluşu ve kamuya yararlı dernek statüsünde Yeşilay’ımızın uzmanlarından yararlanarak bu cezaevlerimizde uyuşturucu suçlularının rehabilitasyonuna yönelik çalışmaları sürdüreceğiz. Bu konuya önem veriyoruz. Özellikle çocuklarımızı, geleceğimizi, gençlerimizi tehdit eden,geleceğimizi karartan, zehirleyen bu illetten ülkemizi kurtarmanın gayreti içerisindeyiz” diye konuştu.
Yeşilay Genel Başkanı Doç. Dr. Mehmet Dinç ise Yeşilay’ın İçişleri Bakanlığı ile birlikte başlattığı Bağımsızlık Seferberliği’nin toplumun tüm kesimlerini kapsaması için çalıştıklarını belirterek, Adalet Bakanlığımız ile yaptığımız protokol bu anlamda büyük önem taşıyor. Bu ülkede yaşayıp bağımlılık konusunda Yeşilay’ın desteğine ihtiyaç duyan her bir vatandaşımıza ulaşmaya çalışacağız” dedi.
Doç. Dr. Mehmet Dinç, bağımlılık endüstrisinin daha fazla insanı bağımlı yapabilmek için her türlü yöntemi denediğini, Yeşilay’ın da tüm imkânlarıyla bu girişimleri önlemeye çalıştığını sözlerine ekledi.

ISTANBUL, April 2 (Reuters) - At least 27 people were killed when a fire broke out during daytime renovation work at a nightclub in central Istanbul, the city governor's office said on Tuesday.
Firefighters and other first responders surrounded the charred and smoking entrance to the club, which occupies two floors underneath a 16-storey residential building in the city's Gayrettepe district.
One additional injured person was in critical condition at a hospital, the governor's office said.
Three prosecutors are investigating the blaze and five people were ordered to be detained, Justice Minister Yilmaz Tunc said.

Turkish Justice Minister Yilmaz Tunc announced on Wednesday that Discord, an instant messaging and social media platform, has been blocked in Turkey by a court order.
“A decision has been made to remove all publications from content and block access from Turkey to the specified URLs due to sufficient suspicion of the crimes of ‘child sexual abuse and obscenity,’” Tunc said on his X account.
Tunc insisted that the decision has been made to protect children.
“We are determined to protect our youth and children, the guarantee of our future, from harmful and illegal content on social media and the internet,” Tunc added.
Following the brutal murder of two young women over the weekend, the minister ealier announced that an investigation has been launched into groups that allegedly create and spread content on Discord containing violence, extortion, and sexual assault against children and women.
It has been revealed that the Semih Celik, who murdered the two 19-year-old women and then killed himself, was in contact with these groups, also known as “incels” or “involuntary celibates” in English.
Interior Minister Ali Yerlikaya on Wednesday said that two children had been taken into custody after it was determined that they were the moderators of a group that allegedly spread content containing sexual abuse against children.
On the same day that Turkey blocked access to Discord, Russia also blocked access to the platform, claiming the network had failed to comply with Russian laws against recruiting “terrorists and extremists”, TASS news agency reported.
Turkey has previously blocked many social media platforms, including YouTube, Threads, EksiSozluk, Wikipedia, Twitter and TikTok. It has also imposed social media and broadcasting bans following disasters, terror attacks and social unrest.
Users in Turkey now cannot access Discord via web and mobile applications due to the ban. Access is still possible via VPN services.

Turkey kills two attackers during assault on Istanbul court
Turkish police have killed two shooters who attacked a courthouse in Istanbul, in what authorities have labelled a terrorist act.
The incident late on Tuesday morning also saw six people injured, including three police officers, officials said. Reportedly carried out by a radical left-wing group, the attack is the latest to hit Turkey as the war in Gaza spreads tension across the Middle East.

Turkish Interior Minister Ali Yerlikaya said on X that the shooters were killed in a gun battle after they opened fire on a checkpoint near the Caglayan Courthouse in Istanbul.
The attackers, a man and a woman identified only as EY and PB, were members of the Revolutionary People’s Liberation Party/Front (DHKP-C) “terrorist” group, he said.
The (DHKP-C) is a leftist armed group that has waged a campaign against the Turkish state since the 1980s.
Footage from the scene in the aftermath of the incident showed a heavy police presence at the entrance to the courthouse, with entry and exit points closed.
Justice Minister Yilmaz Tunc said prosecutors had launched an investigation into the attack.
The assault follows closely in the wake of several other armed attacks in Turkey, as unrest grows amid the war in Gaza.
Masked ISIL (ISIS) gunmen stormed a church in Istanbul last month during Sunday mass and killed one person. Authorities have since captured several people suspected of being linked to the group or the attack.
The Kurdistan Workers’ Party (PKK) armed group, which has also waged a bloody campaign against the Turkish government for decades, launched a suicide attack on the interior ministry building in capital Ankara in October.
Turkish authorities reacted by bombing Kurdish positions in northern Iraq and have since arrested hundreds with purported links to Kurdish groups.

At least one killed in bomb attack near government building in Ankara, Turkey says

At least one person was killed and two others were injured in a bombing attack outside Turkey's Interior Ministry building in Ankara.
The ministry said that two attackers murdered a civilian and stole hie vehicle in the country's capital on Sunday ahead of the opening of parliament. Two police officers reportedly received non-life-threatening injuries.
The attackers arrived in a light commercial vehicle in front of the building's entrance at about 9.30am, local time. One assailant blew himself up and the other was "neutralised."

Investigators found four different types of guns, three hand grenades, one rocket launcher, and C-4 explosives at the scene.
The ministry confirmed at least on the the two attackers is a member of Kurdistan Workers' Party, known as the PKK. The second attack has yet to be identified.
The PKK, a Kurdish militant group classified as a terrorist group organisation by Turkey, the United States, and Europe, issued a statement earlier claiming responsibility for the bomb, pro-PKK newsgroup Firat News Agency reported. The group said the attack was "carried out according to plan without any obstacles."
Just hours after the fatal explosion, Turkey destroyed 20 PKK targets in northern Iraq, according to a statement released by the country's National Defence Ministry.
Turkish warplanes carried out airstrikes in the Metina, Hakurk, Kandil, and Gara regions at 9pm. local time, destroying caves, bunkers, shelters and warehouses used by the PKK, the defence ministry wrote.

According to Firat News Agency, a PKK unit dubbed the "Brigade of Immortals" explicitly targeted the opening of the parliament and the ministry building, saying it is considered "a massacre and torture centre."
"Every person should know that the members of the Brigade of Immortals could have achieved a very different result with only a small change in their timing if they had wanted to," the statement attributed to PKK reads.
In the statement, the PKK's People's Defence Center Headquarters Command justified the attack due to what it called the "disregard of human rights, the inhuman practice and policy of isolation in Turkish and Kurdish jails, the use of chemical weapons against KPP guerrilla forces, ecocide in Kurdistan, and the oppression of the Kurdish people."
Security footage of the incident obtained by Reuters shows a vehicle slowing down on the street near the building's gated entrance.
The vehicle comes to a stop then the driver's side door slowly opens. One individual exits as a second emerges from the other side of the car. The second person approaches the entrance in a tactical stance, though it's unclear if the attacker is holding a firearm, while the first hides behind the car. The assailant in motion hurries quickly past what appears to be a guard tower. A large explosion then strikes.
After, through the smoke, the contours of what appears to be the first attacker move toward the gate before the 40-second clip ends.
The apparent guard tower in front of the entrance to the building was slightly damaged in the blast. Police have since cordoned off the area, and video from the scene from CNN affiliate CNN Turk appeared to show a bomb squad searching the area for other suspicious package.

A bomb found on the body of the neutralised terrorist was set off after the attack in a controlled explosion, one of at least two that could be heard on television footage.
Justice Minister Yilmaz Tunc said that an investigation has been launched into the incident.
"These attacks will in no way hinder Turkey's fight against terrorism," Tunc said on X. "Our fight against terrorism will continue even more determinedly."
The bombing took place just hours before politicians were set to return to work after the summer break at 2pm.
In his address to legislators, Turkish President Recep Tayyip Erdogan vowed that Turkey would continue its fight against terrorism "until the last terrorist is eliminated domestically and abroad" following Sunday's attack.
"The vile people who took aim at the peace and security of our citizens did not reach their goal and they never will," he said.

The PKK has been waging an insurgency against Ankara for four decades.
In recent years, Turkey has carried out a steady stream of operations against the group domestically as well as cross-border operations into Syria, where a PKK-affiliated Kurdish group controls large swaths of territory.
