What the Choice of Tim Walz Says About Kamala Harris

In her first presidential-level decision, the Vice President bends to progressive pressure.

Donald Trump did Democrats a favor by choosing a running mate who reinforced his base rather than reaching out to swing voters. Kamala Harris has now returned the favor in selecting Minnesota Gov. Tim Walz, the progressive favorite, as her pick for Vice President.

The choice that scared Republicans was popular Gov. Josh Shapiro of Pennsylvania, a swing state crucial to an Electoral College victory. But Mr. Shapiro, who is Jewish, was the target of an extraordinary and nasty campaign against him by the Democratic left. He was too pro-Israel and had upset unions by showing rhetorical support for school vouchers.

Ms. Harris appears to have wilted under this pressure, perhaps fearing protests at the Democratic convention in Chicago this month. She went with Mr. Walz instead, and there goes Mr. Trump’s hope of flipping the decisive swing state of Minnesota. That’s a joke, since the Land of 10,000 Liberals has voted Democratic in every presidential election since 1976.

Mr. Walz’s progressive bona fides will please Sen. Bernie Sanders and the teachers unions. But his governing record will be fodder for Mr. Trump. And picking him is a bad omen about the ability, or even willingness, of Ms. Harris to defy her party’s left.

Mr. Walz, age 60, has a plain-spoken personality and an appealing Midwestern background. He joined the Army National Guard at 17, graduated from a state college, and became a high-school teacher and football coach. He was elected to Congress in 2006 from a rural district, and one selling point to Ms. Harris is that he might appeal to Trump voters.

But as Governor since 2019 Mr. Walz has moved Minnesota sharply to the left. He still wears a baseball cap and work jacket, but since Democrats gained control of the entire Legislature in 2023, he’s governed more like California Gov. Gavin Newsom, including:

• Increasing taxes, though Minnesota already has the fifth-highest top income-tax rate among the states, 9.85% at $193,000 of earnings for a single filer. Mr. Walz added a 1% surtax on net investment income above $1 million, while reducing deductions, and the Governor wanted more.

Minnesota is a rare state that still levies a death tax, up to 16%, on top of the federal 40% rate, which is one reason the state is losing taxpayers to better climes.

• Making an estimated 81,000 illegal immigrants in the state eligible for driver’s licenses, along with health insurance through the MinnesotaCare public marketplace.

• Funding “the North Star Promise Program, which provides free college for students with a family income under $80,000,” including illegal immigrants.

• Creating a state system for paid family and medical leave, capped at a combined 20 weeks a year and funded by a 0.88% payroll tax.

• Mandating that public utilities generate 80% carbon-free electricity by 2030, ramping up to 100% by 2040. He’s a fervent believer in “climate action.”

• Subsidizing electric vehicles by “requiring EV charging infrastructure within or adjacent to new commercial and multi-family buildings,” as the Governor’s office bragged.

• Passing one of the nation’s most permissive abortion statutes that has essentially no limits and no age consideration for minors.

• Declaring Minnesota to be a “trans refuge,” with a law saying that the state will ignore a “court order for the removal of a child issued in another state because the child’s parent or guardian assisted the child in receiving gender-affirming care in this state.”

• Establishing automatic voter registration and letting Minnesotans sign up for a permanent absentee ballot option.

No wonder Mr. Sanders is a fan. Yet now the vetting will begin in earnest. Mr. Walz’s response to the 2020 riots, after George Floyd’s killing, will be scrutinized in particular, as poor areas in Minneapolis burned and many business owners lost everything.

Did he hesitate to send in troops? Why is Minnesota losing residents to other states? Republicans are circulating remarks by Mr. Walz acknowledging what he calls his white privilege and urging his party: “Don’t ever shy away from our progressive values. One person’s socialism is another person’s neighborliness.”

Despite her four years as Vice President, Ms. Harris is largely unknown to most voters. Democrats want to keep it that way, hoping she can dodge media interviews and ride a gauzy theme about “the future” in a campaign sprint of a mere 100 days.

But her choice of a running mate is her first presidential-level decision, and it confirms the views she expressed in 2019 when she ran for the White House as a left-wing Democrat. Choosing Mr. Walz suggests that the real Kamala Harris is the one who wants Medicare for All and to eliminate cash bail. Voters who don’t like Mr. Trump might decide he’s still better than signing up for that.

BUFFALO, N.Y. (AP) — The way prosecutors tell it, Joseph Bongiovanni went to work for years with a “little dark secret.”

Behind the veneer of a veteran U.S. Drug Enforcement Administration agent, they alleged, was a turncoat on the take from the Buffalo Mafia, offering an “umbrella of protection” that derailed investigations of his childhood friends, covered for a sex-trafficking strip club and even helped a connected high school English teacher keep his marijuana-growing side hustle.

In a federal trial that began this month, prosecutors portrayed Bongiovanni as a greedy racist who pocketed more than $250,000 in cash-stuffed envelopes over a decade and threw his colleagues off by opening bogus case files and encouraging them to spend less time investigating Italians and more time on Blacks and Hispanics, “n----- and s----” he was alleged to have called them. When authorities finally unmasked him in 2019, he hastily retired and wiped his cellphone clean.

“Sometimes the DEA doesn’t get it right,” Assistant U.S. Attorney Joseph Tripi told jurors. “He was able to manipulate everyone because, in law enforcement, there’s a certain amount of trust that’s inherent. He did it under the watch of supervisors who under-supervised him.”

The 59-year-old Bongiovanni has denied the counts of bribery, conspiracy and obstruction of justice that could land him behind bars for life, charges his attorney says are built on lies “so fanciful they don’t just strain credibility, they rip it apart.”

The trial is the latest gut punch to the 4,100-agent DEA, which has seen at least 16 agents brought up on federal charges since 2015, a parade of misconduct that has revealed gaping holes in the agency’s supervision.

The crimes have included child pornography, drug trafficking, leaking intelligence to defense attorneys and selling firearms to cartel associates, an Associated Press analysis found. One carried a “Liberty or Death” flag and flashed his badge outside the Capitol on Jan. 6. Another infiltrated the DEA in Chicago and helped traffickers smuggle thousands of kilos of cocaine from Puerto Rico to New York.

At least three veteran agents are serving prison sentences of a decade or longer, including one who laundered money for cartels in Colombia and spent lavishly on expensive sports cars and Tiffany jewels, and an Arkansas-based agent recorded taking a bribe inside a Las Vegas casino.

The cases, coming amid an epidemic of more than 100,000 fatal drug overdoses a year, often present yearslong headaches for the U.S. Justice Department to determine whether any investigations were tainted when rogue agents betrayed the badge.

“We should not expect to see this much crime in one law enforcement agency,” said Rachel Moran, an associate professor at the University of St. Thomas School of Law in Minneapolis. “The common thread I see here is a lack of oversight and accountability.”

The DEA declined to comment. DEA Administrator Anne Milgram is herself the subject of an ongoing Inspector General inquiry examining whether the agency improperly hired some of her past associates.

Like other DEA scandals, the Bongiovanni case underscores recurring questions about the agency’s hiring standards and ability to root out corruption. Background checks didn’t turn up Bongiovanni’s prior drug use and ties to Italian organized crime in his native Buffalo, prosecutors said, and not a single member of law enforcement was on to him until a trafficker paying for Bongiovanni’s protection was arrested by another agency. “He’s got that little dark secret,” Tripi said.

The trial, expected to last two months, is part of a broader sex-trafficking prosecution that has taken sensational turns, including an implicated judge who killed himself after the FBI raided his home, law enforcement dragging a pond in search of an overdose victim and dead rats planted outside the home of a government witness who prosecutors allege was later killed by a fatal dose of fentanyl.

Bongiovanni was raised in a tight-knit Italian American community in North Buffalo and known as a “door kicker” in the DEA, defense attorney Parker MacKay said, “not the type to sit in front of a computer.”

In his high school yearbook, Bongiovanni said he wanted to be a billionaire. But prosecutors said he went through financial struggles during his two-decade career that made him vulnerable to taking bribes.

His protection ranged from providing an “all clear” assuring trafficker friends they were not on law enforcement’s radar to leaking intelligence and opening fictitious cases that made it appear he was investigating them or relying on them as informants, prosecutors said, a sort of catch-and-kill tactic that prevented other law enforcement agencies from pursuing their own cases. This also positioned Bongiovanni to receive notice any time another agency became interested in one of the targets, a process known as deconfliction.

Bongiovanni also is accused of vouching for criminals, filing bogus reports and swiping a sensitive DEA case file on organized crime that he stored in his basement after his abrupt retirement.

Among the rackets Bongiovanni is accused of protecting is Pharoah’s Gentlemen’s Club, a strip club outside Buffalo described by prosecutors as a haven for drug use and sex trafficking. Bongiovanni was childhood friends with the owner, Peter Gerace Jr., who authorities allege has close ties to both the Buffalo Mafia and the notoriously violent Outlaws Motorcycle Club.

Prosecutors said Gerace had the agent on speed dial for advice when he needed to cover up the overdose of a stripper. The evidence includes a voicemail in which Gerace asks Bongiovanni about tracing a drug dealer’s cellphone. “Is there a way to ping it like police do?” he said, according to court records. “I just want to know if you could do that or not.”

Gerace attorney Mark Foti said his client “denies all charges and looks forward to confronting the government’s evidence at his trial.”

The long list of witnesses in the case includes dozens of federal law enforcement officers and a public school teacher of 30 years who admitted running a marijuana-growing operation while receiving confidential information from Bongiovanni.

Prosecutor Tripi said Bongiovanni had two sets of rules, one for cronies lining his pockets and another for everyone else.

“He did just enough legitimate work to avoid detection,” he said. “He almost got away with it.”

On Strike for Good Education

On February 24, 1948, Minneapolis school teachers abandoned their classrooms for the picket lines. The strike was the result of the school board deciding to cut four weeks from the school year in order to stay within budget and prevent a $2,000,000 deficit. Both union and non-union teachers rejected the shortened school year and union teachers filed new salary demands calling for an increase in the minimum pay base from $2,000 to $3,000 and an increase from $4,000 to $6,000 for salary maximums. During the strike, 92 public schools closed and 65,000 students were out of school. During the strike, many students joined in support of the teachers, carrying signs that said “Pay our teacher. Give them a fair hearing. They can’t live on hot air. We want school” and “U had yer lurnin lettuce hav hours”. The strike lasted 27 days. Students and teachers returned to the classrooms on March 22, 1948, after teachers approved a $300 pay increase for the remainder of the year and automatic increase of $200 annually.

This year, on February 23, 2022, after many months of negotiations, teachers unions in Minneapolis and St. Paul both filed intents to strike, bargaining for, among other things, more mental health professionals for students, smaller class sizes, higher wages for teachers and protections to help retain teachers of color. A strike could begin as soon as March 8. The Minneapolis Federation of Teachers last went on strike in 1970. You can read about the 1970 strike in Dr. Bill Green’s forthcoming book Strike! A Minneapolis teachers union contract stipulates that white teachers will be laid off or reassigned before “educators of color” in the event Minneapolis Public Schools (MPS) needs to reduce staff.

After the Minneapolis Federation of Teachers (MFT) and MPS struck a deal on March 25 to end a 14-day teacher strike, the two sides drew up and ratified a new collective bargaining agreement complete with various proposals.

One of the proposals dealt with “educators of color protections.” The agreement states that if a non-white teacher is subject to excess, MPS must excess a white teacher with the “next least” seniority.

“Starting with the Spring 2023 Budget Tie-Out Cycle, if excessing a teacher who is a member of a population underrepresented among licensed teachers in the site, the District shall excess the next least senior teacher, who is not a member of an underrepresented population,” the agreement reads.

According to the United Federation of Teachers, “excessing” means “reducing staff in a particular school when there is a reduction in the number of available positions in a title or license area in that school.”

The agreement adds that non-white teachers, as well as those working in various programs, “may be exempted from district-wide layoff[s] outside seniority order.” The agreement also prioritizes the reinstatement of teachers from “underrepresented populations” over white teachers.

The stated justification for these measures is “to remedy the continuing effects of past discrimination by the District.”

“Past discrimination by the District disproportionately impacted the hiring of underrepresented teachers in the District, as compared to the relevant labor market and the community, and resulted in a lack of diversity of teachers,” the agreement adds.

The Star Tribune reports that the “seniority-disrupting language” of the agreement is one of the first of its kind in the entire United States. Teachers are normally laid off or excessed based on seniority alone, but the new agreement adds a racial component as well.

James Dickey, senior trial counsel at the Upper Midwest Law Center (UMLC), says the racial component violates both the Minnesota and United States constitutions.

“The [collective bargaining agreement] … openly discriminates against white teachers based only on the color of their skin, and not their seniority or merit,” Dickey told Alpha News. “Minneapolis teachers and taxpayers who oppose government-spon.sored racism like this should stand up against it.”

Dickey also urged “any Minneapolis taxpayer or teacher who opposes this racial preference system” to send the UMLC an email.

According to the Star Tribune, roughly 16% of MPS teachers with tenure and 27% of its probationary teachers are non-white, while more than 60% of students are non-white.

California tried to pull this before Minnesota, and lost a lawsuit. California also tried to repeal anti-discrimination laws - in the name of "equity" - and were shot down at the polls.

If the rationalization "to remedy the continuing effects of past discrimination by the District" sounds familiar, it's textbook Kendi.

As stated, this would seem to suggest that the district was nakedly violating decades-old anti-discrimination laws in the past. Which would be both illegal and morally wrong. But that's not what they mean. They mean vague mysterious ways "systems" which manifest and operate independently of any human with ill intent.

This is what "equity" means. Violating ethics to treat black and brown folk like fragile idiots, and white folk like dirt. In the name of virtue.

My name is Andrii Tsapliienko. For more than twenty years, I have been covering events in conflict zones all over the world. I have seen many deaths, sorrows, tragedies, and injustices. But nowhere in these twenty years have I ever seen anything bloodier or crueler than the war in my own country in the center of Europe.

I was born and raised in Kharkiv. This is a large city in eastern Ukraine, as large as, say, Philadelphia or Dallas. Around one and a half million people live there. Rather they LIVED there until Russia started this terrible war against the civilian population of Ukraine. Now my city counts among its casualties more than 600 apartment buildings, 50 schools, several hospitals, and a maternity ward. These are not military targets, not even airports, train tracks, or bridges. These are residential buildings, hospitals, schools, and daycare facilities. Those who remember World War II say that nothing like this happened even during Nazi Germany’s air raids. The tactics of the Russian military are invariable—in the face of firece resistance and a failed ground operation, the military of the Russian Federation is attempting to destroy the city by subjecting it to air strikes that employ banned cluster and thermobaric bombs, multiple-rocket launchers, and cruise missles fired from Russia. Our attackers are purposefully aiming at residential neighborhoods with the intent to destroy, as they have cynically said themselves, the “ENEMY MANPOWER”.

They are not completely wrong. The “manpower of Ukraine” is our women and children, our parents, our doctors, teachers, and rescue workers. Civilians. This is our “manpower” which Russia intends to single-mindedly destroy.

Mariupol is another painful example. It was an industrial city of half a million residents. WAS. Before this war started… Now this city that I have visited many times is being methodically destroyed day and night through shelling, air strikes, anti-aircraft weapons, and volley fire from the Donetsk region, which is occupied by Russia. Since the start of the war, more than 100 bombs have been dropped on the city. 80% of the city has been destroyed. For comparison’s sake, imagine if 80% of a beautiful city like Minneapolis were simply wiped from the face of the earth. 2357 civilians have died. I repeat, 2357 civilians—not soldiers! In the 20 days of war in Ukraine, more civilians have died than soldiers!

And the satellite cities of Kyiv like Bucha, Irpin, Hostomel, and the city of Volnovakha in the east have simply ceased to exist. The Russian army is purposely destroying the civilian population. Senator Blumenthal, imagine if Russia had completely destroyed the town of Rocky Hill near Hartford? Or, Congressman Phillips and Senator Klobuchar, if enemy troops razed the quiet city of Long Lake, near Minnetonka—where there are no military targets in sight—with a missle strike for absolutely NO REASON?

For the last week, we have been begging for help. We’re shouting that we need support. We are grateful to the United States for the sanctions and financial assistance. But the sanctions are not immediate—they are a slow-acting weapon. And money won’t protect the heads of our children, who are dying under collapsing buildings, from shockwaves, and fragments of bombs and shells. We need you to close the sky. Or at least the weapons to close it ourselves. We need planes, air defense systems, and an early-warning satellite system. I understand that this is a complicated political decision, but in the time that no one has dared make it, 90 children have been killed in Ukraine. How many more children must die for this decision to finally get made?

This is not just our war. On March 13, American journalist Brent Renaud, who worked for The New York Times and Time magazine, was shot and killed at a checkpoint near the ruined city of Irpin. His colleague, journalist Juan Arredondo, explained on camera that he was shot by Russian soldiers at the checkpoint. One day later, journalist Benjamin Hall of Fox News, received shrapnel wounds to both legs. Another two colleagues who was with Benjamin, cameraman Pierre Zakrzewski and producer Olexandra Kuvshynova was killed.

On March 13, cruise missiles were fired at the International Center for Peacekeeping and Security in the Yavoriv district of the Lviv region—a mere 12.5 miles from the Polish border. 35 people died and 134 were wounded. The next day, a Russian “Forpost” unmanned aerial vehicle entered Polish airspace when flying over the site of the rocket attack. An Orlan-10 drone crashed into neighboring Romania. If we don’t close the sky, it is only a matter of time before Russian rockets appear over the cities of Europe.

My generation and the generation of those who are fighting for Ukraine right now grew up watching American films with heroes like Sylvester Stallone, Arnold Schwartzenegger, and Chuck Norris, who fight for what’s right and win. We STILL BELIEVE that the United States stands for democracy and freedom not with words and declarations, but with fists and muscle. You should also know that right now we need not concern and encouragement, but the trusty shoulder of an ally. We need to CLOSE THE SKY over our children’s heads. Or give us the weapons and we’ll close it ourselves. This is what we want. It is also, as you likely know, what your voters and what American soldiers want.

In an interview with Radio Liberty, little Dasha Avdeieva, who was evacuated from under shelling, said, “Ukraine will beat Putin. Good beats evil. Simple as that.”

I ask you to stand beside us. We are defending democracy and freedom. These are our common values.

I’d like to close with the words of your president, Dwight Eisenhower, who served in both the First and Second World Wars: “We are going to have peace, even if we have to fight for it.”

The Minneapolis teachers union defended a controversial policy regarding race-based layoffs after fierce backlash, arguing that the criticism is being ginned up by the "right wing."

The Minneapolis Federation of Teachers and Minneapolis public schools agreed to a plan that allows for the firing of teachers based on race if the district decides staff layoffs are necessary, regardless of seniority. The policy was agreed to last Spring to settle a two-week teacher strike. It read that starting this school year, "if excessing a teacher who is a member of a population underrepresented among licensed teachers in the site, the district shall excess the next least senior teacher, who is not a member of an underrepresented population."

The policy was blasted on Twitter as being "illegal" and a "gross violation" of the Constitution. But the union leadership has begun to push back.

"The same people who want to take down teachers unions and blame seniority are now defending it for White people," Greta Callahan, president of the teachers unit at the Minneapolis Federation of Teachers, said, according to the Associated Press. "This is all made up by the right wing now. And we could not be more proud of this language."

The purpose of the policy, according to the agreement, is to make up for "past discrimination" by the district, which "disproportionately impacted the hiring of underrepresented teachers in the District, as compared to the relevant labor market and the community, and resulted in a lack of diversity of teachers."

Callahan and Vice President Marcia Howard also went on GMA3 to address the controversy, not only defending the policy but saying it "doesn't go far enough."

"We need to retain our educators, especially those who are underrepresented," Callahan said. "And this language does one tiny, miniscule step towards that, but doesn't solve the real crisis we're in right now."

Asked why the clause, which was settled months ago, is getting so much attention now, Howard said the timing was "very suspect," blasting media for running with the "non-story." 

"Now it's coming out because some third-rate, off brand, Breitbart Minnesotan website decided to put it out there, and the MAGA media picked it up," she charged. "And they were waiting for mainstream media to run with this story. It's a non-story."

Howard, who is African-American, noted that in her years of teaching, for many of her students she was the only educator they had who "looked like me."

"The part that is the issue is that our students deserve to have intellectualism in academia, be represented by people that are underrepresented, African-Americans, indigenous folks, people of color," she continued. "They need to. And in order for us to get a foothold, we needed to put something in place to recruit and retain them."

She added that there was no risk of layoffs, noting they are actually experiencing a teacher shortage.

Asked if the union was concerned how litigation could impact their plans, Callahan responded that their priority is "what's best for students."

"No, that is not one of my concerns at all whatsoever, and we welcome any challenge to it," she said.

Critics continue to blast the policy as illegal.

"If you’re a Minneapolis teacher laid off out of seniority order or merit basis because of your race, call a lawyer – it’s illegal to do this!" Harmeet Dhillon, CEO and founder of the Center for American Liberty and a trial lawyer at Dhillon Law Group in San Francisco, recently tweeted.

There has been a reuptick in the cases of COVID-19 in various places around the world where the case that had kind of stabilized. We are seeing that in Canada as well in several provinces. In our country, it’s due to people gathering in large gatherings and then having what they call a super spreader. Then they return home and it spreads throughout their community. So as far as returning to school I think in many parts of the world that’s still up in the air. I’m thinking especially regarding our Cambridge children, they probably still do not know what they’re going to do. It is likely going to probably come down to digital education and a continuation of more of the same as had been done earlier in the year. I want to specifically talk about Portland, Oregon. Tonight I believe it was the 54th night of riots and destruction and the local law-enforcement are held back they’re not allowed to do anything. They have specifically received instructions from their mayor and governor. Imagine being those fine dedicated to serve and protect officers being handcuffed, so to speak, from doing their job. The Daily Mail has this amazing story today. I know people who don’t move stuff about. I used to always move my furniture around and decorate each season. Now the furniture moving….not so much🤣🤣🤣😂😂😂 due to my back. But l love moving my special things AND decorating each season! There is a house stuck in time. An ex-Royal Navy sailor, 89, has left decor untouched since 1948 saying it’s saved him thousands. Following military service he was a gas engineer, now retired obviously, although men do still have a lot of “ gas” 🤣🤣🤣😂😂😂😂😂especially around that age. Pardon my humour😂😂🤣😂☺️🤣🤣☺️. He has left his house untouched, when he returned to live with parents after leaving Royal Navy.Mr Bethel has kept his childhood bedroom untouched and still has the original kitchen and cooker in house. Since it was built, house has survived two explosions- one during the Second World War and another in 1986. This goes to show you how things are quality that were built back then last and stand the test of time. Now if you buy an appliance they’re made to be disposable they don’t last that long and it’s cheaper to buy a new one then to fix it. I would love to walk through this house and have him explain everything. That used to be my type of favourite patient to work with, the special patient who was seasoned as I should say , elderly , but I prefer the word seasoned and had lots of life stories and life lessons to tell. The pictures are amazing! The outside of the house looks a little rough but the inside is glorious! The floral wallpaper on the walls, my goodness it’s beautiful. He’s done an excellent job of taking care of everything it at all looks just spic and span.. Well that’s a phrase I haven’t used in a long time, spic and span. That’s what my mum used to always say when we cleaned the house and it was all done and she said yes things look spic and span. Does anyone else remember that phrase? I find it so incredibly sad. I spoke about it yesterday, to watch a man publicly mentally implode. Other than celebrities always naming their babies weird names you can see his illness evident in the names of their children as well. Kim has remained silent but she released a statement two days ago saying how heartbreaking it is that the family can do nothing to help him do it to the mental health laws there. Also the two of them have been considering divorce for quite some time. Yeah I having a chronic mental illness that has the phases that is dramatic and drastic as he is that doesn’t fit into the reality show a life of a perfect family does it? Let’s get rid of him .In my province, the family can go to the magistrate and get someone formed, it is a form that it’s a short word for the form that’s that’s filled out by the magistrate to compel the person to see a GP or ER , by police or RCMP escort if need be, and often is! They can compel them to see a doctor. Then if the doctor feels they need mental health assistance they can fill out a different form, transferred to Psychiatry and then they will be held against their will for 72 hours for assessment and after such a time as if it’s determined that the person is really in need of hospitalization then there is another form that the psychiatrists, two of them have to fill out and then they start treatment. The 72 hours is for assessment, therefore minimal meds given to allow a clear assessment. However in most cases the person by the time they reach the involuntarily assessment phase they are so ill that they cannot go 72 hours without treatment. They are either violence or acutely suicidal or both and there are various treatment modalities that are used.There’s also a review board process in this within 21 days they can apply to the review were to have the review board if you review the case to determine if it’s appropriately involuntarily hospitalized. The review were consists of psychiatrists nurses legal people and members of the community.

It’s really upset a lot of people. And in that with the obesity is that the stats are saying people with obesity and have a higher risk of dying from coal coronavirus. If you know anything about flyfishing that is a place for flyfishing and you got to be in the middle of the river to do flyfishing and of course you don’t want to get wet so you got to wear your waders your rubber thing that you just step into they go all the way up to your chest and the straps over. hence the term so you can wade into the water. i’m not quite sure how old Sydney is but I can’t imagine he is the a young man of 25. America is a little matryoshka doll of panic right now; pop open each layer to reveal a new, worrying scenario. For months the country was focused on reopening the economy, which had its own complicated set of problems. But only recently has a broader swath of America tuned into the mess nestled inside it, one that parents have been sitting with for months: what to do with the kids.

There has been no federal plan to help American parents with child care, and they continue to wonder whether schools will really open their doors come the new school year. That lack of action is in direct contrast to other crises that have struck America recently. After the financial crash of 2008, there was a bailout and a stimulus plan. After the protests against police over the last few months, officials in cities and states responded with promises of better actions in the future but also, immediate policy implementation: New York state repealed a law that had shielded police personnel files, while the Minneapolis City Council voted to begin a process that could eventually lead to the dissolution of the city police as it’s now known.

But on child care and school, a specific, urgent response has been missing, or at least one that acknowledges our new reality. President Trump threatened to withhold federal funding for education if schools didn’t open back up, counter to schools’ insistence they need more money to provide a safe education amid the pandemic. While the CARES Act, an omnibus COVID-19 relief bill signed into law in late March, gave extra stimulus funding to families with children, schools and child care businesses so they could remain afloat, a Democratic-backed bill to give a $50 billion bailout of the child care industry has gotten little attention. Teachers around the country have voiced doubt that necessary safety measures for in-school teaching will be sufficient, and Los Angeles Unified School District, one of the country’s largest school systems, has decided not to reopen classrooms when schools go back in session in August. Some worry that while distance learning is safer, socially different children and those without stable internet connections or computers — who are already at the margins in normal times — will fall irrevocably behind.

There is no cohesive solution to America’s child care problem. But the relative inattention to this crisis, one that’s so foundational to a functioning society, the economy and family units across the country, is revealing. It shows that for all the changes that have happened in American life — more female elected officials, a MeToo movement and a workforce that is around 47 percent female — our power dynamics remain fundamentally skewed. We are failing to collectively understand what our most critical and pressing problems actually are.

“Care in general has always been seen as a sideline issue,” Vicki Shabo of the left-leaning think tank New America said. “A nice-to-have and not something that’s necessary, and not something that’s central for adults to be productive in the economy.” Of course, now we’re seeing how much of a misunderstanding that is. In a country where most men and women work even when they have children, having child care is inextricably linked to economic productivity — and not having it often hurts women most. U.S. Bureau of Labor Statistics data from 2015 found that in households with children under 6, women spent an hour a day doing child care, compared to the 25 minutes of care provided by men. It’s easy to extrapolate this trend for pandemic times: American women will bear the brunt of the school and child care crisis.

Yet, child care in particular hasn’t often found itself at the forefront of political debate. Experts and activists I talked to for this story all used the same framing to talk about why: an American narrative that child care problems are individuals’ problems, not society’s.

“If you think about child care traditionally before the pandemic, you probably didn’t think about it too much before you had kids,” Melissa Boteach, vice president of income security and child care at the National Women’s Law Center, said. “Then you have kids, you’re in the most stressful and resource-strapped part of your life: You’re operating on three hours of sleep a night, you’re financially squeezed, because at the very time you’re taking off of work, you have diapers and wipes and formula and whatever else. You’re in this total daze of early motherhood. That’s probably not the time when you say, ‘You know what, I’m going to call my member of Congress.’ You’re feeling it like a personal issue.”

Child care isn’t necessarily seen as a macroeconomic issue or a driver of labor force participation or GDP, Shabo said. And because of that, she said, it often takes a backseat to economic issues like wages when lobbying efforts happen. This is not to say that child care issues don’t get attention — in the 2020 Democratic presidential primaries, which featured several female candidates, child care plans took a more front and center role in the campaign than they had in the past. One leading candidate, Sen. Elizabeth Warren, co-authored a 2004 book, “The Two-Income Trap,” which was about the ways the rising incomes of households with two full-time employed adults belied the heavy costs of essentials like child care. Warren thought child care costs were among the reasons the American middle class was in an economic crisis.

“Our workplaces were built for white men,” said Danielle Atkinson, the founder and director of Mothering Justice, a Detroit-area advocacy group for working families. The fact that parents are left to fend for themselves from birth to kindergarten and then during the after-school, pre-dinner hours, is an American tradition that seems to assume a readily available, at-home caregiver. (Atkinson pointed out the inextricable role black women have played in American child care; enslaved women often took care of white children.) The nuclear family with a stay-at-home parent (usually a mother) is an ideal that persists, or at the very least lingers in American life: only 18 percent of Americans in a 2018 Pew Research Survey thought it was ideal for both parents to work full time.

“This conversation about school is really a conversation about work,” Atkinson said. “The conversation about returning to school is not based on health. It’s about returning those workers to working and not looking after their children, so those children have to be somewhere.” Essential workers in particular are being forced to make difficult choices about their children’s care — many essential-worker jobs are lower wage — and many child care providers are in strapped situations. The work of child care providers, Atkinson said, is often undervalued — their median annual wage in 2017 was a little more than $22,000 annually, which is just above the federal government’s poverty line for a family of three — and as Boteach pointed out, those workers could continue to risk greater infection rates as schools and work open back up. She highlighted the plan put forth by Senate Democrats, the Child Care Is Essential Act — which would provide a bailout to the suffering industry and additional money for those providers to buy personal protective equipment — and cited an estimate that the U.S. child care industry would need a $9.6 billion injection monthly to survive the pandemic.

It’s more likely the next governmental nod to parents and their school-age children will come in the next iteration of the omnibus coronavirus relief package. Congressional Democrats have proposed $350 billion in funds for schools and universities to purchase PPE and clean their facilities. Republicans agree about more funds, though it’s not clear what their proposed number is — some have argued that since many schools will be operating on a partly virtual basis, less federal funding is needed.

The moral tussling that many parents have been doing — go back to work and risk potential COVID-19 infection at day care or school — will likely continue to be subjected to partisan politics. Trump and his Secretary of Education Betsy DeVos have been the loudest voices in recent days about sending children back to school at all costs, much to the chagrin of teachers, many of whom feel ill-prepared for the safety precautions necessary for in-person pandemic teaching. Ultimately, though, it is parents who are forced to make a choice. Atkinson, a mother of six, told me she would be keeping her children home in the fall.

For those who focus on child care, the pandemic has perversely presented an opportunity to advance the cause of greater access to guaranteed services. “This pandemic has created greater alignment of experience, potentially, between white middle class folks who saw this as an individual issue that they were struggling with and outraged by but hadn’t really taken action on and the longtime, long-standing lived experience of lower wage folks and people of color who have struggled for decades with the unaffordability of child care and the lack of care options to meet their work schedules,” Shabo said.

Atkinson said she also hoped the individualism narrative would be shattered by the current crisis. “We want to lift the veil away and help women, especially white women, know that you’ve been lied to. You were sold a bunch of lies: ‘if you just work harder, if you just slay sexism, you’ll be OK.’ But really, it’s a tool to divide,” she said.

The pandemic has shattered norms and paradigms ever since it arrived in the U.S. — our expectations of child care is no exception. What some politicians and activists had long sought to do to no avail — place working parents and their child care crisis on the center stage of American politics — the virus has done in a matter of months.
