Team I-PAC in TMC's War Room: 3-4 members working on every seat, strategy to win Didi, Youngsters from Oxford, Cambridge to IIT-IIM

The IPAC team working to bring Mamata Banerjee to power in Bengal includes youngsters from Oxford, Cambridge to IIT-IIM. Most are aged between 25 and 35 years. The average age of team members is 25 years. All these elections are part of the team of strategist Prashant Kishore.

I-PAC started functioning in West Bengal in

June-2019. On the advice of this team, TMC launched many new campaigns. The announcement of the candidates was also given great importance to the Ipec's appraisal. The candidates whose performance was poor, their tickets were cut. A member of I-PAC told, 'There is someone from almost every state in our team. There are people from different professions. 1. Bangla garbo mamta

Banglore Gorbo Mamta means the pride of Bengal. It is a public outreach program. Its purpose is to connect more than 25 million people of the state with Didi. 2. Didi ke Bolo

Didi ke bolo means to speak to your sister. Under this program, people can register their complaints online. You can give your advice to the government through toll free number. 4. Dwar government

The objective of this program is to reach the homes of the people and solve their problems and make them accessible to the government schemes. In the wake of the unprecedented crisis, Prime Minister Narendra Modi has been facing blistering criticism for the government’s handling of the pandemic, both, internationally and within the country. India’s former foreign minister and ex-Bharatiya Janata Party (BJP) leader Yashwant Sinha told Sputnik that despite warnings from various international agencies, the Narendra Modi government has failed miserably in handling the current COVID-19 situation. He also explained how the BJP used the Election Commission of India (ECI) as “its puppet” in the recently held state assembly elections. Sinha left the BJP after he reached ideological dissent within his party in 2018 and recently joined Mamata Banerjee’s Trinamool Congress (TMC). Sputnik: How do you assess the work of the Narendra Modi government in handling the current COVID-19 situation? Yashwant Sinha: The problem with the Narendra Modi government is that it starts celebrating and taking credit too early. In January, while addressing the World Economic Forum, Narendra Modi declared that India saved the world by controlling COVID in the country, and the party office bearers gathered on February 21 to congratulate PM Modi for the victory over the deadly virus. All this time, experts were warning that the second wave of COVID-19 is expected to hit the nation soon. All the warnings fell on deaf ears of the BJP government. This is the major reason why we are grappling with the worst worldwide COVID-19 surge and today, we are breaking all the records of daily infections and deaths. The entire health infrastructure has collapsed. A country like India cannot put together enough oxygen for the patients, and the whole situation is in a mess. Now, who will take the blame for this? The federal government and Prime Minister Narendra Modi, who failed to anticipate the danger despite regular warnings and failed to manage the situation, is directly responsible for this. Sputnik: How did the government handle the country’s economy during the pandemic? Yashwant Sinha: I really don’t think that the economy of the country is in a good shape. The Narendra Modi-led government is extremely good at manipulating the data; therefore, I don’t trust the statistics shown by the government anymore. A lot of people, holding important portfolios, had to resign because they didn’t agree with the government or its reports. Finance Minister Nirmala Sitharaman announced relief packages of $278 billion (INR 20 lakh crore rupees) for the aftermath of the COVID crisis. Where is the money? Various reports said that the announcements by the government were eyewash and it had hardly spent 1-2 percent of the said amount. This money was specially allocated for the Micro, Small & Medium Enterprises (MSME) sector and the MSME figures are released with three years lag — therefore, we don’t have a bigger picture. Despite the allocation of relief package for the MSME sector, it is in very bad shape. So, I don’t think that the economic situation has been handled in the desired way. Sputnik: How did the government tackle the crisis of migrant labourers and the unorganized sector? Yashwant Sinha: If things were managed in a better way, then migrants would have never walked back to their respective states during the second wave of the COVID-19. The small business units are shutting down and unemployment has become one of the major issues. The government failed to serve the interest of the country, particularly the unorganized sector and the worst part is that still, it is not thinking about it. Sputnik: Most of the states are complaining about non-availability of vaccine doses. How do you see the entire vaccination process in the country? Yashwant Sinha: Vaccination should be made free and compulsory, like primary education, as it is the only protection we have against the deadly virus. We have to vaccinate all our countrymen as soon as possible. Secondly, online registration should not be the only way to get registered for the vaccination. On the spot, registrations should also be started. Currently, I’m in my village in Jharkhand (It is one of the tribal states of India) and here people are not much aware about online registration. So, for such a populace, the government should mobilise the healthcare and frontline workers, who can go village to village and vaccinate the people on the spot. Apart from this, we must not laud ourselves as a world leader in the pharmacy sector and export the vaccine to other countries. First, we should ensure vaccination for our population and then we can look forward to supporting other countries.     Also, it is important that the cost of the vaccination should be taken care of by the government. I think there won’t be much of a problem with it as the Finance Minister had announced a $1.7 billion health package to fight against COVID-19 and a huge amount of money had been collected in the PM-CARES fund. However, I will still say that the government, so far, has performed miserably in managing this crisis. Sputnik: How was your experience of the West Bengal elections as this was the first time that the BJP had a magnanimous campaign in the state? Yashwant Sinha: I am really disappointed with the way the elections were conducted in West Bengal. The Election Commission of India didn’t act as an independent agency. It was working on the directions of the federal government. Knowing about the pandemic spread, the poll body shouldn’t have extended the polls in the state. By 2024, more ably and small leaders will emerge and challenge Narendra Modi. This election isn’t actually TMC vs BJP, rather it is TMC vs TMC-B as most of the BJP Members now are former TMC Members who defected recently. Many might think that BJP grew on its own in West Bengal, but that isn’t the reality. The reality is that BJP used dirty methods that Mamata Banerjee did before like luring and inducting in TMC, Congress, and CPI(M) Members and rose to second players.

Subhendu has extensive and intensive acceptance by general folks. His followers love him intensely and this affection is not limited to personal gains. He is an important political figure in some important districts of West Bengal.

The TMC supremo, fighting one of her toughest elections, will contest from the Nandigram seat alone, dispelling rumors that she will be contesting from more than one seat.

Sixty-four sitting MLAs, including five ministers, were denied tickets on grounds like age and non-performance. Around 17% of the candidates in TMC’s list are women — accounting for 50 of the 291 candidates. Candidates for three seats in north Bengal were not announced as they are for the Gorkha Janmukti Morcha.

A number of the candidates were prominent names in cinema, television, and sports.

TMC MLA Candidates List:

Of the candidates, 42 were Muslims, 79 belong to the Scheduled Castes (SC), and 17 to the Scheduled Tribes (ST). Former IPS officer Humayun Kabir and Sanmarg newspaper editor Vivek Gupta are also part of the list.

Bengal, of course, is crucial to the BJP’s larger game plan. The party has already made significant inroads in the state, winning 18 of 42 seats and 40 per cent of the vote share in the 2019 Lok Sabha election. It’s already nipping at the heels of Mamata’s TMC (Trinamool Congress) which had only four more seats in LS 2019 and the party fancies its chances of staging an upset victory in 2021.

The Union home minister was in Bengal in the company of BJP national president J.P. Nadda (who app­arently left his son’s wedding reception in Himachal midway to be there for the occ­asion) and general secretary (organisation) B.L. Santhosh. Shah began his day in the city with a rally near Shahid Minar, an iconic monument and protest site in the city’s Esplanade area. The irony of his defence of the Citizenship (Amendment) Act, even while Delhi was still on tenterhooks in the aftermath of the communal clashes over the same law, was not lost on the politically savvy city. But amid talk of the Ram temple in Ayodhya and the repeal of Article 370 in Kashmir, Shah reiterated his now-familiar refrain that Indian Muslims had nothing to fear from the new law and that the ruling TMC was only trying to fan the fear for political advantage. Shah’s reassurances were by way of damage control, but whether or not people believed him is another matter, says Prasanto Ray, professor emeritus at Presidency University.

After the rally at Shahid Minar, Shah went to offer prayers at the Kalighat temple before heading to a city hotel where he met a host of leaders from the state among them, MPs and MLAs, the presidents of the 38 organisational districts, observers and general secretaries. At the over four-hour-long meeting, Shah mainly listened. The final meeting ended around midnight, after which Shah flew back to Delhi.

In his meetings, Shah reassured the state functionaries of central support. In the next 390 days, till the assembly election in 2021, he said he would visit the state thrice a month for the next few months, going up to a week in the months leading to the election. Forty-two days in the last six months means Shah will cover each of the 42 Lok Sabha seats besides having a strong team to fan out in every assembly constituency, says a BJP district leader, requesting anonymity. To show how serious he is about the campaign, Shah is also seeking a place to stay in Kolkata. He is also learning Bengali, and is now peppering his speeches with Bengali words. His visit to the Kali temple, too, was of a piece with the plan to woo Bengali Hindu voters and dispel the notion that the BJP is a party of the Hindi heartland, trying to foist itself on the state.

Shah’s visit was also meant to remove any suspicions in the minds of the local functionaries of a covert BJP deal with the TMC, which may have arisen following Mamata’s meetings, first with Prime Minister Narendra Modi and then with Shah at a lunch organised by Odisha chief minister Naveen Patnaik at his residence. He told us BJP workers should not believe rumours of an understanding, just because there had been meetings with the PM and himself, said a leader who was part of Shah’s closed-door meeting with party functionaries.

Not to be outdone, Mamata went into a huddle with her partymen the day after Shah’s visit, to sharpen campaign strategies. So the TMC’s Banglar Gorbo Mamata’ (Bengal’s pride, Mamata) is said to be in response to the BJP’s Aar Noi Annyay (No More Injustice), a grievance cell’ to report corruption in the TMC regime. Somewhat on the lines of the BJP’s door-to-door campaign through vistaraks and shakha pracharaks, Mamata too has lined up a series of be humble and simple’ programmes to win back disenchanted voters. Likewise, the TMC’s Didi ke Bolo (Tell Didi), Jalojoge Jogajog (Connect over Snacks) and CAA, CAA/ Chhi, Chhi (Shame on CAA) pitches have provoked counter-campaigns in the form of Bengal BJP president Dilip Ghosh’s Dada ke Bolo (Tell Dada), Chai Pe Charcha (Conversations over Tea) and Abhinandan yatras.

The TMC is also way ahead in terms of having a credible mass leader. The BJP, on the other hand, does not even have a consensus candidate, perhaps another reason why Shah is keen on frequenting the state to figure out which way the local leadership is leaning. The TMC is also not above using the police and administrative machinery to its advantage. For now, Shah’s main strategy is blanket coverage criss-crossing Bengal, weekly rallies, dinners with Dalit karyakartas in their mud huts and visiting the families of political martyrs. Whether it will help him win Bengal, 2021 will tell.
