Coronavirus LIVE Updates: Even as Mumbai’s Covid graph has shown a downward trend, the Mumbai Metropolitan Region (MMR), comprising nine municipal corporations and nine municipal councils, continue to report a high Covid-19 daily caseload. While Mumbai on Friday saw under 400 cases in 24 hours, the MMR recorded 1,338 cases with 36 deaths, taking its tally to 6,609,292 and toll to 140,170.

The Mumbai suburbs have been reporting almost half the daily cases in the state of late and has 46% of the active cases, a report in a national daily stated. MMR includes Mumbai, Thane, Navi Mumbai and Raigad districts, with a cumulative projected population of more than 25 million, over 20% of the state population. It is regarded as one most urbanised pockets in Maharashtra.

Meanwhile, outside India, the United States have authorized the Pfizer Covid vaccine for children aged five-to-11, paving the way for 28 million young Americans to soon get immunized. The decision came after a high-level medical panel advising the government this week endorsed the shots, ruling that the known benefits outweighed the risks of side-effects.

• Tongan Prime Minister Pohiva Tuionetoa warned Saturday that residents on the country’s main island Tongatapu faced a possible lockdown next week after recording its first case of Covid-19. The tiny Pacific kingdom had been among only a handful of countries to escape the virus so far, and the infection was detected in a person in managed isolation after returning to Tonga on a repatriation flight from New Zealand.

• A study ‘Targeting the pentose phosphate pathway for SARS-CoV-2 therapy’, published by the scientific journal Metabolite, has identified a potential new treatment that suppresses the replication of SARS-CoV-2, the virus that causes Covid-19. The research revealed that cells infected with SARS-CoV-2 can only produce novel coronaviruses when their metabolic pentose phosphate pathway is activated. The study said that that pentose phosphate pathway inhibitors like benfooxythiamine are a potential new treatment option for Covid-19, both on their own and in combination with other treatments.

• Ten states have filed a lawsuit to stop President Joe Biden’s COVID-19 vaccine mandate for federal contractors, arguing that the requirement violates federal law. Attorneys general from Alaska, Arkansas, Iowa, Missouri, Montana, Nebraska, New Hampshire, North Dakota, South Dakota and Wyoming signed on to the lawsuit, which was filed in a federal district court in Missouri on Friday. The states asked a federal judge to block Biden’s requirement that all employees of federal contractors be vaccinated against the coronavirus, arguing that the mandate violates federal procurement law and is an overreach of federal power.

• After administering seven crore Covid-19 vaccine doses, the Madhya Pradesh government has announced to launch a special inoculation drive from November 15 by holding vaccination and testing camps at public events to cover its entire eligible population by the end of this year. The state government had earlier held mega vaccination drives in August and September. The government also plans to make phone calls to those people, who have received their first vaccine dose, to remind them about getting the second jab.

• From November 8, an estimated 3 million visa holders from India, with proof of vaccination, will be able to travel to the United States under the new international air travel policy, the US Embassy in India tweeted.

Railways says 140 passengers in Bengaluru were reluctant for institutional quarantine

The Delhi-KSR Bengaluru train that arrived in Bengaluru on Thursday morning had 543 passengers, as confirmed from BBMP. Out of 543 persons, 20 were on transit to other states and left by road to Kerala and Tamil Nadu, the Indian Railways said.

"A section of passengers ranging about 140, were reluctant for institutionalised quarantine and were protesting against the same. After persuasion and discussion by senior officers of state government, Police and Railways, majority of them have proceeded to said quarantine," the statement said.

Union minister Piyush Goyal on Thursday said that he was "pained" that several states weren't giving permission for enough 'shramik special trains' to bring stranded people to the state.

"West Bengal first gave permission for only two trains,but after Home Minister wrote to state chief minister, then announcement was made that eight more trains will be allowed. But until today afternoon, only five out of those eight trains were allowed by West Bengal government.

Online booking and wearing masks will be must for passengers boarding the Haryana Roadways buses which are to start plying on select routes in the state from Friday, said Transport Minister Mool Chand Sharma. Cancer patients who went to Mumbai for treatment among Assam's new COVID-19 cases, total at 86

Seven persons who recently returned from Mumbai tested positive for COVID-19 in Assam, taking the total number of cases to 86 in Assam, Health Minister Himanta Biswa Sarma said on Thursday. Among those who tested positive are three cancer patients, and a 13-year-old girl who recently underwent heart surgery in Mumbai. The other three are their attendants.

FM announces free food for migrant workers on move; says those without ration cards will also get benefit

Finance Minister announced free food grain supply for migrant labourers on the move. She said that even those workers who do not have ration cards or are not registered under the public distribution network can also avail 5 kilos of wheat or rice, and one kilos of gram free of cost. FM says 7,200 new Self Help Groups started since 15 March

Finance Minister Nirmala Sitharaman said that the government has already approved the use of state disaster relief fund for use of setting up of shelters for urban poor, including migrant labours. This amounts to a direct help of Rs 11,000 crore from the centre.

The count of coronavirus positive patients in Mumbai reached 16,738 on Thursday after 621 more persons were found infected, the Brihanmumbai Municipal Corporation (BMC) said.

Uttar Pradesh chief minister Yogi Adityanath on Thursday announced an ex-gratia of Rs 50,000 each to the kin of the deceased in the Muzaffarnagar bus accident that left at least six migrant labourers dead.

Eight labourers were killed and around 50 were injured after the truck they were travelling in collided with a bus in Madhya Pradesh's Guna on Wednesday night, ANI reported.

The injured labourers have been shifted to a district hospital. They were going to their home towns in Uttar Pradesh from Maharashtra.

Six migrant workers were killed and two were injured after being mowed down by a state transport bus while they were walking towards Uttar Pradesh’s Muzaffarnagar late Wednesday night.

The labourers, who were headed home in Bihar on foot, were killed in the Muzaffarnagar-Saharanpur highway after a speeding bus ran over them late last night, near Ghalauli check-post.

A case of negligence will be filed against the driver, Indian Express quoted Anil Kaparvan, SHO Kotwali police station as saying.

The nationwide tally of confirmed COVID-19 cases inched towards 75,000 on Wednesday with several large urban clusters reporting a further spread of the novel coronavirus, while the government unveiled measures amounting to about Rs 6 lakh crore in easy loans, additional liquidity and other incentives to help businesses fight the crisis.

The first installment of the Rs 20-lakh-crore economic package, announced by Prime Minister Narendra Modi on Tuesday, came on the 50th day of the coronavirus lockdown and merely four days before the end of its third phase on 17 May.

A decision on the future course of action on the lockdown is expected in the next few days, though Modi has said that the 'fourth' phase will be an 'improved' version of third phase, in which some relaxations were already given.

On Wednesday evening, the Centre also said that the PM-CARES Fund Trust has decided to allocate Rs 3,100 crore for the fight against COVID-19, out of which nearly Rs 2,000 crore will be earmarked for purchasing ventilators and Rs 1,000 crore for migrant labourers.

Another Rs 100 crore will be given to support coronavirus vaccine development, the PMO statement said.

The trust formed on 27 March is headed by the prime minister. The other ex-officio members of the trust are the defence minister, the home minister and the finance minister.

Centre unveils first dose of Rs 20-lakh-crore economic package

On Wednesday, Finance Minister Nirmala Sitharaman unveiled the first part of the economic package, which is aimed at making India 'self-reliant' and also promote 'local' businesses.

Sitharaman said that no global tenders will be issued for government contracts worth up to Rs 200 crore to promote Indian Micro, Small and Medium Enterprises (MSMEs).

Taking forward the new 'Atmanirbhar Bharat Abhiyan' (Self-Reliant India Mission), Home Minister Amit Shah separately announced that all canteens of the Central Armed Police Forces (CAPFs) like the CRPF and the BSF will sell only indigenous products from 1 June.

These canteens cater to nearly 50 lakh family members of about 10 lakh personnel. In a series of tweets in Hindi, Shah said that the decision has been taken after Modi's appeal for being self-reliant and opting for local products.

There are expectations that many more steps might be announced soon to promote indigenous products, though Sitharaman said being self-reliant does not mean that India would look only inwards and become an "isolationist" country.

Modi said the measures announced by the finance minister will enhance liquidity, empower entrepreneurs and strengthen their competitive spirit, while addressing various issues faced by businesses, especially MSMEs.

The measures included Rs 3 lakh crore collateral-free automatic loan for businesses including MSMEs, which Sitharaman said would benefit 45 lakh small businesses.

Consultancy major KPMG India's Chairman and CEO Arun Kumar said MSMEs are critical for employment preservation and growth and helping them is the surest way to accelerate job creation. He also welcomed measures for improving liquidity for lenders and businesses, including by helping non-banking finance companies.

Congress leader P Chidambaram, however, said that the Centre's COVID-19 economic stimulus package had nothing for lakhs of poor and hungry migrant workers who have been walking to their homes.

India's MSME sector employs nearly 11 crore people and accounts for about 45 percent of the country's total manufacturing output, 40 percent of exports and almost 30 percent of the GDP. However, the sector has been hit hard by the lockdown, with millions of units staring at the prospect of closure and the threat of job losses.

Lakhs of migrant workers were also left jobless and homeless due to the pandemic, especially after the lockdown came into effect on 25 March.

While special trains and buses have been arranged for them in the recent weeks and continue to operate to help them reach their native places, thousands of them had to walk or even hide in trucks and containers to reach their destinations.

In the past few days, the large scale migrant movement has raised another worry of the virus getting spread further. Also, some cases have come to the light, including in Kerala, of people testing positive after being airlifted from abroad under a massive evacuation scheme of the Centre which is currently underway to bring back Indians and expatriates stranded in different countries.

COVID-19 cases in India cross 75,000-mark, toll rises to 2,415

In its morning update, the Health Ministry said the toll due to COVID-19 has risen to 2,415 and the number of cases has climbed to 74,281, registering an increase of 122 deaths and 3,525 cases since Tuesday morning. This included over 47,000 active cases and more than 24,000 people who have recovered from the infection.

However, a PTI tally of numbers disclosed by states and UTs, as of 6.45 pm, showed at least 75,144 total cases across the country. It also showed nearly 25,000 having recovered so far.

Union Health Minister Harsh Vardhan said that nine states and UTs, including Chhattisgarh, Ladakh, Manipur and Meghalaya, have not reported any new cases of COVID-19 in the last 24 hours while Daman and Diu, Sikkim, Nagaland and Lakshadweep have not reported any cases so far.

Vardhan also said the the doubling time of cases has improved to 12.6 in the last three days, from 11 in the past 14 days. He further observed that the fatality rate is 3.2 percent and the recovery rate is pegged at 32.8 percent.

Kerala, where new cases had stopped coming up till a few days back, saw 10 more people testing positive, including four who have come from abroad.

At the same time, large numbers of new cases continued to come up in Maharashtra, Delhi, Gujarat and Tamil Nadu, among some other states and UTs.

Maharashtra saw the highest single-day jump in cases on Wednesday, with 1,495 new patients testing positive in the last 24 hours. The total number of cases in the state, which is one of the worst hit, crossed 25,000 and toll reached 975.

Mumbai accounts for over 60 percent of all cases in Maharashtra, with around 1500 cases.

Lockdown eased in England, Saudi Arabia announces Eid curfew

The sound of a crisply struck golf ball could be heard in England for the first time in nearly two months as golf courses reopened on Wednesday as part of a modest easing of coronavirus lockdown restrictions that has bred confusion and an increase in the use of public transport, AP reported.

People in England are allowed to exercise more than once a day and with one person from outside their household, provided they remain two meters (around 6.5 feet) apart. Other sporting activities, such as tennis and swimming in lakes and fishing, are allowed too.

Meanwhile, Saudi Arabia announced a new 24-hour nationwide curfew from 23 May and during the Eid holidays to curb the COVID-19 spread, CNN reported.

In Italy, the number of calls to a government run anti-violence helpline rose by 73 percent during the coronavirus lockdown, the report added.

Almost half of government schools in the country don’t have any electricity or playgrounds, according to a parliamentary panel on education. It identified shortfalls in both budgetary funding and utilisation, resulting in critical infrastructure gaps.

In its report on the 2020-2021 demand for grants for school education submitted to the Rajya Sabha last week, the Parliamentary Standing Committee on Human Resource Development (HRD) expressed concern that budgetary allocations saw a 27% cut from proposals made by the School Education department. Despite proposals for ₹82,570 crore, only ₹59,845 crore was allocated. Noting similar 27% reductions for the Central and Centrally Sponsored Schemes as well, the panel recommended that these core schemes get additional funds at the revised estimates stage.

Stark deficits

The panel “expressed dismay” at the stark deficits in government school infrastructure, citing the latest survey data.

Only 56% of schools have electricity, with the lowest rates in Manipur and Madhya Pradesh, where less than 20% have access to power. Less than 57% of schools have playgrounds, including less than 30% of schools in Odisha and Jammu and Kashmir, according to the Unified District Information System for Education (UDISE) 2017-18 survey. Almost 40% of schools did not have a boundary wall, endangering the safety of students and school property.

The panel recommended that the HRD Ministry collaborate with the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to construct boundary walls, and work with the Ministry of New and Renewable Energy to provide solar energy and other renewable energy sources so that schools have access to power.

‘Dismal progress’

The parliamentary panel also slammed the government for its “dismal” rate of progress in building classrooms, labs and libraries to strengthen government higher secondary schools. Out of 2,613 sanctioned projects for 2019-20, only three had been completed in the first nine months of the financial year, said the panel, warning that such delays would alienate students from government schools.

In government higher secondary schools, not a single additional classroom had been built by December 31, 2019, although 1,021 had been sanctioned for the financial year 2019-20. Only three laboratories had been built — one each for physics, chemistry and biology — despite sanctioned funds for 1,343 labs. Although 135 libraries and 74 art/craft/culture rooms had been sanctioned, none had been built with just three months left in the financial year.

The record is better at secondary schools, where 70-75% of such facilities had been finished by December, although less than 5% of the facilities aimed at disabled students — ramps and special toilets — had been completed. At primary schools, there was a 90-95% record of infrastructure completion.

Samagra Shiksha Scheme

Overall, for the core Samagra Shiksha Scheme, the department had only spent 71% of revised estimates by December 31, 2019.

“The committee would like to impress upon the department to look into the factors impeding the infrastructure development and resolve them at the earliest so as to ensure that the students get the best possible facilities,” said the report, recommending that the Centre replicate the model of States which have done well in creating and maintaining such facilities.

“The committee is aware of the fact that delay in completion of infrastructure not only leads to students getting alienated from the government schools but also leads to cost overruns and cause an additional strain on the financial resources of the country,” the report said.

Four Years of Travelling Without a Home.

I began reminiscing about my four years as a nomad on the treacherous yet breathtaking drive to Spiti. Although Bolivia holds the title for the world’s most dangerous road, the route to Spiti in the Trans Himalayas must rank pretty close. As the Chandra River gushed along and sometimes across the “road”, it struck me just how magnificent and fragile life is. One moment, I was awestruck by the rugged beauty of the snow-peaked Himalayas; the next, I was clutching my seat, hearing the tyres screech, watching the gearbox fly uncontrollably in all directions, holding on to dear life as the driver braked just in time for our shared taxi to stop right on the edge of the fierce Chandra River.

I suppose that journey from Manali to Spiti kind of sums up the last four years for me. Breathtaking on most days, treacherous on some. On the road, and within.

I still remember, with some clarity, that dull, starless night on the roof of my rented Delhi apartment, when my soul craved more adventure. That night, I decided to give up living at a permanent address, sold most of my belongings and made the road my only home.

Four years later, at twenty-nine, the road is still my home. And my only belongings weigh around twenty kilograms, snugly packed into the two bags I always carry. These are some musings over four homeless years of life as a digital nomad:

Nomadism is a state of mind

Fall colors, New York: Tempted to go everywhere, experience everything.

When I first went location independent, I used to tell people with some pride that I don’t live anywhere in particular. I secretly loved the surprise and awe when they tried to imagine what my life must be like. But over the years, nomadism became my normal; it was my turn to feel surprised and awe when I imagined what it must be like for someone to live in the same place all their lives.

These days, I think the feeling of belonging nowhere, and by virtue of that, belonging everywhere, is just a mindset. We are conditioned to think – by society and by the false security of our comfort zone – that the familiar place where we lay our feet and rest our heads is home. But the more I’ve travelled, the more I’ve realized that home is the feeling of becoming familiar with the unfamiliar, just like friendship is the feeling of getting to know someone unknown. And when national borders become meaningless, you feel as much at home in the rugged mountains of Spiti as you do in the home of a Mayan family in Guatemala as you do in the vast desert under the vast night sky in Jordan… and that’s how home stops becoming a place and becomes a feeling.

The 80-20 rule still holds true

I first devised my 80-20 rule in my early twenties. I had just started working full-time at the Singapore Tourism Board, and was struggling to maintain the work – life – travel balance. I have to confess that now that I work for myself, the struggle to find that balance is even more real: travelling is my work, my life and my “me time”… and vice-versa.

Over the years, I’ve heard of and witnessed enough untimely deaths and unfulfilled lives, to remind me to follow my 80-20 rule(s) more now than ever. The idea is to spend 80% of my time with 20% of the people – and on 20% of the work – that matter to me most. Even if that makes my life seem self-centred and irresponsible to some, I know it’s the only one I’ve got.

Using influence to drive positive change

Sarmoli, Uttarakhand: Aiming to spend 80% of my time in the mountains.

There came a time last year when I felt like my hedonistic travel chase was leaving me feeling empty and unfulfilled. Even with my continued focus on writing about sustainable travel in an experiential and nearly disguised way, it seemed to me that the road had given me far more than I had given back. So I found myself a blank slate notebook, and started plotting the confluence of what I loved doing, what I believe I’m good at and the causes I truly care about.

From that confluence emerged @voicesofMunsiari in 2015/16 – India’s first Instagram channel run entirely by the rural village communities of Munsiari (Uttarakhand) – empowering storytellers in remote Himalayan villages to share their life stories directly with the world, despite language and connectivity barriers.

And this year, I made my way back to Spiti, to work on a menace that is plaguing our society: plastic bottles. We began conversations with local businesses on the harmful effects of plastic and safe, eco-friendly alternatives, and built a lifesize art installation of discarded plastic bottles to encourage travellers to pledge against them. We will continue working to spread awareness online, hoping to see a sizeable reduction in the use of plastic bottles in Spiti in 2018, and ultimately aspire to make Spiti and the high Himalayas a plastic bottle-free zone.

In my keynote speech at the SoDelhi Confluence, I used the stage to urge budding bloggers – travel, fashion, food and everything in between – to think beyond just commercial success, and ask what else we can use our “influence” for. That’s something I see becoming my mantra in the days to come.

I love not man the less…

The longer I stay on the road, the clearer I become about the kind of people I want to interact with. Things like hypocrisy, petty jealousies, lack of respect for someone from a lower socio-economic background, even meaningless small talk, turn me off. Sometimes I worry I’ve become quite incapable of forging real relationships – and even more, that I’m okay with it.

On my part, I’ve pissed off enough people, friends and family included, who can’t stop questioning my way of life. My choice not to stay in one place. My choice never to get married (I do say never like I mean it). My choice never to have children.

To quote Meryl Streep, “I no longer have patience for certain things, not because I’ve become arrogant, but simply because I reached a point in my life where I do not want to waste more time with what displeases me or hurts me. I have no patience for cynicism, excessive criticism and demands of any nature. I lost the will to please those who do not like me, to love those who do not love me and to smile at those who do not want to smile at me. I no longer spend a single minute on those who lie or want to manipulate. I decided not to coexist anymore with pretence, hypocrisy, dishonesty and cheap praise.”

Getting off the emotional rollercoaster

Zanzibar, Tanzania: Some places are more beautiful than our dreams.

I can’t say when I started transitioning from my emotional rollercoaster towards stoicism, but I did notice it recently – and with some pride. I travelled 25 hours non-stop from Spiti, 12 in a shared taxi on the treacherous “road” to Manali, then 13 in an overnight bus to Delhi – to make it in time for a flight to the Maldives where I was to relax for a week, then speak at a travel conference. I saw myself lying under a palm tree on an empty beach, the sound of the crashing waves in my ears, the gentle blue color of the water stretching into the horizon… and somehow survived that arduous journey.

But just as the bus pulled into Delhi, I got an email saying my flight couldn’t be arranged as planned. A year or two ago, I would’ve pulled out my hair, bawled my guts out and yelled angrily at the organisers. But even in my exhausted state, I just sighed, decided to treat myself to an indulgent night’s stay in Delhi, and figure things out. Ultimately, I spent 24 hours in the Maldives speaking at a panel on storytelling at the World Travel Writers Conference – and perhaps set the record for the shortest stay ever on these gorgeous islands!

The point is, I didn’t pull my hair or bawl my guts out. Because I’m slowly but surely coming to accept that shit happens. On the road, at home, in life. We’ve got to take it in our stride and move on… because the road, home and life would be so darn boring if shit didn’t happen.

Northern Thailand: Feeling greedy to live more ❤

Now that I’m circling thirty, I feel greedy about living life. In retrospect, I feel like I spent much of my teens bordering depression, plagued by an inexplicable meaninglessness no matter how normal my life seemed to outsiders. I gave myself time till 30… that notorious age that seems so out of reach when you’re in your teens and twenties. I’m glad I did, because I can’t imagine leaving this planet without having hiked solo in the breathtaking Ecuadorian Andes, or finding my paradise halfway across the globe in Guatemala, or feeling wild and free in the wild Caucasus.

Besides, as my friend often says, we’ll be dead for so long…

Makrana: Makrana is the source of the marble used in the Taj Mahal. It is situated at a distance of 60 km from Kishangarh and falls in the Nagaur district of Rajasthan. The region has various mining ranges, mainly Doongri, Devi, Ulodi, Saabwali, Gulabi, Kumari, Neharkhan, Matabhar, Matabhar kumari, Chuck doongri, Chosira and Pahar Kua amongst others.

Rajnagar Marble: the World’s largest marble-producing area, with over 2,000 gang saw units located in the nearby town of Udaipur to process the material produced. Agaria is a variety of this area, with numerous other varieties and patterns, primarily in white base. The marble is dolomitic and often has quartz intrusions.

Andhi Marble: Located near the capital city of the state of Jaipur ‘ it is dolomitic marble with intrusions of tremolite, and is commonly known by the name of pista pistachio marble, because of the green-colored tremolite against an off-white background. One of the famous varieties of this area was known as Indo-Italian, owing to its resemblance with Statuario Marble. Most of the mining of this famous field is now banned by the Supreme Court of India because of the vicinity of the area to the Sarika Tiger Reserve.

BHANDARI MARBLE GROUP

Slumber Marble: Also known as Onyx Marble, it has thick bands of green and pink hint. A resemblance to Onyx Marble from Pakistan gives it this name. This is also highly dolomitic.

Yellow Marble: Jaisalmer stone is found in the Jaisalmer district of Rajasthan. Though not been metamorphosed and hence is still a limestone, it is known as Yellow Marble in trade circles. It is mined in the Jaisalmer District.

Bidasar: These are ultra-basic rocks in shades of brown and green color found in Rajasthan. The criss-cross linear pattern gave it a remarkable resemblance to a photograph of dense forest. These are also known as forest green/brown or fancy green/brown.

Gujarat – Amba Ji White Marble: It can be compared with Makrana Marble. It is highly calcic and is produced in a town called Amba Ji famous for its temple of Durga Devi. The marble has a very soft and waxy look and is often used by sculptors.

Rajasthan – Abu Black: This is one of the rare Black textured marble available. Only produced in the mines of Abu road, this black textured stone is a decorative marble used in temples and sculptures.

Madhya Pradesh – Katni Range: It is famous for its beige colored marble which is dolomitic but highly crystalline, with very fine grain size and some quartz intrusions. The marble accepts polish. Another variety of the same range is red maroon-colored marble.

Jabalpur range’ contains white dolomitic marble. It is more often used as dolomite lumps for chemical and industrial uses.

Indian Green Marble: It is found in Rajasthan India, Indian Green Marble’s most quarries are situated in Kesariyaji it is 65 km far from Udaipur Rajasthan India. This Indian green marble is known by name in all over the world. In Europe, people know Indian green marble as a Verde Guatemala. Many varieties are available in Indian green marble. Indian Green Marble is exported to Africa, Europe, Australia, Middle East, and many Asian countries. It is found in the Rishabhdeo town of Udaipur District state Rajasthan of India.

Sandstone

These sandstones are available in several finishes and come with great strength. However, Sandstone like Rainbow is only available in layered form and so is not suitable when the good thickness is required and Jodhpur sandstone is best when used in front elevation and high comprehensive strength. To illustrate it clearly, you can’t have cobbles out of Rainbow sandstone in particular as it is usually available in the slabs form.

Kota stone of Kota district and Yellow Limestone of Jaisalmer district of Rajasthan are the prime limestone occurrences in India. Other deposits include the Shahabad Stone of Gulbarga and the Belgaum districts of Karnataka, Kadappa Stone of Kadapa, Kurnool, and the Anantapur & Guntur districts of Andhra Pradesh, Milliolitic. Limestone from Saurashtra Region, Gujarat, and Yellow Limestone of Kutch district of Gujarat, amongst others.

Limestone deposits

Andhra Pradesh and Telangana put together possess 32% of the country’s total reserves of limestone. World-renowned Narzi limestone is available in the Kadapa district. Commercial grade limestone deposits are being exploited from Bethamcherla, Macherla, Neereducherla, Tandur, shahabad, Mudimanikyam of Kurnool, Guntur, Anantapur, Rangareddy, and Nalgonda districts are widely used in our country for paneling and flooring purposes. Sullivan limestone of Karminagar and Warangaldistricts, massive limestones of Mudimanikyam, Nalgonda districts.

Total India’s limestones are estimated at 1 lakh million tones. Limestones are extensively utilized for the manufacturing of cement and also building stones, particularly flooring and roofing.

Other dimensional stones

Some other dimensional stones are being quarried and used in consumption, in addition to the dimensional stones already detailed above. Lateritebricks are quarried in huge quantities and are utilized as bricks in the construction of houses and for pavements in the states of Orissa, Karnataka, Goa, and other parts of coastal states. The felspathic sandstone occurring with the coal seams as overburden is also used as a building stone. The huge deposits of basalt in the states of Maharashtra, Karnataka, and Gujarat are used as building stones since ancient times. The nationwide tally of confirmed COVID-19 cases inched towards 75,000 on Wednesday with several large urban clusters reporting a further spread of the novel coronavirus, while the government unveiled measures amounting to about Rs 6 lakh crore in easy loans, additional liquidity and other incentives to help businesses fight the crisis. The first installment of the Rs 20-lakh-crore economic package, announced by Prime Minister Narendra Modi on Tuesday, came on the 50th day of the coronavirus lockdown and merely four days before the end of its third phase on 17 May. A decision on the future course of action on the lockdown is expected in the next few days, though Modi has said that the 'fourth' phase will be an 'improved' version of third phase, in which some relaxations were already given. Congress leader P Chidambaram, however, said that the Centre's COVID-19 economic stimulus package had nothing for lakhs of poor and hungry migrant workers who have been walking to their homes. India's MSME sector employs nearly 11 crore people and accounts for about 45 percent of the country's total manufacturing output, 40 percent of exports and almost 30 percent of the GDP. However, the sector has been hit hard by the lockdown, with millions of units staring at the prospect of closure and the threat of job losses. Lakhs of migrant workers were also left jobless and homeless due to the pandemic, especially after the lockdown came into effect on 25 March. While special trains and buses have been arranged for them in the recent weeks and continue to operate to help them reach their native places, thousands of them had to walk or even hide in trucks and containers to reach their destinations. Whether or not we agree with the migrant workers, the rationale in leaving was absolutely sound. They know — and every hour we are proving — how untrustworthy, inconsiderate and cruel their governments, factory owners and middle-class employers like us are. And we are proving that with laws to restrict their freedom of movement.

You created panic. You sent the country into complete chaos with millions on the highway. We could have easily converted the marriage halls, schools and colleges and community centres that were shut down into shelter homes for migrants and homeless. We declared star hotels into quarantine centres for people returning from abroad.

When we arrange trains for the migrants, we charge them full fare. Then we put in AC trains and Rajdhani class fares of Rs 4,500. To make it worse, you say the tickets can be booked online, assuming they all have smartphones. Some of them buy those tickets. But in Karnataka, they cancel them because the chief minister meets the builders, who say the slaves are escaping. What you are witnessing is the quelling of an anticipated slave rebellion.

We have always had one standard for the poor, and one for others. Even though, when you list essential services, you are finding out that it is only the poor people who are essential, apart from doctors. Many of the nurses are not well-off. Besides them, there are sanitation workers, ASHA workers, aanganwadi workers, electricity workers, power sector workers, and factory workers. Suddenly you are finding how inessential the elite are to this country.

Migration has happened for decades. And their condition was terrible even before the lockdown. How do you see the way we treat our migrant workers in general?

There are many kinds of migrants. But you have to understand the class distinctions of migration. I was born in Chennai. I did my higher education in Delhi, where I lived for four years. I then migrated to Mumbai, and I have been living here for 36 years. Each shift I made benefited me because I come from a particular class and caste. I have social capital and networks.

There are long-term migrants, those who leave from A to B and remain permanently in B.

Then there are seasonal migrants. For example, the sugarcane workers in Maharashtra who migrate to Karnataka for five months and very significantly vice versa — work there and go back to their villages. There are migrants in Kalahandi who go to Raipur during tourist season and pull rickshaws. There are those who go from Koraput in Odisha to the brick kilns of Vizianagaram in Andhra Pradesh for some months.

There are other groups, too — but the people we should be most concerned with are what some of us call footloose migrant workers. The footloose migrant has no clear idea of a final destination. They will come with a contractor and work at a construction site in Mumbai for 90 days. At the end of that period, they have nothing. The contractor will then put them in touch with someone in some other part of Maharashtra, and bus them there. And that goes on indefinitely. That is a wretched life with total, unending insecurity. They are in millions.

When did the state of migrant workers begin to worsen?

Migrations have taken place for more than a century. But they have exploded in the past 28 years. The 2011 Census shows us that between 2001 and 2011, India saw its highest migrant flows — in our independent history.

The 2011 Census noted that for the first time since 1921, the number of people urban India added to its population was higher than the number of people rural India added to its population. The growth of rate of population is much smaller in urban areas, yet you have more people added to urban India’s population.

Go back and search for a panel discussion or interview with experts on television fully dedicated to these facts of the 2011 Census. How many discussed the migrant labourers and the intensity with which migrations happened from rural to urban, rural to rural, and so on?

Any discussion around migration is incomplete without rural distress, which is at the root of migration, right?

We smashed agriculture, and millions of livelihoods collapsed. Every other livelihood in the countryside has been savaged as well. Handlooms and handicrafts together are the biggest employers in the country after agriculture. Boatmen, fishermen, toddy tappers, toy makers, weavers, dyers; one after the other, they are going under like ninepins. What option did they have?

We are wondering if the migrant workers will come back to cities. Why did they come here in the first place?

I do believe the substantial number of migrant workers will come back to the cities. It will take a long time perhaps. But we have long ago destroyed the options they had in villages, ensuring our army of cheap labour.

How do you view the proposed relaxations of labour laws in several states?

First, it is an undermining of the Constitution and existing laws by ordinance. Second, it is an issuance of a bonded labour proclamation by ordinance. Third, it actually sets back the gold standard on working hours by 100 years. The most basic thing is every convention on labour in the world has respected the eight-hour work day.

Look at the Gujarat notification. It says that no overtime will be paid to the workers. The Rajasthan government provides for overtime pay for extra hours, but with a limit of 24 hours a week. The workers will work 12 hours a day for the straight six days.

All of these things have been done quoting exemptions and exceptions in the Factories Act. It says the maximum number of hours a worker can be asked to work — including overtime — is 60 hours. At 12 hours a day, these are coming to 72.

More importantly, the workers have no say whether they want to do the extra hours or not. There is an assumption that productivity goes up with longer working hours. But it goes against many studies done in history. A lot of factories in the past century adopted the 8-hour day because their surveys showed them that productivity dropped off strongly in the extra-long hours because of fatigue and exhaustion.

Regardless of that, it is an attack on basic human rights. It is an enslavement of labour. The states are essentially acting as a contractor, dalal procuring bonded labour for the corporations. Be sure this will affect the weakest sections — Dalits, Adivasis and women — the most.

Ninety-three percent of the workers in India have no rights that they are able to enforce anyway because they work in the informal sector. You are trying to say, "Let us destroy the rights of the remaining seven percent as well". The states are arguing that investment will come with the change in labour laws. But investment comes to places where there are also better infrastructure, better conditions and generally a stable society. If Uttar Pradesh had been any of that, it would not be the state from where largest number of workers migrate across India.

What could be the consequences of this move?

Uttar Pradesh and Madhya Pradesh have suspended all labour laws for three years, barring three or four laws that they cannot get around because of the constitutional and legal complexities. You are saying it doesn't matter how miserable the conditions are, the labourers have to work. You are dehumanising people and are saying that they are not entitled to the rights of ventilation, toilets and breaks. This is an ordinance by chief ministers and there is no legislative process behind this.

What do we need to do going forward?

You absolutely need to improve the conditions of labour in the country. The pandemic affects them the way it does because of the gigantic inequalities in our society. What we are doing is a violation of very many international labour conventions that we are party to.

BR Ambedkar saw this clearly. He understood that it wasn’t just about government that we have to talk. We have to talk about workers being at the mercy of business. The states are suspending laws that he helped bring in, that he laid the grounds for.

We have a labour department in state governments. What should its role be?

The role of the labour department in the state should be to protect the rights of the labourers. But you have a union labour minister who is also appealing to the workers to listen to the corporations. You want something to change, you have to change your social contract. If you cannot address one of the most unequal societies on the planet, you can’t do anything about it. It will get worse — and very rapidly.

Most of the workers going back home are young, and angry. Are we sitting on a volcano?

The volcano is exploding. We are trying to not look at it. See the hypocrisy of the governments, media, factory owners and us as a society.

Till 26 March, we never knew about the migrant labourer. Suddenly, we see millions of them in the streets. And we feel the pinch because we have lost our services. We didn’t give a damn until March 26. We didn't think of them as human beings with equal rights.

There is an old saying: When the poor become literate, the rich lose their palanquin bearers. Suddenly, we lost our palanquin bearers.

How do the migrations particularly affect women and children?

It is particularly devastating for women and children. Wherever there is contraction of nutrition, women and girl children are the biggest sufferers. And they are incredibly more vulnerable in health terms. There are ways young girls suffer that rarely are thought about let alone mentioned. Millions of girls in schools across the country are entitled to free sanitary napkins — suddenly the schools are shut, no alternatives provided for. So millions are returning to unhygienic alternatives

What about the difficulties of migrant workers walking back home?

Migrant workers have often walked long distances. For example, the migrant workers walk back to South Rajasthan from their factory or middle-class employers in Gujarat.

But they did that in different circumstances.

They walk 40 kilometres, stop at a dhaba or a tea stall, work there, and get a meal in return. In the morning, they will leave. Next big bus station — they do the same. That is how they earn their way back home. With all of those places closed, they are exposed to dehydration and hunger, diarrhoea and other diseases.

What should we do in the future to improve their condition?

A complete delinking and breaking with the path of development we have chosen, and a massive attack on inequality. The sufferings of the migrant workers arise from their unequal situation.

You cannot do it without realising the importance of "justice for all: Social, economic, and political…" Embedded in your Constitution. And it is not an accident that social and economic precede political. I think there was a clear sense of priority in those people who wrote it. Your Constitution tells you the way.

The Indian elite and government really think that we can go back to business as usual, and that belief is going to lead to incredible oppression, suppression and violence.
