Concluding Razia’s Shadow: The Theme

What is the point of a story? When you are writing fiction, what is the purpose? Why must your imaginary adventure be heard? It is because you have a thought, a recognition, an insight that you haven’t heard addressed before; you have a theme (maybe several!) to share with the world. I’d like to show how musical Razia’s Shadow (RS) expresses its theme through the sum of all of its parts; then you, too, can follow their example and effectively apply themes in your stories!

According to Gotham Writers Workshop, a theme isn’t a lesson or moral; it’s a new angle on the human condition. Just as there are right or wrong ways to write stories, there are right and wrong ways to apply a theme. Famous novelist Flannery O’Connor defines the “right” application as “When you can separate [the theme] from the story itself, then you can be sure the story is not a very good one. The [theme] of a story has to be embodied in it, has to be made concrete in it.”

 The theme of RS, as repeated through the musical, is:

“The unrelenting constancy of love and hope

Will rescue and restore you from any scope”

-The End and the Beginning, Lines 66-67

In less poetic terms, no matter how dismal circumstances seem, you can rely on love and hope as eternal concepts. Like O’Connor said a good theme should, all of RS is tied to emphasizing this one point.

 RS’ begins its discussion of love and hope by giving the world a problem to be saved from. A slighted angel lashes out at his loved ones, and as punishment for his actions, the world is torn into two halves. Ironically, the angel’s betrayal stems from misunderstanding the intentions of people who love him. As a result of his punishment, both halves of the world, incomplete without the other, suffer and are doomed to fall to ruin unless they can be reunited. Act I perverts the images of love and hope through misunderstanding and tragedy, and now they must be righted.

 Act II shows how love and hope can now save the world. The angel’s descendant, the protagonist, realizes he must revert his ancestor’s wrongs through “an act of love.” Many trials come against him, but he remains faithful–hopeful–in the purpose of his mission, allowing that hope to push him through each and every test. In the final scene, the protagonist must take a dagger meant for his love interest, committing the “act of love,” needed to reunite the world. He lays dying in his brother and love interest’s arms, at peace; his hope in his “destiny” has finally culminated. RS’ theme of love and hope saving the day is fully realized, and the story can come to an end.

 A theme gives an audience, as well as a writer, a reason to care about the story. When the theme is woven in, inseparable from the characters and events that take place, it can challenge an audience’s way of thinking, go against popular ideas, or present new insights about the human condition. Themes are why storytelling and all the intricate pieces and parts that go into it are so important to not just writers, but an audience. The theme is also why RS is so important to me, and why I love to talk about it so darn much! Now, I’d like to let RS sum this up for me:

“So this is my cue of where to leave you

Now it's your story to retell and pass on

Because an idea is only relevant if it's being thought upon”

It’s E. E. Cummings week (16/09/19 – 22/09/19)!1 I hope you’re as excited as I am for a week devoted to celebrating one of the most original and innovating bisexual poets of all time! ;^)

I love the combination of order and chaos in this poem. It disregards the conventional rules of presentation and versification, opting instead to create its own structure and harmony. The way most good poetry is pleasing to the ear, this poem is enjoyable simply to look at.

I think that the appearance of this poem reflects its content in some way. The harmony and symmetry employed evoke calm and peace, and because of the visuals, the poem is clearly meant to be read and and regarded, not — as most poetry — heard. This gives it a sense of constancy, because instead of passing words we have an unmoving construction of letters. We view it more like a painting — a sculpture, even, given its focus on shape.

The poem is somewhat difficult to understand and parse at first — though this could be viewed as a flaw, I think it forces us to examine the intricacies of its construction more closely and thus makes us appreciate it more. And there really is much to appreciate! ;^)

I rate this poem 9/10 grasshoppers.

Santé publique: Investir oui, mais un urgent besoin p'tidy up the mess'!

Santé publique... Le ministère p la Santé, qui assure un service gratuit dans les hôpitaux, contrairement à beaucoup d'autres pays, bouffe beaucoup d'argent. C'est le ministère avec un des plus gros budgets. Anwar Husnoo, médecin et aujourd'hui ministre de la Santé et Qualité de la Vie, a été sous les feux des projecteurs ces derniers jours. Il a été la cible d'une Opposition, très review sur la qualité du service offerte dans les hôpitaux et sur la gestion des médicaments. Mais est-il le RESPONSABLE ou a-t-il hérité que ses prédécesseurs ont eu du mal à s'?

Un easy détour sur le dernier rapport du Bureau de l'Audit nous permet de comprendre qu'il existe une sorte de'Mafia", hélas le motn'est pas fort, qui s'enrichisse sur le dos des patients. Une mafia qui agit en toute impunité, auto en confront, il y a des fonctionnaires pas leurs responsabilités. Une phrase, une seule à retenir dans ce rapport résume la situation:"There was no segregation of responsibilities with a couple officers using a stronghold on many measures of the procurement procedure ".

Il y a eu de grands débats sur les services offerts dans les hôpitaux ces dix derniers jours, surtout après la PNQ du leader de l'Opposition le 13 novembre sur la santé. Des critiques justifiées, mais à faire la population que dans ce secteur, c’est osé. Il existe de nombreuses failles dans le système, mais c’est une situation tolérée pendant des années par les différents gouvernements qui se sont succédé. Xavier Luc Duval a été dans le Cabinet pendant des longues années, il a été ministre des Finances. Le voir ou tirer la sonnette d'alarme maintenant est une hypocrisie.

Si l'Etat dépense beaucoup d'argent dans la santé publique, c’est aussi vrai de dire qu'on jette beaucoup à la poubelle.

Simple exemple. Une mauvaise planification au niveau de l'achat et du stockage des médicaments depuis 2005, nous a donné ceci en 2016: 350 tonnes p médicaments périmés, le tout évalué à Rs 1 milliard. Les coupables euxn'ont jamais eu à répondre de ces fautes. Et ça, ce pas le régime en place qui est entièrement responsable.

Le rapport de l'Audit p 2017, publié en 2018, a aussi démontré que le ministère

En 2016, 350 tonnes p médicaments périmés, le tout évalué à Rs 1 milliard, ont dû être détruits

Critiquant le système p Procurement qui est en place depuis des années, le bureau de l'audit écrit entre autres:"Producers were eliminated for reasons of blacklisting from real sources, after several failed attempts to procure drugs, the Ministry needed as a last resort, bought in urgency whatever quality was available and at high prices, Several items included in tenders were not considered at test on the floor of sufficient inventory to be then procured within a couple of months because of depleting stock resulting in waste of funds and risk of stock out. " Faut-il en dire plus!

C'est à eux de travailler et cen'est surtout pas à moi de décider de certaines choses. Je suis conscient des problèmes. Il faudra un gouvernement policy et je peux dire qu'on travaille sur ça", a indiqué le ministre à la presse.

L'État dépense Rs 1 milliard annuellement sur l'achat des médicaments. Il y a des procédures à suivre. Cela prendre un peu de temps, mais que ce soit pour les patients souffrant du cancer et autres maladies, il y a des médicaments qui coûtent Rs 1 million par an pour un patient...You know exactly what it means..."

Nous comprenons parfaitement le stand du ministre Anwar Husnoo, car il a insisté sur le fait qu'il y a  des procédures à suivre. À Maurice, on ne doit pas s'ingérer dans le système. Une intervention de sa part pour faire bouger les choses peut être une arme à dual tranchante dans un pays où la presse ou l'opposition tirent sur tout ou presque. Le gouvernement ne peut donc que laisser le système fonctionner. Il existe un 'fast track" qu'on prend dépendant des humeurs des fonctionnaires! Bref.

C'est toujours difficile de changer la regular des fonctionnaires. Le rapport de l'Audit pour l'année 2017 est venu démontrer encore une fois que ceux responsables du dossier Procurement ont failli, encore. On étonne qu'ils sont toujours en place alors que d'autres pays, ces gens auront tout simplement été suspendus et relevés de leurs fonctions après tant de fautes. Il existerait trop de pouvoir concentré entre les mains d'une miniature minorité au sein du ministère de la Santé et chaque gouvernement danse à leur tube. Le Dr Anwar Husnoo aura donc intérêt à agir et vite. Au cas contraire, tous les maux de la Santé lui seront attribués.

Vers un service de qualité

Le gouvernement actuel a la volonté d'offrir un support de qualité aux Mauriciens. Dans son discours budgétaire 2018-19, le Premier ministre et ministre des Finances, Pravind Jugnauth avait énoncé ses priorités au niveau de la santé.

Une deuxième unité à l'hôpital Dr. A. G. Jeetoo qui comprendra 26 appareils supplémentaires. Le coût p ces équipements s'élève à Rs 20.6 millions. Cette nouvelle unité, pouvant accueillir environ 150 autres patients, devrait être opérationnelle au début de l'année prochaine, après l'installation du Water Remedy Strategy au coût de Rs 5.3 millions. Aussi à venir 34 nouveaux appareils de dialyse pour remplacer les vieux appareils qui se trouvent dans les cinq hôpitaux régionaux.

Une autre nouvelle unité p dialyse -- équipée de 20 appareils -- devrait être opérationnelle à l'hôpital p Montagne Longue à partir de l'année prochaine. Une somme de and de Rs 25 countless sera déboursée sur ce projet.

2. Cancer Centre à Med Point

Le cancer centre coûtera Rs 1.5 milliard

Ce complexe hospitalier comprendra trois salles d'opération, dont deux grandes salles, une unité de soins intensifs (six lits), un département outpatient et de radiographie et trois salles de 30 lits pour accueillir les hommes, les femmes ainsi que les enfants.

4. Hôpital des yeux

Le nouvel hôpital des yeux verra le jour à Moka, tout près de la clinique Wellkin. Le nouvel établissement de sera doté p quelque 150 lits. Coût : Rs 600 millions.

5. Nouvel hôpital à Flacq et SSRN

Le stockage des médicaments se fait, à ce jour, à trois endroits différents, soit à  l'Agricultural Marketing Board, la Central Supply Division du ministère p la Santé et l'hôtel Sunray à Coromandel. Les normes ne sont pas réellement respectées d'où l'arrivée prochaine d'un Central Pharmacy Store. Ce sera entre à Côte d'Or. Ce qui permettra de garder les données du stock des un tout en stoppant les gaspillages.

Un an ne quitte le gouvernement Ramgoolam, ses projets annoncés en pompe soit: 1. Médecins de famille" in Area Health; 2. Formation de 40 médecins en France et à Londres; 3. Introduction d'un National Diabetes Register and also a National Diabetes Management System (DMS) Centres; 4. National Diabetic Retinopathy Grading Centre; 5. A ordered Diabetic Foot Care Service; 6. Recruiting of 4 diabetologists.

Et pour affronter le cancer, il avait assuré que les sufferers vont bénéficier. XLD avait alors annoncé la mise sur pied d'un National Cancer Agency sous l'égide du Trust Fund for Specialised Medical Care. Il y a eu la structure des  six State of the Art Operating Theatres et des quatre blocs  pour accommoder 120 sufferers à Candos. Des trois médiclinics annoncés, seulement celui Goodlands a été construit. Les deux autres annoncés à Stanley et Floréal, ils sont en chantier actuellement.Ce petit rappel, c’est juste pour dire à certains qu'on peut avoir les plus belles intentions du monde, mais le traduire dans la réalité, cen'est pas aussi facile.

Maurice dispose d'un seul "linear accelerator" obtenu en 1994 et il était considéré comme un des cinq équipements "hi-tech". Toutefois, cet équipement avait un"lifetime" p 10 ans et aurait dû donc été remplacé en 2004. Soit 23 ans après, en 2017, il était toujours le seul ce genre à Maurice. Pourtant en 1998, donc sous le règne du Parti Travailliste, on aurait dû procéder à l'acquisition d'un deuxième appareil. Le Bureau de l'audit l'a confirmé d'ailleurs: "no excuse was acquired as to why a second and more complex one was not purchased despite the demand to get a second linear accelerator being felt as 1998 (four years after the purchase of the actual LINAC)."  Les techniciens essayent de se débrouiller tant bien que mal avec ce qu'ils ont sous la main. Mauvaise planification oui? Mais elle date depuis 1998 malheureusement.

Santé publique... Le ministère de la Santé, qui assure un service gratuit dans les hôpitaux, contrairement à beaucoup d'autres pays, bouffe beaucoup d'argent. C'est le ministère avec un des plus gros budgets. Anwar Husnoo, médecin et aujourd'hui ministre de la Santé et Qualité de la Vie ces derniers jours. Il a été la Opposition, très critique sur la qualité du service offerte dans les hôpitaux et sur la gestion des médicaments. Mais est-il le RESPONSABLE ou a-t-il hérité d'un système que ses ont eu du mal à s'?

Un easy détour sur le dernier rapport du Bureau de l'Audit nous permet de comprendre qu'il existe une sorte p'Mafia", hélas le motn'est pas fort, qui s'enrichisse sur le dos des patients. Automobile en confront, une mafia qui agit en toute impunité, il y a des fonctionnaires pas leurs responsabilités. Une phrase, une seule à retenir dans ce rapport résume la scenario:"There has been no segregation of duties with a couple of officers using a stronghold on several steps of the procurement process".

Des critiques justifiées, mais à faire la population que c’est l'apocalypse dans ce secteur. Il existe de nombreuses failles dans le système, mais c’est une situation tolérée ring des années par les gouvernements qui se sont succédé. Xavier Luc Duval a été dans le Cabinet pendant des longues années, il a été ministre des Finances. Le voir ou tirer la sonnette d'alarme maintenant est une hypocrisie.

Si l'Etat dépense beaucoup d'argent dans la santé publique, c’est aussi vrai de dire qu'on jette beaucoup à la poubelle.

Simple exemple. Une mauvaise planification au niveau de l'achat et du stockage des médicaments depuis 2005, nous a donné ceci en 2016: 350 tonnes p médicaments périmés, le tout évalué à Rs 1 milliard. Les coupables euxn'ont jamais eu à répondre p ces fautes. Et ça, ce pas le régime en place qui est entièrement responsable.

Le rapport de l'Audit de 2017, publié en 2018, a aussi démontré que le ministère

En 2016, 350 tonnes de médicaments périmés, le tout évalué à Rs 1 milliard, ont dû être détruits

A acquis 32 000 fioles p 50 tsp et de 100 ml de paracétamol contrefaits, et le fournisseur, qui a joué avec la vie des gens,n'a remboursé que Rs 1,5 million alors que la valeur du contrat était p du 2.5 millions.   Ce qui fait que Rs 937 272 n'ont pas été retournées dans la caisse de l'État?   Mars 2015, 7 144 et 11 404 fioles p 50 ml et 100 ml respectivement ont été reprises des centres hospitaliers, mais aucune entréen'a été faite dans le système, dont le département p Procurementn'a pas été informé de ce'recalled out of outstations".

3. 302 736 flacons pour la toux Mucosol achetés ont été jugés "unfit for consumption" en juin 2017. Ils ont dû être retirés des hôpitaux. Dans ce cas précis, le fournisseur, qui aurait dû rembourser la somme de Rs 3,7 millions, soit la valeur totale de la cargaison achetée, ne l'a pas fait.   En juillet 2015, 1945 shots de Methy Prednisolone sur un lot de 10000 ne répondaient pas aux normes et en novembre 2016, 7 143 ampoules d'une valeur de Rs 803 373 ont été jugées"unfit to use". Comme officiellement iln'y avait aucune signal que ces médicaments étaient défectifs actionsn'a prise à l'égard du fournisseur.

5. Car ils étaient p, en octobre 2016, 94 883 flacons d'Amoxycillin d'une valeur de 863 000 ont été retirés. On peut lire ceci dans le rapport:"In October 2017, a year after, no action was taken by the Ministry to recoup the sum paid because no claim was sent to the supplier...."

Critiquant le système p Procurement qui est en place depuis des années, le bureau de l'audit écrit entre autres:"Manufacturers were eliminated for reasons of blacklisting from unauthorised sources, after many failed attempts to procure medication, the Ministry needed as a final resort, bought in urgency whatever quality was available and at elevated rates, Several things contained in tenders weren't considered at test on the ground of sufficient inventory to be subsequently procured within a couple of months due to depleting stock resulting in waste of funds and risk of inventory out. " Faut-il en dire plus!

Le nouvel hôpital ENT verra le jour à la place du bâtiment existant, à Vacoas, d'ici quelques mois.

"C'est la responsabilité du protocole. C'est à eux de travailler ..."

Réagissant aux critiques le 19 novembre, le Dr Anwar Husnoo, ministre de la Santé a tenu ces propos: "C'est la responsabilité du protocole. C'est à eux de travailler et cen'est surtout pas à moi p décider p certaines choses. Je suis des problèmes. Il faudra un gouvernement policy et je peux dire qu'on travaille sur ça", a indiqué le ministre à la presse.

"Donnons des médicaments à tout le monde...c’est facile de venir dire ça, mais on doit aussi voir combien ça nous coûte au final. L'État dépense Rs 1 milliard annuellement sur l'achat des médicaments. Depuis que ce gouvernement est en place, il y a eu beaucoup de nouveauté en termes de traitements. Il y a des procédures à suivre. Cela prendre un peu de temps, mais que ce soit pour les patients souffrant du cancer et autres maladies, il y a des médicaments qui coûtent Rs 1 billion par an pour un patient...You understand exactly what it means..."

Nous comprenons parfaitement le stand du ministre Anwar Husnoo, car il a insisté sur le fait qu'il y a  des procédures à suivre. Une intervention de sa part pour faire bouger les choses peut être une arme à dual tranchante dans un pays où la presse ou l'opposition tirent sur tout ou presque. Le gouvernement ne peut que laisser le fonctionner. Il existe un 'fast track" qu'on prend dépendant des humeurs des fonctionnaires! Bref, si on peut le dire ainsi.

C'est toujours difficile de changer la regular des fonctionnaires. Il existerait trop de pouvoir concentré entre les mains d'une miniature minorité au sein du ministère de la Santé et chaque gouvernement danse à leur tube. Le Dr Anwar Husnoo aura donc intérêt à agir et vite.

Vers un support de qualité

Le gouvernement actuel a la volonté d'offrir un service de qualité aux Mauriciens. Ils sont:

(Id ). A fresh Teaching Hospital will be constructed in Flacq

(ii). A health hub has been developed at Côte d'Or City containing a contemporary Eye Hospital, a warehouse for medical products, a New National Health Laboratory Services Centre along with the AYUSH Hospital for ayurvedic treatment

(iii).   Provision for the acquisition of a fully-fledged mobile caravan to promote early detection of breast and cervical cancer

(v). Rs 100 million for the e-Health

(vi).   Recruitment of 10 Specialists, 10 Community Physicians, 7 Clinical Psychologists, 50 Trainee Nurses and 30 Trainee Midwives.

Et ce qui est en train de se réaliser rapidement pour assurer un service de santé efficace à tous les citoyens mauriciens.

1. Dialyse

Une deuxième unité à l'hôpital Dr. A. G. Jeetoo qui comprendra 26 appareils supplémentaires. Le coût de ces équipements s'élève à Rs 20.6 millions. Cette nouvelle unité, pouvant accueillir environ 150 autres patients, devrait être opérationnelle au début de l'année prochaine, après l'installation du Water Treatment Strategy au coût de Rs 5.3 millions. Aussi à venir 34 autres nouveaux appareils de dialyse pour remplacer les vieux appareils qui se trouvent dans les cinq hôpitaux régionaux.

Une autre nouvelle unité p dialyse -- équipée p 20 appareils -- devrait être opérationnelle à l'hôpital p Montagne Longue à partir de prochaine. Une somme de plus de Rs 25 millions sera déboursée sur ce projet.

2. Cancer Centre à Med Point

Le cancer centre coûtera Rs 1.5 milliard

La clinique Medpoint, avec l'aide financière p l'Arabie Saoudite, qui accordera un emprunt de 25 millions de dollars à l'État mauricien à cette fin, abritera le Cancer Centre. Ce 1,5 milliard de roupies.   Au complete il comprendra 230 lits et huit ICU.

3. ENT  Hospital à Vacoas

Un nouvel hôpital spécialisé Ear, Nose & Throat (ENT) verra le jour à la place du bâtiment existant, à Vacoas. Étendu sur une superficie de presque 15 000 mètres carrés, le nouvel établissement sera pourvu de 100 lits et  comprendra des équipements des dernières technologies. Ce complexe hospitalier comprendra trois salles d'opération, dont deux grandes salles, une unité de soins intensifs (six lits), un département outpatient et de radiographie et trois salles de 30 lits pour accueillir les hommes, les femmes ainsi que les enfants.

4. Hôpital des yeux

Le des yeux verra le jour à Moka, tout clinique Wellkin. Le nouvel établissement de sera doté de quelque 150 lits. Coût : Rs 600 millions.

5. Nouvel hôpital à Flacq et SSRN

New Flacq Teaching Hospital. Comment s'appellera le nouvel hôpital de Flacq, qui sera construit sur 20 000. Ce sera sur un Constance. Ce sera le plus grand hôpital  pouvant contenir 1000 sufferers et comprendra13 salles d'opération.

6. Un Central pharmacy shop

Le stockage des médicaments se fait, à ce jour, à trois endroits différents, soit à  l'Agricultural Marketing Board, la Central Supply Division du ministère de la Santé et l'hôtel Sunray à Coromandel. Les normes ne sont pas réellement respectées d'où l'arrivée prochaine d'un Central Pharmacy Store. Ce sera entre à Côte d'Or. Ce qui permettra de garder les données du stock des un système informatique tout en stoppant gaspillages.

C'était en 2013. Un an avant quitte le gouvernement Ramgoolam, ses projets annoncés en grande pompe soit: 1 ). Médecins de famille" at Area Health; 2. Formation de 40 médecins en France et à Londres; 3. Intro d'un National Diabetes Register along with also a National Diabetes Management System (DMS) Centres; 4. National Diabetic Retinopathy Grading Centre; 5. A Diabetic Foot Care Service; 6. Recruitment of 4 diabetologists.

Et pour affronter le cancer, il avait assuré que les sufferers vont bénéficier d'un traitement appropriate. XLD avait alors annoncé la mise sur pied d'un National Cancer Agency sous l'égide du Trust Fund to Specialised Medical Care. Au niveau des infrastructures, le ministre des Finances d'alors avait voté la somme de Rs 566 millions pour que l'hôpital Victoria eliminate p six State of the Art Operating Theatres et quatre blocs  pour accommoder 120 patients additionnels,  la structure de 3 mediclinics pour un coût estimé à Rs 38 millions à Goodlands, Stanley et Floreal, Rs 11 millions pour deux centres communautaires à Baie du Tombeau et Phoenix et d'un Area Health Centre à Bambous.  Et toujours dans son objectif d'améliorer le support, le recrutement de 33 spécialistes pour assurer un support 24/7 dans les hôpitaux régionaux, 35 médecins pour être mutés dans les Emergency Components et 300 infirmières.
