A graduate student at the University of North Carolina-Chapel Hill has been charged with first-degree murder over the on-campus shooting that left one faculty member dead.
Tailei Qi, a second-year PhD student majoring in applied physical sciences, has not been officially identified by university officials or law enforcement but his name appeared in court documents obtained by NBC. The suspect’s relationship with the unnamed victim remains unclear.
UNC police said during a press conference on Monday that a motive was not immediately evident, adding that the victim’s name would be released once next of kin was notified.
According to his LinkedIn page, Mr Qi graduated from Wuhan University in 2015 and also received a master’s in material science from Lousiana State University in 2021.
Mr Qi then joined UNC at Chapel Hill’s Yan Lab in 2022, with his profile page on the university’s website taken down by Tuesday morning.
The suspect worked as a researcher in China before pursuing a doctoral career in America.
A Twitter account believed to belong to Mr Qi reveals that he had railed against his work and his head of lab as well as what he described as “bullies” in the US before allegedly carrying out the shooting.
In a post on 1 August 2022, he wrote: “Bully in [A]merica seems to be a problem. It often comes with people not stopping them at the first time.
“Explanation is not a solution but makes them feel others will plead them every time they raise a problem, making them voyeur to find an excuse day and night.”
UNC police had issued an alert about an active shooting situation at the campus shortly after 1pm on Monday, following reports of shots being fired in the science building.
Students were ordered to shelter in place and barricade themselves inside lecture halls amid the active situation.
Footage shared online shows desperate students and faculty members jumping from windows or hunkering down in classrooms as the UNC Police, FBI, ATF and SWAT teams canvassed the campus for the shooter.
Nearly an hour and a half into the ordeal, UNC police released a photo of a person of interest and asked the public to call 911 and proceed with caution if they spotted the individual. A name was not released but the photo released by authorities matched the one on Mr Qi’s UNC profile page.
Mr Qi was then arrested near a residential area two miles from campus on Williams Circle and the shelter-in-place order was lifted at around 4.30pm.
At a press conference later that evening, UNC Chancellor Kevin Guskiewicz and UNC Police Chief Brian James confirmed one faculty member had been killed.
The weapon used in the shooting was yet to be recovered as of Monday evening amid an ongoing investigation into the circumstances and motive behind the shooting.
“I’m grieved to report that one of our faculty members was killed in this shooting. This loss is devastating, and the shooting damages the trust and safety that we so often take for granted in our campus community,” Mr Guskiewicz said.
Mr Qi is being held by the Orange County Sheriff’s Office in Hillsborough ahead of a court appearance on Tuesday.

In the Serengeti, a unique ecological and cultural region, international co-operation has often focused on wildlife conservation and the sustainability of tourism. While tourism contributes revenue to the local economy, it also puts pressure on the natural environment and wildlife habitats.
In all studied cases of agreements, national and local governments should be more actively involved in developing regulations and must make better use of their natural resources (De Boer & van Dijk, 2016, p. 15).

In this context, I can use my cultural communication expertise to showcase the unique cultural and ecological values of this region in order to attract more international attention and support. A suitable strategy would be to utilise blogs and social media platforms to share the challenges faced by the Serengeti region in terms of wildlife conservation as well as the cultural traditions of local communities. These stories should highlight the strong connection between humans and nature and emphasise the importance of conserving this area.

The sustainable development of tourism in Africa is directly linked to wildlife conservation, with declining animal populations being one of the causes of poaching and the illegal trade of animals in Africa. Until recently, the main markets for elephant and rhinoceros horns were in China and Vietnam. The impact of measures taken by the Chinese authorities continues to be significant, with a consumer survey conducted in China in April 2021 showing a 43 per cent drop in demand for elephant tusks following the trade ban (Suchkova, 2021, p. 6).
In the Serengeti, it is vital to maintain a balance between wildlife conservation and community development. Doing so promotes meaningful international co-operation and brings long-term, effective support to ensure the continued protection and preservation of the Serengeti's ecosystems and culture.

After Oregon’s lifting of most COVID safety precautions at the end of June, Governor Kate Brown has left COVID safety decisions to each individual county. Kafoury said Brown is supportive of Multnomah County’s decision to require masks. Kafoury also noted that she asked Brown to expand the recent healthcare vaccine requirement to people who work in corrections and law enforcement.
Representatives from the Oregon Health and Science University (OHSU) and Kaiser Permanente described long emergency room waiting times and weary healthcare workers during the press conference, stressing the strain that COVID cases place on the overall healthcare system.
Renee Edwards of OHSU also said that because of Oregon’s previously low case rates and current vaccination rates, the state overall has a low immunity level, putting Oregon as the sixth highest risk state in the nation for new infections.
Vines said that the county is still determining what level of the population needs to be vaccinated in order to repeal the mask mandate. But, with each new, more contagious variant, the level of community immunity needed to slow the spread of the virus increases.
“As immunity levels go up—hopefully through vaccination and not through infection—then we may be able to peel back this mandate before January,” Vines said. “But, I think this is an example of how we need to stay really flexible and really alert to how the virus is behaving globally and anticipating what we're going to need to put in place to keep our local communities healthy.”
“But, if we all mask now, we will lower the number of people who need to be hospitalized and that will give those who still need to be vaccinated time to get their immunity through vaccination,” Edwards said.

Heart Doctor with Heart
He won the Nobel Peace Prize
Dr. Bernard Lown was a Jewish immigrant from Lithuania who invented the heart defibrillator, transforming the field of cardiology and saving countless lives. He was a passionate peace activist who won the Nobel Prize for co-founding Physicians for the Prevention of Nuclear War.
Born to an erudite Jewish family in Lithuania in 1921, Bernard and his father, a rabbi, emigrated to Maine soon after his bar mitzvah to escape Nazi persecution. He attended the University of Maine, where he earned a bachelor’s degree in zoology, and then went to medical school at Johns Hopkins. As someone who’d fled his country because of ethnic hatred, he was especially sensitive to racism, and caused controversy in medical school for inviting a black doctor to speak on public health issues in the African-American community. Bernard was briefly expelled from school for protesting the segregation of blood in the hospital’s blood bank.
After receiving his MD in 1945, Bernard married his cousin Louise Lown. Their marriage would last 73 years. He said, “When you ask about my heroes, clearly I have many – my wife Louise foremost.” In the 1950’s, Bernard became a physician and researcher at Harvard Medical School, specializing in cardiology. He also taught at the Harvard Chan School of Public Health, where he was among the first to emphasize the crucial role of nutrition in treating and preventing many illnesses including heart disease.
As a young cardiologist, Bernard’s mentor was Dr. Samuel Levine, who encouraged him to study the common practice of putting heart attack patients on bed rest for 4-6 weeks, which often led to pulmonary embolisms. In what became known as the “Levine Chair study,” Bernard found that having patients sit in a comfortable chair improved outcomes significantly. This simple discovery changed the standard of practice for heart patient care.
Bernard was determined to find a way to prevent the most common cause of death: cardiac arrest. After hearing about cases where patients were resuscitated with an AC electric shock, which was very dangerous, Bernard wanted to find a safer type of electric current. He worked with fellow Eastern European refugee Baruch Berkovitz, an electrical engineer, and after a year of intensive research, in 1961 Bernard developed a new defibrillator that used a DC current. It was so safe and effective that the DC defibrillator soon became the universally accepted treatment for cardiac arrest.
Bernard pioneered the use of the drug lidocaine to treat heart disorders. In 1965 at Brigham Hospital in Boston, Bernard organized one of the first coronary care units focused on the prevention of heart rhythm disorders. He proved that continuous EKG monitoring and well-trained nurses could identify arrhythmias early and save lives. Bernard founded the Lown Cardiovascular Research Foundation in 1973 to promote heart health through research and global education.
His research had an extraordinary impact on the practice of clinical medicine around the world. “The physician is not a glorified repairman of a broken-down machine; being treated is a human being with a mind and a soul.” He listened to his patients and considered them his partners in healing. Bernard wrote many bestselling books including “The Lost Art of Healing” and “Practicing the Art While Mastering the Science.”
In addition to his enormous contributions to the medical field, Bernard was a lifelong peace activist. He founded Physicians for Social Responsibility in 1961 because “you cannot be committed to health without being engaged in social struggle for health.” As the Vietnam War ramped up, Bernard organized the Committee of Responsibility to Save War Burned and War Injured Children, and brought about 100 seriously injured Vietnamese children to the United States for medical treatment.
In 1980 Bernard and Soviet cardiologist Dr. Eugene Chazov co-founded International Physicians for the Prevention of Nuclear War. Bernard said, “This was the greatest political issue of our time, because it didn’t just mean the death of an individual, but the death of multitudes. Why would doctors not get involved?” The doctors lobbied their countries for a moratorium on nuclear testing and building nuclear weapons, and held the first IPPNW World Congress, which attracted 80 medical leaders from twelve countries. In the next few years the group opened chapters in more than 60 countries and had over 200,000 physician members. For alerting people to the very real danger of nuclear war, IPPNW won the 1985 Nobel Peace Prize.
In his acceptance speech, “A Prescription for Hope,” Bernard said, “The ‘myth of the other,’ the stereotyping and demonizing of human beings beyond recognition, is still pervasive and now exacts inordinate economic, psychological and moral costs.” Incredibly, at the awards ceremony, a Russian journalist collapsed from cardiac arrest. Bernard and his Russian counterpart Dr. Chazov rushed to resuscitate the reporter and save his life. “When crisis comes, Soviet and American cardiologists cooperate,” Bernard said. His book “Prescription for Survival,” focusing on his anti-war activism, came out in 2008. That year, the Bernard Lown Peace Bridge was dedicated in Lewiston Maine.
Bernard was concerned about overtreating patients – ordering tests and procedures that often did more harm than good – and in 2012 he helped organize “Avoiding Avoidable Care,” the first global conference dedicated to the issue of overtreatment. He said, “Do as much as possible for the patient, and as little as possible to the patient.”
Dr. Bernard Lown died on February 16, 2021 at 99 years old. He is survived by three children, five grandchildren, and one great-grandchild. His wife Louise died in 2019.

Trump knew about the virus the entire time from day 1. - Phroyd
More than a dozen U.S. researchers, physicians and public health experts, many of them from the Centers for Disease Control and Prevention, were working full time at the Geneva headquarters of the World Health Organization as the novel coronavirus emerged late last year and transmitted real-time information about its discovery and spread in China to the Trump administration, according to U.S. and international officials.
A number of CDC staffers are regularly detailed to work at WHO in Geneva as part of a rotation that has operated for years. Senior Trump-appointed health officials also consulted regularly at the highest levels with the WHO as the crisis unfolded, the officials said.
The presence of so many U.S. officials undercuts President Trump’s charge that the WHO’s failure to communicate the extent of the threat, born of a desire to protect China, is largely responsible for the rapid spread of the virus in the United States.
The administration has also sharply criticized the Chinese government for withholding information.
But the president, who often touts a personal relationship with Chinese President Xi Jinping and is reluctant to inflict damage on a trade deal with Beijing, appears to see the WHO as a more defenseless target.
Asked early Sunday about the presence of CDC and other officials at the WHO, and whether it was “fair to blame the WHO for covering up the spread of this virus,” Deborah Birx, the State Department expert who is part of the White House pandemic team, gently shifted the onus to China, and the need to “over-communicate.”
“It’s always the first country that get exposed to the pandemic that has a — really a higher moral obligation on communicating, on transparency, because all the other countries around the world are making decisions on that,” Birx told ABC’s This Week. “And when we get through this as a global community, we can figure out really what has to happen for first alerts and transparency and understanding very early on about … how incredibly contagious this virus is.”
Following a Trump-hosted video conference of the leaders of the Group of Seven industrialized nations on Thursday, a White House statement said “much of the conversation centered on the lack of transparency and chronic mismanagement of the pandemic by the WHO.”
The group’s focus on the global health organization during the call stemmed largely from Trump’s announcement two days earlier that he was freezing all U.S. funding for it, saying donors would be discussing “what do we do with all of that money that goes to WHO.” The United States provides up to $500 million a year in assessed and voluntary contributions, significantly more than any other nation.
In statements following the G-7 call, however, other leaders emphasized the need to build up the WHO, rather than tear it down.
French President Emmanuel Macron “expressed his support for the WHO and underscored the key role it must play,” according to a statement from his office. German Chancellor Angela Merkel “made clear that the pandemic can only be defeated with a strong and coordinated international response,” her spokesman said. “In this context, she expressed full support for the WHO as well as a number of other partners.”
German Foreign Minister Heiko Maas warned that the WHO “cannot be weakened or in any way be called into question politically. … Every inch that the U.S. withdraws from the wider world, especially at this level, is space that will be occupied by others — and that tends to be those that don’t share our values of liberal democracy,” he said.
Canada, Japan and the European Union — all of whom participated in the call — also issued strong statements backing the organization.
A G-7 statement issued after the call supported the need to review WHO performance. “We cannot have business as usual and must ask the hard questions about how [the pandemic] came about,” British Foreign Secretary Dominic Raab, standing in for virus-stricken Prime Minister Boris Johnson, said. But he stressed a post-crisis review should be “driven by science.”
In announcing the funding cutoff, Trump charged last week that the WHO parroted incorrect Chinese statements and “failed to investigate credible reports … that conflicted directly with the Chinese government’s official accounts.” He criticized “the inability of the WHO to obtain virus samples” that China continues to refuse to supply.
A Senate aide who has tracked the issue said “there was clearly an effort” by China “not to provide transparent date and information” in the early stages of the outbreak.
“We were looking to WHO to provide that information, and they did not. It was unclear as to whether they didn’t get that transparency from the Chinese, or that they chose not to share what they did get under pressure from the Chinese,” said the aide who, like others, spoke on the condition of anonymity to discuss a sensitive matter.
But some noted that the WHO has no power to compel member governments to do its bidding.
The organization “has no intelligence capabilities, and no investigatory power,” said Daniel Spiegel, who served as ambassador to the United Nation’s Geneva-based organizations, including the WHO, for the Clinton administration. “They should have been more skeptical about what the Chinese were telling them, but they’re totally at the mercy of what governments provide.”
Among his complaints, Trump seems most aggrieved by the initial WHO failure to support his Jan. 31 decision to partially ban incoming travel from China. Days later, at a meeting of the WHO executive board, Director General Tedros Adhanom Ghebreyesus said there was no need to “unnecessarily interfere with international travel and trade” to halt the spread of the disease. That message reiterated what he had said before Trump’s announcement, after meeting with Xi in Beijing.
Trump called Tedros’ statement “one of the most dangerous and costly decisions from the WHO. … They were very much opposed to what we did,” he said last week. “Fortunately, I was not convinced and suspended travel from China, saving untold numbers of lives.”
International public health experts have long debated whether border closures helped stem the spread of infectious diseases, or worsen the situation by blocking cooperation among countries. But many, including Antony Fauci, head of the National Institute of Allergies and Infectious Diseases and a leading member of the administration's coronavirus task force, have said it was probably helpful in this case as the efforts of individual countries to contain and mitigate the virus were outpaced by its rapid global spread.
On Saturday, Trump said without elaboration that “we’re finding more and more problems” with the WHO. Speaking at a White House virus briefing, he said the administration was “doing some research” on “other ways” to spend money originally intended for both the WHO and the National Institutes of Health, which he said was “giving away $32 billion a year.”
The meaning of Trump’s reference to NIH, whose fiscal year 2020 budget totals $41.6 billion, was unclear.
The administration’s 2019 Global Health Security Strategy advocates increased cooperation with the WHO and other international health organizations. But although the United States has a three-year seat on the WHO executive board, expiring in 2021, the post has remained vacant. Last month, Trump nominated Assistant Secretary for Health Brett Giroir for the position.
U.S. participation in the range of Geneva-based U.N. organizations is supervised by the State Department’s Bureau of International Organization Affairs, whose assistant secretary left office last November after the department’s inspector general issued a sweeping condemnation of his leadership, including “political harassment” of career officials deemed insufficiently loyal to Trump. It is currently headed in an acting capacity by a deputy.
But below the level of political appointments, communication between the U.S. government’s public health bureaucracy and the WHO has continued throughout the Trump administration.
In addition to working at WHO, on assignments first reported Saturday by Washington Post columnist Dana Milbank, CDC officials are often members of its many advisory groups. The emergency committee advising the organization on whether to declare “a public health emergency of international concern” during deliberations in mid to late January included Martin Centron, director for CDC’s Division of Global Migration and Quarantine.
When China eventually agreed to let a joint WHO mission into the country in mid-February, it included two U.S. scientists among 25 national and international experts from eight countries, although the Americans were not permitted to visit the “core area” in Wuhan.
From the beginning of the outbreak, CDC officials were tracking the disease and consulting with WHO counterparts. A team led by Ray Arthur, director of the Global Disease Detection Operations Center at CDC, compiles a daily summary about infectious disease events and outbreaks, categorized by level of urgency, that is sent to agency officials.

In the early days of the virus response, those officials included HHS Secretary Alex Azar. Information about what the WHO was planning to do or announce was often shared days in advance, the CDC official said.

January 2021, an NIH report of a study citing the strength of natural immunity (immunity conferred by recovery from a Covid-19 infection) as THE standard it was generally hoped vaccines would reach (spoiler alert: they didn't).
Now, why did they say that? After a year of SARS-Cov2 circulating, we knew quite a bit about the strength of natural immunity...
July 2020, published in Nature, T cells already established. Important here is a side note on the immunity from SARS lasting 17 years after infection.
As noted here in an article by The New York Times, August 2020, “lasting immunity... even after mild infections”
In following reporting, of special note were a pair of studies on immunity responses in bone marrow, suggesting recovery from infection may produce years, possibly decades of immunity. Not so for vaccination alone.

Fully vaccinated travellers will need to take a rapid test before returning to Canada
The federal government is eliminating the pre-arrival PCR test requirement for fully vaccinated travellers starting Feb. 28, Health Minister Jean-Yves Duclos announced Tuesday.
Travellers can instead opt for a cheaper rapid antigen test approved by the country they are coming from, taken 24 hours before their scheduled flight or arrival at the land border.
Currently, all travellers – regardless of vaccine status – must provide proof of a negative molecular test, such as a PCR test, within 72 hours of their scheduled flight or land entry into Canada.

Travellers may still be selected for random testing upon arrival but will no longer have to quarantine while awaiting their test results.
The government is also easing its advisory recommending Canadians avoid non-essential travel due to the rise of the Omicron variant.
“I want to underscore that Canadians should still exercise caution when travelling abroad. There is still a real risk of becoming sick or stranded while abroad and having to extend their trip or find themselves in need of medical assistance should they test positive for COVID-19,” said Duclos.
Restrictions on unvaccinated children younger than 12 and travelling with vaccinated adults are also being lifted.

“This means they will no longer need to wait and self-isolate before attending school, daycare, or camps. They will also no longer be subject to testing and other specific requirements,” said Duclos.
Unvaccinated travellers will still be required to be tested on arrival into Canada and must quarantine for 14 days.
Duclos said the announced border measures are “transitory” and will continue to be adjusted based on the national epidemiological situation.
“These changes are possible not only because we have passed the peak of Omicron but because Canadians across the country have listened to the science and to experts, followed the public health measures, and taken steps to protect themselves, their families and their communities,” he said.
The health minister was joined by Transport Minister Omar Alghabra, Public Safety Minister Marco Mendicino, and Tourism Minister Randy Boissonnault.
Alghabra announced that as of Feb. 28, all Canadian airports that normally receive international flights will once again be able to do so. Currently, only 18 accept international arrivals.
“It’s good news for communities like Windsor, London, Fort McMurray, Moncton and many others. By receiving international flights, this will support local tourism, create good jobs, and grow our economy,” said Alghabra.
He also indicated that the government will have more to say about testing requirements for cruise ships “in time for the cruise ship season this spring.”
While the ban on cruise ships in Canadian waters lifted on Nov. 1, 2021, there is still an advisory against travel on cruise ships outside of the country.
Asked why these measures won’t take place until Feb. 28, Duclos said it takes time to update the new guidelines on the ArriveCan app.
“It needs to be properly programmed so that everything can be properly rolled out,” he said, speaking in French.
In a statement released following the press conference, the Canadian Chamber of Commerce said it welcomes the steps towards “normalizing” border rules.
“As Canada enters a new phase of the COVID-19 pandemic, it is definitely time for the federal government to ease travel restrictions for fully vaccinated travellers. Restoring the health of Canada’s travel and tourism sector is critical for our country’s economic recovery,” said president and CEO Perrin Beatty.
“As conditions continue to improve, we look forward to the government lifting remaining requirements in a timely manner.”
The National Airlines Council of Canada, which represents Canada’s largest air carriers, said that while they support the new measures, a “clear roadmap” is still needed.
“Providing flexibility in acceptable pre-departure tests will provide comfort to the many Canadians who are keen to travel once again, make new memories, and be reunited with loved ones,” said interim president and CEO Suzanne Acton-Gervais.
“While today’s changes are a step in the right direction, more needs to be done. Other countries have moved to eliminate pre-departure testing requirements entirely, and the latest scientific evidence suggests now is the time for Canada to consider doing the same.”
Opposition politicians have long been calling on Ottawa to layout a concrete plan detailing a way out of the pandemic, including mechanisms to alleviate travel hurdles.
NDP health critic Taylor Bachrach said the news “finally gives Canadians some certainty about the future.”
He echoed industry reaction that scientific evidence has long brought into question the need for arrival testing given community spread is responsible for the majority of COVID-19 infections.
“Mandatory PCR testing on arrival was creating real frustration for Canadians who, despite being fully vaccinated, were stuck in quarantine due to delays getting their results,” he said.
“More importantly, measures like the mandatory arrival testing did not appear to be evidence-based or consistent with best public-health practices. It was time to re-evaluate these measures.”
