CHARLOTTE, N.C. — Video showing the moment a former Charlotte-Mecklenburg Police officer was caught allegedly taking money from a suspect was released on Tuesday. 

Henry Chapman was arrested on March 14, hours after he allegedly took $900 from a man he was arresting and hid it in his patrol car. The incident started when Chapman pulled over a driver for speeding and then learned the suspect was wanted for a federal arrest warrant. According to an affidavit, the man had nearly $8,000 in his possession during the arrest. 

Body camera footage showed the suspect accusing Chapman of taking some money from him. 

"I don't know if it's in your door or where it's at," the man said. "Do you see anything? That's my money, that's my money right there."

An assisting officer said Chapman was shifting the money between his legs and moving it into the door pocket of his patrol car. The cash was found with a receipt inside the driver's door of Chapman's patrol car. 

"I heard him tampering with that rubber band," the man said. "That rubber band was on that money because my girlfriend gave it to me this morning." 

Chapman initially denied knowing the money was there, according to CMPD. The affidavit states Chapman later admitted to taking the money but claimed he wasn't stealing it. Chapman was charged with one count of embezzlement. 

Chapman was placed on administrative leave pending the outcome of the investigation. He resigned from CMPD on March 15. He'd been on CMPD's force since 2009 and was assigned to the University City division.

An internal investigation found that Chapman violated CMPD's body camera policy during the arrest. The investigation is now in the hands of the Mecklenburg County district attorney. Chapman is expected to appear in court next month. 

The video shows the arrestee asking for officers to count the cash from an evidence envelope obtained from Chapman while in a parking area at the University City Division patrol office. That was when officers searched Chapman's patrol car and found about $900 inside the driver's side door. Chapman was then placed in a separate room away from the car.

After an interview with detectives, Chapman was arrested and taken to jail.

Chief Johnny Jennings issued the following statement Monday:

“The video shows a CMPD police officer committing a crime, stealing money from a person who was in his custody. Adherence to the law is an absolute for police officers. The actions of former Officer Chapman were a contradiction to what we stand for. 

I want you to know the detectives and leadership acted quickly when this incident was brought to light. Both a criminal investigation and an internal investigation were launched immediately. Chapman was arrested less than six hours after the incident following a continuous investigation and was placed on immediate unpaid administrative leave. I commend those who took those allegations serious enough to fully investigate this case which led to the arrest of one of our own.

On March 15, 2024, the day after the incident, he resigned from his employment at CMPD.  The criminal case is still pending.

This incident does not represent or define the men and women of CMPD who show up every day and night to serve our community. While one officer did violate his oath, thousands more are still here and stand strong on the oath they took. I commend them for their commitment to this department and to this city. I am proud to serve with them. And we are all proud to serve you.”

It could be any regular pawn he’s looking at sitting down on that very stool . It could also be a coincidence that a pawn would wear that very dress . But the way she sits and brings herself up…

No , it can’t be . But when the pawn opens her pretty mouth to ask for some wine , her voice already confirms her identity .

…weeeeell ,this is awkward . It’s one thing to obliterate her on court with evidence but the court was his habitat . This bar isn’t .

He can sense that this place is her natural habitat . 

…nope , just don’t appear in her line of vision . Just blend in the shadows . His coat should help . Don’t make eye contact . Plus , she seems inebriated a bit so another plus .

The dark corner of the bar seems well suited enough for him to reside . It didn’t take long for a waiter to take his order . Plus , he can actually take an eye on her without being obvious .

…dang it , he can’t believe this . He’s stalking a lady ! What would his mother say ?! 

It’s one thing to follow her to the castle but to a bar that feels more personal ?!!

Wait , no . This is just a coincidence . A coincidence that he happens to be here . Besides , he doesn’t have anything else to look at that seems interesting in the bar so it isn’t that bad if he’s resting his eyes on her , right ?

The little pawn on the stool seems to slouch a bit more and the most interesting thing happens . He heard a giggle . It was a small one but he caught it .

And then there was another and another . It was so loud , how come the other patrons aren't hearing this ? This , this soft giggling pawn that’s drinking her sorrows away ?

This miniscule pawn that tried to defend the king and show the papers to the judge before clumsily losing them in her small hands ? This meek pawn that tried to have a say when he cut her words so easily with the truth ? This tiny pawn that he can so easily throw out the window by a simple yank ? Thi-

This small pawn that he’s hearing her softly giggle as she fiddled a cup with her small hands ? This pawn’s voice that’s so meek that you have to kneel on her level to hear ? This small pawn that’s waist he can easily envelop with his one hand…

What is he thinking ?!!

It must be the whisky , there is no way he’s thinking properly with the alcohol in his system right now . He can’t . It’s not logical to be thinking this way right now without something tampering his brain .

He would never feel such a thing , especially at a little pawn known as Mei-Lyn .

…oh , it appears in just a quick moment he has looked away , someone already approached her . That’s not good . The guy that asked her… his vibes are off .

Like bad news kind of off .

He just blinks and before he knows it , he’s sitting beside her and giving a sharp glance at the guy . He knows his appearance can be intimidating to many and the guy that looked at her funny earlier quickly backed off before apologizing . 

Psh , more like a baby’s mumble actually .

Mei-Lyn however , turns around to see what caused the guy to chicken out and he can help but sweat under her eyes .

Wait , this wasn’t on the plan ! He was supposed to be sitting on his side of the bar and not interact with her right now !

The only thing his brain told him to do now is to do the right thing .

Shyly look away and hide behind his glass of whiskey .

This is embarrassing .

In court earlier , she was the one looking away from his gaze and now he is the one lowering his head from her eyes .

“Oooh , I've never seen you here before ? Are you new here ?”

…ah , she’s drunk ! Thank god for the alcohol in her system .

“Ah , oh , yes . I am very new here !”

He’s floundering , why is he floundering ?!!

“Psh , you’re lucky then . This place serves the best alcohol in town .”

He knows that , he usually investigates places he’s new at to be more prepared . Too bad there aren't any book guides on this situation .

“Been drinking here since I was at legal age , actually so I’m practically a regular and your senior here .” She gave a small wink at the end that almost caught him off guard .

“Senior , in drinking ?”

Hilarious , he can see why she can be a jester in the first place .

She gives a small hum of agreement before pouring herself a cup of wine and downing it at one go . He thought she was going to pour herself another when she actually surprised him by downing the whole bottle empty in barely a few seconds .

“...don’t you think you’ve been drinking too much ? Like too much wine ?”

He counted that there were at least more than three bottles of wine in front of her right now . How is she going to walk herself back home ?

She glances at him before giving a small pout as if she’s teasing him . 

“Aww , pretty stranger worrying over little old me ?”

He blinked before a blush started coming up to his face as he processed over what she said . Did she just ? It must be so funny as she clutched her stomach and laughed at him .

“Psheheh , oh god ! You should have seen your face ! Kidding , kidding , don’t be mad , I’m jesting ! You should have seen me during one of the King’s parties . People congratulate me as if I ran a marathon over the village .”

“Let me guess ?” He simply offered his glass out , before a waiter poured him another , feeling a bit amused by her drunken demeanor right now .“ You drank a king sized wine bottle and everyone applauded you .”

For a second , his heart felt like it stopped beating when she gave him a small smile . “ Woah , aren’t you right at the nose ? If you were a lawyer , you'd definitely win the big cases .”

He can’t help but tug on his collar a bit to breathe better right now . 

“Well , you can say that …”

Feeling a bit awkward on his stool , he took a sip out of his cup of whiskey to calm his nerves . He can’t believe he’s intermingling with her right now . He later heard a small yawn and a babble before it ended up a small thunk on the table .

Taking a look at her , he noticed that she had conked out on the table . So much for high tolerance . The lighting however highlighted her ruffled hair softly . There’s signs of it being pulled by small hands . Hands that he notices are hers . 

Hmm , must be a bad habit that she used as a coping mechanism . He gently pulled her hands out of her hair , having a bit of a feel of it despite wearing gloves .

…scoff , must be the expensive shampoo she used . That’s why it’s so soft and fluff despite being pulled down by her own actions .

“She always does that after having her 10th bottle .”

A gruff voice came out as someone he suspected as the bar owner . Old and having a little beard , the old man gives a warm smile through his eyes . 

Don’t worry , we have a little room for her when she does this .”

The old man chuckled when he looked confused at him.

“The old wife is quite fond of her so she always keeps her tucked in the guest room that we have at our side of an inn . Not too far , just beside this very oldie building . Your friend ?”

The old man pointed at her head when he realized that he’s still holding her hand earlier . How long has it been…

“We’re acquaintances at best .” He let go of her hand before dusting it off like it was nothing . 

He should go .

Downing his glass at one go and paid his bill, he already stood up when he recognized something akin to a shiver on Mei-Lyn . The night is going cold and that dress ain’t going to give much for her . Logically he doesn’t need to but a simple blink and he recognized his one hand putting his coat over her already .

…nevermind that . This night becomes one too many every time he blinks .

“Sir , please tell her to give back my coat the moment she wakes up from sleep tomorrow . Thank you .”

The old man is giving him a knowing look that’s making him feel uneasy in his boots and he wanted to run off but that would be rude right now . He simply gave a small tip of his hat before walking away . 

The night felt cold the moment he walked out the doors of the bar but for some reason…his face feels hot .

Like embarrassingly hot .

The wheels in Lucid’s head visibly turn as Adam lets all his talk and suggestions sink into his mind, eyes never leaving the portal view. He’s snapped out of his hyper focus as a large wing envelops him, finding his small body pressed to the larger angels side. Blue hues flick upward momentarily, wrinkling where his would be nose as that kernels and crumbs falling on his head. But the seraphim admits that the warmth radiating from the First Man’s body and wing around him was nice. “Well, I don’t think the high council ever expected me to visually witness the act of copulation and breeding, let alone myself participate. At worst I feel certain they thought I may only hear it described or spoken in vulgarity. They know I can read about the process, it was part of my studies in understanding humans a few hundred years ago. It was however the textbook description. I do not believe they have updated the filter either or seen a reason to.” If the council knew now however what the naughty seraphim has been getting himself into, they’d more than update his halo. They’d surely restrain him to his workshop under guard, lock and key. Giving an awkward cough into a closed fist, Lucid feels the blooming warmth of a blush bloom on his already apple red marked cheeks. While it was not a regular thought for him to have, whenever the memory does strike he recalls the rush of the experience. Heat, skin on skin, the mix of whimpers and moans, the unexpected pleasure that burned in him with such intensity that his very mind went blank. A time he for once did not think and only acted, reacted, and let an unknown instinct guide him. Lucid fidgets, feeling his own body suddenly growing warmer at the memories.

His chatter with this so-called memory remade in the image of his ire may seem self indulgent, especially with how often he dips his talons into Lucid's popcorn bowl to retrieve more food for fueling his supposed 'commander's concerns', but even so- it is not without intent. That is, his intent to confirm a certain suspicion he'd been sold on the more he continued these interactions with yet another piece of heaven's dirty laundry. And oh ~ was it dirty if he was right. And when is he ever wrong?

With a few last crunches, he swallows what hasn't managed to drop onto the seraphim copy's face, his gaze sliding down to subtly check for more, though it locks smugly with the pair of blue peepers below. "Suspecting isn't exactly their strong suit, bruh." That much was evident given all the bathwater of a certain hell queen he brought into the office daily, smuggled in via soda cup and straw. So no, it's not impossible for him to believe this old 'friend' of his had been tampering with time space. "And if they suddenly should get a reason to? Well, I'm guessing that would suck for you~" With a twitch of a smirk sensing the other's blooming cognizance that the commander may know more than he's been letting on their past few run-ins around the embassy, he pins the smaller seraphim tighter with a tucking of his wing and boxes him in with the other, forming a sort of tent around their conversation...or rather- a confessional.

Voice dripping with more amused menace than just scattered crumbs, he gives the flushed clone the briefest opportunity to sputter before he reaches down to snake a talon beneath Lucid's chin, a firm thump aiding him in tipping his face back at a strained angle and holding it in place. Despite the concealment of feathers, the various sounds of debauchery continued to serve as the background noise to their conversation- every slap and subsequent moan- unfilterable by heaven's past interests in multiplying humanity with a single pair that could hardly get along, let alone mass produce their kind.

"Because you're the one I [REDACTED], right? Well, I guess your filter would prefer we'd classify it as breeding, riiiiiiight~?" Nevermind what all of that entailed as far as how the past had played out between he and the other garden residents. All that mattered to him at the moment was securing yet another edge for his own under the rug activities.

Obstructing justice includes tampering with or destroying evidence. Guess what Donald Trump has been up to. It's almost comical how Trump keeps digging a bigger legal hole for himself.

In the middle of the linked vid, Anderson Cooper talks with George Conway. In addition to being a columnist, Conway is an attorney who understands the deep legal shit Trump continues to envelop himself in. Conway seems genuinely astonished and comes up with some great lines. (emphasis added).

I mean, everything stands out to me. They have him dead to rights -- they had him dead to rights back when they executed the search warrant and they came up with those documents. I mean, there is literally a smoking arsenal here. I mean, people are making a big deal about what we saw in the superseding indictment yesterday, but the fact of the matter is, it's just icing on a very, very large cake of mind bogglingly inculpatory evidence against Donald Trump. I mean, he's like a never ending bottomless pit of illegality. Here, he is basically, by asking his workers to destroy the videotape, I mean, he was obstructing justice, but maybe he wasn't just obstructing justice, he was obstructing justice about his prior efforts to obstruct justice, because those videotapes showed how he and Walt Nauta were moving these boxes around and it was just like in the Mueller report. The Mueller report explains how Trump tried to get his White House counsel to get the special counsel, then Bob Mueller, to resign. And then when it hits the newspapers that he did that, then Trump asked the White House counsel to write a false memo saying that it didn't happen. And again, he's obstructing justice about obstructing justice. He's like, a Matryushka -- a Matryoshka doll of criminality, this man. And it's just -- he's not making it -- he's not making it any easier for himself. If anything, it's sort of being unfair to himself because he's making it so easy for prosecutors. One-tenth of the evidence that they have could put him away for the rest of his life.

To Whom It May Concern,

Subject: A Call for Accountability and Transparency in the Investigation of My Son’s Death

It has been eighteen years since the tragic and preventable death of my son, Travis D. Monroe. Despite the passage of time, unresolved questions about the handling of his case remain. The investigation into his death was plagued by critical missteps, including evidence mismanagement, gaps in the chain of custody, and potential conflicts of interest involving city employees. These failures have eroded my trust in the system and denied my family access to justice.

I am writing today to shed light on these issues, share updated information, and demand accountability and transparency.

Critical Issues in the Investigation

1. Evidence Mismanagement

Key evidence was improperly stored and documented. For example:

DNA evidence collected from Travis Sneakers was placed in an envelope without proper labeling and later stored in an evidence box with insufficient documentation.

No clear inventory was maintained, leaving unanswered questions about whether this evidence was original or tampered with.

Boxes of evidence were signed back into law enforcement custody, yet records fail to account for their location or how they were stored afterward.

2. Gaps in the Chain of Custody

Evidence critical to the investigation was returned to law enforcement but subsequently misplaced. This lapse raises serious concerns about negligence or potential tampering.

Such gaps compromise the integrity of the case and hinder efforts to uncover the truth.

3. Conflict of Interest and Transparency Issues

The retired firefighter, Wilf…. L’Esp……, who came upon the scene, failed to render aid to my son. Instead, he left the scene to seek help at a local fire station., then decided to take out his phone in his journey and call 911.

During this delay, my son sustained a fatal blow to the head that fractured his skull and caused a brain laceration.

Failure to a firefighter’s oath to protect the public, and perform one duties faithfully. This oath is a lifelong commitment and the action of leaving a body in harm's way is a violation to protect the public and Travis.

Wilfred sold his vehicle just five days later, further raising questions about his actions and accountability.

Wilf……… passed away on July 28, 2018 and never was charged, however I still want and need the truth.

Wilfred’s twin brother, a retired law enforcement officer with a 30-year career primarily in the Detective Bureau and Vice, was retired from the police department in 2004 at the time of Travis Death. His longstanding ties to the department create a potential conflict of interest, undermining the investigation’s objectivity and transparency.

Systemic Failures That Deny Justice

These procedural failures are not isolated incidents but reflect systemic issues that compromise justice for victims and their families. The lack of independent oversight, coupled with the “blue code of silence,” enables procedural flaws to go unchecked, perpetuating mistrust in the system.

What I Am Asking For

I respectfully demand the following actions to address these issues and restore trust in the investigation process:

An Independent Review

A neutral and impartial body must review my son’s case, with a focus on evidence handling and procedural failures.

Transparency in Chain of Custody

A comprehensive audit of all evidence, including DNA samples and related documentation, must be conducted to account for discrepancies and provide clarity.

Oversight and Reform

Establish an independent oversight commission to prevent conflicts of interest in cases involving public employees or their families.

The Cost of Inaction

As a mother, I continue to carry the weight of unanswered questions about my son’s death. The mishandling of evidence and lack of transparency not only delay justice for my family but also set a dangerous precedent that undermines public trust and endangers our community.

A Call for Justice

My son’s life was more than a statistic, and his death deserves a thorough and transparent investigation. I urge you to act with integrity, compassion, and a commitment to accountability. No family should have to endure the pain of not knowing the truth. Please help ensure justice is served, not just for my son but for the integrity of our community.
