President Joe Biden’s stumble across the stage after speaking at the Air Force Academy on Thursday will certainly feature prominently in Republican campaign ads aimed at reinforcing the theme, already gnawing at even his most ardent supporters, that Biden is too old and frail for another four years. The unpopularity of backup, Vice President Kamala Harris, only aggravates the problem.
To bolster his chances for reelection, Biden needs to engage in some out-of-the-box creativity.
Biden might rescue his faltering hope of reelection in one seemingly impossible way — asking the highly popular, former President Barack Obama to step in to replace Harris on the 2024 ticket.

Report exposes US humanitarian-veiled war atrocities, as China takes proactive move to strip it of human rights high ground
An article published by the China Society for Human Rights Studies on Friday lashed out at the US for severe humanitarian disasters caused by its aggressive wars against foreign countries since the end of World War II, stripping Washington of the human rights highland as the Biden administration tries to wield weapons of "human rights violations" to crack down on China.
The report was deemed by observers as China's "proactive move" to put US human rights atrocities under the spotlight, after the latter has long used such an issue as an excuse to interfere in China's domestic affairs. Together with the tense meeting between China's senior diplomats and US senior officials in Alaska last month, where Chinese officials dressed down US officials over human rights topics, the report sends a strong signal to Washington that it is unqualified to lecture China about human rights.  
The US has waged wars on foreign countries and regions such as North Korea, Vietnam, the Persian Gulf, Kosovo, Afghanistan, Iraq and Syria under the banner of "humanitarian intervention," causing a massive loss of military lives, serious civilian casualties, as well as property damage, said the article titled "Severe Humanitarian Disasters Caused by US Aggressive Wars against Foreign Countries."
Since the end of WWII to 2001, roughly 248 military conflicts occurred in 153 regions around the world, of which the US waged 201, accounting for 80 percent of all wars worldwide, according to the article.
During the past 240-plus years after it declared independence on July 4, 1776, the United States has always been involved in wars except in less than 20 years.
The large number of wars has devastated numerous lives and families. For example, in Afghanistan alone, there were an estimated 11 million who have become refugees as a result of the US-initiated war.
The humanitarian crisis caused by military actions stems from the hegemonic mentality of the US, the article read, noting that it is ridiculous to expect a hegemonic country to defend human rights of other countries.
Human rights is the most often cited excuse by the US to wage foreign wars, yet the video of US Vice President Kamala Harris speaking at Oakland on Monday went viral on Chinese internet, in which she admitted that "for years there were wars fought over oil; in a short time, there will be wars fought over water."
To justify those wars, Washington even went further to fabricate lies.
In 2003, the US launched military strikes against Iraq on the grounds that Iraq possessed weapons of mass destruction, causing hundreds of thousands of casualties and making more than 1 million homeless. Years later, the US admitted that the evidence of Iraq's weapons of mass destruction was nothing more than a small tube of white washing powder.
General Wesley Clark, a retired 4-star US Army general, told media in 2017 that he was told by one of the generals that the US was going to war with Iraq. Clark wondered if the decision was made because they found some information connecting Saddam to al-Qaeda, but he was told No.
"There's nothing new that way. They just made the decision to go to war with Iraq," Clark said. "I guess it's like we don't know what to do about terrorists, but we've got a good military and we can take down governments." And he said, "I guess if the only tool you have is a hammer, every problem has to look like a nail."
In 2018, the US, the UK, France and others launched air strikes on Syria, claiming that Syrian government forces used chemical weapons against the Syrian people. The air strikes led to hundreds of thousands of casualties and displacement of innocent civilians. But the evidence of the so-called use of chemical weapons by the Syrian government turned out to be nothing more than a staged video directed by the White Helmets, a group funded by US and UK intelligence agencies.
Shen Yi, a professor at the School of International Relations and Public Affairs of Fudan University, told the Global Times that the report reminds people of some long-ignored facts that the "defenders of human rights" are the biggest executioners and makers of human rights problems, said Shen, adding that the approach the US takes to "defend humanity" is often at the root of large-scale humanitarian disasters.
Yet the US, with hands all covered in the blood of innocent lives, posing itself as a "human rights fighter," points the finger at other countries, especially China, for so-called human rights violations.
After Joe Biden took office as US president, the human rights weapon has been more frequently used to pull over allies and pressure China.
Xinjiang cotton has fallen into the recent muzzle of the US' barrel of attacking China. In January, the US began barring entry of all cotton products and tomatoes from China's Xinjiang region, citing the excuse of "forced labor," which China has repeatedly denied with solid evidence and statistics.
Lü Xiang, a research fellow on US studies at the Chinese Academy of Social Sciences in Beijing, pointed out that when the US is floundering in a human rights crisis itself, it is trying to hurl mud at China, trying to paint a rosy picture for Americans: see, we are having a good life.
Less than three months after taking office, Biden is facing several humanitarian emergencies, COVID-19 has claimed more than 560,000 lives in the country; anger from the "Black Lives Matter movement" has yet to subdue, Asian hate has further divided racial gaps; and the president is now facing border pressures as the US-Mexico border experiences yet another surge in undocumented entries.
Observers noted that those deep-rooted humanitarian problems that are haunting the US, along the detailed report issued by the Chinese research institution, has tripped Washington off its human rights high horse. The Biden administration aims to crack down on China by picking up its weapon of human rights, yet how persuasive and efficient can it be when itself has committed ugly and disastrous humanitarian crimes worldwide, they asked.
"The world needs human rights defenders, but the US is not qualified to act as such," said Shen, noting that the report shows that China cannot be always defensive, but also proactive. "And this is just the beginning."
Despite the ugly US human rights record, some countries still trod upon the heels of Washington to attack China for "human rights violations."
Last month, the EU imposed sanctions on China over so-called human rights abuses in Xinjiang, marking the bloc's first move on such in three decades. Yet the move was hit back by China with fiercer sanctions, and the Chinese Ministry of Foreign Affairs warned the EU to stop acting like a "teacher of human rights."
During two senior US officials' visit to Japan last month, the two countries also signed a joint statement, denouncing China's domestic affairs, including Xinjiang, Hong Kong and island of Taiwan. Then the spokesperson of Chinese Foreign Ministry lashed out at Japan for being a US "strategic appendage."
Yuan Zheng, deputy director of the Institute of American Studies at the Chinese Academy of Social Sciences, told the Global Times that wielding the "human rights" stick often happens when US power is relatively weak. "The Biden administration hopes to use human rights and values as tools to glue allies together to confront China and heal rifts."
Observers warned countries who are or planning to join the US human rights club. As the notorious US humanitarian crisis has been laid out in front of the world, its followers will also be nailed to the pillar of shame.
The "moral responsibility" of the US is not enough to keep its allies on its side, and the best they can do is to play the role of cheerleader in the grand game of the China-US conflict, and those countries will also leave an ignominious mark in history, Shen said.

The stunning pro-President-Trump insurrection that occurred at the U.S. Capitol less than a week ago must have been a carnival for one’s olfactory bulb, as the stinging aroma of tear gas blended with the pungent odors of the occasional joint, or maybe the piles of dung that some of the cruder mob members left in the hallways once graced by icons like Daniel Webster, Henry Clay, and LBJ. The only thing that wasn’t in the air on Wednesday was the smell of what so many have falsely tied to Trump’s authoritarian movement — any whiff of “economic anxiety.”
When fascism finally came to America in the form of an attempted coup to halt our presidential election, it came from lush-green suburbs all across this land, flying business class on Delta or United and staying in four-star hotels with three-martini lobby bars — the better to keep warm after a long day of taking selfies with friendly cops or pummeling the unfriendly ones, chanting “Hang Mike Pence!” and generally standing athwart democracy yelling “Halt!”
Long ridiculed as deplorables rising up from the muck of Rust Belt trailer parks, the Donald Trump counter-revolution has finally revealed itself as an upper-middle-class affair.
What else can one think after seeing the photo of Jenna Ryan, real-estate broker from the upscale Dallas exurb of Frisco (also a “conservative” radio talker) posing in front of the private jet that whisked her to the Jan. 6 pro-Trump rally and subsequent storming of the Capitol, where she smiled in front of a window broken by other rioters and tweeted that “if the news doesn’t stop lying about us we’re going to come after their studios next”?
Maybe Ryan is an extreme example, but her compatriots in rushing Capitol Hill on Wednesday included a father of three from another upscale Dallas suburb named Larry Rendall Brock Jr., whose 1989 degree in international relations from the Air Force Academy apparently never taught him that it’s a bad idea to be photographed leaving House Speaker Nancy Pelosi’s office in a combat helmet, tactical gear, and holding zip-tie handcuffs.
One might also expect a criminal defense lawyer like McCall Calhoun of Americus, Ga., to know that it’s surely illegal to surge past a line of cops into the U.S. Capitol, even if, as you later told a newspaper, you believed your fellow rioters wer people who “don’t want to lose their democratic republic.” Or that it’s bad form to do this after tweeting about a looming civil war or the potential hanging of President-elect Joe Biden.
Political junkies like us remember 2000′s “Brooks Brothers riot” of well-heeled GOP activists and lobbyists that successfully halted Florida vote recounting in populous Dade County. Apparently what we witnessed Wednesday was the “Pottery Barn insurrection.” As key figures who invaded the Capitol have been steadily identified over the last five or six days, it’s remarkable how many alleged lawbreakers emerged from upscale zip codes.
The stay-at-home dad husband of a physician. The son of an elected judge in Brooklyn. The owners of numerous small businesses, as well as assorted state legislators. The New York Times spent four years looking for Trump voters in Ohio diners, but apparently that’s not where they would have found failed actor Jacob Chansley, a.k.a. Jake Angeli, the infamous shirtless rioter with the painted face and horns, who reportedly hasn’t eaten since his arrest because there’s no organic food in jail.
Yes, many of the 74 million citizens who voted for the guy who then incited an attempted coup do fit the stereotype of struggling or laid-off blue-collar worker in a rusted-out rural community. But those folks aren’t the ones who can take a Wednesday off and fly hundreds of miles, let alone plunk down hundreds of dollars, to get to the nation’s hub. While the Capitol mob was bulked up with other Trumpists — including an alarming number of off-duty police officers, as well as some neo-Nazi or KKK types who’ve been around forever — it was the 401(k) crowd that formed the front line of America’s first real putsch.
If that surprises you, then you weren’t really paying attention. For the last four years, political scientists have been trying to wrap their brains around Trump’s shocking 2016 victory in the Electoral College while trying to tell us that the 45th president’s true base is a lot of things — but it’s not poor. In fact, polling guru Nate Silver noted during 2016′s primaries that the average Trump voter had a median household income of $72,000, which was both higher than the national average and also higher than the numbers that year for supporters of Hillary Clinton and Bernie Sanders.
Interestingly, Silver and other analysts have found that Trump performs particularly well with voters with high incomes yet often without college diplomas (although he also does better with degree holders than he gets credit for). A researcher at the University of Pennsylvania, the political scientist Diana Mutz, found that Trump voters generally weren’t struggling economically yet did feel great anxiety about their status — whether the threat was the rise of a foreign power like China or the idea that America, and its government, was becoming increasingly nonwhite.
That explains a lot. It explains why the Republican Party, arguably in a long downward moral spiral, lost its mind when America elected its first Black president in Barack Obama. It explains why so many people with the luxuries of a laptop and free time (things that actual poor folks have in short supply) look for conspiracies like QAnon to explain a society that no longer makes sense for them, or why so much of the hatred on the right is expended not at the CEOs who outsourced American jobs but at the cap-and-gown-wearing eggheads like journalists or scientists they find intellectually arrogant.
The main reason that so many reasonably well-off folks tried to shut down American democracy wasn’t because they feared losing their paycheck, but because they feared losing their white privilege. Donald Trump had promised that “I alone can fix it” — that he’d protect them from a society where Black and brown essential workers could expect help from their government during a pandemic or ask the police to stop killing them, a world that where just being white no longer guaranteed the status they were promised as kids. They truly believed that Biden, Kamala Harris, and the 82 million were going to end their white power, and they saw Jan. 6 as their last chance to save it. The Capitol still stands, but the rest of us are going to be spending decades cleaning up their mess.
History lesson

In the end, as the FBI and other agencies step up their investigation of the Jan. 6 insurrection, there will likely be hundreds of arrests. But the now-under-fire Capitol Police arrested only 13 rioters while the attack was underway, and only a few dozen more were busted by cops for violating the 6 p.m. curfew. No one must have been more shocked by this than the survivors of the May 1971 anti-Vietnam War protests in Washington, one of the largest demonstrations in American history. In marked contrast to last week’s light police presence, the heavy-handed tactics from the administration of Richard Nixon included secretly canceling a national-park permit for the protests and then sending in a whopping 12,000 military troops to augment an already sizable police and National Guard presence. Over three days, an astonishing 12,614 people — many who were protesting peacefully and not violating any laws — were rounded up in the largest mass arrest in U.S. history. Authorities detained thousands at RFK Stadium because there was nowhere else to put them.
The shameful 1971 incident proved a point that seemed clear last Wednesday and has now been established with research: Police who are aggressive with leftist social-justice protesters treat right-wing disturbances with kid gloves. Last year’s Black Lives Matter protests as well as anti-lockdown rallies on the far right inspired the nonprofit Armed Conflict Location & Event Data Project to dig deeper. It found police were twice as likely to break up the left-wing protests, and when they did disperse a gathering, cops used force against leftists more often (51% of the time) than against right-wingers (34%.) This unequal treatment under the law is one more way that American policing is broken."

One of my children asked me once if people living through the Great Depression understood just how bad their era would look to historians. I answered that, on the whole, I thought not. People are focused on what’s in front of them: finding work, feeding their kids, trying to keep it together, making it through the day. It’s only when historians look back to gauge an era that they put the full picture together.
So for those who cannot see it: we are in one of the most profound crises of American history.
We are in the midst of a vicious pandemic that is killing us at an astounding rate while the administration ignores it or, worse, exacerbates it by encouraging our neighbors to think that wearing masks and social distancing to protect lives is somehow a political statement they must resist. Cases of coronavirus are spiking across the country. Hospitals are overwhelmed and health care workers exhausted. More than 14 million Americans have been infected with the virus and more than 276,000 of us have died of it. Today saw over 211,762 new cases and 2,858 deaths. Tomorrow will likely be worse.
The pandemic has crippled our economy. After a brief recovery this summer, it is faltering again. More than 20 million Americans are receiving some sort of jobless benefits. Pressure is building for some sort of federal aid package to provide relief and stimulate the economy to bridge us over the next months as vaccines are distributed. But until that happens, people need to work to keep food on their tables and a roof over their heads, so they cannot lock down to stop the spread of the disease.
The president of the United States is ignoring the pandemic, instead spending his time fighting against the results of last month’s election. The president’s opponent, Democrat Joe Biden, won the election handily, by close to 7 million votes and by a majority of 306 to 232 in the Electoral College. But Trump, supported by loyalists, continues to insist he has won, even though the states he claims will swing the Electoral College behind him have already certified their votes for Biden.
The attack of a president on the outcome of an election is unprecedented. Four times in American history, a candidate who has won the popular vote has lost in the Electoral College but the loser has bowed to our system, even though, curiously, it has always been a Republican who won under such circumstances and never a Democrat—indeed, Trump won in 2016 under just such a scenario.
In this instance, though, there is no misalignment between the popular vote and the Electoral College. Biden has won both, handily. And yet, the president is actively attacking the results and the underlying democratic system that produced them. His supporters are asking him to declare martial law and seize power, although the military has denounced this idea and those supporting it are making such increasingly wild claims that at some point they simply must fall apart. Indeed, there is reason to believe Trump's claims of fraud are simply a grift: his campaign was effectively broke before the election and he has raised more than $207 million since it. But, money grab or not, this is an unprecedented assault on our democracy.
There are, though, signs that change is in the wind. For all his drama, Trump is losing relevance. Today Congress finalized its draft of the defense authorization bill, and in it members of both parties pushed back on Trump’s demands. They refused to reduce the number of troops in Germany and South Korea, as he announced he would do in what appeared to be an attempt to weaken U.S. ties to Europe and the North Atlantic Treaty Organization (NATO), our military alliance there. Congress also ignored Trump’s demands to strip technology companies of liability protections (apparently he is angry when insulting names for him trend on Twitter) and his insistence that he would veto any measure that called for renaming military bases currently named for Confederate generals, a plan endorsed by members of both parties.
The measure also more directly rebukes Trump for things he either has already done or hasn’t done and should have. It orders the Secretary of Defense to report on Russian bounties offered to Taliban-linked fighters in Afghanistan for killing U.S. troops, limits how much military funding the president can move to domestic projects—as Trump tried to do for his border wall—and requires that federal law enforcement officers “visibly display” their names and the names of their agency when engaged in public responses. This summer, the officers dispatched to the streets of Washington, D.C., and other cities could not be identified. In another rebuke to the summer’s police violence, the measure also prohibits the Pentagon from handing off bayonets, certain combat vehicles, and weaponized drones to state and local law enforcement.
It is not just Congress that is pushing back on the president. Today the Associated Press broke the story that within the last two weeks, a political operative Trump had installed at the Department of Justice has actually been banned from the building after pressuring staffers to give her information about investigations, including those about the 2020 election. Heidi Stirrup, the appointee, is an ally of Trump adviser Stephen Miller. Today Trump appointed her to the board of visitors of the Air Force Academy. Josh Marshall of Talking Points Memo notes that it’s unlikely a Trump ally would have been physically removed from the Justice Department in the days before the election turned Trump into a lame duck.
In the first interview President-Elect Biden and Vice President-Elect Kamala Harris have given since the election, aired tonight on CNN, they reiterated their support for all Americans and their determination to combat the coronavirus pandemic, saying they would ask everyone to commit to wearing a mask for the first 100 days of their administration. Harris told journalist Jake Tapper: “There couldn't be a more extreme exercise in stark contrast between the current occupant of the White House and the next occupant of the White House,” and the country will be better for the change, she said.
But it was CNN journalist Don Lemon who summed up this changing moment best. He told Tapper: “[I]t feels like we are watching ... a president-elect and a president who are on Earth One and Earth Two. And at this particular Earth that is in reality, it was very normal, very sedate. And it was welcoming news. It was good to watch. It was good to actually get content. We heard no fake news. We heard no conspiracy theories. We heard no personal grievances. We heard a President-Elect and a vice president who want to work with the other side.”

Shanti Sethi and her Trailblazing Career in US Navy
‘Trailblazer’. The term follows US Navy veteran Shanti Sethi, as a quick Google search will tell you. The first-Indian American commander of a major US Navy Combat ship, Shanti was appointed to the office of another pioneer — US Vice President Kamala Harris, in February 2022. Shanti describes her journey to the topmost ranks of the Indians in USA, her experience as the commander of a warship and how she made it to the White House, as well as the stereotypes she broke along the way.
A life on the high seas
In March 2011, there was much excitement across the country when the USS Decatur, a guided missile destroyer from the United States navy, docked in Chennai.When they discovered that the ship’s skipper was an Indian lady creating history, rather than just being of Indian ancestry, their excitement only grew. The brave navy experienced many firsts during that moment. Yet, who recalls the years spent at sea as some of the most beautiful in her life.
“There’s nothing better than a sunrise at sea, when there’s nobody else around,” Shanti smiles. “I never thought being in the Navy would be a career. Every time I reached a turning point, I would stop and think about what I love and I realised that what I loved was being in the Navy. She has come a long way since, working in different departments of the Navy, going from a life at sea to working as an Operations Director for the Navy and travelling the world for work.
The early days
Shanti’s Indian roots come from her father — her grandparents, she said, hailed from Northern India (now Pakistan). Her father arrived in the US in the 1960s, having been raised in Delhi. When her parents split, Shanti and her brother stayed with her Canadian-origin mother in the United States. She stayed in touch with her Indian-ness through her father’s relatives and recalls travelling to Delhi to visit family as a child.
Shanti joined the Navy in 1993, “It was an accident, actually,” she remarks. “My intention was to join the army, not the Navy per se.” It wasn’t an unusual move for a graduate from Norwich University, which is known for its longstanding army traditions but perhaps so for a woman. She speaks with levity today but when has entering a male dominated world been easy for a woman? In addition, the Combat Exclusion Act was still in effect, prohibiting women from entering areas of conflict. Shortly after, the partisan act was lifted, but when Shanti initially joined the army, there were many things she could not do. She claims, “I couldn’t be in the infantry.” Although they were prohibited from participating in combat, women were permitted to manage ships and “perform the things that the Navy was about” in the Navy. She would get the chance to captain her own ship here.
Commanding the USS Decatur and the liaison to Congress
After serving a little over four years on ships as a junior officer and learning how to lead in small groups, Shanti came back ashore to Naval Academy, returning to sea in 2000. As she moved up the ranks, the time she spent at sea decreased in exchange for a management role. She had received her command in only 13 years, much earlier than the customary range of anywhere between 17 and 19 years. She was posted in Texas as a coastal minehunter and “had about 60 people working for me. She was then named the Service Navy Liaison, working with Congress as one among the many Indians in Australia.
Shanti spent two years as the navy’s liaison before returning to sea in 2010, this time as the commanding officer of the USS Decatur, an Arleigh Burke-class guided missile destroyer.
The return to land
In July 2015, Shanti took over her new role with The Joint Staff, working as an executive assistant to the Director of Joint Operations. Two years later, she was named the Commanding Officer of Task Force 64. This Naval task force was responsible for defending NATO Europe against ballistic missile attacks from Iran, served as the Integrated Air and Missile Defense Advisor to the Commander of Striking Forces NATO and as Director and Tomahawk Strike Coordinator for the U.S. Sixth Fleet during its operations in Syria. Shanti oversaw a 100-person team in August 2019 while serving as Chief of Staff. She also oversaw the Integrated Naval Force Structure Analysis, 2020. She moved up to the position of senior military advisor to the Secretary of the Navy in 2021.
According to Shanti, it’s never easy switching from being in charge to making photocopies. However, it’s undoubtedly a technique to keep your ego in check. It serves as a constant reminder that anyone can transition from being king to assembling a binder. Despite how banal they were, her new positions gave her a deeper understanding of the White House’s top levels of decision-making.

MVP Kamala's schedule for March 15th
 On Monday, Madam Vice President Kamala Harris accompanied by Second Gentleman Douglas Emhoff have embarked on a mission to ensure people know what they were entitled to in the American Rescue Plan.
Their first stop was in Las Vegas, Nevada. They departed Joint Base Andrews on board Air Force 2 and arrived McCarran airport where they were welcome by Nevada Governor Steve Sisolak and First Lady Kathy Sisolak. Here is a rundown of their trip:

1) The first stop was to a vaccine clinic site at the University of Nevada Las Vegas(UNLV). Visiting accompanied by Governor Sisolak, Congresswoman Dina Titus (NV-3rd District), she heard from doctors and medical student about their experience administering the COVID vaccine. She spoke and thanked everyone on ground many of who were medical students from the UNLV School of Medicine for vaccinating 63602 thousands of locals.

2) Then Madam Vice President went to grab lunch at Tacotarian accompanied by Nevada's Attorney General Aaron D. Ford.

While waiting for their lunch, both Madam Vice President and AG Ford spoke to the owners LaKristen Corral and El Carlos Corral with staff hearing how the pandemic has affected their business. Madam Vice President also spoke about how the American Rescue Plan will be helping businesses and also their employees. 
She also told that she is doing changes in her meal by reducing her meat consumption and eating vegan food before 6 p.m. She also encouraged Americans to reduce their meat consumption by saying "We have to do a better job and the government had to do a more better job."

3)  After she arrived at the Culinary Academy where she visited and tour the campus. During her visit she met and spoke with students in the cafeteria where she order a soy latte with lavender and spoke about the American Rescue Plan and how it is going to benefit students.

Then she gave remarks in the Culinary Academy's ballroom, which since the pandemic began has become where the Academy's food assistance team had set out boxes containing thousands of vegetables and fruit. “This is supposed to be the job of your government, which is when you’re suffering, when you need a helping hand, when a little assistance to just get over a moment of crisis you didn’t create, that’s when leaders are supposed to kick-in and say, ’I’m here, I see you and I will help you,” said Harris.

Space challenges for President Biden: Four issues for the next four years
As Joe Biden begins the first year of his presidency, there is still much we don’t know about where he and his vice president, Kamala Harris, stand on major issues in civil and national security space. The pandemic and economic recovery are sure to drive Biden’s initial agenda.
There are, nonetheless, several key space issues the new administration will have to address. NASA’s Artemis program is now unlikely to meet its 2024 human landing goal, giving the administration the opportunity to revisit the program while enhancing the agency’s Earth science work. The growing population of satellites and debris may lead the administration to reexamine the Trump administration’s approach to civil space traffic management. The Space Force will continue to mature but faces growing pains. The Pentagon will also finish programs, from new launch vehicles to LEO constellations, started under the Trump administration.

The future of Artemis
Ever since Biden won the presidential election in November, the space industry has speculated what his administration will mean for NASA’s Artemis program to return humans to the moon in 2024. The Democratic Party platform in August endorsed in general terms “NASA’s work to return Americans to the moon,” but made no mention of either retaining or changing the 2024 goal.
That decision may already have been made for him. In December, Congress passed a fiscal year 2021 spending bill that included $850 million for NASA’s Human Landing System (HLS) program, just a quarter of what the agency requested. NASA Administrator Jim Bridenstine had warned for months that keeping a 2024 human landing on schedule would be extremely difficult, if not impossible, without full funding for HLS.
There was, even before Congress passed the bill, widespread skepticism that a 2024 landing was feasible. “It was a long shot to begin with,” said Gwynne Shotwell, president of SpaceX, shortly after the election. She speculated that the new administration would defer a human lunar landing to “slightly later than 2024.”
A new approach might look something like what NASA was pursuing in the first half of the Trump administration, when it was focused on first building out the lunar Gateway, followed by human lunar landings around 2028. NASA has continued to make agreements with Canada, Europe and Japan on elements of the Gateway, so broader changes to human spaceflight plans that do away with the Gateway could be geopolitically costly for the Biden administration.
NASA may have to make decisions on the future of Artemis soon, perhaps before a new administrator is in place. The three companies that received HLS contracts last year — Blue Origin, Dynetics and SpaceX — are waiting on NASA to select who will proceed into full development. The agency previously said it would make decisions in the spring, but both the limited funding and the change in administrations could alter those plans.
At the same time, the Biden administration is widely expected to put greater resources into Earth science programs at NASA, as part of a broader emphasis on climate change. The party platform called for “strengthening” NASA and NOAA Earth observation missions “to better understand how climate change is impacting our home planet.”
That could create opportunities not just for Earth scientists but developers of spacecraft and related technologies. “With the administration’s planned focus on climate change, we expect growth in spacecraft and information systems related to understanding weather and climate change,” Eileen Drake, president and chief executive of Aerojet Rocketdyne, said at the AIAA SciTech Forum Jan. 11.
Exactly what form that new emphasis on Earth science will take is not yet clear. NASA already has a lengthy list of recommended missions from the previous Earth science decadal survey published in 2018 but has been slow to implement them because of limited budgets. Additional funding could accelerate those missions and feed into a broader climate change initiative.
Some have bolder expectations. “Managing the Earth’s ability to sustain human life and biodiversity will likely, in my view, dominate a civil space agenda for a Biden-Harris administration,” said Lori Garver, NASA deputy administrator during the Obama administration, shortly after the election.
However that climate change initiative develops, it likely means that boots on the moon will have to wait.

Space traffic management
At the end of the Obama administration four years ago, the outlines of a civil space traffic management (STM) system were beginning to take shape. The Federal Aviation Administration’s Office of Commercial Space Transportation was starting preparations to take on that work from the U.S. Air Force after a consensus by the White House and other government agencies that it was the best agency for the job.
That changed in June 2018, when the Trump administration issued Space Policy Directive 3 on civil STM. The administration directed the Air Force to transition civil STM activities to the Commerce Department, specifically its Office of Space Commerce. It concluded that the office could take on space traffic management, freeing up the FAA to oversee increasing commercial launch activity.
Two and a half years later, the office was finally ready to take on that challenge. Congress provided the office with $10 million in the fiscal year 2021 omnibus spending bill in December — less than the $15 million it requested but the first time it received any funding for STM work. Up until then, the Office of Space Commerce was laying the groundwork for STM, including coordination with the Space Force and meetings with industry, but needed funding to hire staff and develop systems.
“Next year will be largely what I’ll call a ‘building block’ year,” Kevin O’Connell, director of the Office of Space Commerce, predicted in October during a 0SpaceNews webinar. If his office got its requested funding, he projected that by the end of 2021 “we will have an initial architecture that is up and running.”
That assumes the Biden administration continues on that path. While the incoming administration has offered no hints of its views on the subject, there is nothing that would stop it from moving civil STM to the FAA or authorizing the Commerce Department to perform space traffic management, making it easy for the White House to change its mind.
However, there is now a consensus in the public and private sector that Commerce is the best place — or, at least, a good enough place — to handle civil STM. A congressionally mandated report by the National Academy of Public Administration, released in August, concluded Commerce was a better agency for civil STM than the FAA, NASA, or Defense Department.
With the growing amount of debris in orbit, along with emergence of megaconstellations like Starlink, most just want the government to move ahead as fast as it can. “In the end, it doesn’t really matter who does it, just that it gets done,” said Chris Kunstadter, global head of space for insurer AXA XL.
Another question will be how much attention Commerce gives to civil STM. Biden’s nominee for Secretary of Commerce, Rhode Island Gov. Gina Raimondo, hasn’t been involved in space in any way or shown an interest in the subject. However, the same was true for Trump’s nominee, financier Wilbur Ross, who never attended a launch before 2018. Yet he became a vocal advocate for the department’s work on space, including STM.

Next steps for U.S. Space Force
Among the final acts of the Trump administration was a celebration at the White House of the U.S. Space Force’s first anniversary, where Vice President Mike Pence announced the members of the service would be called guardians. The sixth branch of the armed forces was a darling of President Trump and no detail about the Space Force was too trivial to trumpet.
The Space Force will now enter its formative years with bipartisan support in Congress but under a new commander in chief with a different worldview. Biden is not expected to undo his predecessor’s prized achievement, but the Space Force will be lower on the totem pole.
“I don’t think the Space Force is in any danger of going away, but I don’t think it will be politically favored the way it was under Trump,” said David Burbach, associate professor of national security affairs at the U.S. Naval War College.
Over the next four years, the Space Force will stay busy building the service. In 2020, more than 2,200 former members of Air Force Space Command formally transferred to the Space Force. Another 3,600 are projected to transfer in 2021. The long-term goal is a Space Force of about 6,000 military members and 8,000 civilians. The service will be standing up a Space Systems Command to oversee acquisitions and plans to build a space intelligence center. The Biden administration later this year will have to provide recommendations to Congress on what space units from the Army and the Navy could be realigned under the Space Force.
More broadly, political appointees and military officials will continue to have to address questions on the Space Force’s role and reason for being.
“There is still a lot of confusion about the role of the Space Force,” said Burbach, noting that he does not speak for the government. Even though the space service’s job is to operate and defend U.S. satellites, “they run commercials showing astronauts going to the moon and exploring other planets. That’s not what the Space Force is going to do. They are not fighting laser battles in space.”
“The primary job for the Space Force right now is really focused on Earth,” said Scott Pace, former executive secretary of the National Space Council, during a recent National Security Space Association webinar. He noted the service has its hands full just carrying out its basic responsibilities to provide space-based services to U.S. military forces and allies.
A criticism often lobbed at the Space Force is that it created an expensive new bureaucracy to do the same work that the Air Force Space Command used to do, with the same people. But critics need to move on, said Deborah Lee James, former secretary of the Air Force during the Obama administration. “It’s not worth the bureaucratic churn to put it back the way it was,” she said last month at the Mitchell Institute’s West Coast Aerospace Forum.
Congress has made similar points and directed the Department of the Air Force and the Space Force to propose by May a revamped space acquisition process, a responsibility that will fall on Biden’s appointees. The fiscal year 2021 National Defense Authorization Act asks for specific recommendations for making space acquisitions move faster, in ways that capture innovations from the private sector.

National security space modernization
During the Trump administration, the Pentagon took important steps to modernize key national security space programs. For now, there is nothing to suggest Biden’s appointees — many of them veterans of the Obama administration — will reverse course on major programs, at least until they have a chance to dig through budgets and submit new proposals.
“We see no reason to think it won’t be full steam ahead,” said Mike Tierney, industry analyst at the defense and space consulting firm Velos. In 2021, “we’re going to get a lot of the same” simply because the incoming leaders are not going to have time to substantially amend Trump’s budgets until their second year in office.
Over the next four years, Biden’s Pentagon will oversee the transition of the National Security Space Launch program to a new phase where SpaceX will have a more prominent role flying military satellites to orbit and longtime incumbent United Launch Alliance will be tested to introduce a new launch vehicle, Vulcan, that the company promised will be ready in 2021. It will fall on the Space Force and the Biden administration to help SpaceX and ULA clear this hurdle and assure Congress the nation has the domestic launch vehicles it needs to reliably deliver critical national security satellites to orbit.
Sometime in 2024, the Space Force will start planning for a new heavy-lift launch competition. Biden’s administration could be in a position to evaluate whether emerging players like Blue Origin, which tried and lost in 2020, can win a spot in Space Force’s stable of launch providers.
Another item on the space agenda is the resiliency — or lack thereof — of U.S. space systems. This has been a much-discussed issue during the Trump administration amid warnings that U.S. satellites are vulnerable to jamming, cyberattacks and threats from anti-satellite weapons.
Former undersecretary of defense for research and engineering Mike Griffin pushed the Pentagon to invest in proliferated low-Earth orbit constellations, like those being built by private companies, to provide resiliency. Under Griffin, the Pentagon stood up the Space Development Agency to take on the design and early development of military systems in LEO. The young agency, which was opposed by the Air Force Association and others, is preparing to launch its first 28 satellites in 2022.
“SDA will get a fresh look,” Tierney said, but there’s no sign that the Biden team will be opposed to it. Once the SDA shows it can deliver on its promise to field a constellation in just two years, he expects it will be seen as the “agile, innovative new arm of the Space Force focused on proliferated LEO.”
The large “exquisite” satellites that have been the bread and butter of Pentagon space programs will not go away even if the SDA’s proliferated systems come to fruition. Under Biden, the Space Force will continue to acquire multibillion-dollar systems for missile warning, secure communications, and navigation. But there will also be parallel efforts to diversify the space architecture and use cheaper, smaller platforms as the private sector continues to drive down the cost of satellites and launch.
How the military leverages commercial space technology for national security will remain an issue over the next four years. A recent Aerospace Corp. space policy paper aimed at the Biden administration noted that the “increasing commercialization of space is presenting new opportunities for national security acquisition.” A trend to watch will be whether U.S. intelligence and defense agencies begin to seriously consider alternatives to the traditional model of hiring contractors to develop bespoke capabilities.
