Local TV Licenses Set for Decade Renewal

Council launches consultation on changing parking penalty charges

Hillingdon Council has launched a public consultation on proposed changes to parking fines, aimed at tackling the rising number of parking contraventions in the borough. The consultation will run from today until noon on Monday, 5 June.   According to recent data, the council has seen a significant increase in the number of tickets issued for parking contraventions, with a rise of 29% between 2018/19 and 2021/22. This is in comparison to the London average of 21% during the same period.   Currently, there are two levels for charging parking fines within the capital. Hillingdon Council uses the lower level and hasn't been reviewed since 2011. In an effort to deter non-compliance with parking restrictions, the council proposes increasing the penalty amount to Band A, which is used by 25 of the 32 London Councils and the City of London.   The council believes that by increasing the penalty amount, more people will be deterred from breaking parking rules, resulting in a reduction in the number of fines issued annually. Currently, anyone issued a higher rate parking fine for more serious contraventions gets charged £110, or a reduced charge of £55 if paid within 14 days. A lower rate fine is charged at £60, reduced to £30 if paid within 14 days.   If the proposed changes are implemented, Band A charges will be set at £130 for higher fines and £80 for lower fines, both of which will be reduced by 50% if paid within 14 days.   The public consultation provides an opportunity for residents to provide feedback on the proposed changes. Brighton Pride: Village Parties, will they go on?

Brighton Pride is a annual event held in Sussex celebrating the LGBTQ comunities. People travel far and wide to the event which incompases a parade, festival and pride village parties. These events are ticketed with the exception of the parade, due to the growing number of attendees. In recent years however the cities residents have complained about the noise which the Pride Village Parties (PVP’s) cause. Spread over the two days of Pride the parties, which are held in designated areas around St James’s Street are now at risk of being cancelled.

Brighton is known by many as a highly liberal city; it is a hub of music and has been crowned the gayest city in the UK multiple times. So why is there a problem celebrating these things on one weekend, once a year?

Rubbish, drugs and noise perhaps?

These issues are understandably causing grief for local residents.

After 2018’s transportation nightmare which left many stranded for hours in Brighton station. The festival site was emptied within 30 minutes and although there was a plan for additional trains, there weren't any.

The following chaos has since been criticised by Pride’s organisers and the council.

However, bringing an end to the PVP’s won’t resolve the issues which residents have raised. This is because-

Pride Village Parties are ticketed- Therefore capacity is controlled, should they be scrapped it is likely larger crowds would turn out after the main festival.

Most common crimes committed throughout the year in Brighton- antisocial behaviour and violent crime.

The real problem I believe is that there is a severe lack of communication and follow through with infrastructure providers. Trains are unreliable and there’re few other means to get out of the city; Uber is not an option for many as surge prices make it exorbitant to travel in the city, let alone outside. Many roads remain closed all day during the parade, before and after. Bus’ direct from Brighton are therefore not a viable option for attendees. There is perhaps the option to make people buy/provide proof of local accommodation for the parties.

Of course, this would restrict who could attend but it has the potential to eliminate people being on the streets waiting for the first bus or train. Therefore, minimising the amount of noise and antisocial behaviour. Though it must be remembered that most large events however well policed will have some issues with this.

To find a resolution considered fair to both residents and supporters of the PVP’s Brighton and Hove Council have opened a public consultation, an online questionnaire; and will be discussing the future of PVP in March 2019. Consultation closes on January 31st.

Public Consultation on National Residues Control Programme Charges

The Veterinary Medicines Directorate (VMD) announced today, a public consultation on the proposed changes to charges for the National Residues Control Programme (NRCP). The revisions aim to enable UK, Scottish, and Welsh Governments to continue recovering the full costs of implementing the NRCP.

A Closer Look at the NRCP

The NRCP is a statutory program that helps identify residues of banned substances, veterinary medicines, and contaminants in animal-origin products destined for the food chain. Over 30,000 random samples such as eggs, milk, red meat, poultry meat, and farmed fish are collected and analyzed annually in Great Britain.

The Cost of Ensuring Safety

Currently, the VMD invoices food business operators £5m per annum to cover the costs of the NRCP, prices that have remained constant for over a decade. However, due to a projected rise in contractor procurement costs, these are expected to increase to £6.1 million by 2026.

Proposed Changes and Their Implications

To manage this expected rise, the VMD proposes to incrementally increase these statutory charges over the next two financial years. This move ensures full cost recovery, as mandated by the HMT. These changes not only safeguard public health but also reassure the UK’s trading partners about the quality and safety of exported animal-origin products, supporting international trade worth billions to the UK economy.

The Consultation Process

The consultation, running for ten weeks, can be accessed directly through Citizen Space or by visiting the VMD's new engagement website. Abi Seager, Veterinary Medicines Directorate CEO, emphasized, "The NRCP is fundamental to providing assurance to the UK’s trading partners about the quality and safety of exported products of animal origin. The proposed changes will ensure that we can continue to run this important program."
