A Climate of Fear: The History of Racial Terror
To maintain a segregated society in the South, many white residents sought to make fear and intimidation a part of everyday life for African Americans. Their tactics included physical violence, economic threats, and psychological intimidation, as well as sexual exploitation. The goal was to leave African Americans unsure of when or even why they might become victims. The wrong gesture, look, or response could end in a fatal encounter.
Confederate veterans organized the first Ku Klux Klan (KKK) group in Tennessee in 1865. The Klan spread quickly, intent on intimidating freedmen across the South. After the end of Reconstruction, Klansmen escalated their violence to discourage African Americans from voting or running for office. They also threatened Republican politicians. Their actions helped white Democrats return to power in the South and undermined the political influence of African Americans.
White southerners also used lynching to terrorize African Americans. Most victims were accused of a crime but never put on trial. Rape of white women was the most frequent unsustained charge. Victims were shot, hung, tortured, and burned at the stake. Some lynchings were public spectacles attended by large crowds, reinforcing the idea that fear was the only way to control African Americans and force them to accept segregation and discrimination.
The Ku Klux Klan in the 1920s opposed the growing urban populations of immigrants, Catholics, and African Americans. Their appeal was strong enough to elect mayors in Portland, Maine, and Oregon as well as gain control of state politics in Colorado and Indiana. At the height of the Klan’s influence in the 1920s, it was estimated to have as many as eight million members at all levels of society.

When I woke up this morning, this is what I woke up to. This entire day I’ve been sick by what happened to George Floyd. My heart and prayers are with his family. He expressed he couldn’t breathe, his neck and stomach hurt. He called out for his MAMA is his last moments!!!! He cried for HELP!!!!! What the hell is happening to humanity?!?! Everyone must see the crimes that are taking place in this country by the people that are hired to help and protect us!!! This man was not resisting arrest!!!! This is murder and we ALL saw it!!!! We need to stand together and stop the racism in our country NOW! It’s a disgrace!!! Racial terrorism has always been a part of this nation. During the summer of 1919, the terrorism got so bad that it was given a special name: “The Red Summer.” Of all the terrorist attacks and massacres, the most deadly was the Elaine Massacre in Phillips County, Arkansas. A mob of 500-1,000 YT citizens joined by 600 troops sent by the Governor of Arkansas indiscriminately slaughtered at least 237 Black men, women, and children.

Three days into the massacre, the troops disarmed both the terrorists and the survivors and made over 200 arrests. Of course they arrested the terrorists, right? No, we’re talking about the U.S. justice system here. So they did what they always do and targeted Black people. Over 200 of our ancestors who survived the 3 days of terror and violence became the victims of state violence. Some were held in stockades until the YT landowners vouched for them. Twelve were sentenced to death. Many innocent victims accepted plea deals, receiving sentences of up to 21 years, funneling them right back into slavery. Lawyers from the NAACP fought the charges, going all the way to The Supreme Court, and most were eventually released.

So what happened before the massacre? What was the catalyst for the three days of depraved YT nationalist violence?
•
Well, Black sharecroppers had grown tired of the exploitative and oppressive situation they were in. For all intents and purposes, the sharecroppers were under a new type of slavery. They would work the entire year, enriching the YT landowners, and at the end of all of it be more in debt than they were at the start. Oftentimes when sharecroppers would try to leave the land, they were tortured and killed exactly like we were during formal chattel slavery. So, over 100 Black workers met at a church to form a union and demand reasonable compensation. YT terrorists rode up and shot at the church, and our ancestors fired back, striking and killing one of the terrorists. Instead of standing their ground and fighting it out, the rest of the terrorists turned tail and ran. They ran into the open arms of YT racists in the area and stirred up a mob of 500-1,000 people ready to commit the worst kinds of violence to protect YT wealth, land, and power. They even went all the way to the governor who sent 600 troops to stop the “Negro uprising.” The troops joined in on the massacre.

This happened 50 years after emancipation. Slavery, exploitation, oppression, and YT terrorism were all still going on. 50 years later, during the civil rights movement, these were all still in effect. We still see these today. We saw the terrorism during Hurricane Katrina, where a YT sniper murdered Black survivors. We saw it with Dylan Roof and at the Buffalo Tops Market massacre. We see slavery continue in prisons and jails. We see exploitation continue with the extraction of our resources. YT people in the U.S. have had over 500 years to become decent, to learn to deal with us in justice and fairness, to grow a sense of morality and true justice, to bring an end to the harms they perpetuate and repair them, and this is as far as they’ve come. It’s not enough.

Presidential candidates have taken positions on the issue, and on Juneteenth of 2019, the Congressional House Judiciary Committee held a hearing on legislation - HR40 - that would establish a Commission to study the question of reparations for Black people in the United States. But reparations for Black people is not a new topic. The first demands for reparations were made by enslaved people before the Civil War. Since emancipation, there have been long standing movements for reparations in the United States, the Caribbean, Africa, and throughout the Diaspora, including the National Coalition of Blacks for Reparations in America (NAARC), founded in 1987, and the National African American Reparations Commission (N’COBRA), established in April 2015. Comprehensive individual and collective reparations for the full range of past and ongoing harms to Black people living in the United States are a central pillar of the Movement for Black Lives policy platform, the Vision for Black Lives: Policy Demands for Black Power, Justice and Freedom, and a key demand of our Electoral Justice Project. The Movement for Black Lives honors the long legacy of struggles for reparations for Black people in the United States and throughout the African Diaspora. A history of racial injustice must be acknowledged, and mass atrocities and abuse must be recognized and remembered, before a society can recover from mass violence. Public commemoration plays a significant role in prompting community-wide reconciliation... The National Memorial for Peace and Justice provides a sacred space for truth-telling and reflection about racial terrorism and its legacy... Set on a six-acre site, the memorial uses sculpture, art, and design to contextualize racial terror. The site includes a memorial square with 800 six-foot monuments to symbolize thousands of racial terror lynching victims in the United States and the counties and states where this terrorism took place. The memorial structure on the center of the site is constructed of over 800 corten steel monuments, one for each county in the United States where a racial terror lynching took place. The names of the lynching victims are engraved on the columns. The memorial is more than a static monument. In the six-acre park surrounding the memorial is a field of identical monuments, waiting to be claimed and installed in the counties they represent.
