The Consumer Financial Protection Bureau put forward a new regulation to limit bank overdraft fees. The CFPB pointed out that the average overdraft fee is $35 even though majority of overdrafts are under $26 and paid back with-in 3 days. The new regulation will push overdraft fees down to as little as $3 and not more than $14, saving the American public collectively 3.5 billion dollars a year.
The Environmental Protection Agency put forward a regulation to fine oil and gas companies for emitting methane. Methane is the second most abundant greenhouse gas, after CO2 and is responsible for 30% of the rise of global temperatures. This represents the first time the federal government has taxed a greenhouse gas. The EPA believes this rule will help reduce methane emissions by 80%
The Energy Department has awarded $104 million in grants to support clean energy projects at federal buildings, including solar panels at the Pentagon. The federal government is the biggest consumer of energy in the nation. The project is part Biden's goal of reducing the federal government's greenhouse gas emissions by 65% by 2030. The Energy Department estimates it'll save taxpayers $29 million in the first year alone and will have the same impact on emissions as taking over 23,000 gas powered cars off the road.
The Education Department has cancelled 5 billion more dollars of student loan debt. This will effect 74,000 more borrowers, this brings the total number of people who've had their student loan debt forgiven under Biden through different programs to 3.7 Million
U.S. Agency for International Development has launched a program to combat lead exposure in developing countries like South Africa and India. Lead kills 1.6 million people every year, more than malaria and AIDS put together.
Congressional Democrats have reached a deal with their Republican counter parts to revive the expanded the Child Tax Credit. The bill will benefit 16 million children in its first year and is expected to lift 400,000 children out of poverty in its first year. The proposed deal also has a housing provision that could see 200,000 new affordable rental units

“Is it green energy if it’s impacting cultural traditional sites?”
Yakama Nation Tribal Councilman Jeremy Takala sounded weary. For five years, tribal leaders and staff have been fighting a renewable energy development that could permanently destroy tribal cultural property. “This area, it’s irreplaceable.”
The privately owned land, outside Goldendale, Washington, is called Pushpum, or “mother of roots,” a first foods seed bank. The Yakama people have treaty-protected gathering rights there. One wind turbine-studded ridge, Juniper Point, is the proposed site of a pumped hydro storage facility. But to build it, Boston-based Rye Development would have to carve up Pushpum — and the Yakama Nation lacks a realistic way to stop it.
Back in October 2008, unbeknownst to Takala, Scott Tillman, CEO of Golden Northwest Aluminum Corporation, met with the Northwest Power and Conservation Council, a collection of governor-appointed representatives from Washington, Oregon, Idaho and Montana [...]. Tillman, who owned a shuttered Lockheed Martin aluminum smelter near Goldendale, told the council about the contaminated site’s redevelopment potential, specifically for pumped hydro storage [...]. Shortly thereafter, Klickitat County’s public utility department tried to implement Tillman’s plan [...].
Meanwhile, Tillman cleaned up and sold another smelting site, just across the Columbia River in The Dalles, Oregon, a Superfund site where Lockheed Martin had poisoned the groundwater with cyanide. He sold it to Google’s parent company, Alphabet, which operates water-guzzling data centers in The Dalles and plans to build more. For nine years, the county and Rye plotted the fate of Pushpum — without ever notifying the Yakama Nation.
The tribal government only learned of the development in December 2017, when the Federal Energy Regulatory Commission (FERC) issued a public notice of acceptance for Rye’s preliminary permit application. Tribal officials had just 60 days to catch up on nine years of development planning and issue their initial concerns and objections as public comments. [...]
When the tribe objected, FERC said it could file more public comments to the docket instead of consulting. [...]
When asked what Rye could offer the Yakama people as compensation for the irreversible destruction of their cultural property, Steimle suggested “employment associated with the project.” [...] Presented with the reality that Yakama people might not want Rye’s jobs, Steimle hesitated. “Yeah, I mean I, I can’t argue that — maybe it won’t be meaningful to them.” [...]
Klickitat County’s eagerness creates another barrier to the Yakama Nation. In Washington, a developer can take one of two permitting paths: through the state’s Energy Facility Site Evaluation Council, or through county channels. Both lead to FERC. In this case, working with the county benefits Rye: Klickitat, a majority Republican county, has a contentious relationship with the Yakama Nation [...]. “Klickitat County refuses to work with us,” said Takala. [...]
Fighting Rye's proposal has required the efforts of tribal attorneys, archaeologists and government staffers from a number of departments. [...]
And Rye’s project is just one of dozens proposed within the Yakama Nation’s 10 million-acre treaty territory. Maps from the tribe and the Washington Department of Fish and Wildlife show that of the 51 wind and solar projects currently proposed statewide — not including geothermal or pumped hydro storage projects, which are also renewable energy developments — at least 34 are on or partially on the Yakama Nation’s ceded lands.

[In February, 2023], a small warehouse in the English city of Nottingham received the crucial final components for a project that leverages the power of used EV batteries to create a new kind of circular economy.
Inside, city authorities have installed 40 two-way electric vehicle chargers that are connected to solar panels and a pioneering battery energy storage system, which will together power a number of on-site facilities and a fleet of 200 municipal vehicles while simultaneously helping to decarbonize the UK’s electrical grid.
Each day Nottingham will send a combination of solar-generated energy — and whatever is left in the vehicles after the day’s use — from its storage devices into the national grid.  The so-called “vehicle to grid” chargers deliver this energy just when it’s needed most, during peak evening demand, when people are home cooking, using hot water or watching TV. Later, the same chargers pull energy from the grid to recharge the vehicles in the wee hours of the night, when folks are sleeping and electricity is cheaper and plentiful.
“We are trying to create a virtual power station,” says Steve Cornes, Nottingham City Council’s Technical Lead. “The solar power and battery storage will help us operate independently and outside of peak times, making our system more resilient and reducing stress on the national grid. We could even make a profit.” ...
After around a decade, an EV battery no longer provides sufficient performance for car journeys. However, they still can retain up to 80 percent of their original capacity, and with this great remaining power comes great reusability.
“As the batteries degrade, they lose their usefulness for vehicles,” says Matthew Lumsden, chairman of Connected Energy. “But batteries can be used for so many other things, and to not do so results in waste and more mining of natural resources.”
The E-STOR hubs come in the form of 20-foot modular containers, each one packed with 24 repurposed EV batteries from Renault cars. Each hub can provide up to 300kW of power, enough to provide energy to dozens of homes. One study by Lancaster University, commissioned by Connected Energy, calculated that a second life battery system saved 450 tons of CO2 per MWh over its lifetime...
Battery repurposing and recycling is set to play a massive role over the coming years as the automobile industry attempts to decarbonize and the world more broadly attempts to fight waste. The production of EVs, which use lithium-ion batteries, is accelerating. Tesla, for example, is aiming to sell 20 million EVs per year by 2030 — more than 13 times the current level. In turn, 12 million tons of EV batteries could become available for reuse by 2030, according to one estimate.
“Over the next decade we are going to see this gigantic wave,” says Jessica Dunn, a senior analyst at the Union of Concerned Scientists. “Companies are recognizing this is a necessary industry. They need to ramp up infrastructure for recycling and reuse.”

The world isn’t on track to meet its climate goals — and it’s the public’s fault, a leading oil company CEO told journalists.
Exxon Mobil Corp. CEO Darren Woods told editors from Fortune that the world has “waited too long” to begin investing in a broader suite of technologies to slow planetary heating.
That heating is largely caused by the burning of fossil fuels, and much of the current impacts of that combustion — rising temperatures, extreme weather — were predicted by Exxon scientists almost half a century ago.
The company’s 1970s and 1980s projections were “at least as skillful as, those of independent academic and government models,” according to a 2023 Harvard study.
Since taking over from former CEO Rex Tillerson, Woods has walked a tightrope between acknowledging the critical problem of climate change — as well as the role of fossil fuels in helping drive it — while insisting fossil fuels must also provide the solution.
In comments before last year’s United Nations Climate Conference (COP28), Woods made a forceful case for carbon capture and storage, a technology in which the planet-heating chemicals released by burning fossil fuels are collected and stored underground.
“While renewable energy is essential to help the world achieve net zero, it is not sufficient,” he said. “Wind and solar alone can’t solve emissions in the industrial sectors that are at the heart of a modern society.”
International experts agree with the idea in the broadest strokes.
Carbon capture marks an essential component of the transition to “net zero,” in which no new chemicals like carbon dioxide or methane reach — and heat — the atmosphere, according to a report by International Energy Agency (IEA) last year.
But the remaining question is how much carbon capture will be needed, which depends on the future role of fossil fuels.
While this technology is feasible, it is very expensive — particularly in a paradigm in which new renewables already outcompete fossil fuels on price.
And the fossil fuel industry hasn’t been spending money on developing carbon capture technology, IEA head Fatih Birol wrote last year on X, the platform formerly known as Twitter.
To be part of a climate solution, Birol added, the fossil fuel industry must “let go of the illusion that implausibly large amounts of carbon capture are the solution.”
He noted that capturing and storing current fossil fuel emissions would require a thousand-fold leap in annual investment from $4 billion in 2022 to $3.5 trillion.
In his comments Tuesday, Woods argued the “dirty secret” is that customers weren’t willing to pay for the added cost of cleaner fossil fuels.
Referring to carbon capture, Woods said Exxon has “tabled proposals” with governments “to get out there and start down this path using existing technology.”
“People can’t afford it, and governments around the world rightly know that their constituents will have real concerns,” he added. “So we’ve got to find a way to get the cost down to grow the utility of the solution, and make it more available and more affordable, so that you can begin the [clean energy] transition.”
For example, he said Exxon “could, today, make sustainable aviation fuel for the airline business. But the airline companies can’t afford to pay.”
Woods blamed “activists” for trying to exclude the fossil fuel industry from the fight to slow rising temperatures, even though the sector is “the industry that has the most capacity and the highest potential for helping with some of the technologies.”
That is an increasingly controversial argument. Across the world, wind and solar plants with giant attached batteries are outcompeting gas plants, though battery life still needs to be longer to make renewable power truly dispatchable.
Carbon capture is “an answer in search of a question,” Gregory Nemet, a public policy professor at the University of Wisconsin, told The Hill last year.
“If your question is what to do about climate change, your answer is one thing,” he said — likely a massive buildout in solar, wind and batteries.
But for fossil fuel companies asking “‘What is the role for natural gas in a carbon-constrained world?’ — well, maybe carbon capture has to be part of your answer.”
In the background of Woods’s comments about customers’ unwillingness to pay for cleaner fossil fuels is a bigger debate over price in general.
This spring, the Securities and Exchange Commission (SEC) will release its finalized rule on companies’ climate disclosures.
That much-anticipated rule will weigh in on the key question of whose responsibility it is to account for emissions — the customer who burns them (Scope II), or the fossil fuel company that produces them (Scope III).
Exxon has long argued for Scope II, based on the idea that it provides a product and is not responsible for how customers use it.
Last week, Reuters reported that the SEC would likely drop Scope III, a positive development for the companies.
Woods argued last year that SEC Scope III rules would cause Exxon to produce less fossil fuels — which he said would perversely raise global emissions, as its products were replaced by dirtier production elsewhere.
This broad idea — that fossil fuels use can only be cleaned up on the “demand side” — is one some economists dispute.
For the U.S. to decarbonize in an orderly fashion, “restrictive supply-side policies that curtail fossil fuel extraction and support workers and communities must play a role,” Rutgers University economists Mark Paul and Lina Moe wrote last year.
Without concrete moves to plan for a reduction in the fossil fuel supply, “the end of fossil fuels will be a chaotic collapse where workers, communities, and the environment suffer,” they added.
But Woods’s comments Tuesday doubled down on the claim that the energy transition will succeed only when end-users pay the price.
“People who are generating the emissions need to be aware of [it] and pay the price,” Woods said. “That’s ultimately how you solve the problem.”

California’s residents have taken a beating from investor-owned utility companies and the CPUC over the past year. Major utility PG&E passed a 13% hike to electricity rates, adding on to what are already among the highest in the nation.
The state passed NEM 3.0, a cut to solar export compensation which sunk the state’s once-thriving rooftop solar market, leading to nearly 20,000 jobs lost and numerous solar installer bankruptcies.
CPUC then moved to shut down the emergent community solar market, which offered a pathway for renters and those with unsuitable rooftops for solar to save on electricity bills. Proponents of community solar legislation say it would enable bill savings of about $300 per year, with total ratepayer savings reaching $9 billion.

When President Biden signed the 2022 Inflation Reduction Act, it was expected to set off a boom in renewable energy, with hefty tax breaks that would make solar and wind power cheaper than fossil fuels.
So far, however, that dream has only come partly true. Solar panel installations are indeed soaring to record highs in the United States, as are batteries that can store energy for later. But wind power has struggled, both on land and in the ocean.
The country is now adding less wind capacity each year than before the law was passed.
Some factors behind the wind industry’s recent slowdown may be temporary, such as snarled supply chains. But wind power is also more vulnerable than solar power to many of the biggest logistical hurdles that hinder energy projects today: a lack of transmission lines, a lengthy permitting process and a growing backlash against new projects in many communities.
If wind power continues to stagnate, that could make the fight against global warming much harder, experts say. Many plans for quickly shifting the country away from fossil fuels envision a large expansion of both solar and wind, because the two sources generate electricity at different hours and can complement each other. A boom in solar power alone, which runs only in daytime, isn’t enough.
Some of the early predictions that the Inflation Reduction Act would help slash U.S. greenhouse gas emissions roughly 40 percent below 2005 levels by 2030 depended on a rapid acceleration of both solar and wind power this decade.
Wind and solar power are often lumped together, but they have important differences that partly explain why one is slowing and the other is thriving right now.
For one, wind power is much more sensitive to location. Wind turbines in a gusty area can generate eight times as much electricity as turbines in an area with just half the breeze. For solar power, the difference between sunny spots and less sunny spots is considerably smaller. That means developers can’t just build wind farms anywhere.
In the United States, the best places for wind tend to be in the blustery Midwest and Great Plains. But many areas are now crowded with turbines and existing electric grids are clogged, making it difficult to add more projects. Energy companies want to expand the grid’s capacity to transport even more wind power to population centers, but getting permits for transmission lines and building them has become a brutal slog that can take more than a decade.
“Getting wind projects built is getting a lot harder,” said Sandhya Ganapathy, chief executive of EDP Renewables North America, a leading wind and solar developer. “The low-hanging fruit, the easier access places are gone.”
The wind industry has also been hampered by soaring equipment costs after the pandemic wrecked supply chains and inflation spiked. While those factors initially hurt solar, too, the solar industry has adjusted much faster, with China nearly doubling its manufacturing capacity for panels over the last two years. Wind supply chains, which are dominated by a few manufacturers in China, Europe and the United States, have yet to fully recover.
The cost increases have been devastating for offshore wind projects in the Northeast, where developers have canceled more than half the projects they planned to build this decade.
Wind isn’t languishing only in the United States. While a record 117 gigawatts of new wind capacity came online last year globally, virtually all of that growth was in China. In the rest of the world, developers weren’t installing wind turbines any faster than they were in 2020.

The only way to save the planet
When it comes to protecting the environment, nearly any social system would be better than the one we have now. Capitalism is the first social arrangement in human history to endanger the survival of our species and life on earth in general. Capitalism provides incentives to exploit and destroy nature, and creates an atomized society that is incapable of protecting the environment. Under capitalism, ecocide is literally a right. Environmental protections are “trade barriers”; preventing a corporation from clear-cutting land it has purchased is a violation of private property and free enterprise. Companies are allowed to make millions of tons of plastic, most of it for throwaway packaging, despite the fact that they have no plan for disposing of it and not even any idea what will happen with it all; plastic does not decompose, so plastic trash is filling up the ocean and appearing in the bodies of marine creatures, and it may last millions of years. To save endangered rhinoceros from poachers, game wardens have started sawing off their valuable horns; but the poachers are killing them anyway because once they are extinct, the value of the few remaining bits of rhinoceros ivory will go through the roof.
And despite all this, universities have the audacity to indoctrinate students to believe that a communal society would be incapable of protecting the environment because of the so-called tragedy of the commons. This myth is often explained thus: imagine a society of sheepherders owns the grazing land in common. They benefit collectively if each grazes a smaller number of sheep, because the pasture stays fertile, but any one of them benefits individually if he overgrazes, because he will receive a greater share of the product — thus collective ownership supposedly leads to depletion of resources. The historical examples intended to corroborate this theory are generally drawn from colonial and postcolonial situations in which oppressed people, whose traditional forms of organization and stewardship have been undermined, are crowded onto marginal land, with predictable results. The sheepherding scenario assumes a situation that is extremely rare in human history: a collective comprised of atomized, competitive individuals who value personal wealth over social bonds and ecological health, and lack social arrangements or traditions that can guarantee sustainable, shared use.
Capitalism has already caused the biggest wave of extinctions to hit the planet since an asteroid collision killed off the dinosaurs. To prevent global climate change from bringing about total ecological collapse, and stop pollution and overpopulation from killing off most of the planet’s mammals, birds, amphibians, and marine life, we have to abolish capitalism, hopefully within the next few decades. Human-caused extinctions have been apparent for at least a hundred years now. The greenhouse effect has been widely acknowledged for nearly two decades. The best that the reputed ingenuity of free enterprise has come up with is carbon trading, a ridiculous farce. Likewise, we cannot trust some world government to save the planet. A government’s first concern is always its own power, and it builds the base of this power upon economic relationships. The governing elite must maintain a privileged position, and that privilege depends on the exploitation of other people and of the environment.
Localized, egalitarian societies linked by global communication and awareness are the best chance for saving the environment. Self-sufficient, self-contained economies leave almost no carbon footprint. They don’t need petroleum to ship goods in and waste out, or huge amounts of electricity to power industrial complexes to produce goods for export. They must produce most of their energy themselves via solar, wind, biofuel, and similar technologies, and rely more on what can be done manually than on electrical appliances. Such societies pollute less because they have fewer incentives to mass production and lack the means to dump their byproducts on others’ land. In place of busy airports, traffic-clogged highways, and long commutes to work, we can imagine bicycles, buses, interregional trains, and sailboats. Likewise, populations will not spiral out of control, because women will be empowered to manage their fertility and the localized economy will make apparent the limited availability of resources.
An ecologically sustainable world would have to be anti-authoritarian, so no society could encroach on its neighbors to expand its resource base; and cooperative, so societies could band together in self-defense against a group developing imperialist tendencies. Most importantly, it would demand a common ecological ethos, so people would respect the environment rather than regarding it simply as raw material to exploit. We can begin building such a world now, by learning from ecologically sustainable indigenous societies, sabotaging and shaming polluters, spreading a love for nature and an awareness of our bioregions, and establishing projects that allow us to meet our needs for food, water, and energy locally.

President Biden united with Senator Bernie Sanders at the White House to review Democratic efforts to bring down drug prices. President Biden touted his Administration’s capping the price of insulin for seniors at $35 a month and capping the price of  prescription drugs for seniors at $2,000 a year. Biden hopes to expand both to all Americans through legislation next year with a Democratic congress. The President also praised Senator Sanders' efforts as chair of the Senate Health Committee which has lead to major drug manufacturers capping the price of inhalers at $35 a month. “Bernie, you and I have been fighting this for 25 years,” Biden said “Finally, finally we beat Big Pharma. Finally.”
The White House gave an update on its actions around the Francis Scott Key Bridge disaster. The federal government working with state and local governments hope to have enough of the remains of the bridge cleared to partially reopen the Port of Baltimore by the end of the month and have the port working normally by May. The Administration has already released $60 million in emergency money toward rebuilding and promises the federal government will cover the cost. The Department of Labor has released $3.5 million for Dislocated Worker Grants and plans up to $25 million to cover lost wages. The Small Business Administration is offering $2 million in emergency loans to affected small businesses. The Administration is working with business and labor unions to keep workers at work and cover lost wages.
Vice-President Harris and EPA Administrator Michael Regan announced $20 billion to help finance tens of thousands of climate and clean energy projects across the country. The kinds of projects that will be financed through this project include distributed clean power generation and storage, net-zero retrofits of homes and small businesses, and zero-emission transportation. 70% of the funds, $14 billion, will be invested in low-income and disadvantaged communities. The project is part of a public private partnership so for every 1 dollar of federal money, private companies have promised 7 dollars of investment, bring the total to $150 billion for ongoing financing of climate and clean energy projects for years to come.
The Department of Transportation announced $20.5 billion in investments in public transportation. This represents the largest single investment in public transit by the federal government in history. The money will go to improving and expanding subways, light rail, buses, and ferry systems across America. The DoT hopes to use the funds to in particular expand and improve options for public transport for people with disabilities and seniors.
The Departments of Energy and The Treasury announced $4 billion in tax credits for businesses investing in clean energy, critical materials recycling, and Industrial decarbonization. The credits till go toward 100 projects across 35 states. 67% of the credits ($2.7 billion) will go to clean energy, wind, solar, nuclear, clean hydrogen, as well as updates to grids, better batter storage, and investments in electric vehicles. 20% ($800 million) will go to to recycling things like lithium-ion batteries, and 13% ($500 million) to decarbonization in industries like automotive manufacturing, and iron and steel.
The Department of Agriculture announced $1.5 Billion in investments in climate-smart agriculture. USDA plans to support over 180,000 farms representing 225 million acres in the next 5 years move toward more climate friendly agriculture. 40% of the project is reserved for disadvantaged communities, in line with the Biden Administrations standard for climate investment. $100 million has been reserved for projects in Tribal Communities.
The Department of the Interior approved the New England Wind offshore wind project. To be located off Martha’s Vineyard the New England project represents the 8th such off shore wind project approved by the Biden administration. Taken together these projects will generate 10 gigawatts of totally clean energy that can power 4 million homes. The Administration's climate goals call for 30 gigawatts of off shore wind power by 2030. The New England Wind project itself is expected to generate 2,600 megawatts of electricity, enough to power more than 900,000 homes in the New England area.
The Department of the Interior announced $320 Million for tribal water infrastructure. Interior also announced $244 million to deal with legacy pollution from mining in the State of Pennsylvania, as well as $25 million to protect wetlands in Arizona and $19 million to put solar panels over irrigation canals in California, Oregon and Utah. While the Department of Energy announced $27 million for 40 projects by state, local and tribal governments to combat climate change
