FIVE EYES AND QUAD-GROUPING

Recently, the Five Eyes alliance was mentioned in an Australian newspaper (The Daily Telegraph) which gave detailed information about this alliance in abundance. It also included a thorough investigation on the COVID-19 pandemic which is believed to have originated in China’s Wuhan. But why is this alliance interested in this investigation? Over which countries does this alliance have power? All these questions will be discussed in this paper.

ABOUT THE ALLIANCE

The FVEY is an intelligence network and popularly it is addressed as “The five eyes”. This union is considered to be the one of the largest intelligence network of the world. The five eyes alliance is the union of intelligence agencies from the following five nations, namely- Australia, Canada, USA, UK, and New Zealand.

The members of above mentioned alliance share historical and cultural background which is rooted in their common and Anglo-Saxon Heritage. Another thing common in members of this union is their linguistic character which means that first language of all these countries is English.

These five Anglophone nations are also the endorser of multi lateral agreement between UK and USA, known as, United Kingdom – United States of America agreement or UK USA treaty. This agreement between the countries is for their cooperation in signal intelligence. This block keeps check on the communications of citizen and government of their countries, which are made mainly through electronic medium.

This information is gathered by Wiretapping networks and is shared amongst them for surveillance purposes. This network is made to keep check on mainly three countries. These particular countries are Russia, China and North Korea.

HISTORY OF THE ALLIANCE

The history of this union can be dated back to world war second era. In 1943, when the world war came to an end the United Kingdom and United States agreed mutually, by way of an agreement to share the intelligence inputs amongst them. The agreement that was signed between the two countries was called the British – USA communication agreement or BRUSA which was later re-titled as the United Kingdom – United States of America agreement or UKUSA.

Initially they were only two countries and the reason behind this agreement was to tackle the global threat, mainly of, Russia, China and other European countries. Later Canada joined hands with UK and USA in 1948 and 1956 along with Australia and New Zealand. Finally this union of five nations is what came to be known as five eyes alliance.

Norway, Denmark and West Germany were also annexed in five eyes alliance in 1952, 1954 and 1955 respectively. But these were admitted only as third party.

In 2013, this alliance was publicly described as Five Eyes alliance when Edward Snowden, an employee of national security agency (NSA) released some of its classified documents.

JAPAN’S INTEREST IN FIVE EYE

The eagerness of Japan to join this alliance could be inferred from the statement given by the Defence Minister of Japan, Taro Kono in an interview. Taro Kono said “Japan is eager to expand cooperation with the five eyes intelligence sharing alliance that includes the US and UK”. He further stated that when inverted, these countries share the same values and Japan can get closer even to the extent of it being called the Sixth Eye.

WHY WAS JAPAN INTERESTED?

The reason stated by Japan to join this alliance was that this alliance would allow Japan to gather information at early stage. Currently, they are sharing certain information with the group although at present they are not a formal member of the group.

It is also believed that another reason behind the eagerness of Japan to join hands with alliance is the Chinese activities which are taking place in the East China Sea and the South China Sea. Japan has not only shown its concern over the East China Sea and South China Sea, but, Japan is also bordered about tension growing at India – China border. Japan’s Defence Minister also added a statement regarding the draft of national security bill which was passed recently in Hong Kong. According to Kono, China is trying to change its status quo unilaterally with the threat of force in the background and for that China should pay a price.

BUT IS FIVE EYES INTERESTED IN JAPAN?

There are certain criterions which are favourable for Japan for its admission in the Five Eyes alliance. The geographical location of Japan has proven to be a boon for it. As it is known that it is located in the North East Asia, Japan would be a great companion for the alliance as it can share valuable information regarding China, Russia and North Korea, which are the major targets of five eyes alliance.

Another feature of Japan which attracts the alliance is its technology. Japan has one of the most advanced satellite intelligence which can be beneficial to gather communication.

Despite all these reason, there are still some factors because of which Five Eyes alliance are reluctant to unite with Japan. Firstly, Japan currently does not have a security clearance system because of which civilians also have accesses to highly classified information. Secondly, Japan is also somewhere lacking in gathering intelligence as it does not have its own intelligence agency, like USA (CIA) and UK (MI6) have for their own countries. The work of intelligence agency in Japan is handled by the police, the public security intelligence agency, and the cabinet intelligence and research office. And finally the laws of Japan are made in such a way that prohibits wiretapping but the Five Eyes alliance gathers information mainly through wiretapping which would seem like breaking the law.

Therefore, until and unless these above discussed factors are rectified, Japan won’t be able to become a member of the alliance.

QUAD GROUPING

Quad grouping or commonly known as quadrilateral security dialogue, changed the union of 4 countries namely India, Australia, United States of America and Japan. It was firstly brought up in 2007 by the prime minister of Japan, Shinzo Abe. However, Australia drew themselves back from this group because of pressure made by Chinese government on them.

This group was made to counter the China’s dominance over the world and to ensure peace in Indian Pacific region.

The nationwide tally of COVID-19 cases rose by a record 3,900 on Tuesday while deaths from the deadly coronavirus topped the 1,500-mark with nearly 200 more fatalities, even as the Health Minister Harsh Vardhan said "fighting coronavirus is no rocket science" and that "people may remember this pandemic as a blessing in disguise if they imbibe good hygiene practices". Vardhan told PTI that India has been able to stave off community transmission of COVID-19 and hoped that the "behavioural changes" brought about by the infection could become the "new normal" for a healthy society after the pandemic abates. In its 5 pm official update on the COVID-19 situation in India, the Health Ministry said the death toll due to COVID-19 has risen to 1,583 with 194 fatalities reported since Monday evening, while the number of cases saw a big jump of 3,875 to reach 46,711. However, a PTI tally of numbers reported by different states and Union territories till 6.30 pm showed more than 47,000 people testing positive for the virus so far, while it put the death toll at over 1,500. It also showed nearly 13,000 COVID-19 patients having recovered. Tamil Nadu, Gujarat report huge spike in COVID-19 cases Tamil Nadu reported 508 new cases on Tuesday, which took its tally past 4,000, while in Gujarat too, 441 more people tested positive for the novel coronavirus, taking its total to more than 6,200. Several other states also reported rising numbers. Experts, however, said the peak of this deadly virus outbreak was yet to come and may be witnessed in India over the next 4-6 weeks, while another spurt might be seen later during the winter season. The numbers suggested that more than one-third of the total confirmed cases across the country have been detected in the past one week, with only a few urban centres in a handful of states including Maharashtra, Gujarat, Tamil Nadu, Madhya Pradesh and Delhi accounting for a bulk of it. Govt to bring back Indians stranded abroad Fears also emerged that India's tally may increase further with the government announcing plans to bring back a large number of Indians from various countries, beginning on Wednesday. PTI quoted sources as saying that over three lakh people have registered for the evacuation from the Gulf region itself. While the absolute number of cases and the toll in India is lower than many others, with more than 2.5 lakh people having lost their lives and over 35 lakh having been infected worldwide ever since the emergence of this virus in China last December, the lockdown restrictions have been lifted in several countries and many of them are now reporting few or zero cases. Government officials, however, maintained that India has managed to stave off a community transmission risk and the country remains in a "comfortable" position in terms of managing the COVID-19 crisis, though they cautioned against any laxity at the field level. Meanwhile, scores of migrant workers, desperate to travel back to their native states amidst the coronavirus-induced lockdown, on Tuesday came out on streets in Ahmedabad and Surat in Gujarat, officials said. While more than 1,000 migrant workers carrying luggage gathered in Nikol area in Ahmedabad following a rumour that buses would be run for Uttar Pradesh and Bihar, several others came on streets in Varachha area of Surat city. According to PTI, Gujarat has seen the maximum movement of migrant workers to their home states in about 35 shramik special trains, followed by Kerala from where 13 such trains have left. Among the receiving states, Bihar has accepted 13 trains, with 11 more currently on the journey and six in the pipeline, the data shows. Neighbouring Uttar Pradesh has received 10 such trains and five more are on their way, with 12 in the pipeline, the data shows. The West Bengal government has, however, given clearance to only two trains -- one each from Rajasthan and Kerala -- and they are on their journeys to the state, the data shows. Highest single-day jump in toll and cases The Health Ministry said the country recorded a record single-day increase of 195 deaths and 3,900 cases between Monday 8 am and Tuesday 8 am. These included fatalities reported from West Bengal, Maharashtra, Gujarat, Madhya Pradesh and Rajasthan, among other places. At the same time, the recovery rate has improved to 28.17 percent, health ministry joint secretary Lav Agarwal said during a press briefing on the COVID-19 situation. "We are very comfortable in terms of managing COVID-19 as of now, but any laxity at the field level or any lack of cooperation may have its consequences,” he warned. Agarwal also said that the delay in reporting of COVID-19 cases by certain states has led to the sudden spurt in figures. The country's top medical institute AIIMS' Director Randeep Guleria, however, claimed that the COVID-19 curve has remained relatively flat so far, but cautioned that the continued rise in the number of cases at a steady rate is a cause of concern. Different modelling experts have predicted that a peak in the number of cases of COVID-19 may occur in the next four to six weeks — that is by the end of May or the middle of June, Guleria said, while stressing on the need to remain extra vigilant and to make efforts to reduce the number of cases in the hotspots.   "However, the number of cases continue to rise at a steady rate and this is a cause of concern. Every citizen should understand his responsibility and sincerely follow the principles of lockdown and social distancing, especially if they are in hotspots or containment areas," Guleria, a pulmonologist, said. He also said that the country may see a rise in COVID-19 cases during the winter again. Must do 'balancing act' between health, economy: Harsh Vardhan   The Centre for Monitoring Indian Economy (CMIE) said in a report that India's unemployment rate has soared to 27.11 percent amid the COVID-19 crisis, from below 7 percent in mid-March. The Mumbai-based think tank said the rate of unemployment was the highest in the urban areas, which constitute the most number of the red zones due to the COVID-19 cases, at 29.22 percent, as against 26.69 percent for the rural areas. Separately, Vardhan also underlined the importance of the nationwide lockdown, imposed since 24 March and scheduled to remain in place till 17 May, and said health should be on the radar just as much as the economy.   “The government has to do a balancing act,” Vardhan said on the need to focus on the health of people as well as on the economy. He also said the nation, in a post-coronavirus future, could well look back on the pandemic period as a “blessing in disguise” if Indians imbibe hand, respiratory and environmental hygiene and practise it daily. "By now we know that fighting coronavirus is no rocket science. If behavioural changes such as hand, environmental and respiratory hygiene, which are being practiced more rigorously during this period, get imbibed in society it will become the new normal," Vardhan said. Other than smallpox and polio, no other viral infection has been completely eradicated from this country. Other diseases keep recurring, the minister said, indicating that COVID-19 might be here for the long haul. In the meantime, new cases that were detected on Tuesday included the serving and retired armed forces personnel in the Army's Research and Referral hospital in the National Capital. Authorities also sealed a floor of Shastri Bhavan, which houses several important ministries, after a senior official of the Law Ministry tested positive for the coronavirus. This was the second incident of a government building being partially cordoned off in the Lutyen's Delhi within a week, after the NITI Aayog building in the high-security zone was sealed on 28 April for 48 hours after a director-level officer tested positive for the virus. Before that, Rajiv Gandhi Bhawan, which houses the Civil Aviation Ministry, was sealed for sanitisation. In other such incidents, the CRPF headquarters and a portion of the BSF headquarters were also sealed recently. These buildings are in CGO Complex in the national capital. The British government said about 28,700 people with COVID-19 had died in hospitals, nursing homes and other settings, while Italy reported close to 29,100 fatalities. Make In India (IESA initiative)

AtmaNirbhar Bharat - Energy Storage Manufacturing Roadmap for India, Roundtable Discussions to accelerate Advanced Energy Storage Manufacturing, supply chain & Recycling, Ecosystem. The roundtable was attended by 100+ key industry stakeholders. 

It was graced by some eminent dignitaries’ like Mr. Suresh Prabhu, India's Sherpa to G20, G7, Member of Parliament, Mr. Satendra Singh, Joint Secretary, Ministry of Mines, NITI Aayog and numerous international partners graced the discussions. 

These discussions attempted to highlight the importance of domestic production, considering the risk of current global supply chain disruptions. Based on these discussions, a detailed report has been submitted to PMO and copied to the Ministry of Power, Ministry of Heavy Industries, Minister of Micro, Small and Medium Enterprises, and Niti Aayog.

By collating information from industry players of member companies, IESA has submitted inputs on the discussion points for Advanced Battery Manufacturing in India in the month May’2019. 

Since then in constant communication with Niti Aayog and other ministries/departments on the launch of the Mission. IESA wrote multiple letters in the year 2020 (3rd Mar’2020, 10th July 2020, 22nd Sept’2020, 6th November 2020) requesting to expedite the launch of the mission explaining the consequences/threats due to delay in the launch and missing Investment opportunities to other countries. 

A recent letter on 6th Nov was submitted with the support of Industry associations like the Indian Electrical and Electronics Manufacturers Association (IEEMA), India Smart Grid Forum (ISGF), Electronic Industries Association of India (Elcina), and MAIT.

Recently organized an Open webinar on India’s National Program for Advanced Cell Chemistry (ACC) Battery Storage Manufacturing under PLI Scheme, November 26, 2020. In this webinar Industry, experts and government representatives shared & discuss the details about the program, application procedure, eligibility criteria, and incentive details.

With the view to bolster the manufacturing capabilities of the country and enhance exports, the Union Cabinet today approved production-linked incentives (PLI) in 10 key sectors including Advanced Chemistry Cell (ACC) battery, under the Atmanirbhar Bharat vision.

ACC battery has been approved for a financial outlay of INR 18,100 crores. Automobiles and auto components have been approved for INR 57,042 crores. IESA has put a lot of effort over the past 2 years into generating interest amongst Technology Companies & Investors about setting up manufacturing in India.

 NITI Aayog has issued the draft Request for Proposal (RFP) documents for the selection of private entities to set up manufacturing facilities that produce Advance Chemistry Cells (ACC). IESA closely works with various government bodies to support the industry to make India a global hub for manufacturing and adoption of energy storage & electric mobility technologies.

 To understand more details about this program, IESA organized a webinar in Nov’2020 where Niti Aaayog joined with Industry experts and government representatives and discussed the details about the program, application procedure, eligibility criteria, and incentive details.

 Now we are gearing up our efforts with the support of our 120+ members & other stakeholders to achieve the vision set by your hon’ble self in ensuring India to be a global hub for advanced storage technologies. In line with this, we have planned a series of activities to support the scheme and promote the Program in the next coming few months which includes global webinars for clarifications related to application procedures, connecting central/state governments with potential investors, promoting market opportunities, etc.

3 Powerful Indian Leaders who revolutionized the political arena of the country

India has been led by the most charismatic of leaders throughout its glorious history, who have directed the people of this country and served as an inspiration to us all.

Sardar Vallabhbhai Patel

Most people have trouble picturing Sardar Vallabhbhai Patel as anything other than the man who brought 562 princely kingdoms into the Indian Union. Without diminishing Patel's achievement, it should be noted that the integration process took up only a few years of his 75-year life. What he did in the seven decades before that is mostly lost to public memory. Vallabhbhai Patel, a barrister from London and a tough criminal litigator with a thriving business in Ahmedabad, was driven to politics by Gandhi's straightforward, clear, yet unique style. From the Kheda Satyagraha, a campaign against unjust land taxation, he became Gandhi's close associate. Patel had been widowed for 43 years at the time.

Ashwini Vaishnaw

His was a little-known name until a few days ago. However, Ashwini Vaishnaw has risen to prominence as a result of the Indian government's ambitious Cabinet reshuffle. But Vaishnaw is not your usual Indian politician; a graduate of IIT-Kanpur and Wharton Business School, he is a technocrat who impressed the ruling party's senior brass with his diverse and extensive expertise. Before entering Indian politics in 2019, he worked as an IAS official, then as a corporate executive, and ultimately as an entrepreneur. Vaishnaw has played each of his roles with aplomb, never hesitant to change with the times. The 51-year-old former bureaucrat will now serve as Minister of Railways, Minister of Communications, and Minister of Electronics and Information Technology.

Vaishnaw earned a gold medal in BE (electronics and telecommunication) from the University of Jodhpur in Rajasthan. After that, Ashwini Vaishnaw completed her M.Tech in industrial management at IIT-Kanpur before passing the UPSC test in 1994 with an All-India Rank of 27. His initial appointment was at Cuttack, and he spent the next 15 years working in places like Balasore and Sundargarh. He was appointed Deputy Secretary to former Prime Minister Atal Bihari Vajpayee's office in 2004, where he worked on the public-private partnership approach of infrastructure development. 

Vaishnaw had entered active politics by 2019 when he was elected to the Rajya Sabha. Vaishnaw's selection to the Union Cabinet has astonished many, considering he has never held a state-level position. When Modi was finalizing names for the recent Cabinet reshuffle, political observers say his broad expertise in both the public and private sectors made him a top candidate for the roles. 

Vaishnaw will now take on a more powerful role as India, one of the fastest-growing markets for American companies prepares to face up against tech titans like Twitter and Facebook.

Dadabhai Naoroji

Dadabhai Naoroji, according to Mahatma Gandhi, was the true Father of the Nation. Hearing the man who the people adored shower such praise on a political leader is a testament to Naoroji's power and ideals.

Naoroji, who was born in Navsari to a Parsi family, became the first Indian to be recruited as a professor at a British-run institution when he was 28 years old. Elphinstone College in Bombay was the institution where he taught mathematics and physics. He created some of the earliest schools for girls in Bombay at a time when most Indian women lacked access to education. He moved to England in 1855 to work as a business partner for Cama in London, where he became so active in politics that he ran for the House of Commons in 1886. Though he lost that election, he represented the Liberal Party in 1892 and became the first Asian to be elected to the House of Commons in the United Kingdom.

He then went on to discuss the negative economic effects of British control in India. Naoroji was openly campaigning for 'Swaraj,' or self-governance, by the turn of the century. He asserted that only self-governance could stop the flow of riches from India to the United Kingdom, and he advocated for the establishment of a representative and responsible administration to promote Indian interests. His argument grabbed on and fueled India's fledgling independence movement. Mahatma Gandhi and Mohammed Ali Jinnah, two other pivotal personalities in India's freedom war, were influenced by his work and remarks. For numerous years, the latter worked as Naoroji's personal secretary and campaigned for him in elections.

Other nationalist Indian leaders, such as Jawaharlal Nehru and Sarojini Naidu, were inspired by Naoroji's work. With the support of Allan Octavian Hume and Dinshaw Edulji Wacha, he created the Indian National Congress in 1885. Naoroji went on to play an important part in India's independence movement. However, his kind of nationalism was not without its detractors. Bal Gangadhar Tilak pleaded with Naoroji to help the Swadeshi movement when Bengal was divided by Lord Curzon in 1905. Others, such as Shyamji Krishnavarma, accused Naoroji of being inconsistent. They claimed that while he opposed British control on the one hand, he believed in British justice and fairness on the other.

When the INC was beset by schisms in 1906, Naoroji, the only leader who could appeal to both radicals and moderates, was asked to preside over the organization's Calcutta session, and he did so for the third time. He publicly referred to Swaraj as the Congress' core and ultimate goal at this point.

French Sub Hysteria All Political

LOS ANGELES (OnlineColumnist.com), Sept. 19, 2021.--Faced with a growing political storm over the French economy, immigration problems and a dramatic reduction of tourism from the ongoing Covid-19 global crisis, 43-year-old French President Emmanuel Macron went ballistic when Australia cancelled its 2016 $48 billion diesel-electric powered submarine contract.  Australia Prime Minister Scott Morrison, 53, told Macron at a lengthy June dinner meeting in Paris that the sub contract was in jeopardy because diesel-fired subs didn’t meet Australia’s needs as part of a new security arrangement in the Indo-Pacific region.  Needing to travel long distances to patrol the South Pacific and the South China Sea, Morrison told Macron the sub contract was not in Australia’s naval interests.  Yet when Australia announced Sept. 17 the cancellation, the French government claimed they were blindsided.  Macron simply didn’t want the political uproar to follow.  

           Since coming to power May 14, 2017 in a bitterly contested election with 53-year-old far-right candidate Marine Le Pen, Macron has been on shaky ground, trying to patch up the French socialist government with spit-and-hewing gum.  Racked by high taxes and soaring energy prices with growing problems in immigrant communities, there’s widespread unhappiness with Macron’s rule.  So when Morrison announced Sept. 17 that Australia would cancel the submarine contract, it embarrassed Macron and his government ministers.  French Foreign Minister Jean-Yves Le Drian went ballistic, accusing Australia and the U.S. of “stabbing France in the back.��  If Macron hid Morrison’s concerns about the sub contract, it was avoiding the political fallout that followed quickly from the announcement.  France was embarrassed on the global stage because it lacks nuclear capability.  

           If Macron’s government falls, Le Drian and Defense Minister Florence Parly lose their jobs, something that could very well happen.  Recalling the U.S. and Australian ambassadors is an outrageous ploy by Macron to save his political hide, when he knew the sub deal wasn’t meeting Australia’s needs.  “The capability that the Attack class submarines were going to provide us was not what Australia need to protect our sovereign interests,” Morrison said, in response to the decision to cancel the French sub contract.  Macron did everything possible to hide the emerging debacle to protect his backside from the political firestorm stemming from the public humiliation.  Apart from the lost of jobs and a $48 billion contract for the French economy, Morrison exposed France’s outmoded technology that bans nuclear-powered submarines and ships due to European Union rules.    

           France, like other EU countries are swept up in the environmental extremism that attempted to ban safe, clean and scientifically sophisticate nuclear power, especially in its ship building industry. Morrison explained that Australia joined a security “quad” including the U.S., U.K., Japan and India to deal with growing aggression by China to dominate the Pacific Rim, bullying other countries by building military installations in international waters.   France knows all about China’s aggressive activity in the South China Sea, something the International Court of Justice at The Hague ruled against China Juily 12, 2016.  Recent threats by China against Taiwan prompted the U.S. to lead a security partnership in the Indo-Pacific that includes Australia.  Morrison made in clear to Marcon in June that the diesel-fired French submarines would not suffice with Australia’s new naval needs for long-range capability. 

            Calling the Australian and U.S. decision “duplicity, disdain and lies,” France’s chief diplomat, Le Drian, directed all his ire at the U.S. and Australia, not at Macron for not disclosing Morrison’s concerns.  Le Drian should direct his outrage toward Macron for keeping his conversation with Morrison secret.  “The would have had e very reason to know that we have deep and grave concerns that the capability being delivered by the Attack class submarines was not going to meet our strategic interests and we have made very clear that we would be making a decision based on our strategic national interests,” Morrison said.  Macron has no one to blame but himself for failing to inform his government that the sub contract would be voided by Australia.  France was publicly humiliated because it exposes to the world that doesn’t produce state-of-the-art technology needed in today’s world. 

            Macron kept secret from his own Cabinet Australia’s decision to cancel the sub contract because of the political fallout.  Hanging by a thread politically, Macron and his government can only point fingers at the U.S. and Australia for undermining France, when, in fact, Macron was given plenty of notice.  China’s aggression in the Pacific Rim, bullying many of its neighbors and recently threatening to take over Taiwan, prompted the “quad” to take action.  Australia simply can’t patrol long distances without refueling with the French-made, diesel, Attack-class submarines.  China, Russia and Iran, with their new security alliance, won’t be happy with the U.S. decision to extend its nuclear-powered submarine fleet to Australia.  U.S. defense officials know there’s a big gap today leaving Taiwan vulnerable to a Chinese attack.  Australia won’t see its first nuclear-powered submarines until 2040.

In a major covert operation of the cold war, the Central Intelligence Agency spent millions of dollars to support the conservative party that dominated Japan's politics for a generation.

The C.I.A. gave money to the Liberal Democratic Party and its members in the 1950's and the 1960's, to gather intelligence on Japan, make the country a bulwark against Communism in Asia and undermine the Japanese left, said retired intelligence officials and former diplomats. Since then, the C.I.A. has dropped its covert financial aid and focused instead on gathering inside information on Japan's party politics and positions in trade and treaty talks, retired intelligence officers said.

The Liberal Democrats' 38 years of one-party governance ended last year when they fell from power after a series of corruption cases -- many involving secret cash contributions. Still the largest party in Japan's parliament, they formed an awkward coalition in June with their old cold war enemies, the Socialists -- the party that the C.I.A.'s aid aimed in part to undermine.

Though the C.I.A.'s financial role in Japanese politics has long been suspected by historians and journalists, the Liberal Democrats have always denied it existed, and the breadth and depth of the support has never been detailed publicly. Disclosure of the covert aid could open old wounds and harm the Liberal Democrats' credibility as an independent voice for Japanese interests. The subject of spying between allies has always been sensitive.

The C.I.A. did not respond to an inquiry. In Tokyo, Katsuya Muraguchi, director of the Liberal Democratic Party's management bureau, said he had never heard of any payments.

"This story reveals the intimate role that Americans at official and private levels played in promoting structured corruption and one-party conservative democracy in post-war Japan, and that's new," said John Dower, a leading Japan scholar at the Massachusetts Institute of Technology. "We look at the L.D.P. and say it's corrupt and it's unfortunate to have a one-party democracy. But we have played a role in creating that misshapen structure."

Bits and pieces of the story are revealed in United States Government records slowly being declassified. A State Department document in the National Archives describes a secret meeting in a Tokyo hotel at which Eisaku Sato, a former Prime Minister of Japan, sought under-the-table contributions from the United States for the 1958 parliamentary election. A newly declassified C.I.A. history also discusses covert support sent that year.

But the full story remains hidden. It was pieced together through interviews with surviving participants, many well past 80 years old, and Government officials who described still-classified State Department documents explicitly confirming the Kennedy Administration's secret aid to the Liberal Democrats in the early 1960's.

The law requires the Government to publish, after 30 years, "all records needed to provide a comprehensive documentation of major foreign policy decisions and actions." Some State Department and C.I.A. officials say the Kennedy-era documents should stay secret forever, for fear they might disrupt Japan's coalition government or embarrass the United States. Other State Department officials say the law demands that the documents be unsealed. A Secret Operation That Succeeded

The C.I.A.'s help for Japanese conservatives resembled other cold war operations, like secret support for Italy's Christian Democrats. But it remained secret -- in part, because it succeeded. The Liberal Democrats thwarted their Socialist opponents, maintained their one-party rule, forged close ties with Washington and fought off public opposition to the United States' maintaining military bases throughout Japan.

One retired C.I.A. official involved in the payments said, "That is the heart of darkness and I'm not comfortable talking about it, because it worked." Others confirmed the covert support.

"We financed them," said Alfred C. Ulmer Jr., who ran the C.I.A.'s Far East operations from 1955 to 1958. "We depended on the L.D.P. for information." He said the C.I.A. had used the payments both to support the party and to recruit informers within it from its earliest days.

By the early 1960's, the payments to the party and its politicians were "so established and so routine" that they were a fundamental, if highly secret, part of American foreign policy toward Japan, said Roger Hilsman, head of the State Department's intelligence bureau in the Kennedy Administration.

"The principle was certainly acceptable to me," said U. Alexis Johnson, United States Ambassador to Japan from 1966 to 1969. "We were financing a party on our side." He said the payments continued after he left Japan in 1969 to become a senior State Department official.

The C.I.A. supported the party and established relations with many promising young men in the Japanese Government in the 1950's and 1960's. Some are today among the elder statesmen of Japanese politics.

Masaru Gotoda, a respected Liberal Democratic Party leader who entered parliament in the 1970's and who recently served as Justice Minister, acknowledged these contacts.

"I had a deep relationship with the C.I.A.," he said in an interview, referring to his years as a senior official in intelligence activities in the 1950's and 1960's. "I went to their headquarters. But there was nobody in an authentic Government organization who received financial aid." He would not be more explicit.

"Those C.I.A. people who were stationed in the embassy with legitimate status were fine," he said. "But there were also covert people. We did not really know all the activities they were conducting. Because they were from a friendly nation, we did not investigate deeply." Recruitment Was 'Sophisticated'

The recruitment of Japanese conservatives in the 1950's and 1960's was "a pretty sophisticated business," said one C.I.A. officer. "Quite a number of our officers were in touch with the L.D.P. This was done on a seat-by-seat basis" in the Japanese parliament. A second C.I.A. officer said the agency's contacts had included members of the Japanese cabinet.

As the C.I.A. supported the Liberal Democrats, it undermined their opponents. It infiltrated the Japan Socialist Party, which it suspected was receiving secret financial support from Moscow, and placed agents in youth groups, student groups and labor groups, former C.I.A. officers said.

Obstructing the Japanese opposition "was the most important thing we could do," one said.

The covert aid apparently ended in the early 1970's, when growing frictions over trade began to strain relations between the United States and Japan, and the growing wealth of Japan made the agency question the point of supporting politicians.

"By that time, they were self-financing," a former senior intelligence official said. But the agency used its longstanding relationships to establish a more traditional espionage operation in Japan.

"We had penetrations of all the cabinet agencies," said a C.I.A. officer based in Tokyo in the late 1970's and early 1980's. He said the agency also recruited a close aide to a prime minister and had such good contacts in the agriculture ministry that it knew beforehand what Japan would say in trade talks. "We knew the fallback positions" in talks over beef and citrus imports, he said. "We knew when the Japanese delegation would walk out."

Useful though it may have been, the inside information rarely gave American trade negotiators the upper hand with the Japanese. 'The Reverse Course' Of American Policy

The support for the Liberal Democrats had its origins in what some historians call "the reverse course" of American policy toward Japan after World War II.

>From 1945 to 1948, the American forces who occupied Japan purged the Government of the right-wing militarists who had led Japan into war. But by 1949, things had changed. China went Communist. The Soviet Union exploded its first atomic bomb. Washington was fighting Communism, not ferreting out rightists.

The American occupation forces freed accused war criminals like Nobusuke Kishi, later Japan's Prime Minister. Some of the rehabilitated politicians had close contacts with organized crime groups, known as yakuza. So did Yoshio Kodama, a political fixer and later a major C.I.A. contact in Japan who worked behind the scenes to finance the conservatives.

These politicians also drew support from a group of retired diplomats, businessmen and veterans of the Office of Strategic Services, the World War II precursor of the C.I.A. The group's leader was Eugene Dooman, an old Japan hand who quit the State Department in 1945 to promote "the reverse course."

During the Korean War, the Dooman group pulled off an audacious covert operation, bankrolled by the C.I.A.

Japanese conservatives needed money. The American military needed tungsten, a scarce strategic metal used for hardening missiles. "Somebody had the idea: Let's kill two birds with one stone," said John Howley, a New York lawyer and O.S.S. veteran who helped arrange the transaction but said he was unaware of the C.I.A.'s role in it.

So the Dooman group smuggled tons of tungsten from Japanese military officers' caches into the United States and sold it to the Pentagon for $10 million. The smugglers included Mr. Kodama and Kay Sugahara, a Japanese-American recruited by the O.S.S. from a internment camp in California during World War II.

The files of the late Mr. Sugahara \-- researched by the late Howard Schonberger, a University of Maine professor writing a book nearly completed when he died in 1991 -- described the operation in detail. They say the C.I.A. provided $2.8 million in financing for the tungsten operation, which reaped more than $2 million in profits for the Dooman group.

The group pumped the proceeds into the campaigns of conservatives during Japan's first post-occupation elections in 1953, Mr. Howley said in an interview. "We had learned in O.S.S., to accomplish a purpose, you had to put the right money in the right hands."

By 1953, with the American occupation over and the reverse course well under way, the C.I.A. began working with warring conservative factions in Japan. In 1955, these factions merged to form the Liberal Democratic Party.

The fact that money was available from the United States soon was known at the highest levels of the Japanese Government.

On July 29, 1958, Douglas MacArthur 2d, the general's nephew, who was then United States Ambassador in Tokyo, wrote to the State Department that Eisaku Sato, the Finance Minister, had asked the United States Embassy for money. Mr. Sato was Prime Minister of Japan from 1964 to 1972 and received the Nobel Peace Prize in 1974.

Ambassador MacArthur wrote that such requests from the Government of Prime Minister Nobusuke Kishi were nothing new. "Eisaku Sato, Kishi's brother, has tried to put the bite on us for financial help in fighting Communism," his letter said. "This did not come as a surprise to us, since he suggested the same general idea last year."

Mr. Sato was worried, an accompanying memo explained, because a secret slush fund established by Japanese companies to aid the L.D.P. was drained.

"Mr. Sato asked if it would not be possible for the United States to supply financial funds to aid the conservative forces in this constant struggle against Communism," the memo said. While it is unclear whether Mr. Sato's request was granted directly, a decision to finance the 1958 election campaign was discussed and approved by senior national security officials, according to recently declassified C.I.A. documents and former intelligence officers.

In an interview, Mr. MacArthur said the Socialists in Japan had their own secret funds from Moscow, a charge the left denied.

"The Socialist Party in Japan was a direct satellite of Moscow" in those years, he said. "If Japan went Communist it was difficult to see how the rest of Asia would not follow suit. Japan assumed an importance of extraordinary magnitude because there was no other place in Asia from which to project American power." A Close Call In 1976

In 1976, the secret payments were almost uncovered.

A United States Senate subcommittee discovered that Lockheed Corp., seeking lucrative aircraft contracts, had paid $12 million in bribes to Prime Minister Kakuei Tanaka and the Liberal Democrats. The conduit was Mr. Kodama -- political fixer, tungsten smuggler and C.I.A. contact.

Then a retired C.I.A. officer living in Hawaii phoned in a startling tip.

"It's much, much deeper than just Lockheed," Jerome Levinson, the panel's staff director, recalls the C.I.A. man saying. "If you really want to understand Japan, you have to go back to the formation of the L.D.P. and our involvement in it."

Mr. Levinson said in an interview that his superiors rejected his request to pursue the matter.

"This was one of the most profound secrets of our foreign policy," he said. "This was the one aspect of our investigation that was put on hold. We got to Japan, and it really all just shut down."

Morocco’s partial normalization with Israel comes with risks and gains

By Yasmina Abouzzohour President Donald Trump announced in a series of tweets on December 10 that the United States recognized Morocco’s sovereignty over the disputed Western Sahara territory, would open a consulate in Dakhla, and had brokered the qualified normalization of ties between Morocco and Israel. Confirmed by Morocco’s royal cabinet and Ministry of Foreign Affairs, this controversial quid pro quo agreement will have far-reaching regional, international, and domestic implications. According to the agreement, the two states will resume partial diplomatic ties in the near future, establish direct flights, and promote economic and technological cooperation. However, Morocco has not committed to opening an embassy in Israel (rather, it will open liaison offices, as it had prior to 2002) nor will it establish full diplomatic relations. Within a day of Trump’s announcement, his administration sent notice to Congress about a potential $1 billion arms sale to Morocco — a similar move to the one the administration made following the United Arab Emirates’ normalization with Israel. Although this historic agreement has surprised citizens in Morocco and elsewhere in the Middle East and North Africa (MENA) region, given Morocco’s past position on the matter, it was a strategic step for the regime. First, the kingdom’s foreign policy is the domaine réservé of the monarchy (not the elected government). Rabat used Trump’s imminent departure from the White House to promote its diplomatic and security interests. Indeed, the Trump administration is eager to increase its peace plan’s legitimacy and significance, and has only a limited time to do so. The Moroccan regime, whose overall diplomatic strategy revolves around obtaining international recognition of its rights over Western Sahara, seized this rare opportunity. Partial normalization has triggered outrage from some of Morocco’s neighbors and will likely upset many of its citizens; indeed, 88% of surveyed Moroccans said they would oppose diplomatic recognition of Israel, and 70% viewed the Palestinian cause as one that concerns all Arabs (according to the 2019-2020 Arab Opinion Index). While this discontent may not translate into immediate contestation, it will taint citizens’ view of the regime and may shift state-society relations in the long term. Yet, the Moroccan monarchy’s strategic move will strengthen its international standing and solidify ties with other countries (including several Gulf states). Furthermore, Morocco’s move will not isolate it within the region, as the kingdom is the fourth MENA state to partially normalize ties with Israel in 2020 (following the UAE, Bahrain, and Sudan) and the sixth overall (Egypt did so in 1979 and Jordan in 1994). Other MENA states may follow in the near-to-medium future, perhaps starting with Oman.

International and regional standing

The U.S. decision to recognize Morocco’s claim to Western Sahara and the partial normalization of ties between the kingdom and Israel is unlikely to change the positions of the European Union (EU) and the United Nations (U.N.) on the dispute. The U.N. will continue to push past Security Council resolutions, while the EU will try to strike a balance between maintaining its strong ties with Morocco and backing the U.N. peace process. Within the EU, however, it may be a different matter for France, which is Morocco’s closest ally and the EU state most sympathetic to the kingdom’s position in the dispute. Although France officially supports a political solution negotiated under the auspices of the U.N., it is unlikely to come out against Morocco in light of the close relationship between its leadership and the Moroccan regime. Within the MENA region, Morocco’s rival Algeria as well as Iran criticized the regime’s decision, and it will likely be further criticized by other states that have tense relations with Israel, such as Lebanon, Syria, and Iraq. However, these states are not Morocco’s target allies; in the region, the kingdom prioritizes its ties with Gulf states, which provide financial support and backing in regional forums often in exchange for security training and diplomatic support. The deal will not change Morocco’s relations with Qatar, one of the kingdom’s closest allies which will likely refrain from commenting. Importantly, the deal will solidify Morocco’s tempestuous relations with the Saudi-Emirati bloc as the UAE and Bahrain have already normalized ties. Both have also established consulates in the Western Sahara city of Laayoune, a nod to Morocco’s claim over the territory. While Saudi Arabia remains silent on the possibility of normalization, it is one of the Trump administration’s closest allies in the region and may follow Morocco’s example in the future, especially if the rumored NEOM meeting between Crown Prince Mohammad bin Salman and Israeli Prime Minister Benjamin Netanyahu did indeed take place. Oman, another Gulf state that may be a likely candidate for partial normalization, has already praised the Moroccan regime’s decision.

Domestic impact

At home, communication from the regime highlights the Western Sahara win and includes little information on the deal with Israel. In fact, the monarchy is positioning itself as a mediator between Palestinians and Israelis. State communication emphasizes that the kingdom is merely resuming flights, liaison offices, and diplomatic ties with Israel. Immediately after Trump’s announcement, the royal cabinet issued a press release discussing a phone call between Palestinian President Mahmoud Abbas and King Mohammed VI — who is incidentally the chairman of the Al-Quds Committee (a committee under the auspices of the Organization of Islamic Cooperation in charge of discussing and implementing resolutions related to the Arab-Israeli conflict). The implication of this phone call and the communication around it is that the Palestinian issue remains an important matter to the Moroccan regime and that ties remain strong between the two parties. The Ministry of Foreign Affairs has claimed Morocco’s position on Palestine has not changed; it continues to support a two-state solution and to promote negotiations between both sides that would lead to definitive peace. Domestic political actors are divided on the issue. Some have expressed the opinion that normalizing ties with Israel merely formalizes an existing and historical relationship. Indeed, there are over one million Israeli citizens of Moroccan origin; this is the second-biggest community in Israel after the Russian-Jewish community. There is also existing economic cooperation between the two countries; in fact, yearly trade between them amounts to some $30 million. Furthermore, both sides have cooperated covertly in the past in terms of security, with Israel notably helping the Moroccan regime obtain intelligence and weapons. For its part, Morocco — under the late King Hassan II — moderated negotiations between Israel and Egypt from 1977 to 1979 and between Israelis and Palestinians in the late 1980s and early 1990s. Other actors view the agreement less enthusiastically and argue that Morocco’s claim on Western Sahara is legitimate and that the kingdom does not require recognition from the United States nor normalization of ties with Israel. This view is more closely aligned to that of the general population; only 9% of surveyed Moroccans favor the peace treaties between Israel and the UAE and Bahrain, while a mere 13% think that it is beneficial for the Arab region that some countries are coordinating their foreign policies with Israel. The religious branch of the Islamist Justice and Development Party leading the government denounced the partial normalization of ties, while the party’s leadership was less critical and more deferential to the monarch’s decision. Preempting domestic criticism, King Mohammed VI has said that his position on Palestine is unchanged, that Morocco places its territorial issue and the Palestinian cause at the same level, and that the regime will use its new position to broker peace in the region. Yet, the Moroccan regime cannot have it both ways; public opinion will not be appeased by pro-Palestine rhetoric at home while the regime portrays itself as Israel-friendly on the international stage.

Outlook: A smart decision?

At home, the Moroccan regime is banking on citizens’ strong nationalist sentiment over Western Sahara overshadowing their overwhelming support for Palestinians. However, the regime may find that Moroccans are not prepared to treat the situation as a zero-sum game. Many Moroccans, who support both Morocco’s claim over the disputed territory and the Palestinian cause, may view the agreement as both an unnecessary step (given that they already consider Morocco’s claim as legitimate) and a betrayal of the Palestinians. While popular disappointment will not immediately trigger contestation, it may shift state-society relations in the long term. Abroad is where Morocco’s decision has the most potential. Within the Gulf Cooperation Council, Jordan, and Egypt, the decision will help the kingdom strengthen ties — or, at the very least, it will not hurt already strong alliances. As for the United States, its recognition is a win for Morocco, but the timing and significance of this historic deal raises an important question: What will President-elect Joe Biden do come January 20? Of course, there is a possibility that he may renege on Trump’s deal, so Morocco will likely wait to establish ties. When it does, the regime will use its partial normalization with Israel to promote its interests on the international stage.

Viewranks Estates’ debut into co-living given go-ahead at ‘Nineyards’ in Kingston Town Centre, launching an art deco inspired development designed by Assael Architecture.

The proposals respond to the borough’s strategy ‘Re-imagining Kingston Town Centre’s Streets and Spaces’ to ensure the injection of public life, footfall and activity into the town centre.

Assael’s design draws on the site’s history as a cinema and public forum with an art deco inspired architectural language and the reprovision of a community hub for residents and the wider public, including a new co-working base, ‘field-to-fork’ restaurant and additional amenities for residents.

Assael builds upon past experience and insight from the design of their other co-living schemes

Privately owned, SW London-based Viewranks Estates and award-winning architecture practice Assael Architecture have been given the green light for a 200-room co-living development in the commercial heart of Kingston Town Centre.

The £60m scheme will be fully managed by Nineyards Living, a new forward-thinking brand focused on providing a boutique co-living experience tailored towards the environment in which it sits. Kingston is the first of three co-living schemes Nineyards is bringing forward across the Capital. The vision is to deliver this flagship concept for Kingston with high-quality, flexible co-living rooms and a welcoming development for the wider community.

The proposals respond to three key areas identified in the Royal Borough of Kingston’s strategy, Re-imagining Kingston; the adaptability of retail on the high street; ensuring the injection of public life, footfall and activity into the town centre, including reviving a night-time economy; and providing opportunities to keep young professionals in the borough, who are currently under catered for and/or priced out of the area.

The design of Nineyards Kingston therefore reimagines the traditional high street and brings in a mix of uses and flexibility to ensure resilience in today’s struggling retail and town centres. The ground floor space seeks to welcome the surrounding community into the building with an open plan, adaptable working and events space and adjoining ‘field-to-fork’ restaurant, which will be open from breakfast through to dinner for residents and the public.

The internal arrangement is designed to offer a variety of co-living rooms, each with an en-suite, kitchenette, plentiful storage, and flexible furniture arrangements that can seamlessly transform the room between day and night. These rooms are complemented by a suite of amenities, including a gym and yoga studio, screening room, lounge and large ‘MasterChef-style’ catering kitchen, that have been curated to offer a diverse range of activities for residents and to foster a community within the building.

The site, currently occupied by PC World and Sports Direct, once housed the Royal County Theatre and Super Cinema, which operated from 1917-1940. The architectural language of the proposal references this art deco past, whilst also taking inspiration from the current properties locally. A palette of buff brickwork, metalwork and glossy green terracotta references the branding on the adjacent listed Bentall Centre, with fluted terracotta detailing that echoes the stonework details of the former Royal County Theatre amongst other buildings along Fife Road. The form of the building is staggered to create a series of external gardens and roof terraces for residents with the massing of the building climbing in scale towards the Bentall Centre to the west.

Planning officers consider the proposed development, including public realm enhancements that include resurfacing the adjacent pavements, tree planting and new cycle stands, to be of high quality that would raise the standard of built development in the area. The scheme is also targeting BREEAM Excellent design, which even includes reharvesting the heat from waste shower water back into the building.

The design principles for Nineyards Kingston are therefore more relevant than ever.

The development not only offers new homes to help retain talent in the borough, but also brings in people and activity, alongside increasingly important co-working and homeworking opportunities that enables residents and the local community to easily separate home life from work without the need to travel to the office.

Architecture practice reacts to ONS Report

Following the Office of National Statistics’ report today that revealed depression in British adults doubled during the coronavirus crisis, please see a comment below from Ben Channon, head of wellbeing at  Assael Architecture, on the role of quality architecture and design in supporting mental health.

Assael Architecture is a London-based practice who are dedicated to creating homes with wellbeing-led design, with notable projects such as build-to-rent scheme Union Wharf with Essential Living, and Blackhorse Mills with Legal & General.

In April, Assael conducted a survey on the impact of home design on those working from home and found that two-thirds of homeworkers said the lockdown was harming their mental health.

“There is no quick fix to depression or poor mental health, but architecture and design can go a long way to reducing stress and providing support to our busy lives, as research has undeniably proven. As a country we need to commit to designing in quality to our spaces, by maximising light, connections to nature, control over our environments, and comfort through our furniture choices. Architects and designers also need to enforce this, by aligning to standards such as WELL or Fitwel, and encouraging project teams to consider wellbeing from the inception of their design right through to post-occupancy.”

Architecture practice reacts to cabinet reshuffle

The industry needs stability to make progress on the housing front and bring forward policies that clarify questions over design, quality and delivery methods concerning the homes we build.

Understanding and addressing the issues troubling the market takes time and effort, and while another minister gets to grips with the role, we have high streets in need of reform and high-quality homes in need of building. Assael Architecture becomes first UK architectural practice to join the UN Climate Neutral Now initiative to hit net-zero

Award-winning practice becomes signatory of UN-backed climate change mitigation programme

The pledge binds the practice to net-zero status immediately, making it the first UK architectural practice to join the UN initiative

Award-winning architecture practice Assael Architecture has become the first UK architectural practice to sign up to the UN Climate Neutral Now initiative, binding the studio to measure, reduce and offset greenhouse gas emissions now, not in the future.

As a signatory of the UN-backed initiative, Assael Architecture must calculate and disclose the current carbon footprint of the practice, including international air travel, and show a clear pathway to reducing it year on year.

The current carbon emissions of the practice are then offset financially using UN certified emission reductions (CERs), where Assael Architecture can choose specific projects to support. The offsetting project that Assael has pledged to support through the CERs programme is the creation of a hydroelectric power station in Chile, South America.

The UN certified CERs are carbon credits generated by climate-friendly projects vetted by the UN following rules approved at intergovernmental level and with international oversight, providing a high level of credibility to the offsetting regime.

To help bolster the practice’s fight against climate change domestically, Assael has been rolling out a range of initiatives internally to help curb their emissions. These include achieving and maintaining the IS014001 certification, sourcing their food and drink locally to reduce food miles, supporting staff cycling schemes, experimenting with the roll out of vegan and vegetarian meals, encouraging international video conferencing over international flights and extending the audience of their annual Green Week, where industry leaders gather at the Assael offices to discuss sustainability.

In light of the race to net-zero, the practice’s Sustainability Working Group, launched back in 2016, is constantly looking for new ways the practice can reduce and offset its carbon footprint, domestically and abroad, with an eye on ensuring the practice is operationally carbon neutral from late 2019.

Assael Architecture promote Tom Banfield to associate director after record profits Award-winning architecture practice, Assael Architecture, have added to their senior management team with the promotion of Tom Banfield to associate director following the practice’s most profitable year on record.

Tom joined Assael back in 2011 as an architectural assistant, after gaining a wealth of experience across a range of sectors and tenures within the industry, working on both small-scale residential schemes and large infrastructure plans.

Since joining the practice, Tom has become an essential member of the Assael team and is heavily involved in some of the practice’s key Built to Rent and regeneration projects throughout the world. For instance, Tom worked directly on Hortensia Road in Kensington and Chelsea, a Build to Rent project for the UK’s largest listed residential landlord. Grainger plc.

Tom also played a pivotal role in the design and delivery of North Wharf Gardens in Paddington. This development will deliver 485 new homes and places a particular emphasis on creating a new neighbourhood in Westminster, with a park and communal spaces at the heart of the project.

In this new role as associate director, Tom will work across all RIBA stages at Assael, leading a team on various projects, from delivering residential developments in Barnet, Brentford and Chelsea, to designing large-scale Build to Rent schemes and masterplans in the Middle East.

As well as being an outstanding architect, Tom is a keen sportsman. He founded Assael’s tag rugby team, plays for the football and softball teams, and has twice won Assael’s charity pool tournament.

This promotion comes at a time of continued growth for Assael Architecture, having just enjoyed its most profitable year on record and scooping Building’s Good Employer Award in November last year.

Following its most profitable year on record, Assael Architecture has become an Employee Owned Trust which has made staff beneficiaries of the business and appointed Pete Ladhams as managing director.

The transformation to an EOT is the latest move by Assael to reward their staff for their hard work and loyalty and maintain their recognition as one of the industry’s top employers.

Assael’s 99 employees will soon elect two new Trustees, selected from any level of the practice, to be their voice, enabling every individual to have a say in Assael’s evolution and success. An external independent Chair will also be appointed, joining co-founders John Assael and Russell Pedley as Trustees.

John Assael, chairman and co-founder of Assael Architecture, said:

“Since founding Assael Architecture in 1994, Russell and I have seen the business grow into a renowned and respected architecture practice. The Mayor of London, Sadiq Khan, has given the go ahead to Eynsham Drive in Abbey Wood development, a mixed-use residential development that will create 272 new homes close to the new Crossrail station.

Designed by award-winning architecture practice Assael Architecture, and developed by Definition Capital, the Mayor ‘called in’ the Eynsham Drive project after the council deferred and then rejected the proposed plans earlier in the year. The Mayor ‘called in’ the project because he felt the scheme would “make an important contribution to affordable housing supply in response to London Plan policies.”

Assael Architecture and Definition Capital worked closely with the Greater London Authority (GLA) to make a number of amendments to the scheme, such as creating additional children’s playspace, increasing the amount of trees and adding more townhouses to the ground floor to create a greater sense of activity throughout the scheme.

Eynsham Drive is set to transform the site, which currently hosts a car wash facility and a PDSA pet hospital, creating an active frontage around the ground floor. The commercial space on the ground floor has been designed for use as either offices or retail, and will also rehouse the PDSA pet hospital in improved facilities, helping them expand their charitable work in the area.

The mixed-use development, located opposite the western edge of the Thamesmead estate at the junction of Harrow Manorway and Eynsham Drive, will also offer a variety of homes at different price points. 35 percent of the total housing provided will be affordable, made up of 28 shared ownership units and 67 social rent apartments, in line with the Mayor of London’s affordability targets.

The homes will be spread over three buildings ranging from seven to 17 storeys in height, and be a mix of studios, one and two-bedroom apartments, as well as three-bedroom family townhouses. To build a genuine community, all entrances will be tenure-blind, meaning no ‘poor doors’, while 10 percent of the homes will have full disability access.

Future residents of Eynsham Drive will also benefit from being only minutes away from Abbey Wood rail station, which will be part of the Crossrail network launching next year. Trains from Abbey Wood will be able to reach Liverpool Street in just 17 minutes and Heathrow Airport in 51 minutes.

Assael’s design has prioritised the long-term sustainability of the scheme, adding to biodiversity efforts in the area. By bringing substantial greenery to the public realm, incorporating solar panels on each building and creating gardens for both residents and the wider public, the project will make a significant contribution to the area, while minimising the development’s environmental footprint.

At the heart of the scheme is a podium wilderness garden, designed in collaboration with Spacehub, which will provide children’s play spaces and specifically chosen flora.

Complementary to this, Assael’s design has also aimed to improve the pedestrian access through the site, providing paths and cycle lands for the public. In addition, the scheme will provide visitor and staff parking for the PDSA pet facility.

There is still a long way to go, but this feels like a breakthrough moment in the years following the housing white paper.”

Mistaken identity?

The government finally published a response to its consultation on digital identity this week (copious links below). I talked about it on talkRADIO (09:08ish) and had a quote in The Times article on 'digital ID cards'.

I'll spare you my full thoughts for now, but in short: from what's been published, the government doesn't seem to be proposing ID cards; I'm not sure how helpful it is to start what is a very necessary debate from there; a digital identity system could lead to real advantages for the public and government in saving time and bureaucracy and delivering better services; but there are also serious exclusion, ethical and security considerations; it seems government is pursuing a federated solution rather than a single database; but it's not entirely clear; it's also not clear what the 'regulatory barriers' government wants to sweep away are; it's not clear government has learnt the lessons from 20+ years of trying to make this work; to be honest, greater clarity on what they're trying to do would be very welcome; it's all very well talking about opportunities for economic growth but you're going to squander those if you sweep away regulations, since you need people to trust the system for it to work and the right regulation could give you the innovative ecosystem you want; and, stop me if you've heard this one before, you're going to need to be clear and transparent to earn the public's trust on something like this, especially given recent app and algorithm debacles.
