Abh ke baar 400 paar (“More than 400 seats this time”) has been the rallying cry of Narendra Modi’s election campaign, as voting for India’s 543-member lower house stretches on through the hottest months of the year. The prime minister’s method of ruling a once vibrant and now wounded democracy relies heavily on a heady mix of religious polarisation, subservient institutions and the apparent misuse of state-controlled agencies against his opponents. On the campaign trail, he and his party have been busy peppering his speeches with anti-Muslim rhetoric, in a seeming violation of India’s election law, which expressly prohibits electioneering based on sectarian appeals to religion, caste, language or region. So what is it like to stand as an opposition candidate in today’s India? Let me give you a sense of what we have to contend with. The first line of defence is the election commission of India (ECI), which is supposed to ensure free and fair elections but has become a helpless spectator. The ECI’s members were always appointed by the government of the day, but the institution has never before appeared so partisan. This is the reason that the supreme court last year said that election commissioners should henceforth be chosen by a panel in which the government does not have a majority. To this end, it recommended a three-member panel comprising the prime minister, the leader of the opposition and India’s highest-ranking judge. Modi, however, passed a law that made the third member of the panel merely another government minister, and then pushed two appointments through this flawed panel, an action which the supreme court declined to stop.

On Mahua Moitra
It appears like Palestine, no one is bothering to mention about the past, which has everything to do with what's happening with her. Parliament was in session recently where a report was tabled on her and then with voice vote she was expelled from parliament. Unlike what is generally thought of as principle of natural justice where the alleged has right to explain or defend themselves, Mahua Moitra was not allowed to speak. Maybe it has something to do with her being female. Females have never had any rights over themselves in past. They were properties owned by men to be used at and for their disposal. How else do you explain a woman alleged of so many things not being given a chance to explain herself?
Let's assume Mahua is one such criminal whose crime is so grave that giving her space to talk would be criminal itself. Then ask yourself - what is her crime? Sharing username/password of a portal that allows MPs to file questions. During this very session other MP pointed out how many MPs don't file their question themselves. Their PAs do. Or someone else they've appointed. Will all of them be expelled? You see? She was singled out. But why? And by whom?
By BJP MP Nishikant Dubey who Mahua Moitra had exposed to be possessing fake degrees. Not just exposed but exposed with proofs. When she did, he called her prostitute among other things. It is on his allegations which many have poked holes in, she has been expelled.
News channels are going on and on about how Mahua was expelled and how it was right thing to do. But not once have they played her previous speeches or the questions she had asked in parliament - very things she is supposed to have asked because she was paid to ask them. And that is where lies the truth of this fiasco. She is removed from parliament because she was going after big daddy of RSS frontman Modi. Mr Adani. Big zaddy of Modi. Media knows too well who should not be mentioned, against whom questions should not be asked.

Why so Unparliamentary Mahua?
Since the dawn of independence a lot of faith has been put on the shoulders of our great leaders, to carry on the aspirations of this great nation and its people. These leaders not only represent the people, but also the ideals, culture and dignity of the entire nation. They are expected to be well-mannered, well-kept and are to address the peope and their fellow politicians with respect, even if they disagree on certain issues. But sadly this is only a fairy tale as one cannot expect parliamentarians to do so.
Just today Mahua Moitra used the word "harami" against her peers in parliament.This is not a new thing for Miss Moitra, who in the past has described India as a "su-su potty democracy" and has jumped into many similar controversies in the past. Miss Moitra, a former banker, who complains about poverty while sporting a Louis Vitton handbag, and has showed the middle finger to Arnab Goswamy during a debate and uses constant "Gomutra" jibes against the ruling party, is no stranger to controversy and is nothing new. But what is sad is the total disregrad of the parliamentary rules and violation of the sanctity of basic manners in the parliament. Although the Constitution protects parliamentarians from arrest stating that, "no Member of Parliament shall be liable to proceedings in any court in respect of anything said in parliament", the members must atleast maintain a sense of decency while addresing te house. Under Rule 380 of The Rules of Procedure and Conduct of Business in the Lok Sabha, the Speaker is given power to expunge the ords that are defamatory and Rule 352 states tha a member shall not reflect on the conduct of the person in high authority except on a substantive motion dawn in proper terms.But all these rules falls on deaf ears and by not suspending Miss Moitra the Speaker is only encouraging such behaviour in the future.
The real losers of this whole affair are the citizens who expect a basic decency from their leaders and proper debate in the parliament. Gone are the days when great speeches and debates of Vajpayee, Advani and Sushma Swaraj were held and also gone are the days where there was basic decency in the parliament.

Askfffghhhhhhjjddd did u see mahua moitra's speech?
[(Before you guys start reading, a small warning - this post might be quite long.. please bear with me. And PLEASE read this till the end :)]
Okay. So, when I read your ask anon, I went to educate myself on the internet, and watched Mahua Moitra's speech. And this led me to ask the question "Damn it I am so frickin ignorant, I don't even know what the PMCares Fund IS!! "
So i went to my dad(he's really updated on politics and stuff, and honestly, I can get reliable info from him coz he is pretty disillusioned with the current state of democracy in our country, so he doesn't have any particular political bias.) and asked him about PMCares, coz I wanted to know all the sides of this to make a proper educated opinion.
Okay. So I am just gonna lay out all the facts I learned.
Basically, long back, Nehru created a public fund for emergencies, called the 'PM National Relief Fund'. It has a bunch of clauses, one of which states that it must be supervised/overseen by at least 5 people at a time - the PM, the Finance Minister, two more ministers ( i dont remember the portfolios) and (here's the catch) THE PRESIDENT OF THE CONGRESS.
Apparently, back then, it was inconceivable to Nehru that any other party could ever be in power other than Congress, hence the clause.
Now, the Modi govt has started another fund, called the PMCares fund in light of the whole pandemic situation. When i saw the speech by mahua moitra, i was informed that PMCares is not under RTI (Right To Information). So that is a giant problem for transparency. But then, the thing is, that RTI is a provision to hold the government responsible for it's expenditure. However, both, PMCares AND PM National Relief Fund are based on private donations, not government expenditure. Hence, they BOTH are not under RTI. However, the updates are regularly posted on the PMCares website, whereas apparently the PM National Relief Fund hasn't had a SINGLE meeting since so many years!
Also, apparently PMCares is registered, and PMNRF is not registered.
Now. These are all the facts I came to know. I can see that PMCares is getting rid of a few outdated clauses (like the one where a Congress president has to be there, inspite of the fact that so many other parties exist). And I learnt about the transparency thing, coz that is how even Mahua Moitra saw the sources of the private donations on the website. BUT. BUT. BUT. THERE IS A GIANT BUT HERE.
My dad put up a pertinent question, that even made me think.
IF THE CLAUSES OF THE PMNRF ARE OUTDATED, CONTEST THEM. GET THEM REMOVED.
What is the need of starting another fund? Clean up the mess in the PMNRF. Get it registered. Take off that Congress clause. If you wanna keep the congress clause, add the presidents of ALL political parties to increase transparency. Hold regular audit meetings. Make the PMNRF website better.
Creating another fund just complicates the process, and slows it down. And that is a major problem with the BJP govt. Many of their bills are quite good on paper, BUT the problem is, instead of cleaning up the existing bills, they end up introducing separate bills which complicate the process and the point is lost.
I am sorry that this post got a bit long, but this issue had quite a few aspects to be covered. The crux of the fund is not inherently bad, but the introduction of separate funds botches up the end result. I hope yall read this till the end. Thanks for the ask anon! This led me to learn about what's going on. :)
