There's something deeply poetic about Steven helping these Savages/Elders here (and inevitably staying on this planet to help reestablish the society.) We first run into him when he was captured by the Mechanoids where he was held prisoner and alone after fighting in war. We leave with him preventing war and leading peacekeeping and a new society. We just love to see it.

The Savages The TARDIS has arrived on a far-distant and seemingly idyllic world. Yet the Doctor, Steven and Dodo learn it hides a terrible secret: the apparently civilised Elders maintain their advanced society by draining and transferring to themselves the life-force of the defenceless Savages.

Outraged at this exploitation, the Doctor is seemingly helpless to prevent it when some of his own life-force is tapped by the Elders' leader. In the process, however, the leader, Jano, also acquires some of the Doctor's attitudes and conscience. Turning against his own people, he enlists the Savages to destroy the Elders' transference laboratory — a task with which the time travellers gladly assist.

Steven agrees to remain behind on the planet to become the leader of the newly united Elders and Savages.

a very stupid but funny thing to think about is the savages being stereotypical New Yorkers. Abigail unironically doing the “I’m walking here!” think and swearing up a storm. Jake and Beetles having the strongest opinions on pizza, traffic, the subway, and everything else. All three of them yelling about sports teams and yelling at local annoyances. Also Miss B and Rafe both have an irrational hatred of New Jersey.
