This Week's Legislation Update
Prefiles have begun, and so once more trans rights are under attack in the United States. Please visit our website linked below to learn about your state and contact your reps. Here's a thread of last week’s updates:
Bathroom bills deny access to public restrooms by gender or trans identity.Â
They increase danger without making anyone any safer and have even prompted attacks on cis and trans people alike. Many national health and anti-sexual assault organizations oppose these bills.
Ohio SB104 passed the Senate last week and is currently headed to the Governor to be signed. Upon signing, the bill would force all trans people, including students, staff, faculty, or visitors, to use the incorrect bathroom. It also would ban all non-gendered facilities and co-ed housing for schools within the state.
Texas has prefiled several bathroom bills last week, including HB1014, HB1015, HB1016, SB240, and HB239. Broadly, these would apply to school bathroom facilities; however, SB240 and HB239 target all public and private bathrooms, including for those who are incarcerated.Â
Healthcare bills go against professional and scientific consensus that gender-affirming care saves lives. Denying access will cause harm.
Providers are faced with criminal charges, parents are threatened with child abuse charges, and intersex children are typically exempted.
Texas prefiled SB116 and SB115 last week. These bills target doctors who provide gender affirming care by extending the statutes of limitations for medical liability. They would allow patients to sue their doctors at any time before their 30th birthday for transition-related care they received as a minor, drastically increasing the risks for doctors who provide care. It could also be used to drive any doctors who have provided care into bankruptcy.
Another prefiled bill from Texas is HB778, a bill that targets insurance plans. The primary aim is to massively increase the cost for covering transition related care so as to either price trans people out of any care or incentivise insurance companies to cease coverage entirely. It does this by requiring any plan that covers any transition care to also cover all possible costs associated with “detransition”, despite not requiring all transition related costs to be covered.
Drag Bans restrict access for folks who are gender non-conforming in any way.Â
They loosely define "drag" as any public performance with an “opposite gender expression,” as sexual in nature, and inappropriate for children.Â
This also pushes trans individuals out of public spaces.
Texas has prefiled HB938 and HB1075, both of which are out and out drag bans that explicitly call drag performances “lascivious” and allow anybody who promotes or facilitates a drag performance to be sued if a minor was in attendance. This is a massive violation of free speech and a clear attempt to censor queer existence in public and private spaces.Â
Educational Censorship and Student Suppression bills force schools to misgender or deadname students, ban instruction on sexual orientation and gender identity, and make schools alert parents if they suspect a child is trans.
They remove life-saving affirmation and support for trans youth.Â
Texas prefiled several bills prohibiting or restricting education on gender identity and sexuality in schools. These include HB976, HB344, SB86, and SB87. Several of these bills would also potentially require schools to out students to their parents and require schools to give notice if a child has used any mental health services. Both have potentially catastrophic consequences for the health and safety of students.
Texas has additionally prefiled SJR12, a proposed constitutional amendment that would enshrine a parent’s right to fully control their children’s health and education, language that has been used many times to target queer minors and strip students of any rights to make their own choices.
Another Texas prefile, SB87, requires parental permission before any education on the subject of human sexuality in schools, regardless of the age or grade of the student.
Trans Erasure bills create legal definitions of terms like “sex” designed to exclude or erase trans identity and insert them into various laws. This can have many different effects, depending on what laws are affected.
They can force a male or female designation based on their sex assigned at birth.
Some target anti-discrimination statutes, legally empowering trans discrimination
Texas has prefiled three explicit Trans Erasure bills, HB229, SB84, and HB843, all of which seek to nullify trans and intersex existence in the eyes of the law, with incredibly far reaching consequences. They specifically claim one’s sex is defined by a person's ability to create ova or sperm.Â
Texas has also prefiled three bills restricting the ability for people to amend their birth certificate. These bills, HB477, HB973, HB980, are an attempt to enshrine into law the extralegal actions on the part of the Texas state government to ban trans people from changing their birth certificate.
Censorship Bills describe any legislation that potentially targets Queer and Trans media/material for removal.Â
They typically do this by using vague and broad definitions of "Obscene" or "Harmful to Minors" and then banning such content from being accessible to minors, which often either removes the material entirely or requires age verification methods in order to view.Â
This includes online censorship bills, library book bans, and other such legislation.
Texas has prefiled SB242 and SB88, both of which allow for criminal prosecution for selling or giving a minor “harmful” material even when done for educational or governmental purposes. This charge would be considered a felony and would apply to things like sex ed in schools or queer education.
Most sports bills force schools to designate teams by their sex assigned at birth.Â
They are often one-sided and ban trans girls from playing on teams consistent with their gender identity.
Some egregious bills even force invasive genital examinations on student athletes.
Texas HB370 was prefiled last week. This bill would require any sports event that applies for public funding to ban all trans women from participating as athletes.
Another Texas prefile, HB1123, requires any student athlete suspected of being trans to submit to genetic testing before being allowed to participate.Â
In other bills that either fit multiple categories or stand on their own, we have:
Texas HB1106, prefiled last week, defines active misgendering and homophobia on the part of a parent as not being considered child abuse. It has no purpose other than protecting the right of parents to abuse and harm their children.Â
Texas prefiles SB240 and HB437 target incarcerated trans minors, forcing them to be placed in detention facilities based solely on the assigned sex at birth, not their identity nor safety.
Texas prefile SB126 targets the ability of schools to survey their students in regards to their gender and sexuality, providing civil and potential criminal consequences. This would blind schools and governments to the queer student population, allowing them to be ignored and massively impacting services designed for queer students

WASHINGTON ― Last month, GOP presidential nominee Donald Trump surprised almost everybody in the nation’s capital by floating a plan to require insurance companies to pay for the costs of in vitro fertilization for women who need it. On Tuesday, Senate Republicans blocked a bill that would do just that. It’s the second time in recent months that the GOP has filibustered the Right to IVF Act, Democratic legislation that, in addition to ensuring insurance coverage for such treatments, would also enshrine into federal law a right for individuals to receive IVF treatment as well as for doctors to provide it.
The vote fell largely along party lines, 51 to 44, short of the 60 votes the bill would’ve needed to advance. “Republicans want people to think they support IVF because they know how unpopular that position is. They want to keep their true agenda hidden from the public,” Senate Majority Leader Chuck Schumer (D-N.Y.) warned during a press conference on the steps of the Capitol. He was flanked by his Democratic colleagues, who held up large photos of families who have used IVF. Democrats initially forced a vote on the bill in June after a ruling earlier this year by the Alabama Supreme Court that declared that frozen embryos can be considered children. IVF providers in the state responded by ceasing to offer services for fear of being held legally liable if embryos were destroyed. The GOP state legislature later passed a bill extending liability protections for IVF providers.
Republicans have insisted since then that they support IVF ― even if some in their evangelical base are opposed to the treatment ― as they seek to appeal to women voters ahead of November’s elections. “We are going to be, under the Trump administration, we are going to be paying for that treatment,” Trump said in August when asked about IVF. “We’re going to be mandating that the insurance company pay.” Republicans have long opposed insurance mandates (spending years railing against the Affordable Care Act’s individual mandate, for example), and few in Congress expressed an interest in the former president’s suggestion. Sen. Lindsey Graham (R-S.C.), a Trump ally, said flat out he wouldn’t support it, while others voiced concerns about the cost of such a proposal.
Republicans, many of whom claim to support IVF protections, voted to block the Right To IVF bill from advancing on the Senate floor.
The only two GOPers who did vote in favor were Susan Collins and Lisa Murkowski.
This vote is why Republicans cannot be trusted to deal with IVF in a serious manner.

But I’m headed to a concert in a couple of weeks and I know I’ll be wearing a mask (as much as I dislike doing it).

Now, performers are less frequently dying from acute infections, but more are developing Long COVID, or experiencing adverse health events as a result of COVID reinfections, leading to canceled events, retiring from performing due to new-onset chronic illnesses, and even sudden deaths.
I know. I maintain the google doc that color codes COVID-19’s devastating effects on performers. Yellow for canceled events. Orange for severe or new-onset chronic illnesses. Red for deaths.
You might be asking why this narrative hasn’t coalesced in the news. One answer is that, for a variety of reasons, including stigma, insurance not covering canceled events due to COVID-19, and a failure of public health authorities to correlate COVID-19 infections with new-onset chronic illness and sudden deaths, the illnesses and deaths are not always linked to COVID-19 infections. Some performers have confirmed the link between COVID and their illness, like actress Alyssa Milano, athletes Avery Henry and Mark Bavaro, and Hailey Bieber, who had a “mini stroke” following a COVID-19 infection. Others have canceled events due to “illness” or a “mystery virus,” or have developed new-onset chronic illnesses.
A-list musicians are becoming seriously ill: Lorde has a debilitating, new-onset autoimmune condition, Billie Eilish was “suffering terribly” from an illness while touring, and Harry Styles required supplemental oxygen while performing. And an increasing number of performers are simply dying. Many passed away in the period before vaccines, like Broadway actor Nick Cordero, but as we are discovering that vaccines do not prevent the cumulative damage from COVID-19 infections, now young and relatively healthy people, like WWE wrestler Bray Wyatt, are dying following complications from the effects of COVID.
You may also be asking yourself, if the emergency is so bad, then why is this allowed to continue? Why do venues not create safer conditions for performers, especially because they are so profitable? And why are performers themselves not sounding the alarm?
[…] many venues do not want to enforce mask requirements. Other measures which might keep performers safe, like air purification/filtration with HEPA filters, cost money. Not a lot of money, but this is capitalism, and if a corner can be cut, particularly if the consequences of cutting that corner are not immediately evident and will not create financial liabilities, it most likely will be cut. The second question: “Why aren’t performers advocating for better COVID-19 mitigations?” is more complex. The short answer is that a growing number are. Some public figures, like author and TV creator Neil Gaiman, have requested voluntary masking at his events because the venues themselves will not enforce mask requirements. Let that sink in. Neil Gaiman doesn’t even have the power to ensure basic mitigations for his tour.
Other performers have had more success with ensuring COVID-19 mitigations. Singer and songwriter The Anchoress requires masked rehearsals, testing and air purification for performances. Actress Morgan Fairchild requested masked rehearsals and testing for a play. The band Belly has requested that fans mask at their performances. But there are also forces pushing back against performers advocating for themselves. Some are explicit: insurance in many instances will not pay for canceled concerts due to COVID-19. And performing takes place in the context of hierarchical industries where it’s often important to not be perceived as “difficult,” so few performers have the power to advocate for their safety. But probably the biggest reason is also the most insidious: the public health messaging has so downplayed the risks of COVID-19 reinfections that even A-list performers who could advocate for themselves are not aware of the danger.

The raw emotion pouring out of this post. So fucking relatable.
Screw the retirees receiving pensions from the Kansas Public Employees Retirement System. Legislators could chip away at KPERS’ $9.6 billion in unfunded liabilities with surplus dollars but chose not to. They could give out a cost of living increase, but they haven’t managed that, either. Primarily, though, screw the folks without health insurance who could benefit from Medicaid expansion. In the nearly 10 years the state has gone without expansion, at least 1,500 people have died as a result. From my estimates, 70 have died this year alone. But legislators won’t expand Medicaid. Indeed, GOP leadership won’t even allow their colleagues to debate it. They won’t make KPERS whole or pay retirees more or support families in need. Nope, they focus on rich people, including the owners of sports teams. These legislators will roll their eyes at this column if they even bother to read it. Arch-conservatives don’t agree with the premise, and Democrats will likely feel that I’m attacking them for trying to get something — anything — done. Some tax changes could actually help everyday folks, such as eliminating the sales tax on groceries earlier or relieving property tax burdens. But the deal recently reached between Gov. Laura Kelly and legislative leaders appears to privilege income tax cuts above all else. Whoops. Meanwhile, that state-sponsored stadium deal could attract the Chiefs and possibly Royals from Missouri to Kansas, for negligible economic benefit. The owners would do great, though!

Rising malpractice premiums are blocking the creation of new transgender “clinics” for teenagers.
“I didn’t anticipate that it was going to be a big deal,” Andy Rowe, the healthcare operations director for The Project of the Quad Cities, told Time magazine.
Rowe had called the clinic’s insurance broker to inquire about getting a new provider added to the organization’s malpractice policy.
The Project of the Quad Cities is an LGBTQ+ clinic located in Moline, Illinois, which has been trying to provide transgender-related medical procedures for minors living across state lines, where such practices are banned.
The organization embarked on this endeavor in June, and by early November, Rowe found that more than a dozen malpractice insurers had declined to offer the clinic a policy.
After five months of searching for malpractice insurance, Rowe finally received a quote for a policy that would allow The Project of the Quad Cities to offer transgender procedures for children, but “that’s when he realized finding a policy was only the first hurdle,” Time reported.
It turned out that coverage that Rowe had anticipated would cost $8,000 to $10,000 a year was instead quoted at $50,000.
Meanwhile, in New Mexico, family medicine physician Anjali Taneja said the clinic she works at was quoted “double what we paid a few years ago” to cover transgender procedures for adults.
While independent clinics and medical practices have been relocating across state lines to offer such medical procedures to minors, they are quickly finding out that obtaining malpractice insurance on the commercial marketplace has become a barrier, even in states that allow such practices.
Insurance industry advocates say these higher premiums are justified due to increasing legislation regarding transgender medical procedures for minors, meaning that clinics are at an increased risk of being sued.
“If state laws increase the risk of civil liability for health professionals, premiums will be adjusted accordingly and appropriately to reflect the level of financial risk incurred by the insured,” Mike Stinson, vice president of public policy and legal affairs at the Medical Professional Liability Association, said.
Stinson added that if state laws make an activity illegal, insurance simply will not cover it.
Those who are opposed to minors receiving transgender-related procedures have recently been pointing to “detransitioners,” who have filed lawsuits against the doctors who allowed them to undergo such medical procedures.
In the meantime, malpractice premiums are currently serving to put a damper on clinics that want to offer or have been offering surgeries and hormone “therapies” that mutilate children’s bodies.
So many "alleged" medical experts and politicians will one day pay for this. What were they thinking??

Back from my Scandi vacation!
Felt like I took it for granted leaving my brain back in SG and letting Ax do the planning and the navigating. I brought my spirits though! Spending my day off today looking back at the trip which was such a great use of my time. Really appreciating this extra day off after my vacation.
Some tips for Norway and Denmark travels first
1. It's cashless even in the small towns. Cash was more of a liability as it forced us to spend it all
2. Hotels cost as much as Airbnb for 2 pax so opt for hotels as there's guaranteed shampoo, soap, hair dryer, heating and laundry. Most of our airbnbs were missing soap or shampoo which we didn't bring any of, in order to travel lighter. The bnbs we stayed in were also commercialised houses so there's absolutely no feelings attached. Checking in and out would also be more convenient with hotels. We had to return one of our keys from a convenience store which wasn't open in the early morning, in time for our flight.
3. Groceries are marked down on Friday if they expire Monday. If you're in Norway, go to Kiwi or Coop for basic groceries as it seemed to be the cheapest. However, each shop will hv their own discounts (not standardised across the same chain). Eg. We went to a place with 40% discounts on Freia choc which was only available at a particular store.
4. Northern lights chase was the coldest we experienced. Basically, the guide said that if its frost on the floor, it's worse than snow as there's no insulation for your feet. Not the coldest real temperature but coldest we felt. Bring extra clothes and heatpack just in case. The bonfire didn't do anything for me because it's too cold. We went with GuideGunnar which updates its aurora sightings on a daily basis. These guys are crazy and would bring you as far as Sweden just to chase the lights so bring your passports along! They also offer a 50% off the next trip if you don't see it on the day.
5. There's no heat packs there so bring them from home.
6. In Copenhagen, we recommend the Copenhagen card. It's only 65USD for 24hrs and you get free transport, museum pass and boat rides. We only decided to get the card after our boat ride which cost about SGD25-30, which was already a quarter the cost of the card. In Copenhagen, checking of bus tickets was a regular thing.
7. Useful apps for riding public transport: Oslo uses Ruter, Tromsø uses Troms billet, Copenhagen uses Dot tickets. Ticket checking was not very often in Norway. We did not cycle as it felt too cold for more wind to hit our faces.
8. Skip Oslo if you dw to visit a city. We spent 3 nights there and it felt too long. We wanted to do our last minute shopping at Oslo but everything was expensive throughout the whole trip that we started to buy souvenirs earlier when we saw marked down prices. With one more day in Tromsø, we could've gone whale watching.
9. Take into account daylight savings from 29/10. You have 1 more extra hour to sleep but your days are much shorter. We slept a lot because of the cold, about 10hrs of sleep each day and it felt just right.
10. Personally I would have brought instant noodles as the food there isn't flavoured with the same umami as I'm used to. I would also bring a thermal flask there to enjoy my hikes even more, taking a comfortable and warm rest at the peak.
11. If driving, please remember to pay for parking. There's usually a machine to start your parking. Otherwise, the fine is 660NOK. Don't let the rental company settle it as it'll still be billed to you with an extra fee. We would also recommend full insurance since we aren't used to left hand driving and Norway is famous for its narrow roads (at least from Stavanger to Odda where we drove).
12. We used waze for driving and it seemed that speed cameras are only in tunnels but nobody was following the speed limit anyway.
