By • Olalekan Fagbade JUST IN: One person dead as Motorcycle Riders, police officers clash Pandemonium broke out around Santos Avenue, Abule Egba, Lagos State, on Tuesday when police officers enforcing a ban on motorcycles in the state clashed with riders. The Lagos State Police Command, in a post on its official X handle, explained that the officers were attacked by the motorcyclists, popularly known as Okada riders, in a bid to stop them from enforcing the ban. According to the post, the officers justifiably used teargas to disperse the crowd and preserve their lives. The post said: ” A passenger in a tricycle, witnessing the use of teargas ahead, panicked and jumped out of the tricycle. “Sadly, an approaching Leyland tipper, with registration number AAB 376 CB, being driven recklessly, ran over her. “The driver of the tipper abandoned the scene while the vehicle had been recovered. Contact has also been established with the family of the deceased. Meanwhile, full investigation into the incident has commenced.”

‘Okada’ importation falls by 42.1% amid ban in Lagos, Kano others
Importation of motorcycles in Nigeria dropped by 42.1 per cent year-on-year, according to the 2022 importation bill obtained from the National Bureau of Statistics (NBS). The decline in the importation bill occurred the same year that Kano, Kaduna and Lagos State Governments banned the operation of commercial motorcycles, also known as Okada, on major roads. The state governments had blamed insecurity and multiple accidents involving motorcycles as reasons for the ban. This led to many losing their source of income. In the year of the ban wave across these states, data from the statistics bureau showed that the value of motorcycles imported into the country nosedived from N367.39 billion expended in 2021 to N212.64 billion last year. The NBS Foreign Trade for Goods Statistics report stated that the importation bill took a hit in the fourth quarter (Q4) of 2022, dropping by 22 per cent quarter-on-quarter. Okada importation bill closed the fourth quarter of last year with N46.43 billion, down from the N59.63 billion reported in the third quarter of the same year. In Q3, the National Bureau of Statistics reported that the importation of motorcycles rose by 86 per cent before falling by 22 per cent the following quarter. Read the full article

Lagos Okada ban is least thought and planned - Dr. Joe Abah
A governance and public policy expert, Dr. Joe Abah, has described the Okada ban by the Lagos State government as the least thought and planned from public policy perspective.
Writing on his verified Twitter handle, Dr. Joe Abah opined that the government could have introduced the alternatives first rather than put the people through needless hardship.
He argued that it was important for government to see if the alternatives would work before going ahead with the ban.
With the Lagos #OkadaBan, we appear, as usual, to have gone for the option that involved the least thought & planning from a public policy perspective. If you are introducing 65 buses & 14 new ferries from tomorrow, introduce them first and watch it work before announcing a ban.

Some of his followers who commented on the tweet commended him for the tweet and some even asked him to join politics so that people could benefit from his advice.
A user, who goes by the name The Celebrity LaundryMan, disagreed and wrote on the tweet:
“While I won’t want to join the defense team for the Lagos State Govt, I doubt people would explore the alternatives that the Government is putting out with the presence of the normal alternative.
“I haven’t studied it so i cannot speak for the policy.”
But Dr. Joe Abah said that if government had introduced the alternatives and the people had failed to use them, then it would have provided the government with a high moral ground to introduce the ban and people wouldn’t be put through hardship as they would be forced to use the alternatives.

It will be recalled that the Lagos State government had banned the use of the popular Okada and tricycles (Keke) in the State. Tha ban affects 15 local council areas of the State.

Eyewitnesses reveal How Okada riders killed Lagos policeman
Eyewitnesses have recounted how a yet-to-be-identified policeman was killed on Wednesday by rampaging commercial motorcyclists, known better as Okada riders, in the Cele-Ijesha area of Lagos State. The Okada riders were said to be protesting against the enforcement of the ban on commercial motorcycle operations in the area when the incident happened. PUNCH Metro gathered that during the clash, the motorcyclists also injured a Divisional Police Officer who was said to be part of the team enforcing the ban in the community. During the enforcement around 11 am on Wednesday, it was learnt that the policemen accosted a motorcyclist plying the Mile 2-Cele axis In an attempt to seize the motorcycle, the motorcyclist resisted and other motorcyclists who witnessed the incident intervened to support their colleague which resulted in a clash with the policemen. An eyewitness, who did not want his name in print for security reasons, told our correspondent that during the clash, one of the policemen attempted to use his gun to scare the motorcyclist and his colleagues away, adding that the motorcyclists overpowered the policeman and allegedly killed him. The eyewitness said, “The policemen were trying to arrest one of the motorcycle riders shuttling the Cele-Ijesha and Mile 2 areas. It was while the motorcyclist was resisting arrest that other motorcyclists intervened and demanded the release of their colleague’s motorcycle. “When the policemen refused and tried to drive the motorcyclists away, they refused to back down and stopped the policemen from leaving the spot. Then, one of the policemen tried to scare them away with his gun but they overpowered him and killed him.” Another eyewitness, who gave his name simply as Dehinde, said the policemen hurriedly left the scene after realising that their colleague had been killed. He said, “Immediately the policeman was killed, his colleagues who ran away called for reinforcement, and by the time they returned, the motorcyclists had fled. They were also seen brandishing different weapons while leaving the scene of the clash.” The clash caused tension in the area as commuters and traders scampered to safety to avoid being hurt. The state Police Public Relations Officer, SP Benjamin Hundeyin, while reacting to the development, said two suspects had been arrested, adding that 41 motorcycles were impounded.
