Untraceable 3D-printed 'ghost guns' on the rise in Canada
Police in Canada seized more than 100 3D-printed guns last year, with some jurisdictions seeing increases in this type of weapon and even busting manufacturing rings for the first time.
In Calgary, for example, police seized 17 3D-printed guns in 2022, compared to just one each in 2021 and 2020. 3D-printed guns fall into a category of homemade firearms referred to as "ghost guns" because they are untraceable.
They have no serial number because the printed part of the gun is the receiver of the weapon regulated in Canada. The other parts of the gun can be purchased at gun stores and online without a firearms license.
Plans for producing these firearms are available online, and the item can be made using a consumer-grade 3D printer. To get a sense of the scope of the problem, CBC News reached out to 20 police forces across the country and collected data from media reports in areas where police wouldn't discuss the number of firearms seized.
These guns have been found across the country, from cities such as Saskatoon and Winnipeg to smaller places such as Stratford, Ont., and Vulcan, Alta.
In December, Winnipeg police announced they had made arrests after a "criminal network" solicited and paid legitimate 3D printer services to manufacture firearm receivers.
The Royal Newfoundland Constabulary announced the bankruptcy of a manufacturer in February. Eight 3D-printed firearm frames were seized, along with multiple printers and other items, including silencers, which police said were also 3D-printed.
In Saskatoon, police seized two 3D printers and "several gun parts" in January, the first for the police. In all, seven forces told CBC News they saw an increase in several 3D-printed guns from previous years. But the data provided to the CBC was incomplete. Of those seven forces, only five had specific numbers, which totaled 46 3D-printed guns seized in 2022, compared to only four in the previous years.
He said that across the country, an untraceable gun can sell for between $2,500 and $7,500, depending on the city. The Ontario Provincial Police seized 18 such weapons in 2022 after having found only one before. 
The Toronto-area police forces that CBC News reached out to had seen very few 3D-printed guns. Peel Region, for example, seized only one last year and had not previously tracked numbers.
York Regional Police have seized a single 3D-printed firearm. It was a "fully functioning firearm" and was used in a carjacking robbery, according to a statement from the police organization.
In Toronto, eight 3D-printed guns have been seized since 2020. But in a statement to the CBC, Toronto Police Services (TPS) said cross-border importation and trafficking of firearms produced by regulated gun manufacturers remained the "predominant public safety threat in Toronto at this time."
Even so, there are concerns in Canada's biggest city about other types of untraceable ghost guns. In 2013, 3D-printed guns first made headlines in the U.S. The firearm in question was called the Liberator and was a single-shot pistol. Its creator wanted to put the plans online so others could make them.
It was the start of a legal battle stateside in 2018, when a lawsuit filed by Cody Wilson, the creator of The Liberator, was settled. The move made it legal to post firearm plans online.
In most U.S. states, residents are allowed to make a gun for personal use. In Wisconsin, for example, gun designer Ethan Middleton has posted plans for firearms online, sharing them with a large community of 3D-printed firearm enthusiasts.
Middleton says, for him, it's about rights enshrined in the U.S. Constitution: the First Amendment, or freedom of speech, and the Second Amendment, or the right to bear arms.
Middleton's gun designs are named after foods (Apple Pie, Mac 'n' Cheese) and have been downloaded thousands of times. He says several Canadians have contacted him about his designs.
In an interview with CBC News, Public Safety Minister Marco Mendicino said his biggest concern about ghost guns is that they are fast, cheap, and accessible, and their purpose is to evade the law. And so it's obvious why it is that organized crime uses this technology.
Last year, Mendicino called these firearms a concern for Canadian and U.S. law enforcement. But C-21, Canada's recently introduced firearms legislation, does not target them specifically.
The Standing Committee on Public Safety examines Bill C-21, which makes amendments to Canada's Firearms Act. Mendicino said the committee "is examining a way in which we can make it illegal under the law with further particularity in the definition of parts of a firearm, which would include barrels and slides."
He said that the government wants "to send a powerful signal to the organized criminal community that if you're in the business of trying to evade accountability through the law, that we're going to make it harder for you, through this deterrence, and bring you to justice."

OPP charge Leamington man with second-degree murder
Following an investigation into the death of a woman found deceased in a residence on Mill Street East in Leamington, police have charged a Leamington man with second-degree murder. A woman's body was discovered Thursday after officers from the Essex County Ontario Provincial Police detachment responded to a 911 call to the residence around 5:40 pm. The identity of the deceased is being withheld pending notification of next-of-kin. The OPP criminal investigation branch is in collaboration with the Ontario Coroner's Office and the Ontario Forensic Pathology Service. David Enrique Espinoza Montes appeared in court at the Ontario Court of Justice in Windsor on Friday. The Ontario Provincial Police said in a statement that there is no concern for public safety, but that an increased police presence in the area will continue. Anyone with information regarding the incident should contact Leamington OPP at 1-888-310-1122 or anonymously at Crime Stoppers at 1-800-222-8477 (TIPS), or leave an online message at www.catchcrooks.com, where they could receive a cash reward of up to $2,000.

Look At The Image That Threatens My Life In Ford Nation!

Anyhow this morning I was looking at this and realized that I can’t have this as my wallpaper anymore; it’s too dangerous now.     A notion that may not make sense to you but I ask that you read this whole thing out before making your final decision. Give me the chance to show you my reasons.    
   First a little history, the last time I was gonna have the absolute shit kicked out of me for the crime of being gay, alive and living in Ontario was in 2007 at Seneca college. A bunch of nursing students found out by overhearing me talk with friends in the cafeteria area that I was gay and let me know that they were gonna be heroes by beating the hell out of me to the point where it would be impossible for me to be a gay cop.      Being a person who knows when to bow their head and when to stand up and fight I accepted that this was going to happen. I wasn’t gonna beg for them to not hurt me; that usually leads to some form of sexual assault or abuse. I told my friends that after classes ended that day that’d be the last they see of me as either I would be in the hospital and not coming back to the program or I’d win the fight and be expelled because I fought back.      Because I had fallen in with a good group of people, when the time came I walked out to meet the waiting nursing students. The unexpected thing was a group of guys walked out of the school to stand beside me. Remotely fair odds seemed unfair to the nursing students so they bailed and the situation was dealt with, in part by the administration.    
   That was when gay marriage had just won, and we had a provincial Liberal government in power. At the height of the media shaming and encouraging others to shame bigots because Canada was looking good; a bastion of tolerance and other bullshit we lied to ourselves about cause it was really important to look good to the world community.   
   At that time I was still taking the precautions I now have to enact once more, the one time I slipped up in a couple of sentences in public and I was fucked. I was in a scenario where it was going to be five on one with weapons. How dare I speak in public!   
   Over the holidays I had someone here who confirmed that there was still a lot of violence and threat of violence against the LGBTQ+ community in the ‘enlightened’ age of 2017. I won’t name the person because you don’t randomly confirm people as gay or gay allied online anymore; if they choose to confirm things in the comments section that is their decision but others were there, they heard it too.       Do you think the gay community suddenly stopped trusting cops because of the Bruce McArthur thing alone? Oh wait there is miles of documentation showing the police reaction to the violence or threats against the LGBTQ+ community; the same reaction it has always been, silence with subtle pushes of encouragement.  
    This was all when we had a Liberal provincial government and an LGBTQ+ premiere so for us, the climate was as good as it was gonna get. Now we have Doug Ford. Thankfully we have a case study recently about what happens when a far right politician with backing from a White Nationalist organization willing to sell out as much as possible to the violent religious right comes into power.       Now this is where you say I’m crossing the line, it’s not like there are people giving Nazi salutes or wearing ‘Make Ontario Great Again’ hats...

  So there are a lot of red flags; plus the fact that there are those I have spoken to privately about this issue that have already said they have been harassed and/or faced the threat of attack. I’m not naming them because of my rules to try to ensure their protection, if they wish to comment and discuss it in the comments below that will be their decision.     I have decided to enact the ancient customs of 2007 and prior to ensure my safety ONLY because I can’t get out of this province. I like the idea of calling it tactical retreat. Ontario is lost, go somewhere that hasn’t fallen yet and do your part to try to keep it from falling.      Also yeah after decades of violence, fear, and all of that part of me also wants to be able to have a picture of two guys dancing before one goes off to college on my personal phone without prominent and reasonably verified fear that it will lead to injury or potentially death if I happen to lose the hate crime lottery despite me not waving it in anyone’s fucking face.      Welcome to Ford Nation, hope you aren’t anything aside from white, straight, male and either Christian, Atheist or Agnostic cause if you are...you know what’s coming. Ontario Municipality Election 2018 – Tamil Candidates in Markham and Scarborough – Few Observations
Tamils living in Canada (or Canadian Tamils), especially in Ontario have involved in Canadian politics for a long time. Many individuals have run for MP, MPP, City Councillor as well as School Board Trustees in the past 15 years. Compared to the past election history of Canada, we had a larger number of Tamil candidates who ran for different positions in Toronto, Markham, Ajax and other regions this year. Among them, most of the Tamil candidates were running for office in Markham and Scarborough area.
It is obvious that there are many Canadian Tamils who would like to see their fellow Tamil representatives shine in Canadian politics as they have shined in other positions. However, when more than one Tamil Candidate run for an office in same electorate, Tamil community has been divided and it has been criticized by Tamil media and Tamil community at large. Are the valid criticisms? Should Canadian Tamils collectively choose one Tamil candidate to run for an office in the future?
The purpose of this review is to look at how Tamil candidates conducted their campaigns and whether their strategies were successful and what are factors influenced he results.
Scarborough -City of Toronto Councillors
There were three Tamil candidates who ran for Councillor Position for Toronto City Councillor in three different wards in Scarborough. The promises by all the candidates were around the following key issues,
·  Lesser crime and safer city
·  Better roadways and more transit facilities – including subway and LRT
·  More affordable housing for low income families and newcomers
·  More funding for health and mental health
The following were the three Tamil candidates in Scarborough.
1. Ward 23 Scarboorugh North – Neethan Saba
2. Ward 24 Scarborough Guildwood – Priyanth Nallaratnam
3. Ward 25 Scarborough Rouge Park – Neethan Shan
Among those three candidates, Neethan Shan is a well-known candidate among Tamil Community. He served as a Trustee in York region – 2006 to 2010 and Toronto TDSB trustee from 2016 to 2017 and as Toronto city Councillor from Feb 2017 to date. Among the three Tamil candidates, he has secured more votes in his electorate (40%). Neethan Saba has secured 13.5% of total votes in Ward 23 while Priyanth Nallaratnam has received 8.3% of total votes in Ward 24. Though all three were supported by Tamil voters and other communities and have received significant number of votes, none of them were able to win and secure a seat.
Their campaigns were decent in general and they didn’t waste their valuable time on tarnishing opponents’ image. Among these three, Neethan Shan proved his strong support, but has lost with very narrow gap of 154 votes. I believe that the recent changes imposed by Provincial government which changed the catchment area has impacted his victory. As his boundary is expanded to South east Scarborough, Neethan Shan had to work hard in a short period of time to convince lots of conservatives that live in South section of Scarborough Rouge-Park electorate. On the other hand his affiliation with key Tamil organizations in the past has also impacted positively as well as negatively.
Scarborough - School Trustees
If we look at the TDSB School Board Trustee election in Toronto, there were six Tamil candidates who ran for these positions in different wards. Many residents believe that School board trustee is a stepping stone position to becoming a Councillor or MPP or MP in the future. They believe that a candidate tries to become a school trustee to get popular in the community and to expand their social network for their future goal. However, some of the candidates would consider this position to genuinely contribute to shaping the education system in Ontario.
The promises/ commitments given by these trustee candidates were around providing better education, improve the curriculum by updating them, prioritize mental health support, give more attention to arts and culture, etc. There were 6 Tamil candidates in the recent Trustee election in Scarborough.
1.    Ward 18 – Parthi Kandavel – 22.3% of total votes and he won
2.    Ward 21 – Yarlini Rajakulasingham – 31.5% of total votes and she won
3.    Ward 21 – Ganesh Kulaserampillai – 3.8% of total votes
4.    Ward 22 – Dr. Anu Sriskandarajah – 36.3%  of total votes and she won
5.    Ward 22 – Akila Rudrasingam – 10% of total votes
6.    Ward 22 – Tharshigan Vijayapalan – 4.6% of total votes
Parthi Kandavel from ward 18 has already completed one term as Trustee and he was able to talk about achievements in the past during this election campaign. He has launched a decent campaign this time too as he did in the past. I wouldn’t say it was an easy win for him as he got only 22% of the total votes and the candidate secured second position has secured 20% of the votes.
As you see the results in Ward 21 – Yarlini got 32% votes. If we look at the campaign method of Yarlini, she used only positive messages in her campaign. There were criticism that she is running only because her father was supporting her financially therefore able to run a good campaign. However, shouldn’t we expect a candidate to use all the resources to win in an election? Despite of all the criticisms, she has proven that she is capable of winning the election by securing votes from other communities as well. Roy Hu lost to her just by 276 votes
Ward 22 - Among all the wards in Scarborough this is the only ward we had three Tamil candidates for the seat. However, Anu Sriskandarajah got 36% of the votes and set a clear victory where next person in the list got only 14% of votes. Interestingly, Akila Rudarasingham campaigned that she was the first Tamil candidate to register to run for this position. I was wondering since when registering first to run for an office became a qualification to win in the election? I believe that Anu’s education background was a strong asset for her in the election.
More interesting fact of this election is the winners of ward 18 and ward 22 are husband and wife. But, it was not highlighted or no memes or trolling videos were created to criticize them whereas a candidate in Markham ward 7 was highly criticized by Tamils.
Both winning candidates of Ward 18 & 22 were smart enough to use both ethnic resources and main stream media for their campaign. Both had very good online presence during their campaign and both won in their constituency. It is a rare occasion for husband and wife to win in two wards in an election in one city.  
Markham - Councillors & Regional Councillors
If we look at the Candidates in Markham, Niran Jeyanesan ran in the election with “I am the only Tamil candidate” slogan for regional councillor position. Even the Tamil media decided to support him as he was the only “Tamil” Candidate for Regional Councillor Position. However, he got only 14, 984 votes and secured 8th position out of 12 candidates.  Interestingly in Ward 4 and 8 also we had only one Tamil candidate who ran for City Councillor position. However, Tamil media didn’t endorse those two candidates as they did for Niran Jeyanesan.
Among all the candidates for council and regional council, Niran Jeyanesan and Killi Chelliah put Safety first. Killi was more concerned about Road safety compared to other candidates. Niran has been working for police service and he highlighted his transferrable skills on safety during his campaign. Malar and Killi both had concern about better flow of traffic in Markham area, safety city, better city services including snow removal, services for seniors and other residents.
City Councillor Positions – there were 8 candidates
1.    Ward 4 - Shaarmina A. Rodrigo – She got 372 votes
2.    Ward 5 – Sri Sivasubramaniam – He got only 734 votes
3.    Ward 5 – Jeremiah Vijeyaratnam – He got 525 votes
4.    Ward 7 – Kethika Logan Kanapathi – She got 2,635 votes and stands 2nd
5.    Ward 7 – Killi Chelliah – He got 1,961 votes and became 3rd in the ward
6.    Ward 7 – Malar Varatharaja – She got 1,587 votes and stands 4th
7.    Ward 7 – Sothy Sella – He got 481 votes
8.    Ward 7 – Elauppillai Srinathan – He got only 236 votes
9.    Ward 8 - Joseph (Mohan) Remisiar – 2,599 votes
Tamil community didn’t talk much about ward 4, 5 & 8. Though, there were two Tamil candidates who ran in Ward 5, discussion about Ward 5 wasn’t the “Talk of the Town”. However, I personally liked Joseph’s (Ward 8) message to the public. He asked people to come out to vote – not necessarily to him. He clearly promoted democracy.
The biggest battle amongst Tamil candidates was observed in Ward 7. I noticed that some candidates typically following the tactics used in Sri Lanka and India to win the election. Slogans like “I registered first”, “I am the most qualified candidate”, “I am the only candidate ran in the previous election”, “I am already winning and don’t waste your votes by casting for others”, “We can’t allow family members to run in the election”, etc. were widely used in this ward during last few weeks of the election campaign.
Logan Kanapathi was criticized for encouraging his daughter to run in the same ward where he was ruling for 12 years. Other candidates mentioned about this in their campaign. Some people went one step further to say there is a under the table deal between Usman and Logan. However, Logan proved that he still has strong support. I am not sure if he used this election to check the support he has in ward 7 and whether there is a possibility for his daughter to win in the future.
Malar Varatharajah had a very good social media presence. She has also used her professional skills in her campaign. Many Tamils assumed that she would win. However, she became 4th in the race. Similarly, Killi Chelliah entered the contest with strong background and a strong volunteer team to work for him. He was able to secure 3rd position. Many people mentioned that he should have used his picture at least in his big signs. As he didn’t use his picture in public spaces, for many other community he would have been an unknown candidate.
Even after the election, supporters of the Ward 7 candidates are blaming each other for their defeat. Tamil media also gave lots of attention to ward 7 during the election. There were individual also either campaigned in support or against a candidate. For example, Mr. Kathi Selvakumar released three different videos during the campaign period. He openly supported Malar Varatharajah in one video. Later he directly criticize and condemned Killi Chelliah in other video. But, Malar couldn’t beat Killi in the election. Kethika and Malar have used “Gender” card in their campaign. In general, all the Tamil candidates tried all different strategies to win the election.
Ward 7 situation was a “Talk of the Town” for days after the election as people continued to discuss about this ward on social media. Thanks to Sri Lankan political situation which gave new topic for Tamils to talk. There were number of complaints about election malpractices in ward 7. Malpractices includes, removing signs of other candidates, installing signs without home owner’s permission, taking the laptop to houses and asking residents to vote online, changing the votes after casted, etc. However, those complaints are yet to be proved.
Markham - School Trustees
If we look at the Trustee position for Area 4 (Ward 7 & 8) of Markham,
1.    Juanita Nathan and
2.    Kavitha Senthil were running in the same Area and Juanita secured her position back.
There were stories that Logan tried to convince Kavitha to withdraw. Those who spread this story also questioned “Why doesn’t Logan withdraw his daughter’s application and let the other leading Tamil candidate to win and secure the Ward 7 seat within Tamil community”..
If we look at the election results of Trustee positions, it seems that they won their seats by targeting all the residents while giving adequate attention for Tamil voters. But, I am not sure whether candidates who ran for the Councillor positions in Markham and Scarborough targeted all the residents. They merely depended on Tamil votes. I believe candidates from Tamil communities have to come out of ethnocentric approach if they want to secure the seat.  
If Tamil candidates are interested in running in the future election, they should consider the followings, in addition to their other preparations.
1.  Hire a skilled campaign manager who follows ethics in election campaign.
2. Shouldn’t talk about other candidates (highlighting their weaknesses or mistakes) in your social media profile continuously. If you do so, you are giving a free (negative) publicity for them.
3. Develop your strategy to have multi-ethnic campaign team. Then only you can reach other communities.
4. Don’t depend on Tamil media alone for your success. Expand your network through other media outlets.
5. Hire volunteers from high-school and university to do the campaign for you. Depending on friends, families and social media groups alone will not bring you the victory.
6. Plan your campaign ahead of time. Start attending social and cultural events and record your presence as photos and videos – name them and save them for future use.
7. Attend the social and community campaigns and advocacy activities around systemic issues that affect residents – Ex: Discussion on safety, discussion on basic salary increase, transportation issues. This will help you to get to know more and more people over the time and when you go for election you already know many individuals from different ethnic background.
I would like to conclude my review with few questions. I have seen a very important question on social media during this election and similar question was asked in the past too. The question is “Why should a Tamil voter vote for a Tamil candidate?”
Is it a valid question or not?
Are we electing a candidate to take care of Tamil affairs or are we electing a person from our community to serve all the communities living in the area?
What qualification and quality a candidate should have to be a Trustee, Councillor, MPP or MP? Have we ever asked this question?
Do we have healthy discussion about each candidates?
What do we do after the election? What is our post-election civic contribution?
Are we using the elected officials for our own benefit or for a common interest?
Are we keeping them accountable for what they promised to do?
Finally, do we have the right answers for all the above questions?

Protesters target Ottawa airport as 'Freedom Convoy' occupation reaches 14-day mark
A group of truck convoy protesters made their way to the Ottawa Airport on Thursday morning, the latest expansion of the demonstration as it reaches the end of its second week.
About 30 pickup trucks arrived at the airport shortly after 8 a.m. and began driving slowly around the loop at the airport and honking their horns, in both the arrivals and departures lanes.
One of the organizers said on a live feed of the demonstration that they planned to stay and slow-roll the airport for "hours."
The protesters' latest move came days after a judge granted a 10-day interim injunction to silence horn-honking downtown. However, that injunction only applies to a specific area in the city's core.
Mayor Jim Watson says he's confident additional police resources will be on the ground in Ottawa by the weekend as the "Freedom Convoy" demonstration in downtown Ottawa reaches a 14th day.

Ottawa police are warning protesters blocking downtown streets they could face criminal charges, and Bylaw Services is increasing fines for noise and idling violations in a bid to break up the demonstration that has gridlocked several downtown streets.
Watson says he has had "encouraging" conversations with Prime Minister Justin Trudeau and federal officials for increased resources, after Ottawa police Chief Peter Sloly said the service needed an additional 1,800 officers and staff to police the demonstration.
"I have every confidence that we'll see additional officers here for the weekend, which tend to be the more challenging times with respect to behaviour down in the red zone," Watson said on Wednesday, noting officers may have to travel from across the country to Ottawa.
"I made it very clear that there's a sense of urgency that we need these officers sooner than later, and that message was received and acknowledged."
Public Safety Minister Marco Mendicino told reporters the RCMP is coordinating with Ottawa police and Ontario Provincial Police on additional resources.
"We will continue to provide that support, as much as we can," Mendicino said, adding officials are studying the Ottawa police plan for more resources.
Watson was scheduled to speak with Ontario Solicitor General Sylvia Jones later on Wednesday.
Police are warning people remaining in the demonstration zone that it is a criminal offence to obstruct, interrupt or interfere with the lawful use, enjoyment or operation of property.
"The unlawful act of blocking streets in the downtown core is resulting in people being denied the lawful use, enjoyment and operation of their property," police said, adding the offence is known as mischief to property. 
"We are providing you notice that anyone blocking streets or assisting others in the block of streets may be committing a criminal offence.  You must immediately cease further unlawful activity or you may face charges."
Meantime, Ottawa Bylaw Services received judicial approval to increase fines for bylaw offences.

COUNTER-PROTEST
Residents fed up with the ongoing occupation gathered at Ottawa police headquarters on Elgin Street Wednesday evening for another counter-protest.
“The citizens of Ottawa deserve a safe city to live in,” said Chris Ducas, one of the organizers. “We are looking to just get our city back. We are not trying to be confrontational with the occupiers or the police.”
Ducas said the group has hundreds of supporters online, but only a few are comfortable standing outside of police headquarters because of safety concerns.
He also called for a “full audit” of how things got to this point.
“there needs to be an understanding as to why the Ottawa police did not listen to the federal government in relation to keeping the trucks out of the downtown core,” he said, “There needs to be an apology to the residents…of the downtown core. Their lives have been terrorized over the last two weeks.”
“The police have failed them, frankly.”
INJUNCTION
The city of Ottawa's top lawyer says the city is in conversation with Ottawa police about a possible injunction targeting the demonstration.
"My team is ready to move quickly, we are prepared ... that material is ready to go, we just need to identify what we would be asking the court to stop. And then what the enforcement tools would look like," city solicitor David White said.
White says the city must ensure the injunction application isn't too broad and police can enforce it.

Freedom Convoy protesters set to return to Ottawa for Canada Day, stay through summer
As groups affiliated with the Freedom Convoy continue to plan protests, Ottawa police say they expect more protests and larger crowds during Canada Day celebrations in the capital this July. 
The OPS said in a statement that it is "working with Canada Day organizers and our policing partners to implement a public safety plan that allows all Canadians and visitors to enjoy the capital during this celebration."
Significant road closures are expected, as well as an increased police presence. Additional resources from other agencies are being brought in.
Many of the key figures and prominent streamers involved in the ongoing "Freedom Movement" are planning protests in Ottawa this summer, the majority of which arose from the Freedom Convoy.
Throughout the summer, a cohort that includes many of the groups involved in protests earlier this year, as well as some that have emerged since, is organizing events. 
Starting June 30, when Topp plans to end his cross-country journey at the National War Memorial in downtown Ottawa, protests are expected to take place on a large scale in the city. 
Topp began walking to Ottawa in February, inspired by the convoy protests and disturbed by government overreach affecting people who have chosen not to get the COVID vaccine, he said.
When Topp began his protest, he said there was no talk of repealing vaccine mandates. When he arrives in Ottawa, he plans to meet with members of Parliament. 
Which MPs have agreed to speak with Topp is unknown.
Veterans 4 Freedom is supporting Topp's march. 
Marazzo rose to prominence during the convoy protests in Ottawa, serving as an official spokesperson for protesters at times. During the recent provincial election, he ran for the Ontario Party in the Peterborough riding.
MacGillivray says the group has been in contact with Ottawa police about Topp's arrival. 
He also mentioned that the celebrations will continue into Canada Day. A map of Topp's march through the city is circulating online, and plans for a weekend of camping downtown near Parliament Hill.
The group wants to have the "least impact on citizens of Ottawa's daily lives.
Residents have contacted Ottawa police with concerns about the possibility of protests around the July 1 national holiday, which will not be held on Parliament Hill this year.
Construction on a permanent structure for protesters just outside Ottawa, which will serve as a base throughout the summer, has begun.

The United States has now recorded more than five million cases of COVID-19, with more than 162,000 deaths, since identifying its first confirmed case of the new respiratory illness in January, according to data from Johns Hopkins University.
New cases of infection in the U.S. caused by the novel coronavirus run at about 54,000 a day — and while that’s down from a peak of well over 70,000 last month, cases are rising in nearly 20 states.
Figures compiled this week show that five states — California, Texas, Florida, New York and Georgia — account for more than 40 per cent of infections.
On Saturday, U.S. President Donald Trump signed executive actions bypassing Congress to defer payroll taxes for some Americans and extend unemployment benefits after talks on a new coronavirus rescue package collapsed.
Trump accused Democrats of loading up their rescue bill with priorities unrelated to the coronavirus. “We’ve had it,” he said Saturday at a news conference at his country club in Bedminster, N.J.

Trump said the payroll tax cut would apply to those earning less than $100,000 a year. Extra aid for the unemployed will total $400 a week, a cut from the $600 that just expired.
He also signed a memorandum holding off student loan payments and an executive order extending the freeze on evictions.
What’s happening with coronavirus in Canada
As of 10:15 a.m. ET on Sunday, Canada had 119,404 confirmed and presumptive coronavirus cases. Provinces and territories listed 103,715 of those as recovered or resolved. A CBC News tally of deaths based on provincial reports, regional health information and CBC’s reporting stood at 9,017.
Ontario reported its sixth-straight day of fewer than 100 new cases of COVID-19. There were 70 new cases of the novel coronavirus Saturday and one virus-related death. Hospitalizations and ICU admissions also continued to decline while the number of patients on ventilators remained stable.
The province has had nearly 40,000 cases of COVID-19 and 2,784 deaths.
In Quebec, the government plans to have students return to classrooms at the end of the month, but some parents want schools to offer an option for online learning.

Others are asking for smaller class sizes, additional safeguards to prevent a COVID-19 outbreak and more details about Quebec’s plan should an outbreak occur.
A petition asking the government to revise its plan had garnered more than 16,700 signatures by Saturday afternoon.
Quebec added 126 new cases of COVID-19 on Saturday for a total of 60,367 cases, with five new deaths for a total of 5,692 deaths.
On Saturday, thousands of demonstrators marched through downtown Montreal to protest against the Quebec government’s mandatory mask regulations.
Here’s what’s happening around the world
According to Johns Hopkins University, the global total of confirmed coronavirus cases tops 19.6 million and more than 727,000 people have died. The United States has had the most cases, with 5,000,603 as of Sunday morning, followed by Brazil with more than three million and India with more than 2.1 million.
India‘s Health Ministry on Sunday recorded nearly 64,000 new coronavirus cases in the past 24 hours. At least 628,747 patients are still undergoing treatment. India also recorded 861 fatalities, driving the death toll to 43,379.
The Indian Medical Association said 196 doctors have died of COVID-19 so far and, in an open letter to Prime Minister Narendra Modi, requested adequate care for physicians and their families.

India has been posting an average of about 50,000 new cases a day since mid-June and has the third-highest caseload in the world after the U.S. and Brazil. It has the fifth-most deaths, but its fatality rate of about two per cent is far lower than the top two hardest-hit countries.
Even as India has maintained comparatively low mortality rates, the disease has spread widely across the country.
Brazil surpassed a grim milestone on Saturday — 100,000 deaths from COVID-19. And five months after the first reported case, the country is showing no signs of crushing the disease.
The country has been reporting an average of more than 1,000 daily deaths from the pandemic since late May, and 905 were recorded in the latest 24-hour period to put Brazil above 100,000. The Health Ministry also said there have been a total of 3,012,412 confirmed infections.

The totals are second only to the United States. And experts believe both Brazil numbers are severe undercounts due to insufficient testing.
Australia’s second-most populous state, Victoria, reported its deadliest day of the COVID-19 outbreak on Sunday, with 17 people dying, as police thwarted a planned anti-mask rally in the capital of Melbourne.
Victoria, at the centre of a second wave of infections, reported 394 cases of the novel coronavirus in the past 24 hours, compared with a daily average of 400 to 500 over the past week. The new deaths bring the state’s total to 210.
The southeastern state, with infections concentrated in Melbourne, accounts for a lion’s share of the national tally of more than 21,000 and 295 deaths.

Premier Daniel Andrews said more than 2,700 active cases have no known source and remain the primary concern of health authorities.
In an effort to slow the spread of coronavirus, Victoria has imposed a night curfew, tightened restrictions on people’s daily movements and ordered large parts of the economy to close.
Earlier in the day, police thwarted a planned anti-mask rally dubbed “Freedom Day Celebration” in Melbourne, arresting seven people and issuing 27 fines.
New Zealand is marking its 100th day since stamping out the community transmission of COVID-19. Life has returned to normal for many people in the South Pacific nation of five million, as they attend rugby games at packed stadiums and sit down in bars and restaurants without the fear of getting infected.
Prime Minister Jacinda Ardern’s leadership has been widely praised, but the country’s international tourism industry has collapsed, and the island nation remains more isolated from the outside world than before.
In the U.K., Prime Minister Boris Johnson says the government has a moral duty to ensure children return to school next month. Most pupils have been out of the classroom since the U.K. went into lockdown in March, though some primary-age children have returned.

Writing in the Mail on Sunday newspaper, Johnson said “keeping our schools closed a moment longer than absolutely necessary is socially intolerable, economically unsustainable and morally indefensible.”
Britain’s official death toll from the coronavirus is more than 46,500, the highest in Europe.
Scientists say the U.K. may have reached the limit of how much it can relax lockdown restrictions without causing a new surge in coronavirus infections. They say some things may have to close — even the country’s beloved pubs — so that schools can reopen fully.
Most U.K. schools start the new term in early September, but those in Scotland begin to reopen this week.

Stunt driving plagues Bruce Peninsula despite efforts of local groups, OPP

Stunt driving charges on the Bruce Peninsula are on pace for another record year according to the Bruce Peninsula Safe Communities Committee (BPSCC).
COVID-19 shutdown measures have slowed the tourism season on the peninsula, but not the drivers who are travelling along the main road between Wiarton and Tobermory.
The Grey Bruce OPP have already charged over 70 drivers with stunt driving – driving in excess of 50 km/h over the posted speed limit. Highway 6, which has a posted speed limit of 80 km/h in most parts, has had multiple drivers pulled over while operating their vehicles in excess of 170 km/h.
In addition to the excessive speeding, complaints of unsafe driving and aggressive passing have been steadily pouring in on the peninsula for years. There were 250 complaints in 2017 and 350 in 2018 according to BPSCC data.
Community-focused safety groups and online social media campaigns are trying to raise public awareness to get motorists to slow down on Highway 6, but the numbers keep going up and the local anxiety has climbed alongside.
“I know there are people who drive that road every day who will now use backroads if they can,” said Terry Bell, Chair of the BPSCC. “The number of people that just blow right by you, and I don’t know what is in their minds, what logic or lack thereof, that would entice them to do that much over the limit. I just shake my head.”
The BPSCC is a Parachute Canada accredited group that has been meeting for nearly four years and running initiatives to try and curb speeding on the peninsula.
Bell is a retired OPP officer and Town of South Bruce Peninsula councillor who has been leading the charge. According to a 2018 report, the group has been successful in getting local attorneys to not plead down stunt driving charges and raising general awareness through social media, collaboration with partners, and signage.
New for this summer, the BPSCC partnered with Sign Street to create a large sign that keeps track of the number of stunt drivers charged this year with an image of an OPP officer aiming a radar gun set beside the penalties for such an infraction. Namely, a $2,000 fine, licence seizure and vehicle impoundment for seven days.
The sign has been placed north of Wiarton at the side of the highway.
“I try and look at the things that we have perhaps not yet done, but for the most part, short of being able to have twice the amount of OPP officers available, I think we’re doing the very best we can,” Bell said.
He said the group has advocated for increasing the licence seizure of a driver charged with stunt driving from seven days to one year.
“Hit them where it hurts,” he said.
He acknowledges there are several hoops to jump through – at multiple levels of government – to accomplish that goal and others the committee has advocated for in the past. The BPSCC has also pushed for increased photo radar, airplane surveillance, rumble strips when entering areas of reduced speed, and more passing lanes.
Bell said the highway itself lends to the problem.
“A lot of it is just straight highway. You don’t have to negotiate a lot of curves, and I guess the tendency may be to perhaps forget it’s 80 kilometres-an-hour and not 100,” he said. “Maybe it’s a lapse of memory, but it’s driver diligence, and I think it’s also the need to know that if you are stunt driving than the chances you’re going to get caught are fairly high.”
For whatever reason, speeding on the peninsula still seems to be a mind-boggling problem no matter how strictly it’s enforced.
The Grey Bruce OPP charged 20 drivers with stunt driving over one week earlier this month. Every weekend throughout the summer a handful or more charges are announced, including six on Canada Day alone.
Often a police press release includes a line reminding motorists that speeding is one of the leading causes of death on the highway.
A head-on collision on Highway 6 near Miller Lake killed four people in 2017.
Bell said the BPSCC would like to see more OPP patrolling the highway, especially throughout the tourism season, but understands the resources needed to do such a job are just not there.
“There just isn’t enough police available to do the job that they would like to be able to do,” he said.
Over 2,000 people follow Facebook Page called “Let’s Fix Hwy 6” where news stories about drivers having their cars impounded and their license suspended are shared.
A post on that page, written by the family of one of the victims in the fatal 2017 crash, suggests some possible solutions including installing billboards that will register the speed of oncoming traffic, building more passing lanes on the highway, and increasing police presence on the road.
Joanne Atchison is one of the administrators of the page, and the mother of one of the people killed in the 2017 crash that claimed four lives. She said her family is willing to do whatever it takes to help stop stunt driving on the peninsula, but that the responsibility lies at the feet of the MTO for major changes and more awareness needs to be raised in the Greater Toronto Area.
In 2017, the BPSCC raised over $7,000 to purchase two devices that use radar technology to measure the speed of traffic on the peninsula. The devices are not meant to be used for enforcement, but to measure vehicle speed and record the time and date.
The two devices tracked more than 350 vehicles over 18 days driving in excess of 50 km/h over the posted speed limit when deployed.
For six days in 2018, an OPP airplane flew over the western Ontario region, spending two days over Highway 6. Fifty per cent of the charges laid during the operation were for infractions on Highway 6 despite the plane only flying over the highway for a third of the operation’s total time.
From May 16 to September 3 in 2019, 730 Provincial Offence Notices for speeding were served to drivers on Highway 6 between Wiarton and Tobermory according to the OPP. In 2019, from January 1 to September 3, Grey Bruce OPP charged 221 drivers with stunt driving, 176 of the charges were served on Highway 6, between Wiarton and Tobermory.
Despite the work of local community groups to raise awareness and advocate for further safety measures, 2020 is apparently on pace for another record year of stunt driving charges on the peninsula.
“What’s the old saying? You can’t fix stupid,” Bell said. “It’s just people not using their heads, taking unnecessary risks and obviously not obeying the speed limit.”

The standard stereotype among Americans is that Canadians are like Americans, except they say ‘eh’ a lot and pronounce ‘out and about’ as ‘oot and aboot’. Many Canadians, on the other hand, will tell you that Canadian English is more like British English, and as proof will hold aloft the spellings colour and centre and the name zed for the letter Z.
Possibly influenced by French is the Canadian eh. French Canadians use hein (also colloquially spelled han) in most of the same kinds of places English Canadians use eh, and they use it more. The eh of Canadian English is not a Canadian invention; it is used in England and elsewhere, but it is used in more different ways in Canada, notably as an emphatic and to maintain conversational involvement: No kidding, eh; Thanks, eh; So I was going to the store, eh, and this guy cut me off. The truth of it is, though, that most Canadians will tell you they don’t say “eh” much, and it is more associated with less-educated speech.
The best-known feature is ‘Canadian raising’, which affects two specific diphthongs before voiceless consonants: the first part of the diphthong is higher in ice and out than it is in eyes and loud. The out raising makes the vowel sound more like ‘oot’ to American ears.

Legal marijuana is about to become a reality in Canada. The move could prove to be a sea change for local economies, policing efforts, governments, schools, workplaces — you name it. But what about the U.S. What should Canadians know if they're crossing over after marijuana is legalized? To answer this question, HuffPost Canada reached out to Len Saunders, an attorney based in Blaine, Wash. U.S. over marijuana-related issues. The federal government has made it abundantly clear that even though pot will be legal in Canada on Oct. 17, it is absolutely, totally, 100 per cent not allowed to be taken out of the country.
Even if you accidentally forgot some in your car, Saunders says, officers could slap you with a hefty fine and a lifetime ban from the U.S. You can't bring pot back from the U.S., either, even if you're coming back from a state that has legalized it like Washington State or Colorado. This also applies to medical marijuana. If for some reason you do have cannabis with you or in your car — please don't do this — while entering Canada or the U.S., declare it to the Canada Border Services Agency. Right now, the only border states with Canada that have legalized pot for recreational use are Washington State, Alaska, Vermont and Maine.
Saunders says it's likely that border officers at these crossings will be more keen to ask travellers about their pot use or involvement in cannabis. But once pot is legal everywhere in Canada, he noted, guards at every single border crossing could become extra vigilant. Saunders said he expects a "tidal wave" of cases of Canadians getting barred over marijuana related issues. The federal government says the U.S. Stevie O'Brien, chief of staff to Border Security Minister Bill Blair, told HuffPost Canada that U.S. So, what constitutes a "reason" to be suspicious? Public Safety Minister Ralph Goodale told CTV in June.

But Saunders called that "dangerous" advice, since it can result in a lifetime ban that will require the traveller to use a waiver every time they want to enter the U.S. — and that costs a lot of time and a lot of money. Saunders said he regularly advises people to refrain from answering questions about pot use at the border. Not answering the question might get you turned away, he said, but it at least helps you avoid being barred from the U.S., not to mention the torturously expensive and complicated process required to get a permit waiving the ban. Saunders says officers might reject your entry and turn you back, but you won't be barred.
As of October 17, 2018, the purchase, use and possession of recreational cannabis has been legalized across Canada with regulations varying by province. As a result, the province of Ontario has created rules about how, where and who can buy, possess and consume cannabis in the province. These rules are similar to those in place for alcohol and tobacco, with some differences. You have to be 19 or older to buy, use or possess recreational cannabis, and you are only able to use it in a private residence. Just as it is illegal to drive alcohol impaired, it is illegal to drive drug-impaired. Until April 2019, the only way to legally purchase cannabis in the province of Ontario is from the Ontario Cannabis Store website. All products are delivered by Canada Post and an adult 19 years of age or older must be present and provide legal photo identification in order to sign for the package.
Canada needs to crack down on a certain type of short selling because a growing number of bad apples are abusing the system for everyone, market watchers say. Short selling is an investment strategy that allows people to make money when they think the price of a stock is about to decline. A conventional investor makes money by buying a stock he or she thinks is undervalued, and then waits for the price to improve before selling it for a profit. But a short seller makes money when a stock price declines. They do that by borrowing a stock owned by someone else, selling it to collect the money, and then replacing the borrowed stock by buying it off someone else once the price has dropped. It's a controversial strategy with plenty of detractors.
But even critics acknowledge it can provide a valuable service to everyone in the market by rooting out fraud. In recent years, Canadian companies such as Sino-Forest, Shopify, Valeant, Home Capital and many others have found themselves targeted by short sellers, with the shorts having various degrees of impact in each of those cases. Short sellers who expose the truth about misdeeds by companies may provide a valuable service. Short selling becomes abusive, and problematic for the market, when a small minority of investors bend the truth to make money through panic. Walied Soliman, the global chair of law firm Norton Rose Fulbright Canada. This type of market manipulation seems to be on the rise in Canada.
Soliman said that the way securities laws are set up give an unfair advantage to abusive short sellers because companies and investors who buy companies on the way up have to play by a much different rule book. Anyone buying up a large enough chunk of a company has to disclose that to regulators. Their public statements are closely scrutinized, and their future buying and selling is bound by myriad rules. Executives at companies have to choose their words carefully when talking to the media, for fear of letting news slip that investors and regulators didn't hear about first. That's not true for short sellers. They can largely operate in secret until they choose to go public.
Soliman said. He suggests implementing disclosure rules for shorts as a reasonable first step to addressing the problem. European Union rules mandate that short sellers must tell regulators when their position is as small as 0.2 per cent of a company, and let the public know when they top 0.5 per cent. Soliman said he would like to see a crackdown on a type of abusive short selling that almost always originates on social media and stock message boards, by people putting out research designed to start a panic. Soliman declined to name specific individuals or firms involved in the negative practice, citing confidentiality. Mastromattei said abusive shorts take advantage of that. He cites the ongoing saga of cannabis company Aphria Inc. as a good example.
In December, the company was rocked by accusations by a short seller that the firm wasted hundreds of millions on foreign acquisitions that are essentially worthless. The stock lost more than 50 per cent of its value in the three days that followed. While it has since recovered, a hostile takeover offer has emerged for the company, and investors are pursuing a class action lawsuit against the business over how it handled some of its dealings. The Aphria saga is ongoing. While the truth of the matter is yet to emerge, Mastromattei said it's a great example of how lax rules leave Canada open to abuse. The CBC reached out to the Ontario Securities Commission to ask whether the regulator is contemplating changes to their short selling rules. The agency referred us to the Canadian Securities Administrators, an umbrella organization that represents 13 provincial regulators across the country. Until any changes happen, companies will remain fearful about finding themselves on the wrong side of a short campaign because of the damage that unfair ones can create.

Court Allows Landlord to Lock Out Tenant from Cannabis Business During COVID-19 Pandemic
In a recent decision, a court refused a tenant’s application for relief after the landlord locked him out of his cannabis business during the COVID-19 pandemic, finding that the cannabis business had not been operating legally.
What Happened?
The tenant operated a retail cannabis store and bakery in Brampton, Ontario. His store opened in January 2019 and he sold cannabis to recreational and medical users.
The tenant had sub-leased the store from a restaurant by oral agreement that gave him possession of the property until April 30, 2021.
On March 17, 2020, the Ontario government declared a state of emergency in response to the COVID-19 public health crisis. Several regulations have been passed since then to identify which businesses can remain open during the state of emergency and how they must operate. O. Reg. 82/20 permits any business to operate remotely for the purpose of providing “goods by mail or other forms of delivery or making goods available for pick-up”. O. Reg. 128/20, which came into effect on April 7, 2020, deals specifically with licenced cannabis retailers and also permits authorized retail stores to offer curb-side pick-up and delivery services.
On April 5, 2020, the tenant closed his in-store operations but continued to provide delivery and curb-side pick up.
On April 21, 2020, the Peel Regional Police executed a search warrant at the tenant’s business and seized 3.3 kg of marijuana. Four individuals were charged under the Cannabis Control Act for unlawfully selling cannabis.
Neither the tenant nor his business were charged.
After the police completed their investigation, the landlord changed the locks on the tenant’s business and took possession of the premises.
The tenant brought an application for an order granting him relief from forfeiture and re-entry into his business. He also sought an interim order granting him relief from forfeiture pending the hearing of his application.
Parties’ Positions
Both the restaurant and the landlord opposed the tenant’s request for interim relief from forfeiture. Both took the position that the tenant was operating an illegal cannabis store. The landlord argued that the tenant had breached the lease, which stated that the tenant must “comply with the requirements of all laws, ordinances, rules and regulations of the federal, provincial and municipal authorities”.
The tenant, however, stated that his business was not illegal. He also argued that he and his employees and customers would suffer irreparable harm in the form of lost profits and lost wages if he was not permitted to resume operations. Finally, he argued that the balance of convenience favoured allowing him to continue to operate his retail store pending the final resolution of this proceeding.
Decision
The court stated that the real issue on the motion for interim relief was whether the tenant had established that he would suffer irreparable harm if he was not permitted to resume operations and whether the balance of convenience favoured granting him the relief sought.
The court first found that the tenant had not, in fact, been complying with the regulatory regime that governs the sale of cannabis in Ontario.
The court did initially accept the tenant’s argument that his business employed a large number of people and that his employees had all been out of work since the landlord changed the locks on April 21, 2020, stating:
“Undoubtedly, the abrupt closure of the store has had a devastating impact on [the employees] and their families. It will be very difficult for his employees to find other work in the midst of the COVID‑19 pandemic. I am sympathetic to those who worked for [the tenant] and the position in which they now find themselves.
I also accept that [the tenant] was making significant profit before his store was closed. So long as he cannot resume operations, he will be unable to make money and his brand will likely suffer. However, lost profits from a business that is not complying with a mandatory regulatory regime is not the sort of harm the Court should consider when deciding if an applicant will suffer irreparable harm […].”
As a result, the court found that because the tenant had not proven that his business was operating lawfully, he had not proven that he would lose a benefit to which he was legally entitled if the court did not make an interim order.
Additionally, the court found that allowing the tenant to resume operations would cause harm to the landlord. It stated that if the business re-opened without being in compliance with provincial regulations, there was a real risk that the landlord could be charged under the Cannabis Control Act for knowingly permitting its property to be used as an unauthorized cannabis retailer.
The court concluded:
“The Court cannot permit a cannabis business to operate, even on an interim basis, if it is not complying with the detailed regulatory scheme designed to ensure the safety of the public. The Court is also not prepared to create a risk that the landlord will be charged if the business resumes operations. The application of relief from forfeiture on an interim basis is therefore dismissed.”

Police find loaded handgun in vehicle clocked at 143 km/h
BRACEBRIDGE, ON — A Bracebridge Ontario Provincial Police (OPP) officer was conducting speed enforcement on Highway 11 North in Bracebridge on Oct. 2, 2020, just before midnight, when a vehicle approached his location well above the speed limit reported. At 143 km/hr, the officer clocked the vehicle and attempted to conduct a traffic stop.
The vehicle exited Cedar Lane from Highway 11 North and continued at a high speed into the town of Bracebridge, refusing to stop for the police. The officer was able to block the vehicle on Shier Street in Bracebridge after a brief pursuit, but the driver lurched his vehicle at the officer and was eventually able to maneuver out of the situation.
The driver was arrested by officers, an investigation commenced and a loaded handgun was located in the vehicle. Police arrested and charged Colin Olafemi of Brampton, ON, 31 years old, with the following charges: possession of a Loaded Restricted Weapon CC 95(a); possession of a firearm or ammunition contrary to Prohibition Order CC 117.01(1) X 4; assault of a Peace Officer with a firearm CC 270.01(1)(a); flight of a Peace Officer CC 320.17; dangerous operation CC 320.13(1); careless storage with a firearm, a gun, a rifle, a firearm.
The defendant was detained and will appear on Monday, Oct. 5, 2020, for a bail hearing at the Ontario Court of Justice in Bracebridge, Ontario. The passenger has not yet been located and is described as a non-white male who is clean-shaven.
