Fact Check India: The war of words between Goa Chief Minister Manohar Parrikar and Congress President Rahul Gandhi intensified late Wednesday after Gandhi responded to Parrikar’s scathing letter accusing the former of using a courtesy visit for political gains.

Gandhi took to social media tweeting, “I totally empathise with Parrikar Ji’s situation & wish him well. He’s under immense pressure from the PM after our meeting in Goa and needs to demonstrate his loyalty by attacking me.”

“I have not shared any details of my conversation with you when we met in Goa yesterday. In my two speeches since we met, I have referred to what is already in the public domain,” Gandhi said in a letter.

The former defence minister fired the first salvo slamming Rahul Gandhi on Wednesday in a letter stating that the two did not discuss the Rafale deal during a courtesy call Gandhi made to Parrikar’s office on Tuesday.

Rafale deal: Dassault paid kickbacks to Ambani's firm, says Rahul Gandhi

Business Standard: Congress chief Rahul Gandhi Friday alleged that Dassault Aviation paid Rs 2.84 billion to Anil Ambani's Reliance Defence as the "first installment of kickbacks" and claimed Prime Minister Narendra Modi was having "sleepless nights" fearing action if a probe was conducted into the Rafale deal.

He also alleged that CBI chief Alok Verma was removed as he wanted to investigate the deal.

There was no immediate reaction from the government and Ambani on the fresh charges made by Gandhi. However, they have previously rejected all allegations made over the Rafale deal.

Dassault Aviation CEO ric Trappier has said the reason Ambani's firm was given the offset contract and not state-run Hindustan Aeronautics Limited (HAL) was that it had land for the project, he said, alleging the land was purchased by Ambani's company with the money that Dassault gave.

"Dassault gave Rs 2.84 billion to a loss-making company with a valuation of Rs 8,30,000. This is the first installment of kickbacks that has been given to Anil Ambani," he said.

"Rafale is an open and shut case and there is only one man who has done corruption," he said. BS

In a scathing letter, Parrikar refutes Gandhi’s charge that the former defence minister admitted the PM did not consult him while changing terms of the Rafale deal.

Fact Check News: Goa Chief Minister Manohar Parrikar slammed Rahul Gandhi on Wednesday in a letter stating that the two did not discuss the Rafale deal during a brief meeting and that the Congress president was using a courtesy visit for “petty political gains”.

The former defence minister who is currently battling a serious pancreatic illness said in a letter. The ailing minister had presented the state budget in the assembly with a tube in his nose, on Tuesday.

Below is an excerpt from the letter.

“However reading media reports covering your visit to my office has caused me distress. It is reported in the media today that you have said quoting me that I was nowhere in the process of procuring Rafale nor did I have any information then about it. I feel let down that you have used this visit for your petty political gains. In the 5 minutes you spent with me, neither did you mention anything about Rafale, nor did we discuss anything about/related to it. Nothing whatsoever about Rafale was even mentioned in your meeting with me.”

“Paying a courtesy visit and then stooping so low as to make a false statement for petty political gain has raised, in my mind, questions about the sincerity and purpose of your visit itself,” he added.

Modi govt's Rafale fighter jet deal 2.86% cheaper than UPA's: CAG report

The Narendra Modi government’s agreement with France to buy 36 Dassault Rafale combat aircraft was 2.86 per cent cheaper than the price negotiated by the previous United Progressive Alliance (UPA) government in its aborted attempt to buy 126 of these planes, according to the Comptroller and Auditor General of India’s report tabled in Parliament .

Beyond that headline number, the report gave enough talking points to both the government and opposition parties to validate their respective positions.

While the report on capital acquisitions of the Indian Air Force came down heavily on the original 126 Medium Multi-Role Combat Aircraft (MMRCA) deal, it also raised concern that Dassault or France did not offer any company or a sovereign guarantee for the latest government-to-government deal. And, that this will lead to savings for the French company and limit India’s legal remedies in a breach of contract.

The report drew sharp political responses. “It cannot be that the Supreme Court is wrong, the CAG is wrong and only the dynast is right... Satyameva Jayate – the truth shall prevail. The CAG report on Rafale reaffirms the dictum,” Union minister Arun Jaitley tweeted. “The lies of Mahajhootbandhan stand exposed by the CAG report. How does democracy punish those who consistently lied to the nation?”

Congress President Rahul Gandhi said the CAG report did not mention the dissent note by negotiators, and that the government's argument on price and faster delivery of the Rafale had been demolished. The report states the Rafale jets would be delivered only one month faster than they would have if the original deal went through. “You say there was no scam, then why are you afraid of ordering a JPC?” he said, reiterating his demand for a Joint Parliamentary Committee to look into the deal.

Why is the Modi government unable to send anyone to jail in corruption cases?

With the BJP party coming to rule in 2014, the Prime Minister Narendra Modi had famously stated himself as the “Chowkidar” of the wealth of the Nation. He had very sternly made a promise to eradicate the corruption from India. All the promises made stand uncurbed. A recent survey also reveals that the corruption has immensely increased in India and the BJP government is not serious about eradicating corruption.

The BJP government has been relentlessly accusing the ministers of the opposition party against corruption. Recently, the former Union Minister P. Chidambaram was arrested for alleged corruption in the INX Media case. One common point here is, while Chidambaram was the home minister, Amit Shah was arrested by the CBI for the fake encounter case of Sohrabuddin Sheikh. Now P. Chidambaram is arrested when Amit Shah holds the seat of home minister. Since 2014, raids and summons intensify on the members of opposition party when an election is around the corner.

Do not mistaken this as a fight against corruption. If this was a true fight then BJP leadres would not be exempted from enquiries of any sort. This selective nature of anti-corruption is a sharp contrast to the BJP government’s refusal to investigate the most controversial Rafale deal pointing a lokpal for five years.

One such case was of chief Minister Devendra Fadnavis. In the year 2014 Devendra Fadnavis had accused NCP leader Ajit Pawar of the Rs. 70,000 + amount in 9 irrigation scam. Fadnavis had also issued a state anti-corruption bureau inquiry for the same. In November 2019 Devendra Fadnavis and Ajit Pawar were sworn as chief minister and deputy chief minister of Maharashtra from the BJP party. Three days later to Ajit Pawar helping Devendra Fadnavis to pull out the drawing BJP party, 9 irrigation scams files started closing by the CBI. Anti-corruption bureau’s additional director general had sought quoting that the 9 irrigation scam were not linked to then deputy chief minister Ajit Pawar.

Chief justice Ranjan Gogoi is another example of increasing corruption in the clan of Indian leaders. Chief Justice Ranjan Gogoi had presided over the five-judge bench of the Supreme Court that had pronounced a verdict in favor of a temple at the site of the demolished Babri Masjid. A female staff of the Supreme Court had accused CJI Ranjan Gogoi for sexual harassment. The staff was prior attached to Justice Vikramjeet Sen as a junior assistant till August 2018. Two months prior to the incident on insistence of CJI Ranjan Gogoi she was transferred to Gogoi’s residence office.

Earlier in May 2019 the in-house committee had made a statement saying they found no substance in the allegations contained in the Complaint dated 19.4.2019 of a former employee of the Supreme Court of India. The three members of the in-house committee were Justices SA Bobde, NV Ramana and Indira Banerjee. The complainant objected the presence of Justuce Ramana and he was replaced by Justice Indu Malhotra. The woman refused to be a part of the committee alleging bias. The report was submitted to the next senior Judge, Justice Patnaik competent, when Justice Gogoi was still the CJI. The case was closed in approximately 21 month by bench of Justices Kaul, Bopanna and Ramasubramanian.
