This would be a completely unprecedented move in Georgia—taking chunks of one municipality to produce another municipality—and one that would help further calcify the steep levels of segregation seen across the region. This would be extreme even for metro Atlanta, where nearly a dozen other neighborhoods have formed new municipalities since 2005, in a trend referred to as the “cityhood movement.” But unlike Eagle’s Landing’s proposal, all of those new cities formed from unincorporated territories.
The Eagle’s Landing plan seeks to merge into its boundaries the primest real estate and wealthiest households from the city of Stockbridge, leaving behind a smaller, mostly African American population with fewer resources to pay for Stockbridge city services. The Eagle’s Landing city proposal will be voted on via ballot referendum on November 6, but Stockbridge residents who live outside the Eagle’s Landing footprint—the people who will be most hampered by the division—are not eligible to vote on it. Meanwhile, neither lawsuits nor letters from global finance agencies warning that the proposal could wreck economies across Georgia have been able to stop it.
And the reason for tearing Stockbridge apart to start this new city? It has something to do with cheesecake. Or at least cheesecake is what was emphasized in a conversation with Vicki Consiglio, the chair of the Committee for the City of Eagle’s Landing, held at the Eagle’s Landing Country Club.
“I serve on the Henry County zoning board,” said Consiglio, “and so I kept seeing all of these places like Bojangle’s, Waffle Houses, dollar stores, and all this going up in our county. And I was like, why can’t we get a Cheesecake Factory, or a P.F. Chang’s or a Houston’s? We have areas that have high incomes, so what’s the deal?”
Later in the article they discuss how it’s a neat way to reduce africa-american representation and leave the poor half of the city with the bills so they don’t have to be taxed.

Luxury Apartments Under Way in Cordova
A new multifamily product in Cordova is under way on the west side of Houston Levee Road near Pisgah Road. Stockbridge, Ga.-based Davis Development Inc. has filed a $16.2 million construction loan for Carrington Park, a 226-unit luxury apartment complex, according to The Daily News Online, www.memphisdailynews.com.
Operating locally as Houston Levee West LLC, the company secured financing through First Tennessee Bank NA to build the complex on a 25-acre parcel it bought for $1.1 million in early 2007.
Construction has already begun, with the clubhouse and first set of units scheduled for completion in four to five months – weather permitting – said Lance Chernow, a corporate officer with Davis Development.
This isn’t the first Memphis investment for Davis Development, which previously owned two apartment complexes in the Memphis area – the Villas in Cordova and Waterford Place in Southeast Memphis – before selling them in the past couple of years, Chernow said.
But that previous experience here convinced Davis Development executives to reinvest in the community.
"We like the Memphis market as an apartment market; we’ve been successful there in the past and wanted to get back into that market," Chernow said. "We like the Cordova market and that’s why we went back into that same submarket that we were in prior."
Resort living
Davis Development, headquartered near Atlanta, performs the development, construction and management aspects of its apartment properties.
It specializes in luxury garden apartment complexes across the Southeast and Midwest. And while Chernow couldn’t confirm the exact amenities of Carrington Park, he said the complex will feature the usual comforts found in upscale multifamily facilities, plus extras such as garages.
"We’ll have a resort pool, a clubhouse with a business center, an entertainment room, a fitness facility – that you would expect of a Class A, suburban apartment community," Chernow said.
Davis Development’s niche should do well in Cordova, said Blake Pera, senior vice president for CB Richard Ellis’ (CBRE) multifamily division, which worked with the Georgia company on its previous Memphis ventures.
"They’ve done extremely well with that product," Pera said. "They generally have higher rents and they generally are operated at the higher end in terms of occupancy, lease rents and performance."
The company is re-entering a proven submarket as far as new-construction apartments. At 93 percent occupancy, it ranks second in the Memphis metropolitan area in that category behind only Germantown/Collierville’s 94 percent, according to the latest CBRE data from the fourth quarter of 2007.
Time is right
This latest addition to Cordova should see similar numbers because of the dearth of new construction in the Cordova/Germantown submarket.
"Really in the last few years it’s been a property here, a property there," Pera said. "The bulk of the construction in the Cordova area was in the late 1990s. It was more competitive at that time when all those properties were leasing up. Now that the market is established, occupancy is pretty strong. If you’re delivering a property every couple of years, you can usually absorb that pretty quickly."
Cordova’s new-construction rental rate in Q4 was $860 per unit, or $0.82 per square foot, ranking third behind Downtown ($992, $1.07) and Germantown/Collierville ($926, $0.90).
This isn’t the only plan Davis Development has for the area. It owns another 25-acre parcel on Houston Levee Road – directly across from the Carrington Park site. The company hopes to build another apartment community, but the timeline for that one is less clear, Chernow said.
"There are no definitive plans as to when that would occur," he said. "The land that we bought provided a reasonable opportunity for another multifamily community."
With a firm belief in how well its product will fit in Cordova, however, it might only be a matter of time before the next set of plans is announced.
"We are bullish on this area for luxury apartments," Chernow said. "If that were not the case, we wouldn’t have, in a sense, bought two sites. But at this point in time, we are only building the first 226 units on the west side of Houston Levee Road."

NadaMoo! recalls 26,000 pints of Strawberry Cheesecake Non-Dairy Frozen Dessert
Little Red Rooster Ice Cream Company, d/b/a NadaMoo! (“NadaMoo!”) announced a limited recall of approximately 26,000 pints of its Strawberry Cheesecake Non-Dairy Frozen Dessert because they contain an undeclared almond ingredient.
The recalled products are pints of NadaMoo! Strawberry Cheesecake Non-dairy Frozen Dessert that were distributed to select distributors and retailers beginning February 19, 2019. The recalled products have a “Best By” date of 08/09/2020 printed at the bottom of the pint. In addition, the recalled pints will also have a UPC code of “854758001020” listed below the barcode on the back of the pint. To help identify if a pint of NadaMoo! Strawberry Cheesecake is impacted by this recall, please visit the site NadaMoo! created at www.nadamoo.com/March2019Recall
No consumer has reported an allergic reaction to date.
No other NadaMoo! products or flavors are recalled. NadaMoo! wants to reassure customers that Strawberry Cheesecake pints not labeled with the expiration date listed above are not affected by the recall and therefore can be fully enjoyed rather than discarded.
The recall was initiated as soon as it was discovered that the pie crust inclusions in the Strawberry Cheesecake product containing almond flour as an ingredient was inadvertently filled into packaging that did not declare that ingredient, potentially exposing consumers to an undeclared allergen.

New apartment tower will be Frisco’s tallest building
Novare Group
Construction has started on a luxury apartment tower that will be the tallest building in Frisco.
Atlanta developer Novare Group bought a site from the developers of the Frisco Station project for the 25-story residential rental building along the Dallas North Tollway.
The tower will have 332 rental units and will be just north of the Dallas Cowboys’ new headquarters and practice field.
It’s part of Frisco Station, a $1.8 billion, 240-acre development that just opened its first phase, a seven-story office building. Construction is also underway on two hotels and a 301-unit apartment building.
"We envisioned density and urban-type development for this project from the beginning," said Mike Berry, president of Frisco Station’s Hillwood Properties. "But we didn’t envision a building like this happening at this stage of the development.
"It’s an exciting addition to the project."
Novare Group’s SkyHouse Frisco Station is the first high-rise residential building started north of State Highway 121. Novare is building it in partnership with Batson-Cook Development.
"We have done seven buildings in Texas," Novare president Jim Borders said. "The Dallas area has been a good market for us.
"There are a lot of young professionals that like our product."
Novare’s 24-story SkyHouse Dallas rental tower opened in 2015 on Woodall Rodgers Freeway. The company built the 25-story, 352-unit Victory Place apartment tower that opened last year northwest of downtown in Victory Park.
Larger units
Novare Group has done 18 high-rise apartment projects around the country, including three in Houston and one in Austin.
"There is a huge employment base up in the Frisco area," Borders said. "We really wanted to go where the job growth is."
And, he said, the Frisco high-rise will be a little different from the Victory Park towers.
"We are doing some premium units at the top that are a little bit larger," he said. "Our target demographic is millennials, but in a market like Frisco, there are more senior executives coming from other parts of the country and [living] in an apartment until their family gets there.
"They want a larger unit."
SkyHouse Frisco Station will have studio, one-, two- and three-bedroom apartments.
The top floor will have a resort-style pool, an outdoor kitchen, fireplaces and a lounge. The building will also have a 24-hour gym and workout rooms, a dog spa and a business center with coffee bar.
The tower will open in 2019.
Smallwood, Reynolds, Stewart, Stewart & Associates Inc. of Atlanta designed the building, and Balfour Beatty Construction is the general contractor.
Stockbridge Capital Group provided construction financing with Compass Bank and Trustmark Bank.
Big plans
Frisco Station broke ground in 2016 and is one of the largest projects in Frisco’s so-called $5 billion mile along the Dallas North Tollway.
The apartment tower will be built next to the site of Frisco Station’s planned retail, restaurant and entertainment complex called the Hub.
"We hope to be under construction by midyear," Berry said. "We are in designs and pushing as hard as we can."
Berry said Hillwood’s new Station House apartments will start opening in the same area this spring. And next door, two hotels are under construction to be operated as a Residence Inn and AC Hotel — both Marriott brands.
"Novare Group’s building creates instant mass and density around the mixed-use area," Berry said.
Plans for Frisco Station call for it to ultimately include 5.5 million square feet of offices, 2,400 apartments, 300,000 square feet of retail, restaurant and entertainment space, and 650 hotel rooms.
Hillwood teamed up with VanTrust Real Estate and landowner Rudman Partnership to build Frisco Station. It surrounds the Dallas Cowboys’ $1.5 billion Star complex with its retail, restaurants, sports facilities and luxury hotel.
Dallas Cowboys owner Jerry Jones’ Blue Star Land and Dallas apartment builder Columbus Realty have also announced plans for a 17-story rental tower at the Star.
The SkyHouse Frisco apartment tower will be next to the Hub, Frisco Station’s retail, restaurant and entertainment center.

For the second year in a row Williamstown Theatre Festival Associate Artistic Director Laura Savia and playwright Lucy Thurber are collaborating on a great big world premiere Community Works production. This year the title is Once Upon a Time in the Berkshires and there will be four free performance August 13-16 on the Main Stage in the ‘62 Center. Last year more than 80 local residents took part, this year the number has topped one hundred.

“People love a spectacle, and this show has equal amounts of fun and theatricality to provide awesome moments of joy for the audience,” Savia said. “Not only is it family friendly, but it is about the children of the Berkshires. Lucy has done a great job honoring the families of the Berkshires creating wonderful ‘meat and potatoes’ theatre scenes to fit between all the music and magic.”
In Once Upon a Time in the Berkshires, three kids ask their grandmother to tell them about a time long ago. She speaks of a world made of water, of star-crossed lovers, and of banshees. The stories come to life — warriors and magical creatures flood the stage as the tales unfold with original music and floor-pounding dance – asking the question what it really means to be a hero.
A successful playwright for more than twenty years – her 2014 play cycle The Hill Town Plays won an Obie Award – Thurber just loves the process and product of creating Community Works with Savia. “Honestly, last year’s community production of Orpheus in the Berkshires is the thing I am the most proud of in my career as a writer so far.”
Community Works has replaced the WTF’s Free Theatre productions which used to feature Equity and non-Equity actors in family-friendly outdoor shows. Both last year and this Savia and Thurber have staged their productions indoors – last year at the Greylock Works space (the former Cariddi Mill on Rt. 2 in North Adams), and now on the MainStage.
“We want people to come early, hang out on the lawn, and eat some Jack’s hot dogs!” Thurber enthused, referring to North Adams’ iconic Eagle Street vendor. “There will be music by different artists before each performance, including Kids for Harmony from Pittsfield.” Admission is free but reservations required.
Thurber and Savia came up to Berkshire County for workshops with various partner organizations throughout the year “We came up for a week every other month, for a total of 5 or six weeks. Thomas Sadoski, who appeared in Moscow Moscow Moscow Moscow Moscow Moscow, and other guest artists often came with us,” Savia explained.
“I learned how to share a brain with Laura so that we can give our cast the best, most professional theatrical experience together,” Thurber said. “We have learned to move quickly as a unit. I am the playwright, Laura is the director, and WTF Artistic Director Mandy Greenfield is the producer, but we have to be able to cover each other’s positions at a moment’s notice.”

Interviewed about ten days before the opening, Thurber was pleased that the production was further along than she and Savia had hoped, and spoke enthusiastically of their collaborative process. “We can see the work we still have to do but with a community production rewriting takes on a different aspect than it does professionally,” she explained. “In the sections I’m not sure of, I trust that Laura will find ways to stage them without losing the focus of the play. My lines may be overwritten, or not, but she will intuit where that section is, where I am intentional and where I have left things loose for her to interpret. We are on the same page with the why and the what of this production.”
“We are well-aligned in our vision,” Savia agreed.
“Last year we learned that miracles were possible and that you can still tell a wonderful and elegant story with a large cast of people of all ages and walks of life,” Savia said. “This kind of spectacle wouldn’t be possible with a small cast.”
To engage people Savia and Thurber have collaborated with about seven different community organizations including the new Berkshire County ARC which works with people with Down Syndrome and traumatic brain injury. Transportation has been provided by the Pittsfield Public Schools, removing a significant barrier to participation for many
“I learned how much we can trust our partner organizations,” Thurber confessed. “There are many people involved last year who have returned to work with us again, which has allowed me to craft a more mature play. The group is getting to know how Laura and I work and how they work individually and corporately. The tenets of professional theatre apply to newcomers as well as more experienced participants.”
“Our lead partner is Berkshire Community College and Megan Whilden, the Executive Director of the Osher Life-Long Learning Institute (OLLI) based there, Savia explained. “I call Megan the Fairy Godmother of Community Work. As a result of her many successful years running the Pittsfield Cultural Development Office, and now working at OLLI, she knows everyone! Workshops both with both BCC and OLLI students have created a really helpful dialogue between the generations.”
“Being in the mill space last year was magical, but it was really important to all of us to institutionalize Community Works and have the production in the ’62 Center this year,” Thurber explained. “It is a significant part of the Festival and Mandy wanted it on the MainStage. We have a full design team and luckily the set for Legendary Romance (running on the MainStage through August 20) is very open so our set fits right in. We are really excited and trilled to make this as big a part of the WTF season as possible.”
“And because we are rehearsing on campus and at the Williams Inn, our other artists are stopping by rehearsals, connecting with our cast, who in turn go to see their new friends in our productions,” Savia said. “It’s a real cross-pollination.”
“We want to move Community Works forward in the coming years,” Thurber said. “We want to offer more opportunities to cross-pollinate and become more and more a part of the WTF – just as important a part as any MainStage show.”
