The US Treasury’s Office of Foreign Assets Control, OFAC said in a press release on Monday that state-level prosecutor Diana Kajmakovic has been sanctioned “for being responsible for or complicit in corruption or the undermining of democratic processes or institutions in the Western Balkans”.

The OFAC accused Kajmakovic of being a “brazenly corrupt” state prosecutor with “links to criminal organisations”. It claimed that her name was picked up in conversations conducted via the encrypted Sky ECC application which has been used by criminals around the world.

BIRN could not reach Kajmakovic for a comment by the time of publication of this article.

After her name was found in the encrypted messages, Acting Chief State Prosecutor Milanko Kajganic transferred Kajmakovic to the war crimes department at the beginning of August. Prior to that, Kajmakovic was head of the corruption department in the Bosnian Prosecutor’s Office.

“In support of narcotics traffickers and other criminals, Kajmakovic helped hide evidence, prevent prosecution, and otherwise assist criminal activity in exchange for personal gain,” OFAC alleged.

“She also attempted to block an investigation into her apparent criminal affiliates,” it added.

The US Treasury’s Under Secretary of for Terrorism and Financial Intelligence, Brian Nelson, said that “Diana Kajmakovic has continued to undermine democracy and the rule of law in Bosnia and Herzegovina”.

“Today’s designation reinforces the United States’ commitment to a stable and prosperous Bosnia and Herzegovina by targeting an individual who has played a central role in enabling corruption in the country,” Nelson added

The sanctions mean that all her property and interests in property in the United States or in the possession or control of US citizens are frozen and must be reported to the OFAC.

Kajmakovic is currently running for the position of chief state prosecutor. However, the sub-council of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, the country’s judicial overseer, has asked to cancel the selection process. It is supposed to vote on issue on Thursday.

Kajmakovic is not the only individual from Bosnia and Herzegovina who has been sanctioned by the US.

In June, Marinko Cavara, the Croat president of the Federation of Bosnia and Herzegovina entity, was sanctioned for refusing, since 2019, to nominate judges to fill vacancies at the Constitutional Court of the Federation, which is not functioning as a result.

As well as Cavara, the updated US sanctions list also includes Alen Seranic, minister of health and social protection in Republika Srpska, for his support for the adoption of the entity’s Law on Medicines, which is disrupting the authority of the state-level Agency for Medicinal Products and Medical Devices.

Acting Chief State Prosecutor Kajganic told BIRN that the Prosecutor’s Office has launched a case related to all the people who have been placed on the US sanctions list and will collect evidence together with colleagues from the US.

“The only comment I can give concerning the previously mentioned activities is the fact that the Prosecutor’s Office has already established a case related to the verification of allegations about the possible association of colleague Kajmakovic with criminal groups,” Kajganic said.

Number of unfilled Quebec health-care jobs doubled in four years

In 2023, the vacancy rate for jobs in health care and social assistance stood at 7.4 per cent. In 2019, it was 3.5 per cent. The average job vacancy rate for all industries in Quebec in 2023 was 4.5 per cent. Hot Springs may be the most interesting city in the state of Arkansas. The warm springs that naturally bubble up from the surrounding hillsides made the region a major tourist destination and a kind of early health resort. This may be witnessed in the many bathhouses located along the main avenue of the city. A number of these bathhouses are preserved and operated by the national park service as part of the Hot Springs National Park. If you dig a little deeper though, the story of Hot Springs is also a cautionary tale of the excesses of political corruption and vice as the city grew into a hotbed for illegal gambling in the first half of the twentieth century.

Even as the number of baths given in the city effectively peaked in the 1940's, the illegal gaming operations thrived up until about the early 60's. The motor courts and mid-century modern hotels that sit vacant and underutilized in the downtown today were built to accommodate local gamblers. The city leaned ever more into its casino town reputation in the 1950's, as the public health benefits of hot springs were debunked and modern medical practices emerged. The city's status as a kind of medicinal resort was also dealt a major body blow by the 1952 announcement that the military would be closing the Army and Navy Hospital.

Gaming thrived in no small part thanks to the political machine of Mayor Leo McLaughlin, who was mayor from 1927 to 1947. Though gaming was still technically illegal, local officials would simply assess the fines and let the operations proceed unimpeded. Gambling would ebb and flow over time, depending on the local administration and whether the state was willing to cast a blind eye to the operations. Eventually the heat from federal officials and gaming's connections to criminal enterprises simply proved to be too much to tolerate and the industry was shut down by Orval Faubus, who was the state's governor at the time. The city was essentially caught flat footed and while there were some concerted attempts at the local level to legalize gambling, these efforts would not succeed.

Today, the city continues to welcome tourists who come to see the national park and the old bathhouses, which stand mostly as museum pieces today. Hot Springs is the 13th most visited national park, according to 2023 visitor numbers, which would put it ahead of other famous national parks such as Shenandoah National Park. Also, since the park is mostly centered around the downtown area, the city is able to maintain a few trinket shops and attractions, which give the urban core a kind of rustic vibrancy.

The park alone though is not enough to reverse the visible signs of urban decay in the downtown area. The old army navy hospital was abandoned in 2019 and many of the old, historic hotels have sat abandoned for years. Also, with my camera in tow, I was able to see that many occupied buildings suffer from high vacancy, with many upper floors visibly aging and abandoned. Its a real shame cause Hot Springs has a great deal of architectural diversity with commercial structures ranging in style from art deco, art moderne, mid-century modern and beaux arts. Hot Springs' Central Avenue is still a grand commercial thoroughfare, with beautiful bathhouses and commercial structures that would put many larger cities to shame. I would go so far as to say that Hot Springs may be the last, great undiscovered city in America, a treasure trove of beautiful buildings awaiting anyone who is ambitious enough to take hold of it.

So, can Hot Springs reverse it fortunes? As things stand, I think there are two possible routes available to the city. The more conventional strategy would be to emulate Asheville. Work hard to cultivate a Bohemian atmosphere, while emphasizing the bounty of natural beauty within a short drive of the city. The Talimena Scenic Byway is a short drive from the city as is Ouachita Lake, the largest lake in the state of Arkansas. Also, with a quarter of the population in its metropolitan area relative to Asheville, it doesn't necessarily need to be on even footing with Asheville to be considered a vibrant place. Zoning reforms that relax parking standards, put pink codes in place and a building code that is aimed squarely at encouraging adaptive reuse could provide the spark for urban revitalization. A clear, regulatory signal that Hot Springs is open for business and ready to work with out of state transplants would be a strong start to reposition the city in today's economy.

The other option, and the one consultants would studiously avoid recommending, is to embrace the sleaze. Legalize gambling once more in the historic core and incentivize casinos to rehabilitate the old buildings if they wish to come into town. A similar approach was used in Deadwood, South Dakota and was the boost the place needed to reverse the decline. Legalizing gambling is not enough though as many, MANY regions nearby offer casinos, not to mention the elevated prominence of online sports betting. Deadwood also benefits from its close connections to the Sturgis Motorcycle Rally, one of the biggest motorcycle rallies in the country. Much like illegal gambling did in the past, the motorcycle rally has sometimes cast an unfavorable light on the region.

This was especially true in 2020 when large crowds descended on the region while pandemic restrictions were in place. In a weird way though the 2020 rally probably did a lot to cement the region's reputation as a place to let your inhibitions go. America is a vast country and there are a quite few folks who have no desire to play by the rules of polite society and crave an escape from the confines of civilization, a true wild west town. It will never curry favor with elite society, and if it did it would lose its raison d'etre. In short, if Deadwood did things the normal way, then it would probably be in the same boat as Hot Springs: a tourist destination that is subsisting, but not thriving.

As things stand, Hot Springs is at a crossroad. Is it a kinder, gentler Hot Springs, a place for microbrews and well heeled hipsters, or is it a place to cut loose and let your inhibitions run free? Since the cessation of illegal gambling in the mid-60's Hot Springs has been locked in an identity crisis, which has allowed other cities to fill the vacuum once occupied by the city. The time for choosing is now as the city's deteriorating urban fabric cannot hold on indefinitely.

'It's ridiculous': Calls for affordable housing in Halifax area grow louder

Calls for action about the lack of affordable housing and increasing rental rates in some Maritime communities are growing louder.

Among those raising concerns is Halifax resident Fabian Vincent Donovan.

Now that he has a roommate, Donovan is able to afford his rent and his medication -- something that wasn’t always possible.

"Before I had the roommate and I was in a one-bedroom apartment, it was still too much. I had to make a choice between eating or taking my medications. So, I chose eating,” said Donovan.

He has lived in the same Spryfield apartment building for the last six years and, like many Haligonians, Donovan continues to see his rent rise.

He is working with ACORN -- an organization that advocates for people living on a low or moderate income -- to try and get the Nova Scotia government to enact rent control.

It’s the same thing his mother fought for in the 1970s.

"I'm fighting the same battle and it's ridiculous,” said Donovan.

The province hasn’t had rent control since the early 1990s. With the vacancy rate in Halifax at one per cent and skyrocketing rent prices, many people say they simply can’t afford it.

Dalhousie Legal Aid is getting a number of calls from people concerned about rent increases.

"I would say the market conditions have made the rental market into the wild west and the effects of this are being felt most severely by low-income people, people on fixed incomes,” said community legal worker Mark Culligan.

Culligan believes it’s time for the province to start regulating rent increases.

Welcoming Housing and Support Services in Halifax says they get at least a dozen calls a day from people looking for affordable places to live.

"The amount of people who are struggling to get by day-to-day, to meet their needs or just struggling to pay rent has gone through the roof,” said housing support worker Darcy Gillis. “Since Sept. 1, we've had approximately 108 intakes within our office. That's approximately 60 intakes more than the same time frame in 2019."

He says the municipality needs more housing stock.

"Our biggest concern right now is that we're quickly approaching colder weather, we are not sure what the plan is for the individuals that are currently sleeping outside or how many are currently sleeping outside,” said Gillis. “With the amount of phone calls that we're getting, we have a lot of concern that people are going to pass due to exposure or even with the potential of the virus.”

ACORN is planning a rally this weekend to demand the provincial government enact rent control -- something Nova Scotia Housing Minister Chuck Porter said last week wasn’t happening.

"The research that has been done proves that it doesn't work. One of the issues around that is that it discourages development,” he said last Thursday.

The cost of rent isn’t just an issue in HRM but across Nova Scotia and also in New Brunswick.

"We're seeing the same thing here in Moncton, as well,” said Moncton Centre MLA Rob MacKee. “The vacancy rates are really low right now, hovering around two per cent and we're also seeing rents skyrocketing, where people are having a hard time affording the new rents that people are putting on people right now."

McKee says housing is the number 1 issue his office is seeing.

"Right now, we're also seeing new property owners coming from outside the province, some new landlords from Ontario, buying up buildings, giving eviction notices to do renovations and then jacking up the rents on the tenants,” said McKee.

ACORN’s rally for rent control will take place outside Halifax City Hall at 2 p.m. Saturday.

What does an Engineer AI do?

AI Engineers learn to develop and test complex algorithms, thus allowing a computer program to mimic gradual human characteristic approaches. Naturally, a job involving lines of code that makes it possible for software to imitate human like patterns, is a job involving a lot of inherent trial and error.The people who engineer AI thus happen to be highly trained professionals; they however, rarely receive credit for the work they do. Artificial Intelligence surrounds us – it engulfs nearly every sphere of our existence, like telecommunication and medicine.Skeptics though, have their eyes peeled – they foretell of the obsolescence of humankind, at the claws of robotic superiors. Is their mistrust towards Artificial Intelligence justified; especially when AI has managed to empirically do more good, than harm?

The Fear of An Alien Intelligence

Everyone benefits from a computer assisted service once a while. However, some choose to be neglectful of this good in favor of unfounded xenophobia. Simply put, it’s the semi-irrational fear that robots will eventually steal our jobs. While it is no secret that automation has taken over the sectors like manufacturing, the quality of jobs that robots have taken over happens to be labor-intensive and menial. To be fair, the last decade or so has seen unprecedented growth in AI and robotics – much of it has taken existing industries by surprise. This has caused a huge chunk of the labor force to be displaced, which stands at the crux of a lot of economic anxiety being experienced. No wonder there is an entire stratum of employees that feel isolated due to the rising trends in AI.

Folks that Engineer AI, fear that such a line of thinking discredits the monumental work that they do, which propagates the unsubstantiated claim that soon, robots will come to dominate every industry, rendering the presence of humans, rather moot. According to a Pew research, nearly 70% of Americans are wary about the rising trend of machines in everyday life.

However, such threats seem farfetched (or not as imminent as science fiction would have you believe) once you grasp the ground reality – the AI army happens to be severely understaffed!

Those Who Engineer AI Are Few And Far Between

A glass half-full situation is threatening the projected progression curve,within the world of AI. Nearly a million openings for individuals who Engineer AI is required, only 300,000 odd candidates however, cap out the entire workforce. Apart from posing a problem for the industries where automation has been partially or fully implemented (Banking, Manufacturing, etc.),potentially causing arrested development; it is actively limiting prospective implementation toward spressing issues,such as global warming and waste disposal. Established industries are threatened with decelerated growth, while potentially implementable sectors would be left astray.

The field of Artificial Intelligence did not come to be overnight. Thousands of pioneers showed up to work every day, while managing to put in hard work for decades on end. Much like a medical professional, the average AI Engineer too, is subjected to years of grueling studying and testing. Not only does the field demand an advanced understanding of mathematics and programming, an AI Engineer is also expected to have an innate understanding of Machine Learning, Neural Networks, and Robotics, among others.

The sector, however, remains in dire need of fresh professionals. A 2019 study by the Global AI Talent Report said that there were only 22,400 top AI Academics in the whole world. Among these, only about 10,000 were found to be truly highly skilled. Simply put, Artificial Intelligence isn’t firing on all cylinders, but instead dragging its feet to the finish-line.

Lack Of AI Engineers – A Double Edged Sword?

The dearth of professionals that engineer AI is limiting the optimization within various industries. But is it a self-restraint that must be adopted, for the sake of humanity in the future?

Not quite! While Artificial Intelligence is proficient in performing household chores, it cannot inter-personalize your relationships, or host your guests to a great evening. A human undoubtedly born with severe limitations, which they remedy using machines. However, Artificial Intelligence happens to be limited as well. The best outcome won’t emerge amidst bigoted isolation, but through a mutually realized partnership of strengths and weaknesses. A drought in AI Engineers will only delay the inevitable – a world fully optimized by Human-Machine interactions. The World Economic Forum (WEF) has stated that even though Artificial Intelligence will be responsible for the loss of 75 million jobs by 2022, it will also give birth to 133 million more. Basically, in due time, automation has the capacity to create more jobs than it can potentially destroy. The current need for the experts who Engineer AI, supplements a crucial vacancy, one that awaits immediate fulfillment – better sooner than later!

JOKER (2019) AU BIO RELEASE

This verse is alternative universe story of my own design based on Joker (2019) featuring Joaquin Phoenix as Arthur Fleck. Due to the differences with on this Joker’s origin story it was thought best to develop an AU story for Harleen Quinzel where she is an admirer of the Joker’s work.

Getting your foot in the door of a community psychiatric role was far easier when you weren’t a woman of much money. From a breadline background, Harleen and her three brothers struggled through school life as their single mother paved the way for their education as best she could while their father rotted away in prison. She tried her best to strive more for herself but Gotham was rough. Due to lack of funds the blonde had to stay at home to complete her doctorate, only getting the chance from her gymnastics scholarship. She hadn’t made any friends throughout that time, Harleen hadn’t been able to get away from her family and walking drunk to her family would have brought back too many dangerous memories of her father. Frankie and Ezzie would have been too young to remember that and they’d be too young to understand why Harleen was following in his footsteps.

Her new job came with a few perks though. The money that was coming in just about covered what she needed it too and she saved enough to eventually move out. Sure her new apartment was far from new. The lights short circuited half the time and it took hours for the water pressure to settle after she washed the dishes, so she could have a shower. But despite the lack of sunlight and hand-me-down furniture Harleen had a place of her own for the first time. So she took the opportunity with both hands. Harleen dove into her work with such passion, hoping a gleaming resume within the community would eventually land her a job in Arkham State. That was the true dream, but Harleen always saw it as just a dream, and enjoyed her work with those she met. Each patient was special to her, every importance placed upon helping them as best she could so Gotham could thrive again. But that was the last thing Gotham’s billionaires wanted for the city, as they could lose out on their wealth.

That’s when the cuts came, Harleen was one of the many community psychiatrists to bid her patients farewell, not because she wanted to leave the job but because Gotham didn’t want to pay for a more civilised society and her patients couldn’t afford that either. Harleen had to keep up her rent payments, she couldn’t move back home, but she couldn’t leave her patients to suffer, some needed their medication closely monitored before the did something they would regret, or even worse have that cut along with her help. Some of her patients just wouldn’t survive without their medication, or at least a substitute for it. Using the last of each session to set up meet ups from home, Dr. Harleen Quinzel did the best she could to keep her patients in therapy, running the sessions from her own couch. She wasn’t taking any payments in through this work, not wanting her landlord to want a cut of her profits. It wasn’t a job from home if you weren’t making money. It pushed the sessions underground. Risky, but worth it if she found another way to subsidise her rent.

With the news of a clown killing three of Gotham’s, no Wayne Enterprises’ wealthy employees, spreading like wildfire it gave her an idea to help promote the work, shed some light on the reality of Gotham and make enough cash to keep the rent turning over. As she took to the streets, there was a rally towards Gotham’s greatest, to the billionaires to let them know that the city wasn’t going down without a fight. There were a few of Harleen’s old patients who had been released from her care there, and she was welcomed with opened arms. They were all in dire need of action, but if you couldn’t force action, you had to make it yourself. Lewis, Buster, Wilde and Harleen herself formed a pack, with Harleen bringing them together. As their former psychiatrist they looked up to her, and she didn’t want to disappoint, but she wanted to step away from that role. It wasn’t like it was officially hers anymore. Dropping the doctor, the blonde became Harley Quinn, sharper, smarter and wasn’t going to be taken for a fool by the cops. Together, the group were the Jesters for the Clown of Gotham City.

It wasn’t a movement more so a dedication to the mystery man who seemed to be literally taking down Gotham City where it hit the most; the billionaires. They wanted to do something similar, in his honour, but they needed cash to do it with. The first port of call for the Jesters was to raid Gotham Bank which was planned for a few days time, the same night the tragedy was aired live on TV. It wasn’t planned to be that was but as the gunshot shattered across the screens, one of TV’s most beloved personalities shot to death Gotham stood still before the crowds ran riot. Overrun with madness the coast was almost completely clear, taking enough money to last them at least a few months. It was far from billions but a start. If the clown, now shown to Gotham as Joker, hadn’t been preaching his message they all could have easily been arrested. But it was because of him they stood a chance to carry on and they owed it all to him.

After stashing away the cash she’d made Harley took to the streets, almost twirling and chanting in the chaos, in awe at the chance of seeing the man in the flesh for the very first time. He proved the world could change, that you could be the change in the world when the world was messy and didn’t listen. He showed clearly how the world played against you when you did something they didn’t like, because the billionaires ran the street. That was a message Harley took to heart, so much to a point where she got the Joker’s makeup tattooed on her forearm, the blue diamonds, and red smile reminding her to turn her life around by changing the world around her. That’s when the doors in her life seemed to open up.

Shortly after the Joker was committed to Arkham State Hospital, a job opened up in their psychiatric department. The move happened so perfectly it was like it was meant for her. At the time, no one outside the Hospital was made aware that the job vacancy had come around due to Joker murdering his last psychiatrist. Keeping her cards close to her chest, Harley kept to long sleeved dressed, jumpers, even going back to her glasses give the illusion she was the same Harleen Quinzel who had worked for the community department in her interview. But she was far from that woman now, sure she lived in the same place, but Harley Quinn was a new person and that came with a new agenda. She wasn’t all about helping everyone now, it was all about him; the male known as Joker, the man who’d set her free. If she played her cards right, keeping every asset she had close to her including Lewis, Buster and Wilde, she could break out the Joker from Arkham State herself to give him the freedom he gave her. Harley just had to get the job secured first.
