Yeaaaah ... affluent hunters from Norway and Sweden started travelling to the U.S. and Canada with their own dogs awhile back. One of the breeders in Sweden gifted one of his own dogs to a guide in British Columbia. Then hunters in Nordic countries really started questioning things when they saw people in the U.S. hunting wild pigs, squirrels and raccoons with laikas as well as with Kishus. After that, they found out people have been hunting with Elkhounds for several decades. On top of that, it was revealed it's legal to hunt moose off-leash in central Canada. Then the gundog people started hunting grouses with their own Nordic spitzes. That last bit was kind of the final nail in the coffin. Europeans are not too happy about conformation breeders in North America lying about hunting regulations.
You have talked about breeders of certain breeds who want to breed out defining traits (such as prey drive) to make a future of pets instead of dogs with a historical purpose. And now you have mentioned that FS and KBD breeders that you've talked to don't sell to hunters - is that because they don't morally agree with hunting, they want to breed pets instead of dogs with a job, or something else?
It's mostly based around the broad belief that it's illegal to hunt with bark-pointing spitz in North America. Once upon a time ago someone misinterpreted wildlife harassment and hunting laws and nobody bothered to check themselves if that opinion was correct. The belief has become entrenched in those breed communities and is used as an excuse to not work the dogs. Very few of them will admit they just don't want to hunt the dogs and throw that out as justification instead. Even though there's people all across North America hunting with spitz breeds, they still spew it as fact.
When Norwegian Elkhounds were first imported into the United States, they were used as hunting dogs. They did not hunt moose because yes, that is illegal to do with dogs here. (State laws do vary on what you can hunt with dogs, I have yet to find one that you can't hunt anything with a dog though.) But they made excellent hunters on game such as raccoon, squirrel, and bear. They were very popular in Appalachia in particular. A few of them still are hunting dogs here but like the KBD and FS (and Norrbottenspetz), in general, they have been turned into show and pet dogs. None of these hunting spitz are specialists by the way. Despite having "elk" or "bear" in their names, or being associated with grouse, they are all used on a variety of game in their native countries.
The not selling to hunters thing is based around people thinking hunters don't care for their dogs, that living outside is abuse, and that they don't breed hunting dogs.
Yet, the same people proudly boast about how this is a hunting breed, it has high prey-drive, they bark a lot, etc. They warn that these dogs can't safely be let off-leash because of their drive or they'll run away, which is not something hunters have a problem with. They like the idea of the breed, but not the reality. So they make shit up and breed out the traits that make these dogs what they are.
This nonsense has had a big negative impact on hunter's ability to import other hunting spitz into North America. People straight up lied and said they'd hunt the dogs in order to convince breeders to export. It's now widely believed that North Americans will say what breeders want to hear in order to get a dog exported to them, so it's become very difficult to get a quality hunting dog from overseas if you are not very well connected. And the people here do not care that's what they've done to those of us who want these dogs as hunting companions.

Adopt don't shop people giving examples of how "you can find any breed in a shelter!" But all their examples are extremely popular breeds, like GSDs, labradors, goldens, shih tzus, chihuahuas, etc. Ok find me a borzoi, a norwegian elkhound, a Swedish vallhund, an Ibizan hound, a shikoku, an otterhound, a tibetan spaniel....

my only theriotype is a jamthund (also called a swedish elkhound!), which is a wolf dog!
my main pronouns are it/mutt! i'm ok with any masculine/neutral dog-coded ones as well (dog, boy, puppy etc)! If you're not comfortable with using neo-pronouns (dw, i get it! ^^). im completely ok with he/him, I just prefer the other pronouns a lot more

Wouldn't know. They are in the same breed groups according to United Kennel Club and Fédération Cynologique Internationale. Laikas are not recognized by kennel clubs in UK, Canada, New Zealand and Australia or by American Kennel Club. Are you talking about this study?
Subclade d1 haplotypes were found only in breeds from Scandinavia, except for one lineage each in East Siberian and Russo-European Laika (Table 1; Table S2). A high proportion of individuals having d1 was found for some common Scandinavian breeds: Lapponian Herder (75% of investigated lineages), Jämthund (74%), Finnish Lapphund (65%), and Norwegian Elkhound (grey) (46%) and some breeds supposedly founded by few lineages had exclusively d1 haplotypes (100%). Notably, several common Scandinavian/Nordic breeds, e.g. Swedish Vallhund and Norwegian Buhund, did not have d1 haplotypes. Thus, subclade d1 was found at high frequency in all Sami-related breeds (Finnish and Swedish Lapphund, and Lapponian Herder) and in some North Scandinavian hunting dog breeds.

The fact that the d1 haplotypes were almost exclusively found among breeds from Northern Scandinavia and Finland strongly indicates that this haplotype originated in this region. Other datasets do not give further clues: Neolithic dog samples from southern Sweden (Malmström et al. 2008) carried only haplogroups A and C, but the samples were from outside the historical distribution of the breeds carrying d1, and among wolves no haplotypes similar to subclade d1 were found among extant populations across Eurasia, including Scandinavia (Aggarwal et al. 2007) or historical Scandinavian samples (Flagstad et al. 2003).

But yes, at the time in 2011, Fennoscandian dogs were reported to have different mtDNA than Russian and Siberian dogs.
There is another one from 2018 which uses genome-wide single nucleotide polymorphism sequencing. Not going to post the whole thing, but laikas are mentioned 43 times in that paper. Will attach some diagrams. The one with SNP sequencing is more clear on relatedness between breeds and geographical splits.

Due to small numbers of Russian-European Laika and West-Siberian Laika, the STRUCTURE results regarding these breeds should be treated with caution, they are included here only for completeness. Both East- and West-Siberian Laika are highly popular hunting dogs throughout the vast Russian Federation and it will be interesting to see if our preliminary results reflect true population subdivision, e.g. due to geography. Lapphund subdivision is also interesting and it might be worthwhile to see if this is caused by differential breeding regimes for working vs. show dog lineages.

Weird question, but is there a reason aside from historical accidence of being imported into Anglophone cultures in numbers so much earlier that Norwegian Elkhound aren't traditionally classed with laikas? @losech , do you maybe happen to know?

For your OCs that don't have pets, what pets would they want to adopt (in theory even if they can't in practice). For your OCs that do have pets, what are they and why did they choose to adopt that particular animal?
OCs that don't have pets:
Fox: She chooses not to have a pet due to her job and constantly having to be away from home. As well as how dangerous her job is. It wouldn't be fair to the animal. But if she could have a pet, she'd have a dog. Probably a big dog, like a lab.
Arline Lanes: It's more like she doesn't have a pet yet. Honestly, it's only a matter of time lol. She loves animals and isn't picky on what type. She does have to have Viktor's permission though. She'd probably end up with a dog or cat type of creature. (It's Arcane so it isn't really rooted in reality obviously) although I can actually imagine them having a Great Pyrenees type of dog when they live more out in the country.
Carina Shepherd: Doesn't have pets due to related trauma from the lab. But she'd probably have a cat.
Arith: Not sure if it counts but Arith did have a horse named Frost. He currently doesn't have a pet because of the emotional toll it would take on him. Ironically he seems like a cat guy.
Iriel: Again, she does have her horse, Rose, for a long time, but I just don't know if that counts. She doesn't have any other animals but she does often foster cats and dogs.
Kaia: Aziraphale and Crowley don't seem like the pet type so she didn't grow up having pets. She probably would have a cat though.
Odel: Doesn't have any pets. Probably would get one after marrying Kaia. I could see her liking Guinea Pigs.
Eliška Hasek: I feel like it would be odd for her to have a pet... if she had one though it would probably be something like a fish?
Lee Quinn: Her adoptive mother didn't let her have any pets growing up, although now since she's in the dreaming there's not much stopping her from having a dream pet. Honestly, she'd probably come up with some sort of cute dog-shark hybrid thing.
OCs that do have pets:
Dannie Karim: Okay this is a bit of a cheat since service dogs aren't technically pets. But obviously, when Missy is off duty she gets to act like a regular dog. Missy is a red poodle and a Diabetic Alert dog.
Willow Tree: Willow does have all those horses, though I don't know if it counts. Either way, they also have a little terrier type of dog. As for why? Idk I feel like it's a stable for equestrian barns to have dogs around lol.

Silas Petersson: He has a Swedish Elkhound named Blizzard. He kind of always grew up with dogs and so once he had moved out and stuff he was missing that. He ended up adopting Blizzard at a shelter I think...
Marigold Rosales: I've talked before about how she looked after a stray cat as a kid for a bit and how that turned out. But anyway I feel like she's in a grey area because even though Mr. Quackers is Rosie's pet duck, he's treated more like a family pet.
Rosie Rosales-Maximoff: Speaking of... Rosie had to get a pet duck, it was destiny /j she gets Mr. Quackers for her 13th birthday I think.
Allison Dahir: She has a Guinea Pig named Piglet. If my memory is right she used to have a budgie growing up. After that, she wanted to try another type of pet, one still small though. That's how she ended up getting a Guinea Pig.
